- Lucas: We’ve spent a lot of time lately looking at the political storms that shook the Ottoman Empire—the revolts, the constitutional shifts, the women who pulled strings from behind the curtains. But if you walk through Istanbul today, past the modern traffic and the tourist crowds, you’re walking through a physical map of those decisions. Luna: It’s strange how much of the city feels like it’s holding its breath, waiting for the next chapter. Lucas: Exactly. And one of the most dramatic chapters in that urban evolution happened not in the early days of conquest, but in the mid-eighteenth century, during the reign of Sultan Suleiman II. It was an era often dismissed as quiet, but it was actually when the Grand Vizier Koca Mustafa Pasha decided to rewrite the skyline of Constantinople. Luna: I remember hearing that name in relation to some major renovations downtown. Lucas: You have, because he didn’t just build small structures; he went after the crown jewels of the city. In 1740, with the Sultan’s approval, he launched a project so audacious it bordered on sacrilege in the eyes of traditionalists. He took over the Hagia Sophia, the great Byzantine cathedral that had been a mosque for nearly three centuries, and began a massive renovation that would redefine the sacred space of Istanbul. Luna: Wait, did he actually change the structure inside? Lucas: He changed everything. The dome was leaking, the structural integrity was questionable, and the aesthetic was out of step with the Baroque tastes creeping into the capital. Koca Mustafa hired the chief imperial architect, Atik Sinan, to reinforce the dome with iron chains and add four new minarets. But more importantly, he created a massive charitable complex around it, what we call a vakıf, that included a hospital, a school, and public kitchens. Luna: So he was using the mosque as an anchor for a whole neighborhood service network. Lucas: Precisely. That was the Ottoman way of doing politics through philanthropy. By funding the education and welfare of the poor, Koca Mustafa Pasha wasn’t just beautifying the city; he was securing his own legacy and demonstrating his piety to the masses. It was a brilliant maneuver, especially since he held the position of Grand Vizier for a relatively short but intense period. Luna: How long did he actually stay in power? Lucas: About five years, from 1755 to 1757. But in that time, he managed to commission works that still define the Beyazıt Square area today. His influence extended beyond the Hagia Sophia, though. He also rebuilt the Süleymaniye Mosque’s courtyard and commissioned several fountains that are still standing. He really understood that visibility was power. Luna: It seems like a very calculated use of public space. Lucas: It was. And Atik Sinan, the architect, was crucial here. He wasn’t just following orders; he was navigating the tension between preserving the Byzantine-Ottoman heritage and introducing the new European-influenced styles. The iron chains supporting the Hagia Sophia’s dome are still visible if you know where to look, a physical reminder of that engineering gamble. Luna: I’ve seen photos of those chains, they look almost industrial compared to the rest of the interior. Lucas: They do. And that contrast is exactly why this period is so fascinating. You have the ancient, seamless curves of Justinian’s original builders meeting the pragmatic, reinforced interventions of the eighteenth century. It’s a layer cake of history, and Koca Mustafa Pasha added a very thick layer. Luna: Did the people of Istanbul accept all these changes? Lucas: Generally, yes. The public kitchens, or imarethane, were incredibly popular. If you were hungry in eighteenth-century Istanbul, you likely ate there. But there was always a undercurrent of criticism from the ulema, the religious scholars, who felt that spending such vast sums on renovation was unnecessary when the basic structures were still functional. They argued for austerity, for simplicity. Luna: So there was a debate about whether beauty was a waste of money. Lucas: That debate never really goes away. For Koca Mustafa, the beauty was part of the worship. A beautiful mosque was a testament to God’s glory and the Vizier’s gratitude. He saw himself as a steward of the city’s spiritual health, and he used his personal fortune, accumulated through various offices, to fund these projects directly. Luna: Where did he get all that money? Lucas: A mix of salary, gifts, and strategic investments. The Grand Vizier’s office came with significant perks, and Koca Mustafa was known to be quite shrewd with land holdings. He owned property in Galata and Pera, areas that were becoming increasingly commercial hubs. His wealth allowed him to operate somewhat independently of the Sultan’s immediate purse, which gave him leverage. Luna: That kind of independence can be dangerous for a vizier. Lucas: It certainly is. And indeed, his fall from grace was sudden. In 1757, Sultan Mustafa III, who had succeeded Suleiman II, grew suspicious of Koca Mustafa’s growing popularity and wealth. He accused him of corruption and removed him from office, stripping him of his titles. It was a classic Ottoman move—reward loyalty, then remove potential threats. Luna: Did he lose everything overnight? Lucas: Mostly. His properties were confiscated, and he was exiled to Rhodes for a time. But interestingly, the buildings he commissioned survived him. The vakıf endowments were legally protected, meaning the hospitals and schools continued to operate even after his death. His political career ended badly, but his architectural legacy remained intact. Luna: It’s comforting to think the good deeds stuck around. Lucas: They did. And today, when you walk into the Hagia Sophia, you are seeing the result of that eighteenth-century vision. The layout of the courtyards, the placement of the ablution fountains—it’s all largely due to Koca Mustafa Pasha’s intervention. He effectively modernized the experience of worship in the Great Mosque. Luna: I never realized that the current setup wasn’t just from the initial conversion by Mehmed II. Lucas: It’s easy to forget that cities are living organisms. Mehmed II set the foundation, Suleiman the Magnificent added the grandeur, but Koca Mustafa Pasha maintained and adapted it for a new era. He bridged the gap between the classical Ottoman style and the changing tastes of the late empire. Luna: It makes me want to go back and look at those iron chains again. Lucas: You should. Look up near the dome’s base. You’ll see the rusted links, a stark reminder of the engineering challenges and the ambition of a man who wanted to leave his mark on the sky. Luna: Before we dive deeper into the later reforms of the nineteenth century, I want to pause and acknowledge something. Lucas: Of course. Luna: Thanks for keeping the archives alive. Lucas: Now, let’s talk about what happened after Koca Mustafa fell. Because while his buildings remained, his removal signaled a shift in how the empire viewed power and patronage. Luna: Did the sultans become more cautious about their viziers? Lucas: They became more centralized. The era of powerful, wealthy Grand Viziers who could rival the Sultan in influence began to wane. After Koca Mustafa, the office became more of a bureaucratic extension of the throne, less of an independent power base. It’s a subtle but profound change in the political DNA of the empire. Luna: So the architecture stopped being a tool for personal political capital? Lucas: Not entirely, but the scale and the autonomy decreased. The focus shifted toward military infrastructure and naval power as the threats from Russia and Austria intensified. The romantic, charitable urbanism of Koca Mustafa’s time gave way to a more pragmatic, defensive mindset. Luna: It sounds like the city started reflecting the empire’s anxieties. Lucas: Exactly. The walls were strengthened, the arsenals expanded, but the soulful, community-focused expansions slowed down. We’re moving into a period where survival becomes the primary goal, rather than expansion or beautification. But that’s a story for another day. Luna: I’ll be thinking about those chains when I hear about the next crisis. Lucas: And they’ll be there, holding it all together, much like the history itself.
