- 0:05And I'm your expert. Today we have a well, a truly
- 0:09stellar topic on the agenda. We are looking up way up to the
- 0:13final frontier. But we aren't talking science
- 0:15fiction here. No, not at all.
- 0:17We're talking about the very real, very expensive and very
- 0:23tense struggle for the European Union to establish itself as a
- 0:27superpower in space. It's a domain that's rapidly
- 0:30becoming just as contested as any terrestrial border.
- 0:33You've got fierce competition from the US, China, Russia.
- 0:37And the big question we're asking today is where does
- 0:40Europe actually fit into this new space race?
- 0:42Exactly. And to figure that out, we've
- 0:44waded through a massive stack of, well, very heavy
- 0:47documentation. We really have.
- 0:48We're talking about the cost of non Europe report from the
- 0:50European Parliamentary Research Service, the EU Space Strategy
- 0:53for Security and defence. And, you know, various analysis
- 0:56of the Artemis Accords. Our mission is to decode the
- 0:59geopolitical and economic stakes hidden in all that paper.
- 1:03It's about understanding the price of fragmentation versus
- 1:05the power of unity. That's the core of it.
- 1:07Now before we launch into that fascinating conversation, just a

- 1:35When we think space race, we usually think Cold War, right?
- 1:40US versus the Soviet Union. That's the classic image.
- 1:43But looking at these reports, the playing field has changed
- 1:47dramatically and it seems like money is the 1st place we need
- 1:50to look to really understand the power dynamics.
- 1:53You have to follow the money and when you look at the raw numbers
- 1:56in the cost of a non Europe report, the disparity is, well,
- 2:00it's stark. OK, lay it on us.
- 2:02If we look at annual civil space budgets, the United States is
- 2:06sitting at approximately 22 billion.
- 2:11China is ramping up aggressively with about 12 billion. 22 and
- 2:1512, OK, so that's the competition.
- 2:17Where's the EU? Well, this is where it gets
- 2:19complicated. The EU's joint public spending,
- 2:23the money that's pulled together is only about 6.5 billion.
- 2:27Only 6 1/2. That's the joint pot.
- 2:29Now, Member States individually spend another 3 billion or so,
- 2:33but. So even if you add it all up,
- 2:34you're not even at 10 billion. Not even close.
- 2:37You're not reaching half of what the US is spending.
- 2:40That is a massive gap. It feels like the EU is, I don't
- 2:43know, bringing a knife to a gunfight.
- 2:45Or maybe a glider to a rocket launch.
- 2:48It's really a question of efficiency.
- 2:49The report uses this term the cost of non Europe.
- 2:53I found that fascinating. What does it actually mean?
- 2:55It essentially quantifies how much money and potential is just
- 2:59evaporated simply because EU countries insist on acting
- 3:03individually rather than collectively.
- 3:05So it's the price tag of ego or, you know, sovereignty, depending
- 3:09on how you look. At it precisely, and the price
- 3:11tag tag is enormous. The study outlines a few
- 3:14scenarios, but if the EU were to move away from this fragmented
- 3:17approach. Where everyone's trying to do
- 3:19their own little thing. Right.
- 3:20If they move toward a truly united front, the economic
- 3:24benefits could be at least 140 billion per year by 2050.
- 3:27Wait, 140 billion? Yeah, a year.
- 3:31Per year, yes. And that's not just abstract GDP
- 3:34numbers. They estimate it could create
- 3:36over 700,000 new jobs. Wow.
- 3:39That's the difference between a fragmented industry and a
- 3:41streamlined continental superpower.
- 3:44That is a staggering amount of lost potential.
- 3:47But it's not just about economics, is it?
- 3:49The sources we looked at paint a picture of new Space race that
- 3:53feels a lot more hostile. Oh, it's absolutely
- 3:55geopolitical. Space is no longer just a global
- 3:58Commons for science. It's a strategic domain, and you
- 4:02see this tension so clearly in the Artemis Accords.
- 4:04That's the US-led framework for exploring the Moon and Mars.
- 4:07Right, it is, and not everyone is happy about the rulebook the
- 4:10US is writing. Who's pushing back?
- 4:11Russia has been very vocal. They've compared the US
- 4:14executive orders on space mining and resource extraction to and I
- 4:18quote, colonialism. Colonialism.
- 4:21That's a strong word. It is.
- 4:22They view the Accords as an extension of American hegemony
- 4:26just moved into orbit. So you have the US pushing one
- 4:29legal model, China and Russia pursuing their own thing, and
- 4:33the EU is sort of caught in the middle.
- 4:34Trying to figure out its own weight class.
- 4:36It sounds like the EU really needs to decide what it wants to
- 4:39be. Is it just a partner to the US
- 4:41or an independent player? And that brings us to the core
- 4:44strategy mentioned in the EU defense documents, Open
- 4:48Strategic autonomy. OK, that sounds like a bit of a
- 4:50buzzword salad. Open strategic autonomy.
