An 81-year-old Richmond resident, Rafael Delgado, was fatally struck in a hit-and-run just before 8 PM near 23rd Street and Hellings Avenue. A driver fled the scene without stopping, leaving Mr. Delgado to die. Known for his vibrant spirit, he often sang at local restaurants and celebrated 60 years in Richmond as a retired sheet metal worker.
