- 0:00Speaker 1: We now turn to the Springfield Sun to bring you
- 0:02news from in and around Washington County. Your reader today
- 0:06is Amy Jones Timmoy. We began with the addition dated Wednesday,
- 0:10July twenty third, twenty twenty five, as a reminder, RADIOI
- 0:14is a reading service intended for people who are blind
- 0:17or have other disabilities that make it difficult to read
- 0:20printed material. Status of nine to one one fee increase
- 0:26the unknown by Jane Reid Climb. In last week's issue
- 0:30of the Sun, we reported that the Public Safety Answering
- 0:33Point or PSAP board has requested a one dollar increase
- 0:38in the nine to one one v on water bills
- 0:39in Washington County. Before that increase can appear on water bills,
- 0:44it must first be approved by both the Springfield City
- 0:46Council and the Washington County Physical Court. The City Council
- 0:50approved the increase at the regular monthly meeting on July eighth.
- 0:54It was not discussed at the July fourteenth meeting of
- 0:57the Fiscal Court. County Judge Executive of Timothy Graves that
- 1:01it will be on the agenda for the July twenty
- 1:03fifth meeting. In May, the Fiscal Court rejected a proposed
- 1:07two dollars per month increase in the nine to one
- 1:09one fee Young County water bills. At that meeting, District
- 1:12four Magistrates Stephen Turney voiced an objection to quote raising
- 1:17taxes and this is a tax increase end of quote.
- 1:21District two Magistrates Steve Divine also voiced an objection to
- 1:25the proposal. The vote was forded two to reject the proposal.
- 1:29Magistrates Dallas Lewis, Steve Divine, Stephen Carney, and Matt Mudley
- 1:33voted no. One in measure, and Magistrates Bobby Lee Russell
- 1:37and Philip Curricio voted in favor of the increase. Following
- 1:41the rejection of the feat increased by county magistrates, Washington
- 1:45County p SAP Board continues to look for ways to
- 1:48fund the hiring of additional dispatchers. Kevin Devine, director of
- 1:53the Office of Emergency Management, told p SAP board members
- 1:57it would cost ninety one thousand dollars to two new
- 2:01full time dispatchers to fill the void. The original proposal
- 2:05to add two dollars monthly to each water bill would
- 2:08have generated about one hundred and twenty thousand dollars for
- 2:11the Dispatch Center. Devine said that Nelson County adds just
- 2:15over fifty dollars per year on property taxes to fund
- 2:18its nine one one center. Washington County currently charges twenty
- 2:22four dollars annually with a two dollars a month fee
- 2:25on all water bills. At its due meeting, the PSAP
- 2:29Board provides the request asking for an increase of one
- 2:33dollar per month with an automatic annual cost of living
- 2:36increase to fund the hiring of additional dispatchers at the
- 2:39nine to one to one Dispatch Center. According to Danny Krouts,
- 2:43director of the dispatch center, calls to the center are
- 2:46increasing and he has two dispatchers on duty half or
- 2:51on duty during peak hours, but about half the time
- 2:53there is only one on duty at the call center.
- 2:56He said it would require the hiring of two additional
- 2:59full time dispatch to fully staff the center. Divine said.
- 3:03Another option is a part time dispatcher who was asked
- 3:05to go full time. Divine said if that happened, the
- 3:08center would only need one new full time dispatcher, which
- 3:11would lower the cost a little. At the Wednesday, June
- 3:14twenty fifth meeting of the PSAT board, several options were discussed.
- 3:19The final proposal from Springfield City Councilman Michael Hale was
- 3:23to return to the city and county to request a
- 3:26one dollar increase in the water bill feet, which would
- 3:29add sixty thousand dollars to the dispatch center to their budget,
- 3:33and ask for an additional fifteen thousand dollars from each
- 3:36on the next budget a year from now. The board
- 3:39voted six to one to approve Hill's proposal to request
- 3:42a one dollar increase now with annual automatic increases as
- 3:46allowed by the state. The board also approved advertising for
- 3:50two new dispatchers, but one board member stressed, I don't
- 3:53want to buy something we can't pay for. It was
- 3:57agreed no one would be hired until funding was in place.
- 4:00The PSAP board meets again on Thursday, July twenty fourth,
- 4:04and the hiring of the new dispatchers is on the agenda. However,
- 4:07Fiscal Court does not meet until Friday, July twenty fifth
- 4:10to consider the fee increase. The current fee of two
- 4:13dollars per meter per month was added to water bills
- 4:16across the county in twenty twenty one to fund the
- 4:19nine one one Dispatch Center. The center had previously been
- 4:23funded with a fee on landline telephones, along with appropriations
- 4:26from Washington County and the City of Springsald. In twenty twenty,
- 4:30the PSAP board voted to move that fee from telephone
- 4:34since fewer residents have landlines, and place it on water
- 4:37bills to accomplish two goals, even out the responsibility across
- 4:42all residents and increase revenue to fund the service. The
- 4:46city and county continue to appropriate funds for the vital service.
