- 0:47Thank you. Now here are the hosts of the
- 0:50United We Scan podcast. Hey, welcome back everybody.
- 0:54Episode 94, I am back this week. James and I got back today from
- 0:59our fall booster which went pretty well.
- 1:02There was a good number of first timers there.
- 1:05I will say it was good to see some.
- 1:08Very proud of that. Yes, yes, and.
- 1:11Remember when James was the 1st timer?
- 1:14Oh oh OK. I'm sorry you talked about the
- 1:15convention. Oh boy, we're off to a we're,
- 1:24we're off on a running. So how was your week, James?
- 1:34Well, I started getting bad actually.
- 1:37So I did not make the truck Tuesday, Wednesday or Thursday,
- 1:47and DPS was late Wednesday, Thursday, Friday, and it was
- 1:56just political, political, political, political.
- 1:59Literally every single day I was stopping at every single box to
- 2:03deliver one of the four or five political Flyers that I had in
- 2:08there. Some people were getting all 5,
- 2:10some were only getting one or two, but it was terrible.
- 2:14And then I found out after getting to the fall booster
- 2:18because I worked Friday and then drove up to the fall booster.
- 2:21I found out Saturday that our DPS didn't come in.
- 2:25So I'm got probably looking forward to two runs of DPS on
- 2:30Monday. So but got up to the fall
- 2:34booster, got my room, got some dinner finally and went to
- 2:39sleep. Then got up for the booster.
- 2:42Spent the weekend in the booster.
- 2:45We had our standard laissez faire there.
- 2:47We'll talk about in a bit. And then Saturday, Sunday was
- 2:53Q&A with the steward with another great informational
- 2:56piece there. And then drove all the way back
- 3:00here just in time to have about an hour of prep time for the
- 3:04podcast. So starting off on the I'm
- 3:08running behind on everything foot from Tuesday on.
- 3:12How about you, Bill? How was your retired week?
- 3:15Oh my God, I tell you, yeah, I it it got to the point where
- 3:20when I get up to do my not To Do List, I don't do the list of not
- 3:24to do's. That's bad.
- 3:27I mean, yeah, it is. It, it's torturous.
- 3:30It really is. I mean, you know, it, it's, it's
- 3:34exasperating. It really is.
- 3:35But yeah, I'm fielding daily calls, you know, from, you know,
- 3:39people in my office, people from across the country, some instant
- 3:43messaging from people on, on my route, customers going, where
- 3:47the hell are you? It's, you know, it's, we want
- 3:50you back. I was like, you know, I, I, I'm
- 3:52almost feeling guilty, but I did, me and my wife took our
- 3:56grandson over to see one of my elderly customers yesterday and
- 3:59had a nice visit with her. And I just, you know, God, I'm
- 4:04trying to get over to guilt. I really am.
- 4:05I mean, I, I feel like I've let them down and it, you know, I
- 4:10know angry Bill, you know, he's got feelings.
- 4:12Yeah. And it's not just gas it, it's
- 4:17just, you know, listening to the things.
- 4:18And, and we have a, a situation in my office where the former
- 4:23ADR who lost the local steward position to me is now chirping
- 4:28on the floor, trying to cause all kinds of situations and
- 4:31consternations. And somebody called me up about
- 4:34it. And I'm, I'm going to send him
- 4:36the 14 page report this individual so he can take it and
- 4:40stick it in this guy's face and say, well, here you go.
- 4:42This is what we're chirping about.
- 4:44You know, the, the backstabbing. And, and here's what gives me,
- 4:48ladies and gentlemen, you know, when you're arguing with each
- 4:51other on the floor, you're, you know, you don't like this
- 4:53person, you don't like that person.
- 4:54That's fine. Danny, this ADR who has
- 4:57basically milked the system for six years, turned around and
- 5:01made the comment that, well, your statement jeopardized my
- 5:04career. You know, it jeopardized my
- 5:06family's future. This, that and the other.
- 5:08No, your actions are what caused it, not the fact that you got
- 5:12reported on it. If you didn't do the things that
- 5:15you've done in the past, your own interest and guess what?
- 5:21We wouldn't have a problem. And people say, well, he's just
- 5:24looking down for his family. Now.
- 5:25When, when you're in the position of a steward area,
- 5:29Stewart ADRDR, you're in the position to serve others first.
- 5:33You know, that's why you get in there and you don't, you don't
- 5:36turn around and you ask, you know, a, a, a soldier or Marine,
- 5:40there is a difference. You know, whether or not they'll
- 5:43go all the way in protecting your freedoms.
- 5:46Soon as they sign that dotted line, they've, they've put their
- 5:48life on the line for you. And, and any little shit hole
- 5:52across the country in the world. And that's how it is.
- 5:56That's what's expected of them to note lesson service to your
- 5:59craft, be your duty as a employee of the NSS.
- 6:03And that's the problem. It's a position of entitlement,
- 6:07just like our national board, and I'm tired of it.
- 6:10So that's how my week went, putting out fires at my former
- 6:13office. Yeah.
- 6:14Isn't that fun? Frequency bite your tongue.
- 6:19Well, it's been a couple weeks since I've been on here guys, so
- 6:23you know. And and we and we behaved last
- 6:26week. I haven't even listened to it
- 6:28yet. Will admit I'm a little behind
- 6:33on things, but no. I had the four day, I had the
- 6:39four day weekends. And so I took Ruby and the baby
- 6:43down to my parents, did some visiting and ran into one of my
- 6:47my besties that we've been good friends since elementary school
- 6:51and went over to her house since that's why I wasn't on and her
- 6:54kids wanted to see the baby and the significant others.
- 6:58We went and hung out with them for a while and then one day
- 7:02when we left my parents, we headed over to one of Ruby's
- 7:06aunts, one of them that helped throw the baby shower and
- 7:09visited with her and two out of the three of her kids and then
- 7:16headed home. I was off Tuesday at the
- 7:19snuggle, the little one. Why?
- 7:21Ruby went to school and I worked Wednesday and Thursday.
- 7:25I did not make truck either day and that was mainly because of
- 7:30mail. I yeah, I mean I had 130 scans
- 7:33on Wednesday only because I found out they held the packages
- 7:37back on Tuesday. But no big deal.
- 7:41I got back, I clocked in at like 811, got back at 4:15 ish
- 7:484:20-ish. My God, you almost had to work a
- 7:51whole day. I know.
- 7:53And then Thursday, I only had 73 scans Thursday and I I actually
- 8:00left the office 1/2 hour earlier than I did on Wednesday, but I
- 8:05got back 1/2 hour later than I did Wednesday because it was all
- 8:10I had. Three packed trays of DPS that
- 8:14was all political crap. And that stuff's horrible.
- 8:16The way it sticks to each other it.
- 8:18Is it really is and you were having it so yeah my Thursday
- 8:23was longer then I took Friday off to head over to booster.
- 8:26I like to sit in on our state board meetings when I can.
- 8:29So Ruby and Little Man and I after Thursday after work headed
- 8:33over to Traverse City and went and did my thing on Friday.
- 8:37Gave Ruby the car and she went and picked her sister up after
- 8:41school and they came back. It was at Great Wolf Lodge so it
- 8:44worked out perfect. Saturday was Ruby's 18th
- 8:47birthday. She has officially applied to be
- 8:51an RCA and tomorrow is Little Sister's 14th birthday.
- 8:55So yesterday, why? They were having fun at the
- 8:59water park at Great Wolf. Little Man spent the day with me
- 9:02in the booster meeting, so everybody was thrilled to see
- 9:05him. I think he was really the
- 9:07highlight of the weekend for most of everybody there.
- 9:10Oh, babies are the greatest icebreaker in the world.
- 9:13Aren't they though? They were great.
- 9:15It was awesome to see the first timers there.
- 9:19One particular that James and I have talked to many, many times,
- 9:25Carrier's first timer, she has a very problematic office, but she
- 9:31is going to let me share with the fact that, you know, she's
- 9:33been with the post office for 10 years.
- 9:35She had attended one local meeting in the past, was not
- 9:38thrilled with how that meeting went and didn't do anything
- 9:42else. You know, all the older carriers
- 9:44in the office, like, oh, union stuff's nothing but a party.
- 9:48And she, she came and she is very, very glad that she came
- 9:53because she learned a lot. She got a lot of good
- 9:57information. She met a lot of great, awesome
- 10:00people. And the information that she
- 10:03got, she's able to take back to her office to share with the
- 10:07rest of the carriers and say, look, this was not a party.
- 10:10He was more tired at the end of Saturday than she was after
- 10:15working the day after Columbus Day.
- 10:16So yes, guys, those that think it is just a party, it is not a
- 10:21party and it is this that easy to go and to get that
- 10:25information and make those connections.
- 10:28Yeah, same way with National, except for it's a week long non
- 10:31party party. Yes, you know, between the
- 10:35resolutions and the appeals and everything else.
- 10:41No, it's we, we, we save Thursday night for a party
- 10:43because that's after caucus. Everything's done and you know,
- 10:47it's in the hands of God after that.
- 10:49But the the rest of the time you're working your your ass off
- 10:54and then, you know, turn around on Fridays, usually a day from
- 10:57hell if you got a lot of resolutions.
- 11:01Yeah, also, she's still processing what happened at
- 11:03National I. Will I will say this, I will say
- 11:06this, the pictures that you see of the people quote, UN quote,
- 11:09partying are US burning the energy that we got while sitting
- 11:14there working on business for hours on end.
- 11:17It is, and most of the time that you see people outside of the
- 11:21banquet photos, you see people's gathered around with drinks and
- 11:25stuff. We're actually still working.
- 11:28We're going through resolutions or where it's the wind down so
- 11:32we can try and get a nap before we do it all over again the next
- 11:36day. Yeah, 2 pads and pens going, you
- 11:39know, notes made on the resolution sheets.
- 11:42Oh, all that stuff. I mean, yeah, well, we had 383
- 11:47this year. Something like that, yeah, I
- 11:50mean. That was a.
- 11:52And it's some people don't get through all of them, some people
- 11:56do. You know, it depends on how long
- 11:58you can keep yourself awake to do them because you have to go
- 12:03through it. You have to decipher the intent
- 12:07behind it because they don't give you anything but the be it
- 12:10resolved portion of the resolution.
- 12:13So you have to understand why they're bringing that forth,
- 12:16understand why it should be included or not before you make
- 12:20a decision whether you want to actually vote for it or object
- 12:24to it, to get it to a floor vote where people can actually
- 12:27discuss it and things like that. And of course, objecting to
- 12:30things makes the days go longer. If it was easier, if everything
- 12:33just passed and it was done and over with, it make everybody's
- 12:37life easier. But that's not the whole point.
- 12:38The point is for us to actually sit there and discuss these
- 12:41issues and get together to the consensus of what we think that
- 12:46the crash should have and. Oh, and that first time I was
- 12:49talking about says she is going to try to go to everything now.
- 12:53Yay. So you know, I may end up with a
- 12:56new travel buddy. You may I may I offered rooming
- 13:01and travel. So let's do it.
- 13:04She's listening too. I see so.
- 13:11And then James, after you go through all the resolutions,
- 13:14binding and non binding, sit there and you shake your head
- 13:17and you go, well, Don's only taking 20 or 30 to the table.
- 13:20Closer to 20. Yeah.
- 13:22But anything that we started, you know, this year wouldn't
- 13:26touch the contract negotiations to the next one.
- 13:29Yep. So Speaking of union events, we
- 13:36had our fall booster and there is one very important thing that
- 13:41was said at our fall booster that I think everybody listening
- 13:44to this podcast should know. And this comes direct from the
- 13:49mouth of our state president who stated he went at National
- 13:54Convention and spoke to the legal team of the NRLCA on this.