- 4:54What does that actually mean in practice?
- 4:56It's a delicate balancing act. The definition is having the
- 5:00ability to act alone when necessary, but cooperating with
- 5:03partners when possible. So it's not isolationism.
- 5:06No, definitely not. The sources explicitly mentioned
- 5:09enhancing cooperation with NATO and like minded democratic
- 5:12partners. But, and this is the big but,
- 5:15the EU realizes it cannot be reliant on others for critical
- 5:19capabilities. Because if you're reliant,
- 5:20you're vulnerable. Exactly, and the vulnerabilities
- 5:24are real. The reports highlight a
- 5:26dependency on non EU chips and electronic components if supply
- 5:30chains breakdown. Or a trade war starts.
- 5:33Europe's satellites don't get built.
- 5:35Simple as that. And it's not just the chips
- 5:37inside the satellites, it's getting them off the ground.
- 5:40I was reading about the launcher situation and it seemed
- 5:43challenging was a polite word they used.
- 5:46Challenging is a very diplomatic way to put it.
- 5:48We're in a transition period. The heavy launchers, the Rockets
- 5:52that get the big stuff into orbit are an issue.
- 5:54Arian, 6 has faced delays. There have been issues with
- 5:57Vegasy. So what does that mean?
- 5:59It means for a period, Europe faces a risk of having limited
- 6:03independent access to space. Imagine having a billion euro
- 6:06satellite but having to ask SpaceX, a competitor, for a ride
- 6:10That is not strategic autonomy. That's strategic hitchhiking.
- 6:13And in a crisis, you can't rely on hitchhiking.
- 6:16Then you have the issue of what happens once you're up there.
- 6:18The sources talk a lot about Space Traffic Management or STM.
- 6:22Right, because orbit is getting crowded.
- 6:24It's not the empty void we imagine.
- 6:26Far from it. You have the debris problem.
- 6:29Thousands of pieces of junk flying at hypersonic speeds.
- 6:32But you also have the weaponization risks.
- 6:35What's the EU doing about that? They're pushing a campaign
- 6:38called 3SOS Security, Safety and Sustainability, trying to
- 6:43promote good behavior. It sounds like trying to enforce
- 6:47traffic laws in the Wild West. It's a valid comparison and it
- 6:50gets very technical. The reports emphasize the role
- 6:53of the ITU, the International Telecommunication Union.
- 6:57They manage radio frequencies. Sounds boring, but I'm guessing
- 7:00it's critical. Absolutely.
- 7:02If your satellite's frequency is jammed, that satellite is a
- 7:04useless brick, and that spectrum is becoming a crowded
- 7:08battlefield. So let's talk about the industry
- 7:10itself. The reports distinguish between
- 7:12upstream and downstream. Can we break those down for
- 7:15everyone listening? Sure, it's quite
- 7:16straightforward. Upstream is the hardware
- 7:19building, the Rockets, the satellites, the ground stations.
- 7:21And downstream. That's what you do with the data
- 7:23once it's beaming back to Earth. So agriculture apps, aviation
- 7:27tracking, urban planning, banking systems.
- 7:30And the big money is usually in the downstream right using the
- 7:33data. The massive economic value is
- 7:35downstream, yes, but you can't have the downstream without the
- 7:38upstream. And this is where the EU has an
- 7:41innovation problem. What's the issue?
- 7:43The sources highlight that Europe is fantastic at research,
- 7:47brilliant papers, great concepts, but we struggle to
- 7:50scale startups compared to the US.
- 7:52This is that classic European Valley of Death for new
- 7:55companies. It is the report explicitly
- 7:57warns about the risk of EU startups being sold to non EU
- 8:00giants, often American companies.
- 8:03When that happens, the know how the intellectual property it
- 8:06leaves Europe. So European taxpayers fund the
- 8:08research, but the benefit goes elsewhere.
- 8:11And the strategic control goes with it.
- 8:13We did find some really cool examples of companies fighting
- 8:15this trend, though. The reports mentioned a few
- 8:17specific players. Yes, it's not all doom and
- 8:19gloom. There is a vibrant ecosystem.
- 8:22I was particularly drawn to the Danish angle here Copenhagen
- 8:25suborbitals. Yes, the amateurs.
- 8:29It's described as a crowdfunded nonprofit.
- 8:33They're trying to fly an amateur astronaut into space on their
- 8:36Spika rocket. It just feels very garage band.
- 8:40It's a great example of that new space spirit democratizing
- 8:43access. Yeah, but you also have more
- 8:45industrial attempts. Look at Arca space in Romania.