- 4:54Rotarians celebrate completion of pavilion outdoor classroom at Rotary Park
- 4:58by janebrig climb By twenty third, twenty twenty five. The
- 5:02latest addition to Rotary Park at the reservoir is one
- 5:06hundred percent complete and one hundred percent paid for. According
- 5:10to Springfield Rotarian Steve Smith. The new pavilion has been
- 5:14under construction since early spring twenty twenty four, and the
- 5:18Springfield Rotary Club celebrated its completion with the ribbon cutting
- 5:22and donor appreciation dinner on Thursday, July seventeenth. Smith has
- 5:26served as project coordinator on the project since the beginning.
- 5:29Quote we have had great community support, Smith said, we
- 5:33couldn't have done any of this without the generous donations
- 5:36from businesses and individuals who gave money, time and expertise
- 5:40to the project and to quote, once a park, then
- 5:44a nice wore. The Springfield Reservoir property has undergone a
- 5:47major overhaul thanks to the Springfield Rotary Club and generous
- 5:52community donors. The project began with discussions at a Rotary
- 5:55Club meeting in twenty twenty when Smith shared the story
- 5:59of watching the lady push a wheelchair across a gravel
- 6:02parking lot and down the boat launch ramp so the
- 6:04man in the chair could fish. Quote, we can do
- 6:07better than this, Steve told, Or Smith told his fellow retarians,
- 6:12and a simple plan was formed. The Rotary Club would
- 6:15install a handicapped accessible dock and kayak launch at the
- 6:18reservoir as its annual service project for twenty twenty one,
- 6:22and Phase one of the projects got underway. What began
- 6:25as a plan to install a six to ten thousand
- 6:30handicapped accessible dock quickly grew into so much more. As
- 6:34the fundraising for the dock began and the community learned
- 6:37of the project, donations flowed in, gramts were obtained, and
- 6:41the project began to grow into much more than just
- 6:43a dock. The dock arrived in May of twenty twenty one,
- 6:47the boat launch ramp was rebuilt, the parking lot was paved,
- 6:50and license security cameras were installed. Later, the dock was expended,
- 6:55and then plans for Phase two, an outdoor classroom pavilion
- 6:58with restrooms, a kitchen, and a multimedia center, gone under way.
- 7:02Last week. With Phase two complete, additional signs were erected
- 7:06and the parking lot was sealed and striped. Smith and
- 7:09his fellow Rotarians are now looking ahead to Phase three
- 7:12of the project. Phase three includes a walking biking trail
- 7:15along the east side of the reservoir. The plan is
- 7:18for the one point four mile trails to be quote
- 7:21eight feet wide, with a couple of shelters along the
- 7:23way where you can stop for a break, enjoyed the
- 7:26scenery and maybe do some bird watching and of quote,
- 7:29Smith said. Smith said some of the funds were raised
- 7:32by the annual Rotary auction in late fall and will
- 7:35be used for Phase three, almost supporting the Rotary scholarships
- 7:38and the Rotary General Fund. Quote. We couldn't do any
- 7:42of this without the generous gifts of our donors, Smith said.
- 7:45We simply can't thank them enough for all they've done.
- 7:48End of quote. Some remember when a park was built
- 7:51at the reservoir by the Sportsman's Club about fifty years ago.
- 7:55The park included picnic tables, grills, and a play area
- 7:58for children. Over time time, the park deteriorated and was
- 8:01eventually abandoned. The Springfield Rotary Club wanted to ensure that
- 8:05doesn't happen again. The club has established a foundation and
- 8:09a special fund for maintenance and upkeep of the park.
- 8:12Another step taken to ensure the longevity of Rotary Park
- 8:15at the reservoir was a request for the city to
- 8:18add a restriction to the deed. The city owns the property,
- 8:21and City Council members approved the club's request. If the
- 8:25property is ever sold by the city, the property on
- 8:28the east side of the reservoir must remain available for
- 8:32public recreational use. Music and More by Jane Recline, July
- 8:39twenty third, twenty twenty five. Manton Music Jamboree is Sunday,

- 8:47social gathering with a musician and a haywackon the Manton

- 10:00boots on the ground and line for a good time.
- 10:02Come ready to eat, delicious food, dancer, booths off and
- 10:05celebrate with friends and family. End of quote, encourages Jill Reid,
- 10:09Springfield Main Street Director. The festival location has changed slightly
- 10:14this year due to road construction projects needing to be
- 10:17completed over the summer. The festival will be at the
- 10:20Judicial Center parking lot located on East Ballards Street, Springfield, Kentucky.
- 10:25Due to the road construction, the festival will unfortunately not
- 10:29hold the traditional driving parade this year. Quote. We still
- 10:33look forward to having the best festival and celebration for
- 10:36twenty twenty five end of quote, said Reid. She noted
- 10:40a golf cart will be provided to transport festival goers
- 10:43to and from their parked vehicles. Stick Tight Homecoming Concert