- 13:59And any member of the NRLCA can join any meeting, function,
- 14:08convention across the nation if they so choose, as long as they
- 14:14are a member in good standing. So as they're a member of this
- 14:17union, they can attend those meetings.
- 14:19So either not beholden to just go to just your county meeting
- 14:24or your local meeting or your state convention or your state's
- 14:29booster. You could choose to go say, to
- 14:32Michigan's fall booster or some other state's fall booster or
- 14:37spring booster or maybe mid states slack back any of those
- 14:43regional conventions, conferences, or even all the way
- 14:48up to the National Convention. You can even attend if you are
- 14:52not a delegate to the National Convention.
- 14:55And being that you are an NRLCA member, they cannot make you
- 15:01leave the room when business is being conducted, which they do
- 15:06for visitors and guests. Now just remember though, if you
- 15:11were to go to a local meeting or even a different state
- 15:17convention, you and if it was like an annual local meeting,
- 15:21you as a not part of that local or part of that state, you would
- 15:27not have any voting rights. You could just go to observe and
- 15:32and meet people and hear the information.
- 15:35You could, you could ask somebody to have them suspend
- 15:41the rules if you really, really, really needed to speak, but that
- 15:44would require a vote on the floor for them to suspend the
- 15:47rules to allow you to speak. That is one of those caveats
- 15:50there, yeah. And I believe that's a 2/3
- 15:52majority too. Correct.
- 15:55So suspending to making any changes to the rules or the
- 16:00Constitution requires a 2/3 vote.
- 16:03I vote more than once. I'm I'm going.
- 16:05To to bring something up that got talked about not at booster,
- 16:09but was talked about. I'm not going to talk about
- 16:13exactly stuff that was I I, I can't talk about anything that
- 16:17was talked to the state board one.
- 16:18But this one I'm going to quote up just kind of talk about a
- 16:21little bit because there was something in here about a Zoom
- 16:25option would be helpful for those meetings.
- 16:28And somebody else brought up about that was brought up as
- 16:32well. That was elected as as a local
- 16:35president and having Zoom. It was talked about a little bit
- 16:39and there was some things that brought out that it's just
- 16:42there's too many unknowns when it comes to having Zoom
- 16:46meetings. Let's put it for a local type
- 16:52thing as well as, and some experiences of being another
- 16:58observer had brought up with being on a board for like a
- 17:02nonprofit or something of an else of that nature.
- 17:07It's just, it's not a good way to conduct a business via Zoom
- 17:13if it was like a local meeting or something like that.
- 17:17But where it comes with the with the unknowns is you just don't
- 17:21know who is sitting in to the side with whoever's attending
- 17:28when it become for a Zoom meeting.
- 17:30So I mean, something like that was discussed.
- 17:32I will just because it was brought up here, you kind of
- 17:34have to think about it. Yes, I mean for informational
- 17:38parts and again and things that were brought up would be you
- 17:43don't know if somebody's friends with management and management
- 17:48happens to be sitting in for non members or something of somebody
- 17:54that it could get out to where it's not supposed to get out.
- 17:58Or somebody who goes to meetings just to give management
- 18:01information because they themselves want to become
- 18:03managers. Exactly.
- 18:04So I or I, the only reason I'm bringing this up because it was
- 18:08talked about, but is just because I did see it here.
- 18:11I get it. I understand it.
- 18:12And this was the same thing too. We understand a lot of times
- 18:15people are unable to attend their local regional meetings
- 18:21for, you know, various reasons, whether it's the distance, the
- 18:24timing, babysitter family, you know, I know for me for, for my
- 18:29local meetings, I drive an hour. You know, that's not always
- 18:33feasible for everybody, especially if you're working
- 18:36later or depending on the times. You know, I know some some
- 18:41locals do Sunday meetings because it's such a big, big
- 18:46area and so they try to bring it in.
- 18:48But that's not always feasible either, especially if people
- 18:51have to travel. I'm going to give example for
- 18:54the UP of Michigan, for example, is 1 local.
- 18:58So you've got hundreds of miles that people may have to go to go
- 19:04to a local meeting. I understand where Zoom would
- 19:08seem to be a good idea to try and get more people present, but
- 19:13there's just way too many underlying unknowns on it.
- 19:17I'm just putting that out there, as you know, yes, it seems like
- 19:20a great idea. It'd be awesome to try and get
- 19:22more people involved to do that. But when you have to take a step
- 19:26back and think about the underlying unknowns, yeah.
- 19:30Of course, like having a podcast and having the people you know
- 19:33relay the information to the national board.
- 19:36And if they remember, you know, you can't stop them from coming.
- 19:39And that's the one thing is if you got somebody from out of an
- 19:41area now, it's one thing if you're in a local and you're
- 19:43going to another local meeting in the state, you know, they can
- 19:47get a local membership print out from the secretary.
- 19:50And we all know how quickly some of those things changed with
- 19:53revolving door of RCAS regulars that may left or retired and
- 19:59didn't rejoin or but when it comes to if you're like let's
- 20:05say I went to go visit Bill for a week or whatever and he will.
- 20:10Was having a local meeting and he said hey come with me but if
- 20:14he but he could vet me. But at the same time, not
- 20:17everybody else may know that they're there.
- 20:19Get a hold of your state secretary if you don't have a
- 20:22current union membership card and they can get those for you.
- 20:27I know a lot of people that were at national got new membership
- 20:30cards this year. So if you don't have 1:00 and
- 20:34you're interested in maybe going to a different meeting, get a
- 20:37hold of your state secretary and they will make sure that they
- 20:40that they will get you a up to date membership card.
- 20:45That way you at least have that to present if you do go to a
- 20:49meeting that is not of your locale.
- 20:51Another good option right there was bring a magazine with your
- 20:54name on it. Exactly.
- 20:56You know, if you have the current edition of the magazine
- 21:00that can be used technically as proof that you are a member at
- 21:03the time the magazine came out, so.
- 21:05Yeah. I mean, those are.
- 21:07Options. Yeah, in Pennsylvania they only
- 21:09update the list twice a year when they send out our news
- 21:12check national and you know you've got a lot of people
- 21:17changing that six month period. So unless you have an updated
- 21:21list, but in a lot of meetings are open too.
- 21:25And I mean, yeah, they they have people that can just walk in
- 21:28there. Not even non members.
- 21:29If it's an open meeting, non members are allowed to
- 21:32participate. Regional conferences, yeah, so.
- 21:37Yeah, I mean there's. A few things that came out this
- 21:39weekend that are are are good to know, you know.
- 21:43So if you guys want to participate and have the means
- 21:47to be able to participate, you can participate.
- 21:52You don't have to say anything, you don't have to get up the
- 21:54mic, you don't have to ask questions, you don't have to put
- 21:57in resolutions. But there is so much information
- 22:00you can learn from every single one of these, every single union
- 22:04event, there is information you can learn.
- 22:07Even myself and the podcast presenters here, every meeting
- 22:11we go to, we learn new things, we learn new information.
- 22:15It's a never ending thing and especially in a job where things
- 22:19change constantly, especially procedures to do certain things,
- 22:26equipment, stuff like that changes that gets addressed at
- 22:30these events. We could talk about the scanner
- 22:33stuff. I mean, there's still questions
- 22:35going on about the activity scans for Rex.
- 22:39There's still questions on management's ability to tell us
- 22:42what we can and cannot put in their scanners.
- 22:45And you get that information there.
- 22:47And plus, it's really good, even if you've heard it before, to
- 22:51hear it again to reinforce it because one of the best ways to
- 22:56ensure you get it right is to hear it over and over
- 23:01repetitively. Learn it over and over
- 23:03repetitively because it go. It's better to go from your
- 23:07short term to your long term in that aspect that you learn it
- 23:10over and over. And yes, the availability is the
- 23:13hardest part for everybody like myself.
- 23:16I would have loved to have gone to my state board meeting, but I
- 23:20could not afford to go. I had to work instead, so I
- 23:24ended up going after the board meeting, which was Friday.
- 23:28So sometimes sacrifices have to be made for that kind of stuff
- 23:33too, in order to protect yourself in the future.
- 23:36I. Just I just hope I can get time
- 23:37off the go to more of the regional conferences next year.
- 23:43Yeah, I've been asked to go to Eastern states as well as SAC.
- 23:49I I'm thinking about it, you know, I've been asked to
- 23:54accompany some other people to sack and I you know, I'm
- 23:58thinking about it. It's going to have to fall
- 24:00financially being January Eastern states.
- 24:04I was thinking about it because that's my birthday falls in the
- 24:07midst of that. And but at the same time I'm
- 24:11thinking about it and I'm going that's the third weekend of
- 24:14March, the very the 1st of March, I'm I'm already off.
- 24:17That's my tattoo Expo weekend. Everybody knows I do that first
- 24:21weekend of March. The next weekend of March is our
- 24:23spring booster. And then the following weekend
- 24:26is Eastern States and I'm going, oh man, I don't know.
- 24:30I'm still going to try, but I can't make any promises.
- 24:34Where? Where's Eastern states this
- 24:35year? Maryland.
- 24:37Come on down, you can room with me.
- 24:40All right. You don't have to sleep with me
- 24:42though. You.
- 24:43Just room with me. Well, I have a roommate too.
- 24:45I think my my roomie from one of my roomies from national is the
- 24:50one that invited me. So you know we're thinking about
- 24:53it. I'm just trying to think if I
- 24:55can well have enough, you know, leave wise to who knows I may
- 25:00end up with some X days to burn. I always get with trying to earn
- 25:04the next day if I know I'm going to use up my annual, but I
- 25:07prefer I can't afford to L wap you.
- 25:09I wish I me. Too, But.
- 25:11No, it's yeah. I mean, there was some good
- 25:14information. I am I, you know, we had another
- 25:18postmaster come in and talk about edit books and mapping and
- 25:23I even learned some stuff about the edit books that I didn't.
- 25:26I am going to put together an edit book thing presentation
- 25:31that I want to do on an episode in the future.
- 25:35And so I know that was definitely some good information
- 25:38there. As we all know, everybody, not
- 25:41everybody can do it, but in newer carriers and even, you
- 25:46know, designated 70 fours and 70 nines would definitely benefit
- 25:49from edit book stuff as well. Some Christmas overtime stuff
- 25:53came about. We'll definitely be touching on
- 25:56Christmas overtime as we get closer to it for sure.
- 25:59I mean, there was some pretty really good information.
- 26:03I made some contacts with one of the other locals that is Co
- 26:10hosting by local and they're local as one region that we're
- 26:15going to be hosting state convention 2026.
- 26:19And since I am chair of it out of my local, I got in touch with
- 26:25the people that are working out of the other local for it.
- 26:29So we've, you know, swapped out information and contact stuff.
- 26:34So, you know, good, good weekend all around.
- 26:37For me anyways, Yeah. We also had a dermatologist
- 26:40talking about skin cancer, the sun, and proper ways to actually
- 26:46apply sunscreen versus the ways everybody else does the, you
- 26:50know, just rub it on and hope it works and they hope that as well
- 26:54codes. Have changed.
- 26:56So I do know in our most recent state magazine, I don't have
- 27:00that right in front of me. Like I said, I just got home.
- 27:02They did post the, the new DACA code, so we'll get on top of
- 27:06that as well. There is, you know, there's a
- 27:09lot of good information that we have coming up.
- 27:11So definitely I need to spend some time to sit down and get
- 27:16everything together in proper presentation order.
- 27:19There is also, which I know it's been put out before, but the
- 27:24NRLCA does have a supplemental benefits.
- 27:29This includes term life insurance, short, long term
- 27:32disability insurance, mental vision, hearing, accident,
- 27:36critical illness, hospital indemnity.
