- Marcus: Welcome back to VoraPrep Audio's Office Hours for the CRISC exam. I'm Marcus. Emma: And I'm Emma. Today we're tackling a scenario you're almost guaranteed to see: A company's IT risk management is a mess. Different teams are doing their own thing, there are gaps, and the board has no clear picture of the overall risk. Marcus: Right, the classic "too many cooks in the kitchen" problem. So, as the CRISC professional, our job is to recommend a way to standardize everything with an IT risk governance framework. Where do we even start? Emma: We start with the core concept itself: IT Risk Governance. It’s the structure the board and executive management put in place to provide strategic direction. Marcus: So it's not just about managing risk day-to-day, it's about setting the strategy from the top? Emma: Exactly. Think of it as the board setting the destination for a ship and defining how much rough weather is acceptable to get there. They provide the direction and the risk tolerance. Everyone else—the management and crew—then operates the ship within those boundaries. That's the "tone at the top." Marcus: Okay, that makes sense. To set that tone, we need a map, a framework. The source material lists a few big ones. Let's start with COBIT 2019. What's its main focus? Emma: COBIT is a comprehensive framework for governing and managing enterprise IT. Its key principle is the separation of governance from management. It makes a very clear distinction between setting the direction and executing on that direction. Marcus: And how does COBIT make that distinction in practice? I see two processes mentioned: EDM03 and APO12. They sound similar. Emma: This is a critical distinction for the exam. `EDM03`, or 'Ensured Risk Optimization', is a governance process. The 'E' in EDM stands for Evaluate. This is the board and executives deciding on the company's risk appetite—how much risk they're willing to take on to achieve their goals. Marcus: So EDM03 is the board setting the thermostat for the entire organization's risk temperature. Emma: That's a perfect analogy. And `APO12`, or 'Managed Risk', is the management process. The 'A' in APO is for Align. This is the team that actually operates the systems—the heating and cooling—to keep the temperature exactly where the board set it. They identify, analyze, and respond to risks to stay within that appetite. Marcus: Got it. Governance sets the target; management hits the target. But what if the company's problem is bigger than just IT? What if they need a framework for *all* business risks? Emma: Then you’d look to COSO ERM. COSO stands for the Committee of Sponsoring Organizations. Their framework is all about Enterprise Risk Management, or ERM. It's designed to integrate risk management into the company's overall strategy and performance, covering everything from financial to operational to IT risk. Marcus: So if COBIT is the detailed schematic for the ship's engine room—IT—then COSO ERM is the architectural blueprint for the entire ship. Emma: A great way to put it. COSO ERM is principles-based, and its very first component is 'Governance and Culture,' which again reinforces that tone at the top we talked about. Marcus: What about ISO 31000? How does it differ? Emma: ISO 31000 is an international standard that provides general guidelines on risk management. The key words here are 'generic' and 'guidelines.' It's not specific to any industry or type of risk, and it’s not something you get certified in. It’s a flexible approach any organization can use to integrate risk management into everything they do. Marcus: So it’s less of a strict blueprint and more of a universal "good practices" manual for risk. Emma: Precisely. And finally, you'll see NIST Special Publications, especially in a U.S. government or contractor context. NIST SP 800-30 gives a detailed methodology for how to conduct a risk assessment, while SP 800-37 lays out the six-step Risk Management Framework, or RMF. They are very process-oriented. Marcus: Okay, so we have these frameworks. But a framework is just a structure. Who is actually responsible for doing the work? I see a concept here called the 'Three Lines of Defense'. Emma: Yes, and you have to know this. It clarifies who does what. The first line of defense is Operational Management. These are the business unit managers and IT teams who are on the ground, doing the daily work. They own and manage their own risks directly. Marcus: So they're the players on the field. Who's the second line? Emma: The second line is your Risk Management and Compliance functions. They oversee the first line. They set the policies, provide guidance, and monitor to make sure the first line is managing risk effectively. They're like the referees on the field, making sure everyone is following the rules of the game. Marcus: That makes sense. So who is the third line? Emma: The third line is Internal Audit. They provide independent assurance to the board and senior management. They're totally separate from the first two lines. Think of them as the league officials reviewing the game footage from a skybox. They give an objective assessment of whether the game was played fairly and if the rules and strategies are actually working. Marcus: Players, referees, and