Transcript Welcome to Hot Tea for Wednesday, September 23, 2026. Today, international leaders want safety tests before frontier A I launches. Maryland is considering a reporting deadline for serious incidents, while Virginia wants Congress to act. We'll also look at what President Trump said about Justice Department oversight, and when those proposals could become enforceable rules. This briefing uses an A I generated voice. Alibaba sets a 2027 launch for its next A I chip. Alibaba unveiled its Zhenwu V900 A I chip on September 22. The company says it will begin mass production and commercial sales in the first quarter of 2027. Alibaba also aims to build more than 20 gigawatts of cloud data center capacity worldwide by 2032. The company says it is training Qwen4. Alibaba supplied the performance figures and capacity target. The company did not say how many V900 chips it will deliver or what customers will pay. It also provided no independent workload test results. The first test is whether Alibaba meets its first-quarter release date. Shipments, cloud instances and customer benchmarks will show how much usable capacity the company delivers. Reaching the 2032 target will take years of construction and enough power to run the data centers. The announcement does not make that electricity available to customers today. International leaders call for mandatory tests before companies launch frontier A I. The Dutch government published an international statement on September 22 calling for tests before companies deploy frontier A I. The statement asks governments to require those tests, use independent evaluations and give qualified reviewers the access they need to conduct them. The signatories also want governments to align their standards and share reports on serious incidents. They ask UN members to consider an international oversight body. The statement asks governments to act. It does not create a regulator or place a new legal duty on A I labs. National laws will decide who gets access to frontier A I systems before release. Testing rules will decide what reviewers can inspect and who has the power to stop a launch. Maryland governor seeks a 72-hour deadline for reporting serious A I incidents. Governor Wes Moore announced an A I framework on September 22. He directed Maryland's A I Subcabinet to recommend legislation requiring companies to report serious incidents within 72 hours. The framework also calls for safety tests, independent audits and whistleblower protections. Moore plans to work with state employee unions on job changes and retraining. Moore asked lawmakers to consider a 72-hour reporting deadline, but Maryland has not enacted one. The proposed protections for schools and children also remain unfinished. Any draft law will need to define a serious incident and identify which companies must report one. State workers also need clear consultation rules before agencies use A I to change their jobs. Trump points to the Justice Department for A I oversight. President Donald Trump opposed new A I regulations during his September 22 speech to the UN General Assembly. Reuters reported that he said the Justice Department could rein in A I companies if needed and would watch the technology closely. Reuters didn’t report an enforcement case, a testing standard or any trigger for intervention. These remarks describe Trump’s policy position, not a new Justice Department action. A case or published guidance would show when the department plans to step in. Until then, A I companies and people affected by the technology have no new guidance on what conduct could draw scrutiny. Virginia asks Congress to act on A I privacy, jobs and resource use. Governor Abigail Spanberger sent congressional leaders a letter on September 22 urging federal oversight of A I. She cited privacy, jobs and the resources these systems require. Virginia had announced its data center accountability framework the week before. Virginia Mercury reported that Spanberger proposed no specific federal bill or timetable. She asked Congress to act, but didn’t call for a halt to A I development. Her letter doesn’t change federal law. Any bill would need to say who is responsible when A I causes harm and explain how federal rules would work with state protections. Data center rules would also need to spell out who pays for added infrastructure. That is the signal before the noise. This briefing was produced from Hot Tea's verified daily edition.