- 27:40I can't pronounce that word Insurance.
- 27:43Indemnity. And yeah, thank you.
- 27:45Discount programs and stuff like that.
- 27:48And this stuff is also available for Rcas and PTFS.
- 27:52So, you know, this is really good information.
- 27:57I've got a bunch of the handouts picked up, a small stack, so I
- 28:02can share with people, especially at my next local
- 28:04meeting as well as in my office. But we'll definitely get this,
- 28:10some of this information because not everybody hears about this,
- 28:13especially when it comes to disability insurance, short
- 28:16term, long term stuff. We all know post office doesn't
- 28:19supply that. A lot of people have to go out
- 28:21and get something like Aflac or something like that if they know
- 28:23something's coming up. But there is that stuff that's
- 28:26available as well as dental, vision and hearing, which is
- 28:30separate from benefits. So accident insurance for on and
- 28:36off job insurance, critical illness insurance, you know
- 28:39there. Is.
- 28:41Yeah. I mean there is a lot of good
- 28:44stuff here that I definitely want to pass on to everybody.
- 28:49I have eligibility eligibility requirements real quick on here.
- 28:54Eligibility requirements for term life, short term, long term
- 28:57disability through Symetra as well as critical illness,
- 29:02accident, hospital, indemnity insurance or through Hartford.
- 29:06You must be an active member in good standing of the NRLCA to
- 29:10apply. You must have must be actively
- 29:13at work and able to perform all duties of your job and you must
- 29:17work at least 20 hours per week to be eligible for term life,
- 29:20short term and long term disability.
- 29:22That's the three requirements right there.
- 29:25So it's nrlca.benefithub.com For more information.
- 29:31I will scan this in and pass it along as well.
- 29:35So yeah, there there is a, oh, there's a QR code.
- 29:38I'll just post the QR code and make it easy.
- 29:40As well as our legislative Rep for our state has these awesome
- 29:47little contact cards talking about the House bills, the HR
- 29:523721, which is the shipping, the alcohol bill, the HR 5995, the
- 29:59buyback, HR 82 which is Social Security.
- 30:02HR 856 is the paid FMLA leave. HR 7629, protect our carriers,
- 30:10HR 7527, mail traffic. HR 866 is equal COLA.
- 30:17Those are the House bills, the Senate bills, the S 597 Social
- 30:22Security, the S 274, the paid FM IFMLA leave, the S 4356 Protect
- 30:32Our Carriers, and the S 5069, the ship alcohol and the S 3194
- 30:39Equal Cola. I'm going to scan this in and
- 30:42share it with everybody. It's just a really quick QR
- 30:45code. It pulls up the congress.gov,
- 30:47allows you to punch in your locale, to pull up who your
- 30:51senators and your House reps are, to call them, e-mail them,
- 30:55write a letter. I will get this information out
- 30:58to everybody. I.
- 30:59Just posted it in our chats. The bills themselves, if you
- 31:02guys want to reference that as well, what we just talked about.
- 31:05I've also posted them in the United We Scan podcast group as
- 31:10well as Royal Mail Carriers United group so you guys can
- 31:13find them there as well. Yes, and just help putting.
- 31:15Them together, the house numbers will change because they have to
- 31:19be reintroduced. Yes, but if you get them to
- 31:22actually go on it now, they could actually move it up and
- 31:25hopefully get it done before the end of the year if you try.
- 31:32Sorry, I had I had to be a comedian there for a minute.
- 31:37Yes. An explanation of advantages and
- 31:39disadvantages of an RCA working both an OX route and a regular
- 31:43route. In our office we call the call
- 31:45the six and O and the five in one.
- 31:47I from experience can talk about this as well.
- 31:53Yep definitely. I did an aux route 5 in one.
- 31:56I'm a non formula office so I had the option of doing the five
- 32:00in one. Formula offices are 6 day aux
- 32:04routes only. Now as one I can specifically
- 32:08speak on the five in one. Our current aux carrier is a six
- 32:12day aux carrier. But with the five in one you
- 32:15have your primary route. You have your in your aux route.
- 32:19I ran my aux route 5 days a week.
- 32:21Ran my primary on their relief day or any other time that they
- 32:27need it off. In most cases, depending on your
- 32:29office and your coverage, normally if you're running your
- 32:33primary, they will have somebody else run your ox route those
- 32:36days. In my instance, I ran both.
- 32:40And then of course for that two Christmases ago when I was the
- 32:44only RCA in the office, I ran my ox route and everything else.
- 32:48But yeah, I did live at the post office at that time, set up a
- 32:52cot in the back. I live close enough I didn't
- 32:55have to do that. And then six day OX routes.
- 32:58And if you're on assigned an OX route, you're not on the matrix,
- 33:02just have to remember that. But they can ask you to do
- 33:05anything after you run your OX route.
- 33:09They can ask you to assist or split a route or even go to
- 33:15another office that does not fall under a full route.
- 33:19A regular it is an OX route, so. They can, they can.
- 33:25They can assign you work up to 12 hours total with 1/2 hour
- 33:31lunch. So you have 11 1/2 hours of work
- 33:34plus 1/2 hour lunch. And so if your OX route is 4
- 33:39hours, they can assign you 7 1/2 hours of work, or a total of 12
- 33:46straight hours is all they can do.
- 33:49Anything beyond that is grievable.
- 33:52And yes, if you're on a knocks route, you could still be in on
- 33:55that Sunday and holiday rotation.
- 33:57Just saying that that doesn't exempt you.
- 34:00We'll we'll go into more depth on it too in another episode.
- 34:04So because I know we've got quite a bit to cover here with
- 34:08what's going on. With.
- 34:09Our City side brothers and sisters, I'm.
- 34:13Going to let you hold up. Hold up.
- 34:16I have APSA here. OK.
- 34:18I have 21 messages this week about the political mail being
- 34:25individually endorsed. Do not do not do it under PM
- 34:30casing. End of shift duty.
- 34:33End of shift. Thank you.
- 34:35The majority of people responded that their PM or supervisor told
- 34:42them it's APM casing duty. It is not.
- 34:46You are not casing it, you are endorsing it for their
- 34:50instructions. Get that time put on your
- 34:53evaluation ladies and gentlemen. I mean, if you've got, you know,
- 34:5740-50 pieces, get the time the. Only two things that should be
- 35:03done under PM casing is M casing if it is allowed in your office
- 35:09for the next day, mail that comes in in the afternoon for
- 35:13the next day. If your office is allowed to
- 35:16case it, that is done under PM casing.
- 35:20I don't. There's maybe only a few a
- 35:21handful that do that anymore. The main one is second trips.
- 35:26PM casing stops the clock for end of shift duties.
- 35:32Mapping end of shift duties. There's a third one, Kristen.
- 35:37Is there? What's the third one?
- 35:38The third one is you are providing assistance on another
- 35:43route as a regular carrier. Yes, because you get time and a
- 35:48half overtime under the voluntary work you do on another
- 35:55route on your standard work days.
- 35:59You do not volunteer to help on your relief day.
- 36:04You cannot get paid for volunteering on your relief day.
- 36:09James, I'll just add it to your Monday, OK?
- 36:11Don't worry. Help me out here.
- 36:12James, help me out, please. Don't want?
- 36:14Sorry PM casing assisting on something outside of your normal
- 36:19route as a regular on a non relief day and the main one is
- 36:25second trips. Honestly that's the main 1:00 PM
- 36:28casing stops the clock for end of shift duties plain and
- 36:32simple. Anything else that?
- 36:34You. On PM casing is going to be
- 36:39either the overtime rate persisting on other routes, your
- 36:42second trip rate, your 33 minutes a mile EMA if you're in
- 36:48a PO v / 40 miles total for the day, and.
- 36:52That's a load of shit. There, Yeah, I agree and.
- 36:55Then and then the PM casing of mail for the next day when it's
- 37:00allowed in your office that goes towards your your office time
- 37:05for so that literally. Goes we have to clarify that the
- 37:09mail for the next day is not the mail you bring back from the
- 37:14route. It is mail that was either left
- 37:18in the morning or mail that arrived in the afternoon and was
- 37:23there when you got back to the office.
- 37:25It is not mail you bring back from the street that is covered
- 37:28under end of shift duties in the PO6O3 anything.
- 37:32That you bring back from the route.
- 37:34And I'm going to iterate anything you bring back from the
- 37:37route. Your markups, your, your, your
- 37:39three M mail, your any of that stuff is end of shift duties,
- 37:44including as bad weather is approaching and has approached
- 37:49in some areas with hurricanes and whatnot.
- 37:51If it's not safe and I'm talking about with when you're coming in
- 37:55and you got to bring back 3/4 of that route in case it back up
- 37:59because it was not safe for you, fill out that 1767 if you have
- 38:03to. That again is end of shift
- 38:05duties, not PM casing. OK, we're going to move on.
- 38:10All right. We keep adding more and more to
- 38:14this, I know. I've been gone for a couple
- 38:17weeks. I'm sorry guys, go ahead, but
- 38:19that's. The whole point of this podcast
- 38:22is for information. It's to help educate and get
- 38:27people looking at these things like the PO6O3 end of shift
- 38:31duties and things like that. So that's why we're here.
- 38:35So these questions people ask in the chat that we're responding
- 38:38to while we're recording, this is right in line with what we
- 38:42want to do on this podcast. And that is to help our carriers
- 38:47look where they need to get the answers from the actual
- 38:51documents on the union website or from the documents they can
- 38:57get from their postmaster. Because your postmaster can get
- 38:59you a copy of the PO6O3. You're supposed to be one at
- 39:03every case. Exactly.
- 39:05Supposed to be. Supposed supposedly haven't used
- 39:10that word in a little while. You.
- 39:11Know and and who and where to go to find that assistance that you
- 39:16need for your particular office when it comes to regards of
- 39:21needing to reach out for the proper.
- 39:26It doesn't need the meeting Rep. Exactly.
- 39:29You know you've got an issue. Obviously we can't do that for
- 39:32you, but we will definitely help you locate who your steward is.
- 39:35Yeah, we tried that once, didn't we?
- 39:37Yeah, we did. I just, I just had to help a
- 39:40carrier figure out who their steward was when they did a a
- 39:45changeover of the steward system on their part of their area.
- 39:49So I had to help them figure out who their steward was.
- 39:52It was really easy to do. I pointed them where to look at
- 39:55the website, put in their zip code, and they found it.
- 39:57And they were so thankful just to be able to find that at that
- 40:00point because they were distraught.
- 40:03And it's right there on the front homepage of the website,
- 40:06on the computer or under departments Stewart Operations
- 40:12Find my Steward on your mobile device on the app.
- 40:16They're the ones that can definitely help you the most.
- 40:19Yeah, so. We've been trying to avoid
- 40:21talking about carriers so far because we know exactly how this
- 40:27is going to go and we are of the mindset that we're going to try
- 40:33and be as calm and civil about this as possible.
- 40:38Bringing forth this information, it is unfortunately hot garbage.
- 40:44The best term to use, Not even worth the paper it's written on.
- 40:48And I'm just. Going to say this real quick.
- 40:51This does not affect rural carriers directly.
- 40:55At this time, we do not know when our contract will have a or
- 41:00you know when we'll have a tentative agreement.
- 41:02We do not know what will be in our tentative agreement.
- 41:05We do not know if it'll mirror anything that has come out with
- 41:09the tentative agreement with the City side.
- 41:12We don't know. So we can't say one way or
- 41:16another on anything that affects the world craft because we don't
- 41:21know. But history has shown us that
- 41:25when 1 union turns around and gets a bad contract like 2 tier
- 41:34pay systems, that even if it were to go to arbitration,
- 41:40there's a high possibility that the rest of the crafts could get
- 41:45close to something similar. So we always have to be of the
- 41:49mindset that we need to let our national officers be aware that
- 41:57we are watching and we want the best for our crafts.
