- 0:00Speaker 1: But in what can only be described as pretty extraordinary
- 0:03Speaker 1: scenes in NT Parliament yesterday afternoon, the Deputy Speaker Joel Bowden,
- 0:07Speaker 1: through Robin Lamley, the Independent Member Farara Luhn out of
- 0:11Speaker 1: the chamber for twenty four hours. It was in the
- 0:14Speaker 1: midst obviously, of what the NT News has described as
- 0:18Speaker 1: a pretty vigorous debate on the motion to establish a
- 0:21Speaker 1: Parliamentary inquiry into crime in Central Australia. The Independent Member
- 0:26Speaker 1: for our lu And Robin Lamley joins me on the
- 0:28Speaker 1: line right now. Good morning to you.
- 0:30Speaker 2: Robin, Good morning Katie, Robin.
- 0:33Speaker 1: What happened yesterday?
- 0:36Speaker 2: Well, it was, from my view, the usual argi bargie
- 0:40Speaker 2: going on in the chamber. It was a vigorous debate.
- 0:44Speaker 2: People were yelling, including me and Joel Bowden. The Deputy
- 0:50Speaker 2: Speaker asked me to leave, but I didn't understand what
- 0:56Speaker 2: he said, and not did most other people in the chamber,
- 1:00Speaker 2: so I didn't hear him properly apparently.
- 1:04Speaker 1: And.
- 1:05Speaker 2: Inadvertently ignored his direction for me to leave for an hour,
- 1:11Speaker 2: and then he took exception to that and I didn't
- 1:14Speaker 2: know what the hell was going on, and he threw
- 1:16Speaker 2: me out for twenty four hours, which he named me,
- 1:20Speaker 2: which is a very extreme measure for a speaker to
- 1:25Speaker 2: do or undertake, and named me. No one has ever
- 1:29Speaker 2: been named before in the twelve years that I've been
- 1:31Speaker 2: in Parliament. And then he threw me out for twenty
- 1:34Speaker 2: four hours, which is also quite extraordinary, so convenient timing.
- 1:39Speaker 2: Just before the Government voted down my motion for a
- 1:44Speaker 2: parliamentary inquiry into crime and Alice Springs, in the middle
- 1:47Speaker 2: of a debate, the Member for Barclay was on his
- 1:51Speaker 2: feet speaking. The member for the opposition member a leader
- 1:56Speaker 2: of the opposition, she spoke next. So I missed out
- 2:00Speaker 2: being there for the actual vote, but it was voted
- 2:03Speaker 2: down anyway.
- 2:05Speaker 1: And Robin, had you been in there or not, by
- 2:07Speaker 1: the sounds of it, it would have you wouldn't have had
- 2:09Speaker 1: the numbers, it would have been voted down.
- 2:12Speaker 2: Is that right, that's correct?
- 2:14Speaker 1: Yeah?
- 2:14Speaker 2: Correct.
- 2:15Speaker 1: Look, I think that people are probably going to be
- 2:18Speaker 1: quite surprised, and a lot of people listening this morning,
- 2:20Speaker 1: let's be honest, won't understand really the ins and outs
- 2:23Speaker 1: of what goes on in Parliament. They'll certainly understand somebody
- 2:26Speaker 1: being thrown out of the chamber, But did you do
- 2:28Speaker 1: the wrong thing Robin. I guess you know, some listening
- 2:31Speaker 1: will be thinking it's a bit cute to say that
- 2:33Speaker 1: you didn't hear him, and you continued to, you know,
- 2:36Speaker 1: to vocalize your thoughts. So is it a bit cute
- 2:40Speaker 1: for you to.
- 2:40Speaker 2: Say you didn't hear him. He shut us down and
- 2:43Speaker 2: everyone was just sitting there and I didn't hear him.