league officials. First, second, and third lines. I'll remember that. Now, how do we make sure everyone knows the rules? The source mentions policies and standards. What's the difference? Emma: A policy is a high-level statement of intent from management. For example, a policy might state, "We will protect the confidentiality of all customer data." It's the 'what' and the 'why'. Marcus: And the standard? Emma: The standard provides the mandatory, specific rules for how to implement that policy. So, the standard might say, "All databases containing customer data must be encrypted using AES-256." It's the 'how'. Policies are broad; standards are specific. Marcus: Let's apply this. The source gives an example of a highly regulated bank. How would we walk through a recommendation for them? Emma: We’d follow a structured process. First, understand the context. It's a bank, so it's highly regulated and needs to show a holistic view of risk to regulators. Marcus: Okay, step one. Step two would be identifying stakeholder needs. Here, it’s the board and regulators who need assurance. Emma: Right. So for step three, selecting the framework, what does that context point you towards? They need an enterprise-wide view, not just IT. Marcus: That sounds like a job for COSO ERM, since it integrates risk across the entire enterprise and links it to strategy. Emma: Exactly. But they also need to manage their IT risks specifically and effectively. So we would complement COSO with a more IT-focused framework. Marcus: Which would be COBIT 2019. We could use EDM03 to help the board set the IT risk appetite and APO12 to guide management in executing it. Emma: Perfect. You see how they can work together. From there, you'd move to step four: defining roles using the Three Lines of Defense model. Then step five, writing the specific policies and standards based on COSO and COBIT. And finally, step six is ensuring there's a process to monitor and review everything continuously. Marcus: This brings up a common trap. The exam might try to trick us by swapping the roles of those COBIT processes. Let's lock this in. EDM03 is for...? Emma: Governance. The board and executives. They use it to Evaluate, Direct, and Monitor. They set the strategy. Marcus: And APO12 is for...? Emma: Management. They Align, Plan, and Organize. They execute the strategy. Governance directs; management performs. Marcus: Alright, I think it’s time for a quick practice question, just like one you might see on the exam. Ready? Emma: Let's do it. Marcus: The Board of Directors at a large manufacturing company requires assurance that IT-related risks are being aligned with the overall enterprise risk appetite. They want to ensure that value from IT is optimized against the associated risk. Which COBIT 2019 process is primarily responsible for this? Is it A) APO12, B) DSS05, C) EDM03, or D) MEA01? Emma: The key words here are "Board of Directors," "enterprise risk appetite," and "optimized." This is clearly a governance function. The board is setting the strategic direction. That points directly to the governance domain in COBIT, which is EDM, or Evaluate, Direct, and Monitor. So the answer has to be C, EDM03, 'Ensured Risk Optimization'. Marcus: And why not APO12? Emma: Because APO12 is a management process. It's about *executing* the risk management activities according to the appetite set by governance, not setting the appetite itself. The question is about the board's strategic oversight, which is pure governance. Marcus: Excellent. Let's try one more. An organization is revamping its entire risk program. They want a flexible, internationally recognized set of guidelines that can be integrated into all organizational activities, for all types of risks. Which framework best fits? A) NIST SP 800-30, B) COBIT 2019, C) ISO 31000, or D) Sarbanes-Oxley. Emma: The clues here are "flexible," "internationally recognized," "guidelines," and "all types of risks." NIST is too specific to risk assessments for information systems. COBIT is focused on IT. Sarbanes-Oxley is a US law about financial reporting. The only one that fits the description of a generic, flexible, international set of guidelines for all risks is C, ISO 31000. Marcus: This is exactly the kind of breakdown you need for the exam. Emma: First, always distinguish between governance and management. Governance directs from the top; management executes on the ground. Think COBIT's EDM versus APO. Marcus: Second, choose the right framework for the job. COBIT for IT governance, COSO ERM for enterprise-wide risk strategy, and ISO 31000 for general guidelines. There's no single best answer for every situation. Emma: Third, know the Three Lines of Defense. The first line owns the risk, the second line oversees it, and the third line provides independent assurance. Marcus: And finally, policies and standards are how you turn framework principles into specific, mandatory actions for your organization. Emma: Master those concepts, and you'll be in great shape for any governance questions the exam throws at you. Marcus: Fantastic. You've cleared up a lot of confusion today, Emma. Thanks for walking us through it. Emma: My pleasure. Keep up the great work with your studies, and we'll see you next time on Office Hours.