- 42:01But. At the same time, this is not
- 42:06our tentative agreement. That's.
- 42:08No. So this is this is city
- 42:11carriers, this is your city brothers and sisters.
- 42:15So the world carriers that are out there, this is what your
- 42:17city brothers and sisters are looking down the barrel of when
- 42:20they vote for their tentative agreement as a ratification
- 42:23vote. So it is a 42 month agreement
- 42:26from May 20, 2023 to November 7th, 2020.
- 42:32Sixth, all letter carriers will receive a 1.3% increase per
- 42:41year. The 1st 2:00 will be paid
- 42:45retroactively because this contract will not be signed
- 42:49until probably the end of November, beginning of December
- 42:53after the vote is taken. If it's voted through but it's a
- 42:571.3% per year pay increase, they will get a cost of living
- 43:03adjustment increased by 1 cent per hour for each 0.4 point
- 43:10increase of the consumer price index.
- 43:14So that would be first one would be 978 retroactive, second 1353
- 43:21retroactive, third one 978 retroactive.
- 43:26So the two. Tier pay system is prorated.
- 43:30It will be prorated like the two tier pay system, and the two
- 43:36tier system is not going away. They will be removing steps AA
- 43:43A&B from Table 2, moving all carriers on those steps up to
- 43:50Step C, with the Step C carriers remaining as well as the rest
- 43:56above remaining at their current steps.
- 44:00Their annual wage in Step P, top step on one and two shall be
- 44:08increased by $1000 within 180 days of ratification.
- 44:15In addition to the general wage and Colas, they're getting an
- 44:17extra $1000 added on at Step P and then all Table 10.
- 44:27Step P equals our our step 12. Step 12.
- 44:31Step 15. Yeah, right.
- 44:33Yeah. And then other.
- 44:35Coding on there. Yes.
- 44:37And then step P, which is the top step, will be
- 44:40administratively slotted into step P of Table 2 immediately.
- 44:47Cable carriers, Table 1 carriers and steps O and below will be,
- 44:52upon reaching step P, administratively slotted into
- 44:55step P of Table 2. It's purely administrative, will
- 44:58not affect the wages in any way, which means they are eliminating
- 45:02table one as the carriers reach the top step.
- 45:07So technically this contract is starting to eliminate the two
- 45:11tables, but it's literally keeping Table 2 while pushing
- 45:15everybody on table one to Table 2.
- 45:18When they hit the top step, CC AS will receive an additional 1%
- 45:26increase on top of the current 1.3 in this contract.
- 45:30So they will receive a 2.3% increase each year and an
- 45:37additional $0.50 an hour. Carriers will receive a uniform
- 45:44allowance increasement of 536 in May 21, 2025, plus an additional
- 45:52125 for a newly eligible carrier.
- 45:56So CCA caps will be remain the same.
- 46:01However, the number allowed in each district will be based on
- 46:04the career C letter carrier complement, so the CCA position
- 46:08is remaining. Conversion to career status will
- 46:13remain. Holiday carrier assistant
- 46:15remains. Multi installation carrier
- 46:18technician assignments remains. No changes to the cost.
- 46:23The health insurance will remain at 72% and will be capped at 75%
- 46:29of any given plan. Premium and tentative agreement
- 46:33Maintains postal services bi weekly contributions of 75% of
- 46:37the premiums for self plus self only a S plus one or South plus
- 46:42family for city carrier assistance.
- 46:44Overtime provisions have been modified.
- 46:49The new Section 4 dot G has been created which guarantees pay at
- 46:55the rate of 2 1/2 time, the base hourly straight time rate for
- 47:00all letter carriers for any work beyond 12 hours in a day and 60
- 47:05hours in a service week. Previously, agreements would
- 47:08have to be filed for carriers to be provided the additional pay
- 47:11for violations of the of the 1260 work hour limitations.
- 47:14This will no longer be necessary as the pay rate will now be
- 47:17automatically applied when these work hour limits are exceeded.
- 47:20So city carriers, you violate the FLSA by working over 1260,
- 47:26you just get 2 1/2 times pay instead of being able to go
- 47:29home. Overtime assignments remain the
- 47:33same. Layoff protection remains the
- 47:36same. Prohibitions of subcontracting
- 47:39remains. MOU on the City Delivery and
- 47:42Workplace Improvement Task Force.
- 47:45New employee experience retention and mentoring program.
- 47:48Joint workplace and improvement process remains new hold.
- 47:54On, hold on, Hold on, Hold on. Now those last three things that
- 47:57you have stated, yeah, these are task force.
- 48:01These are like the QWELI. This is like everything else in
- 48:05the past. They put together these task
- 48:06force and they don't do Jack shit.
- 48:10I mean, the last one is the joint workforce improvement
- 48:14process for the environment and culture in the post office.
- 48:19How many times have we heard this and how many?
- 48:22Times in the work environment. Every day, every damn day, what
- 48:27a waste. And and you know, if you look at
- 48:30this, these are task force that have to meet quarterly.
- 48:34This is just something for the business agents, for the city
- 48:36carriers that have to attend say that, you know, they're putting
- 48:40forth the effort of improving these working conditions, and
- 48:44there's not a person listening right now or be listening to the
- 48:48course of a week and say there's any improvement that's been made
- 48:51in the last six years. Yeah, this is just blowing smoke
- 48:56up the proverbial pipe. Here, here it gets even worse,
- 48:59gets even worse. Alternate route evaluation and
- 49:03adjustment process MOU is continued which talking about
- 49:09using the scanners for route adjustments for route
- 49:11measurements and things like that, as well as stationary
- 49:14events. People are getting harassed for
- 49:16that and the new MOU Fixed office time in a joint route
- 49:24evaluation and adjustment environment.
- 49:27The new I'm going to read this one because this is your one
- 49:33hour office time. This new MOU recognizes the need
- 49:39to modify methods for determining fixed office time to
- 49:42fit office activities in the current work environment, AKA
- 49:47one hour office times by recording most office activities
- 49:51other than casing mail and pulling down mail as either
- 49:54recurring or non recurring. Activities previously recorded
- 49:58underlying 813 through 13 and 15 would now be recorded underlying
- 50:0321. When determining minimum line
- 50:06item values in the modified method, the MOU would prohibit
- 50:09such values from being less than indicated values for the
- 50:12following line items. 14 accountables. 2 minutes vehicle
- 50:18inspection, 3 minutes personal needs, bathroom coffee. 5
- 50:24minutes office work not covered. 10 minutes.
- 50:28So your 43 minute office time starting standard.
- 50:35City carriers usually get 43 minutes as a base before they
- 50:40even start touching. Mail is now 15/18/20 minutes, so
- 50:47they just cut it more than half. There's your hour office time.
- 50:52Other provisions. Go ahead.
- 50:55Yeah, they're our office time. They, they went on, specified
- 50:59specifically that the SDC's, the automation is going to help you
- 51:05reduce your office time. If you're in an SDC like I was,
- 51:10it's a 5 minute walk to the bathroom and then you do your
- 51:13business in the five minute walk back.
- 51:15It takes you 3 minutes just walk to the doors to check your
- 51:18vehicle, let alone go out to your vehicle.
- 51:21And then in the my case, city carriers are in the back 40.
- 51:25They'll be able to walk out to the door, look and see if their
- 51:28truck's there and then walk back to their case.
- 51:30And they still won't be able to do it within that, you know, 3
- 51:33minute time. It, it, it's, it's, it's
- 51:36ludicrous. And they're, they're basing it
- 51:38on the fact that the FD and CS are more automated.
- 51:42No, you're not more automated. You're still getting political
- 51:45mail in your damn hamper with your parcels.
- 51:48You're still getting late mail. I did the, the, the, the
- 51:50question the other day from a carrier was do I have to do a
- 51:54second trip for political mail that they threw after we left
- 51:56for the Oh, no, that's not what it's specified.
- 51:59You know, if you're given a direct order, get it in writing
- 52:02round dated, get it signed, then grieve it.
- 52:05That's not what second trips were designed for.
- 52:08And you know people, if you don't know, question it,
- 52:13challenge it. Just don't take it like she'd
- 52:15because they said so. And I can tell you a proper
- 52:19vehicle inspection will take more than the one minute we get
- 52:25or the three minutes that they're getting a proper
- 52:28inspection to make sure a vehicle is roadworthy.
- 52:31The size of the LV will take a minute minimum of 6 minutes, and
- 52:38that's not even popping the hood and checking the oil and the
- 52:40other things that I used to have to do as a truck driver to make
- 52:43sure my vehicle is safe to operate on the road.
- 52:45Those ones take 15 minutes on a semi truck minimum, and that's
- 52:49if you're just looking at everything and not actually
- 52:51touching anything and making sure it's actually correct.
- 52:55And and remember there are two time standards for checking your
- 52:58truck. The 1st is your walking distance
- 53:01and then from your door you get to walk around and examine the
- 53:04vehicle and check the the workings of the lights, horns,
- 53:08wipers and everything else. That's an interesting start.
- 53:12Run. You know the parking brake
- 53:14works, brakes work, throttle works, horn horn works,
- 53:19headlights, pie beams, turn signals, flashers, brake lights,
- 53:24reverse lights. Check all your tires for proper
- 53:27tread depth, air pressure, check your underside for oil leaks,
- 53:32check. Make sure everything is properly
- 53:34mounted and secured underneath the vehicle, including your
- 53:36exhaust, your, your drive shaft transmission, your differential,
- 53:40etcetera. Yeah, there's a lot of stuff to
- 53:44inspect on a vehicle to make sure it's roadworthy, but then
- 53:46again, look at what we're driving.
- 53:49The most important thing does it have gas?
- 53:53Yeah, that too. Yeah.
- 53:56All right, other contractual provisions, they added Article
- 54:012.1, the language will be changed to include pregnancy as
- 54:06a protected class and to replace the term handicapped employees
- 54:11with individuals with disabilities.
- 54:15That's not bad. The pregnancy is a very
- 54:17important one because I do know that a lot of female carriers
- 54:21get harassed when they are pregnant by management
- 54:24especially and it's not fair because it's a natural thing.
- 54:33Article I got. I got harassed for helping a
- 54:36pregnant carrier and somebody said that's not your job duty.
- 54:39I says I know it's the basics of human, you know, compassion.
- 54:44Yeah, human decency. It's you know, just because you
- 54:49come to work doesn't mean you have to stop being a human
- 54:52being. Yeah, like at my office we have
- 54:55a clerk that's like 5 foot two, maybe 5 foot four.
- 54:58I'm not sure exactly her height because I'm 6 foot three.
- 55:02And she goes, hey, can you come grab these Amazon parcels off
- 55:04the top so I don't pull them off onto my head?
- 55:08I go over there and I help her because guess what?
- 55:10Somebody's got to help. Work together, we.
- 55:14Actually work together because we're all in this together.
- 55:19Article 88.3 all part time flexible and City Carrier
- 55:24assistant employees will be guaranteed a minimum of one non
- 55:28scheduled day each service week except during the penalty
- 55:31overtime exclusion period. Management will know PTF, modify
- 55:35PTF and CTA employees of their assigned NS day by the Wednesday
- 55:39preceding the service week announced.
- 55:42The relief carriers get a non scheduled day just like regular
- 55:46carriers. OK, I'm not against that either.
- 55:48I'm not against that, but with the lack of people that we have,
- 55:53how, how often are they going to violate that?