- 2:46Speaker 2: I mean the member sitting next to me, the Member
- 2:49Speaker 2: for Brennan, she didn't hear him tell me to go either,
- 2:52Speaker 2: nor did everyone else I spoke to. He didn't. He
- 2:56Speaker 2: didn't do it sort of in a normal way. I
- 2:59Speaker 2: heard him something that I thought it was a warning,
- 3:01Speaker 2: which is common. You know, people have warned all this
- 3:04Speaker 2: time in parliament. I truly didn't hear him, And had
- 3:07Speaker 2: I been told to leave, I would have got up
- 3:09Speaker 2: and left, because that's what you do. Otherwise you get
- 3:12Speaker 2: yourself into whole world of trouble. Which happened. But look,
- 3:15Speaker 2: I think it was. It was very confusing. Everyone was
- 3:18Speaker 2: screaming and shouting, the Deputy Speaker obviously on me, which
- 3:24Speaker 2: is fair enough. You get that, you cop it. I'm
- 3:27Speaker 2: no angel and I'm no victim either, but it was
- 3:32Speaker 2: I think it was interesting the timing they got rid
- 3:36Speaker 2: of me, They ended up gagging me in the end,
- 3:38Speaker 2: which was always going to happen. And you know, the
- 3:42Speaker 2: sad part of it is that the Deputy Speaker, Joe
- 3:47Speaker 2: Bowden was born and bred in Alice Springs and he
- 3:50Speaker 2: didn't support this motion. You know, very disappointing, you know,
- 3:53Speaker 2: for a time that's honored his family and looked after
- 3:57Speaker 2: him throughout his childhood and at the last part of
- 4:01Speaker 2: his life. Joe Bowden didn't support this motion either, nor
- 4:04Speaker 2: did the Member for Gladia, the Minister for Central Australia.
- 4:09Speaker 2: He didn't support this motion. So you know, this story
- 4:13Speaker 2: isn't about me again. The fact that people are not
- 4:16Speaker 2: supporting something that could be very constructive and helpful in
- 4:21Speaker 2: addressing crime in Alice Springs, it's not very very sad,
- 4:25Speaker 2: Katie and Robin.
- 4:26Speaker 1: I've got a message in a moment that i'll read
- 4:28Speaker 1: out from the former Speaker of the Northern Territory Legislative Assembly,
- 4:32Speaker 1: Kesey Epuric. I know that she has also said that
- 4:35Speaker 1: it's not something that she's seen happen throughout the time
- 4:38Speaker 1: that she's been in the NT Parliament. I mean, being
- 4:40Speaker 1: thrown out for twenty four hours. Is it is an
- 4:43Speaker 1: extraordinary thing to do.
- 4:47Speaker 2: It is I mean, you know, I can copy any
- 4:50Speaker 2: sort of penalty, but I think this one was a
- 4:52Speaker 2: bit harsh and in the context of the importance of
- 4:56Speaker 2: what was happening in the chamber for the people of
- 4:59Speaker 2: sen for Australia, I just I just don't like it,
- 5:05Speaker 2: and I just don't think that it was called for.
- 5:09Speaker 2: But I cannot reflect on the chair because if I do,
- 5:13Speaker 2: if I criticize Joel Bowden for his decision to throw
- 5:17Speaker 2: me out for twenty four hours, I could end up
- 5:20Speaker 2: being thrown out for another twenty four hours, if not longer.
- 5:25Speaker 2: It was taken to a vote in the parliament. The
- 5:28Speaker 2: actual government voted me out for twenty four hours, because
- 5:31Speaker 2: when you name someone, it goes to a vote of
- 5:34Speaker 2: Parliament to exclude the person. So in actual fact, Joel
- 5:41Speaker 2: triggered it and then the government voted to have me removed.
- 5:47Speaker 2: So that was convenient in itself, the fact that the
- 5:50Speaker 2: government got to vote to remove me. And you know,
- 5:55Speaker 2: it's all very interesting.
- 5:58Speaker 1: Well, it certainly is the way. Well, that's right, that's
- 6:02Speaker 1: exactly right. Well, Robin will keep in contact. I know
- 6:06Speaker 1: that the people of Alice Springs. I've no doubt will
- 6:09Speaker 1: be happy and proud of the fact that you stood
- 6:12Speaker 1: up and you made sure that that discussion about crime
- 6:15Speaker 1: was debated, because I've got to tell you, yesterday morning,
- 6:18Speaker 1: I thought to myself, I reckon, they're going to shut
- 6:19Speaker 1: this down and not even allow the debate to happen.
- 6:22Speaker 1: So I think that that in itself was at least
- 6:25Speaker 1: a good thing that that discussion was able to happen.
- 6:28Speaker 1: It's a shame that that that that committee is not
- 6:30Speaker 1: going to be moving forward. But yeah, Robin, well you've
- 6:34Speaker 1: got a bit more time on your haplets. Yes, that's right,
- 6:37Speaker 1: you've got a bit of time on.
- 6:39Speaker 2: Speak about crime and Alice Springs, which will happen this afternoon.
- 6:43Speaker 2: I've got enough on my plate.
- 6:45Speaker 1: Robin Lambley, thanks so much for your time this morning.