- 8:48What are they doing? Developing the Ecorocket, which
- 8:51uses water based propulsion. It's an attempt to make launches
- 8:54cheaper and greener, which you know aligns with EU goals.
- 8:58And then you have whole national strategies Poland really stood
- 9:00out to. Me.
- 9:00Their ambition is huge. They set a goal for their space
- 9:04sector turnover to reach 3% of the total European market by
- 9:0720-30. That is incredibly ambitious.
- 9:10They're trying to move up the value chain, not just be
- 9:13consumers of data, but producers of technology.
- 9:16And then you have a Luxembourg. Luxembourg is fascinating.
- 9:19It's so tiny, but it's positioned itself as this huge
- 9:22hub for space business. They realized early on that
- 9:25space mining and resources needed a legal and business
- 9:28home, so they created a regulatory environment that
- 9:30attracts those companies. It's a very clever niche
- 9:33strategy. So we have these pockets of
- 9:34innovation, but the report suggests they aren't enough on
- 9:38their own. What's the fix for that startup
- 9:41scaling issue? The sources point to
- 9:43procurement. So buying stuff from them.
- 9:46Exactly. In the US, NASA acts as an
- 9:49anchor customer. They say to a company like
- 9:51SpaceX, if you build it, we will buy 10 launches.
- 9:55That guarantees revenue. And the EU needs to do more of
- 9:58that. Yes, specific procurement
- 10:00programs for SME, small and medium sized enterprises.
- 10:03We need to stop them from being crushed by the big incumbents.
- 10:06We need to award contracts that let them grow.
- 10:09So put your money where your mouth is.
- 10:11Don't just give a grant, give a contract.
- 10:13Precisely, a grant to charity, a contract is a business model.
- 10:16Let's zoom out to the future. That EPRS study laid out four
- 10:20scenarios for where the EU could go.
- 10:22They range from low impact to high impact.
- 10:25Scenario one is the status quo fragmented?
- 10:28We keep doing what we're doing. And the impact of that is low.
- 10:30We just stay dependent on the US and China.
- 10:33Which is, as we've established, geopolitically dangerous.
- 10:36Then you jump to scenario 4. This is the ideal state.
- 10:39Full open strategic autonomy. Right, This assumes the EU
- 10:43member states actually agree to pool resources, unify governance
- 10:48and really go for it. And that's where they have a 40
- 10:50billion reward comes from. Yes, but the stakes are not just
- 10:53financial. This connects back to the
- 10:55Strategic Compass for security and defense.
- 10:58Space is now officially a strategic domain.
- 11:01So what are the threats they're worried about?
- 11:03Cyber attacks on ground assets, hacking control centers, jamming
- 11:07signals and even anti satellite weapons.
- 11:09If a conflict breaks out on Earth, the eyes in the sky will
- 11:12be the first targets. And if the EU is relying on
- 11:15someone else's satellites? The lights go out.
- 11:17Banking, logistics, military coordination, it all just stops.
- 11:21It's terrifying to realize how much of our daily life really
- 11:25hangs on those satellites. And that is the why should I
- 11:27care for the listener? You might think space is about
- 11:31Mars Rovers and pretty pictures of nebula.
- 11:33But it's your ATM transaction. Your GPS navigation, the supply
- 11:37chain that brings food to your supermarket.
- 11:39That is all space data. If the EU loses influence or
- 11:43access, it affects your daily life, your daily sovereignty.
- 11:46So to sum it up, we have the technology.
- 11:49We have Galileo for navigation, which is actually more precise
- 11:53than American GPS. We have Copernicus for Earth
- 11:56observation. We have the tech.
- 11:58What we lack is the unified governance and the unified
- 12:01budget to leverage it. Which brings us to the big,
- 12:04thorny question. We've looked at the reports, the
- 12:06numbers, the strategies, but there's a political reality
- 12:10here. And this is the provocative
- 12:12thought that really lingers after reading all these
- 12:14documents. The reports make it crystal
- 12:16clear. Fragmentation is the enemy.
- 12:19To get that 140 billion reward to be secure, Europe must unite
- 12:24its space policy. But look at the political
- 12:26landscape in Europe right now. Rising nationalism.
- 12:29Exactly, In a Europe where countries are becoming more
- 12:31protective of their borders and their budgets, can Member States
- 12:35actually agree to hand over enough power to a central EU
- 12:38space authority? Are France, Germany, Italy,
- 12:41Poland willing to subordinate their national industries to a
- 12:44collective strategy? That is the paradox.
- 12:47The logic says unify, but the politics might say me first.
- 12:50And if the politics win, open strategic autonomy might just
- 12:55remain a buzzword in APDF file while the US and China carve up
- 12:59the solar system. It raises the question, is the
- 13:03dream of a united European Space power just a pipe dream in the
- 13:07current political climate? Something for you, the listener,