- 55:57Yeah, exactly. Article 10 monetization of
- 56:01annual leave. This MOU provides career
- 56:06employees the opportunity now, this keyword opportunity, to
- 56:12hold up, sell back up to 40 hours of annual leave prior to
- 56:16the beginning of the leave year if they are at the carryover
- 56:18maximum and they have used fewer than 75 sick leave hours in the
- 56:23year immediately preceding the year for which the leave is
- 56:25being exchanged. Shall I translate that?
- 56:29Yeah, please. Monetization of annual leave.
- 56:34This new MOU gives management the ability to keep you from
- 56:39using your annual leave, forcing you to sell it back to
- 56:44management to get money because management will not let you take
- 56:48leave. That sound a little bit better?
- 56:52I think that's the proper translation, yeah.
- 56:55Yeah, I I think that that simplifies it.
- 56:59Basically, they're not letting you pile it up so that you know
- 57:03you can put the screws to them at the end of your career.
- 57:07That or you can't use them ever again.
- 57:11Yeah, you can't use leave. You have to keep working.
- 57:14You have to still continue to be on on the work floor instead of
- 57:18actually taking one of the benefits that is that you're
- 57:21supposed to get as as a carrier in the company.
- 57:26CCA advanced annual leave Upon completion of an initial 360 day
- 57:33appointment as a city carrier assistant and immediately upon
- 57:36reappointment to any subsequent appointments, CCA's will be
- 57:40advanced 40 hours of annual leave.
- 57:43Upon implementation, CCA's will receive annual leave prorated to
- 57:47the end of their 360 day term. So it's basically just like the
- 57:51RCA's earning leave on our end. Only it's going to be advanced
- 57:55to them. It's a little bit better than
- 57:59our leave for our CAS on that aspect.
- 58:02PTF Advanced Annual Leave is the same thing, prorated the end of
- 58:07the leave year for the first year of the PTF and annually
- 58:09thereafter unless the employee converts the full time status.
- 58:14Bereavement leave Sailor carriers up to three work days
- 58:19of leave to make arrangements necessitated by death of a
- 58:21family member or attend the funeral of a family member.
- 58:24Grandchildren will be added to the existing list of defined
- 58:27family members. New MOU for time limitations
- 58:32concerning bone marrow, stem cell, blood, platelet and organ
- 58:35donation New MOU defines the amount of administrative we've
- 58:39granted and time limitations applicable to bone marrow, stem
- 58:43cell, blood, platelet and organ donations for career employees.
- 58:47Holidays observed added Juneteenth Holiday part time
- 58:52employee pay calculation for the part time flexible employees to
- 58:56reflect the addition of the Juneteenth holiday.
- 58:58Since PTS do not receive holiday pay per SE, Article 11.7
- 59:03provides with the holiday pay regular carriers received.
- 59:05It's built into the regular hourly rate for PTS New
- 59:09calculation provides the PTS will be concentrated for the 11
- 59:12holidays by basing the employees regular straight time hourly
- 59:15rate on the employee's annual rate divided by eleven 1992
- 59:20hours. It's already been in effect
- 59:22since 2022. Contractual change simply
- 59:25updates the language. Article 12 will be amended to
- 59:29remove any section of the language which do not apply to
- 59:31the City Letter Carrier Craft. Under Article 12 to B Language
- 59:36supervisors who return to the City Letter Carrier Craft will
- 59:39begin a new period of seniority unless they return within two
- 59:44years. The modified language would
- 59:46change this to one year. So they're saying if you're a
- 59:49supervisor for a year or more and you want to go back to the
- 59:51city carrier craft, your seniority will be at the bottom
- 59:55of the list. You'll be the junior carrier in
- 59:56the office. I like that. 112 Five C 8, which
- 1:00:01contains provisions regarding the involuntary reassignment of
- 1:00:04PTF employees over quota, will be deleted.
- 1:00:09Article 14. The new section established
- 1:00:12joint labor management safety committees at the district level
- 1:00:15for each of the 50 USPS districts. 3 These district
- 1:00:19safety committees will consist of at least two members from
- 1:00:21each party and will meet quarterly.
- 1:00:23District Safety Committees are responsible for assisting and
- 1:00:26implementing district wide safety initiative, facility
- 1:00:29communications between area and local safety committees and
- 1:00:32assisting local committees. The establishment of district
- 1:00:35Joint Labor Management Safety Committees follows a long
- 1:00:37standing pilot test in certain USPS districts under MOURE
- 1:00:41District Safety Committees pilot program.
- 1:00:43This MOU will be removed from national agreements that the
- 1:00:45committees will now be established nationwide in
- 1:00:47Article 14. Another committee that's not
- 1:00:50going to be listened to what what did?
- 1:00:52You say I wasn't listening. That's exactly what management
- 1:00:56does for those committees. All right, so This is why you're
- 1:01:01seeing air conditioned vehicles being portrayed in the news on
- 1:01:07this. But you have to listen to the
- 1:01:10language. This new MOU requires the Postal
- 1:01:15Service to make every effort to acquire vehicles equipped with
- 1:01:19air conditioning for use by City letter carrier craft employee.
- 1:01:23If USPS plans to acquire vehicles without air
- 1:01:26conditioning due to the climate in a particular geographic
- 1:01:29location or other factors, the issue must be discussed with the
- 1:01:32NALC. Additionally, USPS missed must
- 1:01:36continue to follow repair and maintenance procedures to ensure
- 1:01:39that any necessary maintenance or repairs to air conditioning
- 1:01:41systems are completed in a timely manner.
- 1:01:44Inspection of vehicle air conditioning systems will be
- 1:01:47included in preventative maintenance inspections as well.
- 1:01:50Catch the wording in that how? Does that help a carrier who's
- 1:01:54on a complete walkout route? Exactly, but also to make every
- 1:02:00effort that's as simple, it's a simple language that gives
- 1:02:04management and out to say we tried, we couldn't find any.
- 1:02:08You're going to have to drive these LL VS another 20 years
- 1:02:11because we can't find any vehicles that will last more
- 1:02:14than two years. Look at what happened to the
- 1:02:16Mercedes mattress. They're already failing and
- 1:02:18falling apart and being replaced by LL VS all over the place.
- 1:02:24Article 15 dispute resolution process testing this MO U found
- 1:02:31beginning on page 210 of the 19 to 23 agreement has modified to
- 1:02:35add the requirement for the task force begin meeting no later
- 1:02:38than 90 days after ratification and to meet no meet regularly no
- 1:02:43less than once a quarter. Then dispute resolution process
- 1:02:47step team B team procedures MO your places MOURE article 15
- 1:02:52dispute resolution process and the MOURE article 15 dispute
- 1:02:56resolution procedure task force and creates a new MOU outlining
- 1:03:00the guidelines and define responsibilities for the step B
- 1:03:03teams and the joint parties who oversee them.
- 1:03:06This new MOU is designed to streamline and prove the step B
- 1:03:08process to facilitate more rapid resolution of grievances.
- 1:03:12So just those two alone, dispute resolution process systems that
- 1:03:17they're doing basically they want to make resolutions of
- 1:03:21disputes quicker. And there's another one after
- 1:03:24this, but I wanted to talk about that really quick.
- 1:03:27They're basically changing the rules for the Step B teams and
- 1:03:31the dispute resolution process. So that is something that really
- 1:03:35needs to be looked at even deeper by city carriers because
- 1:03:40we already know from from a arbitration that they have
- 1:03:43issues with not having a consensus across the country
- 1:03:48when it comes to resolution the disputes.
- 1:03:51Right City City side R Cam. Yeah, City side J Cam.
- 1:03:55Yes, Yeah, J. Cam.
- 1:03:58The J Cam Yeah. And then establish a task force
- 1:04:03at the national level to jointly explore and work toward the
- 1:04:06development and implementation of an electronic grievance
- 1:04:10system for use by the parties. Parties will explore the
- 1:04:13potential functionality of the electronic grievance system,
- 1:04:16including but not limited to electronic grievance form.
- 1:04:18For all steps. Push notifications and
- 1:04:20grievances are appealed to. The next step time stands to
- 1:04:23record dates and times of action taken, responding to information
- 1:04:27requests and managing and storing documents.
- 1:04:29I like that one. Instead of having to wait for it
- 1:04:32to go from state, if it's a going to national, going from
- 1:04:36we'll go Florida, it ends up running through Palmetto,
- 1:04:40getting stuck there for two weeks before it finally makes
- 1:04:42its way to national office. You know it can be
- 1:04:45electronically sent and be there in 10 seconds.
- 1:04:47I still would want the paper copy so.
- 1:04:50The only problem with that is if they can go in there and
- 1:04:52manipulate it like they do the Rex program.
- 1:04:54So. Yeah.
- 1:04:56And I would, I would say that it would have to be something that
- 1:04:59both sides have verifications on.
- 1:05:02You know, like when I work, I use Google Docs for pretty much
- 1:05:05all my paperwork that I do that records every single basically
- 1:05:10keystroke that goes into that document and actually gives it
- 1:05:14the signature of the person doing the editing.
- 1:05:17So if there was a process for that, that would be the way that
- 1:05:19you would want to do that, to make sure that the stuff's not
- 1:05:22getting edited like that. We trust them.
- 1:05:25Yeah. All right.
- 1:05:26And then this one, Article 1616 seven emergency procedure.
- 1:05:34So this is your EP emergency placement amended to allow
- 1:05:38carriers placed in an off duty status the right to use accrued
- 1:05:42annual leave to offset the non pay period.
- 1:05:46So if management decides to put you in emergency placement,
- 1:05:50whether it is for just reason or not, you have the choice to use
- 1:05:55your annual leave to pay out until you run out of annual
- 1:05:58leave while you're disputing the emergency placement.
- 1:06:02But if you win the grievance on the emergency placement, you're
- 1:06:06supposedly going to get back pay all the way back to when your
- 1:06:09emergency place. I don't see a provision here
- 1:06:12saying that if annual leave was used, it is recredited if you
- 1:06:15win the grievance. Yeah.
- 1:06:20And then they'll probably send you a letter of demand for the
- 1:06:24pay that they gave you while you were on EP.
- 1:06:26And that's after they already monetized your hours, after you
- 1:06:30stayed under 75 sick hours and you had more than 40 days, you
- 1:06:34know, available. Yeah, Labor Management Committee
- 1:06:39meetings amended to add a requirement for the local
- 1:06:41parties to meet at least twice a year.
- 1:06:43Discuss Labor management issues 17 Seven Dues check off change
- 1:06:48reflect the NALC will be taking over the dues processing for our
- 1:06:52members. Historically, the Postal Service
- 1:06:54has been responsible for allocating the dues to the local
- 1:06:57branches via postal finance numbers, which at times has
- 1:07:01created allocation errors. This contractual change will
- 1:07:04allow the NALC to control the dues allocation process and
- 1:07:08verify the distribution of funds to branches and state
- 1:07:11associations is properly completed.
- 1:07:13Additionally, the Postal Service will make voluntary allotment
- 1:07:16deductions authorized by carriers and provided by the
- 1:07:18Union. Which is so NRLCA already does
- 1:07:22though. Yeah, I can't.
- 1:07:25I can get behind that. Why?
- 1:07:27Why would the Postal Service have to pay out to multiple
- 1:07:30different union offices to pay to the NALC?
- 1:07:35And by the constitution of the NALC, it should be distributed
- 1:07:39the way that it's written in their constitutions.
- 1:07:41Which raises a question for me because of the fact that I live
- 1:07:44in county where they don't, you know, deduct my county tax yet
- 1:07:50they can do this for the city carriers on now.
- 1:07:53I mean, you know, you're talking about thousands of units that
- 1:07:56they're dispersing funds to. Yeah.
- 1:07:58Why do I why do I get stuck at the end of the year paying, you
- 1:08:01know, my 1% county tax every year?
- 1:08:03County and and some areas I have to pay local.
- 1:08:06Locals too, yeah. City tax anyway I.
- 1:08:09Live. I live in a mobile home, so you
- 1:08:11know they don't tax us. All Right Article 23 Rights of
- 1:08:16Union officials to enter postal Solicitations, Institution
- 1:08:21Installations This new MOU affirms that upon reasonable
- 1:08:25notice to the Postal Service, authorized representatives of
- 1:08:27the Union shall be permitted to enter postal installation for
- 1:08:31the purpose of performing and engaging in official Union
- 1:08:33duties and business related to collective bargaining agreement.
- 1:08:37This MOU clarifies that this right applies to elected or
- 1:08:40appointed national area local officers and representatives
- 1:08:44regardless of whether they are active USPS employees or
- 1:08:47retired. The MOU requires the Postal
- 1:08:50Service to provide officers and or NALC representative who are
- 1:08:54in a full time leave without pay status or retired the USPS
- 1:08:58Identification badge inter postal facilities within their
- 1:09:01respective locals. So this is basically just saying
- 1:09:05they have the right to enter these facilities upon reasonable
- 1:09:08notice. We have that provision in our
- 1:09:10contract as well. They have a list of continued MO
- 1:09:15use that kept going. However, the following MO US
- 1:09:20have been removed. FSS implementation, FSS work
- 1:09:25methods, District Safety committee's pilot program,
- 1:09:28basically the ones we talked about before.
- 1:09:31So here's the general wage increases and protected Colas.
- 1:09:39Now remember this goes back to when the contract expired.
- 1:09:46So you have to remember the wage increase that you're going to
- 1:09:51get is already listed in the back pay up to the new table
- 1:09:57implementation that they have on here, which includes 123456 wage
- 1:10:05increases, 4 cost of living adjustments and two general
- 1:10:11increases. So back pay.
- 1:10:14But at the same time. It's a nice back pay, but when
- 1:10:20you go at the beginning of the contract for a table to city
- 1:10:28carrier on step C, they start at $50,153.
- 1:10:38Right now with the new implementation 53,000 four O 7
- 1:10:43city carrier assistance at current prices on BB table on
- 1:10:50the BB segment will be $20.71 and a A will be 2121.
- 1:11:00Yeah. So you have to remember this is
- 1:11:03the contract that the city carriers are going for.
- 1:11:07And as we have seen in the past, what happens in one can happen
- 1:11:11to the rest. And I'm telling you right now,
- 1:11:14this is one of the worst contracts I have seen for a
- 1:11:18current union with a new contract.
- 1:11:21Boeing just got a 35% increase, the longshoremen 65% increase,
- 1:11:31UAW, we talked about that. And yet 1.3% and $1000 for the
- 1:11:38city carriers. To my fellow brothers and
- 1:11:41sisters of the city craft, I'm sorry that this has come out.
- 1:11:45James, did I miss it? Did you bring up the extension
- 1:11:50of the non penalty time from 4:00 to six weeks?
- 1:11:54I think I missed that. Where was that and?
- 1:11:58That, that, that, that one was the ire of the city carriers
- 1:12:02that were talking to me because of the fact we get three weeks
- 1:12:05of, of overtime, OK, which is a week and a half of, of a paid
- 1:12:10period or 1 1/2 paid periods. And they're getting 2 full pay
- 1:12:14periods before this contract. Now you may sit there and say,
- 1:12:18Oh my God, they're getting six weeks.
- 1:12:20Oh, ladies and gentlemen, they're getting robbed of V time
- 1:12:24for two additional weeks per year because after that four
- 1:12:28week period's over, they can go back into the penalty payments
- 1:12:32that's now being removed from them.
- 1:12:35And you want to talk about light in the fire?
- 1:12:37Oh Lord, this is a shitstorm that's going to hit with
- 1:12:41hurricane force. And they're they're good.
- 1:12:44Like James said before, they're going to vote this down in
- 1:12:47record numbers. Yeah, this is, this is in this
- 1:12:51day and age of union, strong bargaining agreements of unions
- 1:12:58who are taking people to task for this money, taking people to
- 1:13:02task for wages they deserve to be able to afford what they need
- 1:13:08these days. And I found it.
- 1:13:09It was actually, it wasn't listed anywhere specifically in
- 1:13:13here that I could find by just scrolling through, but it is
- 1:13:17listed under the holiday carrier assistant and it will be the
- 1:13:21proposed modification will extend from 4 weeks to six weeks
- 1:13:25to cover the week of and after Thanksgiving and provide A2 week
- 1:13:29window prior to employment solely for the purpose of
- 1:13:32training. So that's that's in there as
- 1:13:34well. But yes, this is hot garbage and
- 1:13:38the raise that the carriers are getting on an hourly base CCA
- 1:13:43$0.50, that's less than a postage stamp per hour.
- 1:13:46They took their president 20 months to get to this deal.
- 1:13:51And what really slapped me in the face was is one comment in
- 1:13:55regards to office time in defined by automation and
- 1:14:00protecting the goals of delivering for America.
- 1:14:03I'm sitting there just saying you just, you have to get your
- 1:14:08lips off to Joy's ass. You really do.
- 1:14:11Because this smacks of collaboration with the post
- 1:14:15office. You've.
- 1:14:16Heard it from Masson at National Convention.
- 1:14:19You know that delivering for America plan is the greatest
- 1:14:23thing that's come from a post fest master general and now you
- 1:14:27hear it from the city carriers president that delivering for
- 1:14:31America is the best thing since sliced bread.
- 1:14:33These guys need to get their eyes opened to what's going on
- 1:14:38and they don't realize that. They feel like they feel like a
- 1:14:42district manager who can tell the local postmasters to turn
- 1:14:46the AC off the force carriers out.
- 1:14:49They feel that protected. They feel so protected that they
- 1:14:52can harass and the little people and get away with it because
- 1:14:57they'll get a slap on the hand and move to another office where
- 1:15:00people may not file grievances on them.
- 1:15:02It's time for our crafts to wake up.
- 1:15:05Time for our crafts to step up. It's time for our brothers and
- 1:15:09sisters of the world craft to talk with their city carrier
- 1:15:12brothers and sisters about this contract and how important it is
- 1:15:16that they actually use their voice in this vote.
- 1:15:20Now I know some people work in an all rural office, but there
- 1:15:23are a lot of rural carriers that work in a combined office or
- 1:15:27some that live on a city carrier route.
- 1:15:30Take a moment and stop and talk to them if you're on your day
- 1:15:33off and they're working. This one is one that the city
- 1:15:36carriers have to learn, understand and vote on.
- 1:15:40We need to stand with our brothers and sisters on on the
- 1:15:43City side with this one. Difference to Kristen's comments
- 1:15:49regarding this contract doesn't reflect what we're going to get.
- 1:15:53I will state that the years our contracts have almost been
- 1:15:57locked and in hand with the city con contracts.
- 1:16:01Same way to Table 2 was initiated, Table 2 and 4 was
- 1:16:04initiated. You know, the same way you know
- 1:16:07that all the the new MO user issued.
- 1:16:11If we see this, the National Rule Letter Carriers
- 1:16:14Association, it it'll be another shitstorm for for us if if we
- 1:16:19don't see at least a 5% increase for all three years and that
- 1:16:25will take a miracle. God help the post office.
- 1:16:29On top of an anito, on top of an initial 20 to 25% increase in
- 1:16:34the pay right off the bat, the base pay needs to be 25% higher,
- 1:16:40almost 30% for Table 2 carriers. Because with this contract right
- 1:16:45here that I'm looking at the pay that's on there, why on earth
- 1:16:51would anybody want to work for that pay?
- 1:16:54Why on earth would anybody want to come to a company where
- 1:16:56management harasses you day in and day out.
- 1:16:59You drive 30 plus year old vehicles for for less pay then
- 1:17:05some people are getting at fast food or at a Walmart warehouse.
- 1:17:09Now there are carriers out there that are making bank, especially
- 1:17:13with the penalty overtime, at the cost of their own home
- 1:17:16lines, at the cost of their own sanity.
- 1:17:19At the cost of their marriages. The marriages, their kids
- 1:17:23growing up, their kids growing up.
- 1:17:26I mean, Kristen, do you have a brand new grandbaby?
- 1:17:29How would you feel working 14 hours a day and not having any
- 1:17:34time to spend with that grandbaby?
- 1:17:36It was hard enough to be gone for the first two weeks of his
- 1:17:39life when I went to National. Exactly what was that?
- 1:17:43So that's. I said you're a horrible
- 1:17:47grandmother. Yeah, spending two weeks away.
- 1:17:50How could you and I? And I subjected it him to his
- 1:17:54first booster meeting at. The.
- 1:17:58Weekend of his two months being two months old, yeah.
- 1:18:03Guys, I'm telling you, you say. Hey, you know, there was a, you
- 1:18:08know, ADR during their talk that, you know, was talking
- 1:18:12about the shortages. They happen to be standing in
- 1:18:15back because another carrier friend of mine was holding him
- 1:18:18and she was like, and she points to the back and she's like and
- 1:18:21we have to grow our own Rcas. Yeah, and I mean, you're, you're
- 1:18:30talking about we're already having a hard time hiring
- 1:18:33people, not to mention the wait time to actually get hired on in
- 1:18:37the 1st place. But you present them with
- 1:18:41$21.14, Are they really going to work here for $21.14 and wait
- 1:18:47for months to be a put in their position or wait three months
- 1:18:50for an Academy or things like that?
- 1:18:53No, they're going to go off and they're going to go work at
- 1:18:56McDonald's for $19.00 an hour where they can get paid the next
- 1:18:59day and free French fries for life.
- 1:19:01Because people right now most often are in a survival mode
- 1:19:07because money is tight. We have people that are 3540
- 1:19:12years old having to pick up roommates because the cost of
- 1:19:17living has gotten so high they can no longer afford their place
- 1:19:21to live by themselves. Hey I was looking at rental
- 1:19:24rates in my area and I was like there's no way in hell I'd be
- 1:19:28able to afford to live on my own.
- 1:19:30Rental, rental there's. No way.
- 1:19:32Rental rental rates in my area are higher than my home
- 1:19:35mortgage. Oh yeah, yeah.
- 1:19:39We don't have a mortgage anymore.
- 1:19:40The house is paid off, but I, you know, I'm looking at what I
- 1:19:43have for my, my car payment, my car insurance and just, you
- 1:19:48know, those are my two biggest bills.
- 1:19:50And so, but you know, it's and then you're looking at going
- 1:19:54tacking onto it. And some of the rental rates
- 1:19:57were more than what I bring home every two weeks.
- 1:19:59One single check wouldn't even cover rent.
- 1:20:04Somebody on one of the From 8 arbitration podcast or on the
- 1:20:09Reddit made a great post on this too.
- 1:20:13You have to think about this is also going to cost US carriers
- 1:20:17overall too with that shortened office time that they just put
- 1:20:21in there. They said 13 minutes doesn't
- 1:20:25seem like much right? Who cares about less than 1/4 of
- 1:20:29an hour? But every 37 routes that lose 13
- 1:20:34minutes means one less route, one less regular, one less
- 1:20:40brother or sister. Every five lost routes means one
- 1:20:44less T6 position and another lost brother or sister.
- 1:20:48If there are 200,000 routes, then this agreement causes us to
- 1:20:53eventually lose 6500 Carrier jobs.
- 1:20:58Who bargains away jobs from their fellow union members?
- 1:21:02And then another Carrier brought up a really, really great point.
- 1:21:06Let's not forget that health insurance premiums are also
- 1:21:09going to be going up from 12 to as much as even 25% for fiscal
- 1:21:14year 2025 S That generous 1.3% increase isn't even going to
- 1:21:19cover the upcoming increases to health insurance premiums.
- 1:21:23The Postal Service health benefits system, all our all our
- 1:21:28health insurance premiums are going up.
- 1:21:32It doesn't matter which premium you have, it's going up.
- 1:21:36And your deductibles and your co-pays and everything else, you
- 1:21:40know, whether you're at 75% or 72%, it doesn't matter that
- 1:21:45amount of contribution because of the fact that your end costs
- 1:21:48will still go up. Well, you know, I, I, I, you
- 1:21:52know, I'm looking at the insurance rates and you know, I
- 1:21:55am on the rural carrier benefit plan and I'm on self plus
- 1:21:59family. I do have my 2 girls covered it
- 1:22:02and you know it was awesome with covering everything for Ruby's
- 1:22:06pregnancy and delivery and I I can't complain but you know, I'm
- 1:22:11going up from 2:34 to 273 from the first of the year.
- 1:22:16The pay. Period.
- 1:22:17Yeah, the pay. Period.
- 1:22:18Yeah. I mean, that's 40 bucks.
- 1:22:19That's, you know, that's a tank of gas.
- 1:22:22That's, you know, that's, that's, you know, half of my
- 1:22:26Internet bill. That's that is a little bit
- 1:22:30that's. My cell phone bill I from.
- 1:22:31My neighbor, that's all, Yeah. That's my cell phone bill.
- 1:22:35Yeah, it that that doesn't even I've got me and Ruby Unlimited
- 1:22:42+2 smartwatches and paying for the expensive phones I got two
- 1:22:46years ago, but yeah, no, it's. Just the basic, the plan that I
- 1:22:50have. I wasn't talking about the phone
- 1:22:52or the watch or any of that stuff.
- 1:22:53Just the plan I. Still won't touch mine, but
- 1:22:57yeah, no, it's, yeah, you know, I, I get things go up and I get
- 1:23:02that, you know, premiums in general, insurance premiums went
- 1:23:07up and the Postal Service only covers 72%.
- 1:23:13So the difference of that, that last 28 percent is what's passed
- 1:23:18on to the carriers. That 28% of it.
- 1:23:21So I get it. Ours are going to go up a little
- 1:23:23bit. But yeah, it's, I mean, in, in
- 1:23:27seeing now the beginning of the year is we're switching to the
- 1:23:31postal health benefits as opposed to being under the
- 1:23:34federal health benefits. Seeing how big of a jump that
- 1:23:37the federal employees are taking.
- 1:23:40I am, I'm kind of happy we ours are.
- 1:23:43Yeah, it jumped a little bit, but nothing like what they are.
- 1:23:47Oh, just wait. Now that we're separated, they
- 1:23:48can do what they want with it. Yeah, and our pay isn't going to
- 1:23:52increase. Nowhere near the cost of living,
- 1:23:55even with the cost of living adjustments, especially for
- 1:23:57anybody not on table one and not the top step of Table 2.
- 1:24:01Correct. And I don't believe we can
- 1:24:03anybody on the top step of Table 2 anyway.
- 1:24:06No, not yet. I believe that'll be if anybody
- 1:24:11went on. No, it wouldn't be unless they
- 1:24:14were year end. It would still be three years
- 1:24:17before they recur. Yeah.
- 1:24:19So yeah, but yeah, that's given. I'm not gonna say that ours is
- 1:24:24gonna follow or not follow cuz we don't have a tentative
- 1:24:27agreement yet. That's where I'm coming back.
- 1:24:28Yes, I know throughout history they have already closely
- 1:24:33mirrored one another. So yes, that is something that
- 1:24:36you think about. But at the same time, we don't
- 1:24:40know what ours is going. Yeah.
- 1:24:42And and don't forget there's no transparency and it's secret
- 1:24:45negotiations. There is no, oh, we're, we're
- 1:24:48getting, we're starting with this and we're getting that.
- 1:24:51Our management brought this, but and we brought that, but we
- 1:24:55didn't agree on that. So we're moving on to something
- 1:24:57else. There's none of that.
- 1:24:59It is all we're negotiating. We're still negotiating.
- 1:25:03We're still negotiating. That's the only answer you get
- 1:25:05from the national board. And what's surprising is they
- 1:25:08said, oh, it's 99% done. At least that was the rumor at
- 1:25:12National Convention. So it was 99% done.
- 1:25:15Why the hell wasn't it put out before the NALC?
- 1:25:17Well, because he. Didn't want to interrupt them
- 1:25:20because they were out longer, yeah.
- 1:25:22Being. Considerate of our city carrier
- 1:25:25brothers and sisters. He's.
- 1:25:26Probably being considerate because he didn't want to be the
- 1:25:29one. He probably didn't want to be
- 1:25:31the one that presented something like this.
- 1:25:33Yeah, but does it bother anybody?
- 1:25:34He says. Sisters and brothers, when
- 1:25:35everybody else in the world says brothers and sisters bothers me.
- 1:25:39I have. No problem with that.
- 1:25:40I have no problem. At least he's recognizing it.
- 1:25:42At least he's at least he's recognizing it now.
- 1:25:46I think he's just doing because of percentage of women versus
- 1:25:48men in the royal craft. That's sexist.
- 1:25:51That's just my opinion. See.
- 1:25:52I would have put it in alphabetical order personally.
- 1:25:57And and. Speech.
- 1:25:58Controversial that that even though I'm not OK, you have to
- 1:26:03realize that we are a government agency.
- 1:26:05We're a a, a, a constitutionally endowed public service.
- 1:26:09We're not a business. We're we're not technically a
- 1:26:12business. So that's why, again, we're
- 1:26:14getting these menial minuscule raises, you know, being offered
- 1:26:20to our city carriers because the fact that we're not technically
- 1:26:23a business. But, you know, if we don't run
- 1:26:25it like a business, ladies and gentlemen, the hell you going to
- 1:26:29get anything better than what they're offering and.
- 1:26:31And don't forget the Biden Harris administration announced
- 1:26:34the proposed rule that would increase pay for thousands of
- 1:26:37blue collar federal workers. Providing proposal would advance
- 1:26:42parity between federal wage system and general schedule
- 1:26:45workers, providing 12% average pay raise for approximately
- 1:26:4814,500 blue collar workers such as hard working carpenters,
- 1:26:54mechanics, etcetera 12. Percent. 12% for them, OK.
- 1:26:59One point 1.3. 1.3 for the for the city letter carriers, but
- 1:27:0512% for other blue collar federal employees.
- 1:27:09Yeah, I know. So it's disheartening.
- 1:27:13I'm I'm going to take a poll here.
- 1:27:15Kristen, what would you vote if you were a city letter carrier?
- 1:27:18I was a city layer carrier. I would have to vote now.
- 1:27:22Bill. Oh hell no.
- 1:27:27Well, I mean, I mean, you know, Renfro does talk about this
- 1:27:32being historic and it being one of the best contracts he's ever
- 1:27:37negotiated and how it's going to be a benefit to the city craft
- 1:27:42and it's going to help the Delivering for America plan.
- 1:27:45And it's going to be historic. It's going to be historic.
- 1:27:51It's going to be historic in the number of ballots returned and
- 1:27:55the number of no votes returned by city letter carriers.
- 1:28:00I'm voting no on this if I was a city letter carrier.
- 1:28:03But let's just put this out there a little disclaimer.
- 1:28:06We are not city letter carriers, and every city letter carrier
- 1:28:11that gets a ballot is allowed to vote however they wish to vote.
- 1:28:15They're going to vote no. But I'm also going to put this
- 1:28:19out there. I am not a lawyer and this is
- 1:28:21not legal advice. Consultant attorney in your
- 1:28:24local area for legal advice. But if there are any any members
- 1:28:32of the NALC, whether they are dues paying or not dues paying,
- 1:28:37that attempts to sway or coerce you to vote a specific way, you
- 1:28:45need to report them to the National Labor Relations Board
- 1:28:50immediately. Because attempting to coerce or
- 1:28:54sway a vote is election tampering, and any person caught
- 1:28:59doing that could face jail time. Make gun range on Wednesdays.
- 1:29:05Absolutely. OK, make your make your own
- 1:29:10educated decision on this contract ratification because
- 1:29:16this is very important. This is going to cover you until
- 1:29:19the end of November of 2026, just after your next National
- 1:29:24Convention. So think all long and hard about
- 1:29:28it before you put your pen to paper.
- 1:29:31And if you're a real carrier, talk with your fellow brothers
- 1:29:34and sisters, the city craft about it.
- 1:29:36Let them bounce it off of you. Let's have a full discussion on
- 1:29:40it. And at the same time, and this
- 1:29:42goes for everybody, when you receive a tentative agreement in
- 1:29:48the mail, read it, look, go through the changes, look at
- 1:29:52what the pros and cons are. Weigh them out for the entire
- 1:29:56craft, not just yourself personally, I know a lot of
- 1:30:01people in the past have like, oh, we're getting a raise.
- 1:30:04I'm voting yes. Did you continue to see what
- 1:30:07else was changed? Read your tentative agreement.
- 1:30:10Go through them. Take the time.
- 1:30:12Even if it's your bathroom reading material, read it.
- 1:30:17Don't take your cell phone in there.
- 1:30:18Take your tentative agreement, something to look at and read.
- 1:30:21If that's a few minutes that you can get away from your family to
- 1:30:24read it, then that's what you do.
- 1:30:25Yes, there is a no layoff clause because that is a federal law or
- 1:30:29not. Excuse me.
- 1:30:30The no layoff is not federal law.
- 1:30:31The no strike is there's and that kind of goes hand in hand.
- 1:30:35But I do believe there are no layoff clause that stay.
- 1:30:37Am I correct? I'll hold back.
- 1:30:39You have no strike when they say that they can do work stoppages.
- 1:30:44Well, I was actually about to talk about that.
- 1:30:46All right, go ahead. I'm.
- 1:30:48I'm getting tired. So for anybody in the city
- 1:30:55letter carrier craft that is scared to vote no because of
- 1:31:00what may happen, there is a responsibility of them to go
- 1:31:06back and negotiate again for another 15 days, maximum 15
- 1:31:14days, and then they have to take it to arbitration.
- 1:31:18If they cannot come to an agreement in those 15 days, they
- 1:31:21come to an agreement in those 15 days, then they would send out
- 1:31:25another ratification. It would of course, extend the
- 1:31:28time on the contract, blah, blah, blah, blah, blah.
- 1:31:31But if you don't like what's in it and you vote no, know that
- 1:31:37there is still a procedure. And then at the end, if they
- 1:31:41cannot come to an agreement, then it is up to the president
- 1:31:45and the executive council to turn around and decide whether
- 1:31:52they want to continue negotiating, go to arbitration,
- 1:31:56do a work stoppage until the tentative agreement is reached,
- 1:32:00or other Ave. Now, granted the work stoppage,
- 1:32:05a lot of people would consider that a strike.
- 1:32:08But this is not considered a strike on the basis that because
- 1:32:15there is no contract covering the carriers, although the
- 1:32:20current contract continues in perpetuity until a new contract
- 1:32:23is reached, a work stoppage is a way to force management to
- 1:32:29finally negotiate a good contract while not calling it a
- 1:32:34strike. Henceforth the power of the
- 1:32:38Union. So did.
- 1:32:40Anybody. I.
- 1:32:41Did. CLC statement I.
- 1:32:44Did receive the statement from James Henry on it.
- 1:32:50There is ACLC currently working on a statement as well for it
- 1:32:56because our letter carriers is working on a statement for it.
- 1:33:01Yeah, small statement, but this is from James Henry.
- 1:33:07Brothers and sisters, let me start by saying I to share in
- 1:33:10your anguish, disappointment, frustration, and disdain for the
- 1:33:14tentative agreement that was presented to the membership for
- 1:33:17ratification. I'm of belief that the tentative
- 1:33:21agreement is woefully short of expectations by the membership
- 1:33:24and exceedingly deficient of what our letter carriers
- 1:33:27deserve. Moreover, it's devoid of the
- 1:33:30respect our letter carriers have earned through our devotion,
- 1:33:33dedication and hard work through any and all circumstances.
- 1:33:37I for one will be voting no on the tentative agreement and
- 1:33:40encourage each and everyone of you to do the same and ask your
- 1:33:44fellow carriers to vote. Note as well, this tentative
- 1:33:47agreement represents an epic failure in leadership and
- 1:33:50recognition of that letter. Carriers who deserve to be the
- 1:33:54industry, to be industry leaders in wages, benefits and working
- 1:33:57conditions by our President. It is simply not enough to do as
- 1:34:01well as other sector workers. We deserve and demand better
- 1:34:05because we are the best. After 20 months of negotiations,
- 1:34:10a tentative agreement should have been presented that
- 1:34:12reflects the time the carriers have waited for allegedly a
- 1:34:15historic contract. It is historic in the sense that
- 1:34:19there has never been such a let down of the carriers and
- 1:34:22depicting being tone deaf to the plate and financial burdens
- 1:34:27carriers now endure. After my 36 years of service and
- 1:34:31being the NALC Vice President, I have an understanding of what is
- 1:34:35expected of the NALC leadership and what we're getting now does
- 1:34:40not meet the basic standards of ensuring the interest of our
- 1:34:43letter carriers come first. Vote no.
- 1:34:46I am in solidarity. Do you want to read the CLC 1?
- 1:34:51Yeah, I'll read that real quick. It just says yesterday the NILC
- 1:34:55Executive Council met and discussed the tentative
- 1:34:59agreement. For the first time in decades,
- 1:35:02the national president of the NILC did not seek nor receive
- 1:35:08the Executive Council's recommendation on a tentative
- 1:35:12agreement. Boy, sounds like a one man show
- 1:35:15when that happened, huh? Yeah.
- 1:35:17My neighbor changed the password on his Wi-Fi.
- 1:35:20He got kicked off. It is supposed to be part of the
- 1:35:27process, Mr. Johnson. That's why they made that
- 1:35:30statement. So basically what they're
- 1:35:32basically saying is Mr. Renfro turned around, got this
- 1:35:38tentative agreement and put it out in front of everybody
- 1:35:42without doing the due diligence that is required of the process.
- 1:35:47As one of our listeners just said, he went rogue.
- 1:35:52He made a unilateral decision. Think that's the best way to put
- 1:35:55it? Well, and and this is just
- 1:35:58reflective of his actions as as a recent convention too, you
- 1:36:02know, he's he's the Mussolini of the city carriers.
- 1:36:06I think that because of the way that they voted to support the
- 1:36:11executive council in dismissing most of his charges, that he
- 1:36:17felt that he was untouchable and so he could do something like
- 1:36:22this without repercussions. But we're not city letter
- 1:36:27carriers. That is for their union and
- 1:36:30their membership to decide. Yes, the guy on the opposite
- 1:36:34side of the table from the NALC was Doug Tulino, and he's making
- 1:36:39800, almost $850,000 a year. Is the deputies.
- 1:36:45Yes. I'll reserve my comments that I
- 1:36:47don't want recorded and edited on.
- 1:36:53That note It's a time to wind down now.
- 1:36:58Before we get even more upset about this, because we know that
- 1:37:01this, this kind of stuff is something that is a possibility
- 1:37:05for the, for the rural letter carriers as well as our brothers
- 1:37:09and sisters in the clerk craft, the APWU, as well as our
- 1:37:14brothers and sisters in the mail handlers Union.
- 1:37:17Because when 1 of this happens, sometimes we all know the
- 1:37:21statement. It rolls downhill.
- 1:37:23Yeah. So let's go ahead and wind this
- 1:37:25down for this evening. Yes please, so I can I can free
- 1:37:29verse. Yeah, and I I need to get some
- 1:37:34rest because I heard tomorrow is just going to be atrocious, so I
- 1:37:38actually need to get up. And.
- 1:37:39Actually clock in at start time of 730 instead of rolling in at
- 1:37:448810. Yep.
- 1:37:48So yeah, we're going to wind this down.
- 1:37:51And James, your final comments for tonight.
- 1:37:56For my city brothers and sisters, I hope that you follow
- 1:38:00your heart on this vote for this contract and know that no matter
- 1:38:06what, you're going to have a contract at some point.
- 1:38:11But the question is, if you can hold out and maybe go to
- 1:38:17arbitration, you could have the effect of all the unions that
- 1:38:23have negotiated awesome contracts for their craft
- 1:38:28members. We've held out for over 500 days
- 1:38:31already. What's another month or two?
- 1:38:34Because that's how long it'll take?
- 1:38:36A month or two more. You've been there for a while
- 1:38:40and you can get there. And to our rural brothers and
- 1:38:43sisters, talk with your city brothers and sisters.
- 1:38:46Help them through this. We need to all unite together as
- 1:38:51United States Postal Service workers talk with the clerk
- 1:38:56people. Let them know that this
- 1:38:57happened. Because all the unions need to
- 1:39:00be aware that this is coming. Because it seems like management
- 1:39:07is going to go even harder against us than they already
- 1:39:10have. Because they know that they have
- 1:39:13gotten away with way too much already, and the only way to
- 1:39:18make management sit down and shut up is for us to stand up
- 1:39:25and show them. We're all in this together,
- 1:39:28Bill. Well, as a a retiree here, it's
- 1:39:33kind of ironic that I have time to respond to everybody queries
- 1:39:37me through instant messaging, phone calls, text and
- 1:39:40everything. And like I said it, it it makes
- 1:39:44me feel guilty for retiring because of my customers.
- 1:39:49But yet, you know, seeing what my fellow brothers and sisters
- 1:39:53are doing in the rule craft in in my former office, I made the
- 1:39:57right decision for me because of the fact that there is an angry
- 1:40:02bill inside and angry Bill be having a fit right now with
- 1:40:08what's going on in the in our office and.
- 1:40:11Seeing how the city carriers are getting slapped in the face with
- 1:40:14this contract, I hold little faith in, in our national board
- 1:40:19negotiating anything better. You have to remember the city
- 1:40:22Craft has 200,000 plus members, approximately 70,000 more than
- 1:40:28we have. And they've always been seen as
- 1:40:30the Big Brother to us because they're the stronger union.
- 1:40:33They win more grievances, they win more money for their Craft
- 1:40:37membership, and that leaves me little hope whatsoever that
- 1:40:42we'll do any better in future negotiations.
- 1:40:45Being said, we can always pray for a miracle, but I don't
- 1:40:49believe God intervenes in contractual negotiations.
- 1:40:53So my prayers are with, you know, the city carriers.
- 1:40:57My prayers are with the Rule, Craft and the APW.
- 1:41:01I, I don't see a good future with this contract being offered
- 1:41:06to the, to the craft membership and it just saddens me.
- 1:41:09It really does. And God, I, I, I wish, I hope, I
- 1:41:14pray, you know, that somehow Don pulls off a miracle and, and get
- 1:41:19you 5% for the next three years, because otherwise it, it'll be
- 1:41:23the, the death of the union. It really will be.
- 1:41:27I, I, you know, I can't foresee in the future, but I already
- 1:41:31know how many people are going to bail.
- 1:41:33You know, people that are constantly looking to bail.
- 1:41:35If you're looking at 1.3% / 3 years, you want, I don't care
- 1:41:40how you work numbers out. It doesn't keep up with
- 1:41:42inflation, doesn't even keep up with your medical insurance
- 1:41:46increases. So how the hell or is table two
- 1:41:49people going to make it? I mean, as a single mom, Kristen
- 1:41:53knows the pains to stretch every dollar and still have a life.
- 1:41:59And as vigilant as she is, as as many other members of the craft
- 1:42:04are, it's tough. And if you and if you're on Apov
- 1:42:07route, it's even tougher. So yeah, my prayers are with
- 1:42:11you. But I, I don't, I don't see a
- 1:42:15bright future if this contract goes through for the city
- 1:42:18carriers. And even if it goes to
- 1:42:20arbitration, I can't see anything but a marginal
- 1:42:22increase, if anything at all. And the fact that Table 2 is
- 1:42:26still on the table for discussion is disheartening.
- 1:42:32So God bless you all. I mean you got a couple more
- 1:42:35weeks of political mail then you get to start looking forward to
- 1:42:39Christmas. Overtime parcels out the ass.
- 1:42:43Everybody be safe, do your job professionally, efficiently,
- 1:42:46safely, and get home to your loved ones because you are the
- 1:42:49most important delivery of the day.
- 1:42:51Thank. You guys, yes.
- 1:42:55Thank you so much guys. I did miss being on here last
- 1:42:58week. I will just say that.
- 1:43:00But no, you know, the both of them have made some good points
- 1:43:04and you know, I, I just urge those that are in the city craft
- 1:43:09that do listen, definitely read through your tentative agreement
- 1:43:13fully and please vote. Vote what you feel is best.
- 1:43:18You know, we're not going to tell anybody who to vote for,
- 1:43:20what to vote for, yes, no, whatever.
- 1:43:23I mean, that is your own personal choice on how you vote.
- 1:43:28But I do urge you right now when you receive your tentative
- 1:43:31agreement to read that sucker with a fine tooth comb and vote.
- 1:43:36Voting is, is important, however, which way you choose to
- 1:43:40vote. And you know, when we have a
- 1:43:42tentative agreement come out, I'm going to say the same thing
- 1:43:45to our rural carriers. Read the tentative agreement.
- 1:43:49Every single, every single union member, if you receive a
- 1:43:53national magazine, you will receive a tentative agreement in
- 1:43:57the mail. So when ours is at that time for
- 1:44:00us, I'm going to urge every single one of you to read that.
- 1:44:04And oh, it takes not a lot of time to do the actual voting.
- 1:44:09You're going to check yes, or you're going to check no.
- 1:44:11You're going to put them in the proper envelopes, throw a stamp
- 1:44:14on it and throw it in the mail. So yes, City side I, I, I, I, I
- 1:44:19urge you to make sure you fully read your full tentative
- 1:44:23agreement and vote. It is important as a union
- 1:44:27member, even if that's the only thing you do is vote.
- 1:44:31That is standing up, that is being active.
- 1:44:34Please vote. So on that note, yes, political
- 1:44:39season, it is winding down, thank goodness.
- 1:44:42But you know, it's just going to get heavier until after the
- 1:44:46election and then we'll get the residual.
- 1:44:48They didn't get out before the election.
- 1:44:50That's always fun to deliver. But on that note, guys, you
- 1:44:53know, stay safe out there. Weather's changing.
- 1:44:55I know right now the we hit peak for fall, autumn, whatever you
- 1:45:01want to call it, and leaves changing.
- 1:45:03Absolutely gorgeous drive to the other side of the state and back
- 1:45:07again for me this weekend when I was downstate.
- 1:45:11My parents live 4 hours southwest of me and I was down
- 1:45:15in that region. The colors were starting to pop
- 1:45:17down there too. Absolutely gorgeous, loved it.
- 1:45:21But please keep in mind, those leaves fall, they get wet, they
- 1:45:24get slippery. So please be safe when you're
- 1:45:27out on your routes, when you're having to walk a package to its
- 1:45:30delivery point, you know, take those in mind too.
- 1:45:35Leaves when they get wet, they do get slick.
- 1:45:37I know, and they're done. That and stay safe this week
- 1:45:41guys. And we'll be back next week.
- 1:45:57OK, here here's here's the bill story for the week.
