- 0:00Speaker 1: What's up everyone, and welcome to another episode of the
- 0:03Epstein Chronicles. In this episode, we're going to pick up
- 0:06where he left off with the unnamed Securities Captain and
- 0:11his interview with the OIJ inspectors. Question now, what time
- 0:15was their shift? Was it for to midnight? Answer? Who?
- 0:18Question the people we were just talking about the evening
- 0:21watch Answer yeah, for to midnight? Question so four pm
- 0:25to midnight. At that point, if it was recognized that
- 0:28there was no cell mate and he needed a cell mate,
- 0:31could have if they did contact the OPPS lieutenant OPPS
- 0:34Lieutenant did contact you? Could have an inmate been assigned
- 0:38at that time? Or would they have to wait until
- 0:40the next day? Answer? Well, what I would have done
- 0:43if I would have known right then and there that
- 0:46he didn't have a cell mate, He's already an attorney's visiting,
- 0:49right question YEP answer, So I would have went on ahead,
- 0:54all right, keep him an attorney visiting. I would have
- 0:57called Guess who I would have called. I would have
- 0:59called the a misredacted, well misredacted, and I would have
- 1:03called the warden. I would have said, hey, look this
- 1:05guy went out the WAB today where Reyes didn't come
- 1:09back from court, we got to vet another one. That's
- 1:13what would happen. And plus I was there at eight.
- 1:15So let's say he got released from attorney visiting and
- 1:17he didn't go back, and when they went to the
- 1:20let's say, hey, this dude, he don't have a cell mate.
- 1:24I would have been like, hold up. I would have said,
- 1:27because I got R and D staff down there, right,
- 1:29Because I can't put him on suicide watch. I can't
- 1:31put him on close supervision. So I would have said, hey,
- 1:34quarter this guy right now in R and D. Put
- 1:37a staff member on it, which would have been Fox one.
- 1:40Put him on Fox one. Put a staff member down there.
- 1:43Let me call the warden. Question what does Fox one mean? Answer?
- 1:46That means R and D. That's the cell assignment. I
- 1:49believe it would have been Fox one. Just I can't
- 1:53just put him on suicide watch. Question right, and then
- 1:57Fox one people monitor at all times. Answer no, but
- 2:00I would have had somebody monitor. I would have hey,
- 2:04put a staff member down there and watch this guy
- 2:06until we get him a cell mat question. Okay, and
- 2:10you think that that same day, August ninth, he would
- 2:13have had a cell mate if he were made aware.
- 2:15Answer yeah, if I was made aware, he would have
- 2:17got a cell mate. Question. Okay, Now, let's go back
- 2:20and say, if Redacted did know and didn't tell anybody,
- 2:24he didn't tell you. He didn't tell redacted? Is he
- 2:26the one he gets cut off by the captain or
- 2:29the guard he dropped the ball? Question? Right answer? Because again,
- 2:34like I told you about count and you made a
- 2:37good statement, then how did you clear the count? Question?
- 2:41So the two people that if so Redacted knew and
- 2:44he didn't tell anybody that he dropped the ball. But
- 2:47at the same time, if the four pm count was conducted,
- 2:50they would have then raised the issue with redacted, So
- 2:53there would have been two checks. Right answer, right question,
- 2:57and if not, it would also have happened at the
- 3:00ten pm count as well. Answer right question. So if
- 3:05the four pm count the ten pm count were both conducted,
- 3:08there would have been notice, hey, no cell mate, bring
- 3:12it up to redacted. Answer correct question. All right. So
- 3:16if redacted didn't know, Redacted didn't tell him, So Redacted
- 3:19dropped the ball, the shoe staff dropped the ball, it
- 3:22looks like answer okay, question all right. So well, before
- 3:28we move on from that, do you want to talk
- 3:30about anything specific to that notion. Answer, no question, okay, answer,
- 3:36Can we take a break? Question? Absolutely? All right, it's
- 3:40currently eleven to fifty eight pm. This is Senior special
- 3:43Agent redacted and on pausing the recording. Question. Okay, the
- 3:49recorder is on. It's currently Tuesday, June fifteenth, twenty twenty one,
- 3:52at twelve oh six pm. We just took a short
- 3:55eight minute break, and mister redacted, I remind you that's
- 3:58you're under oath. Thank you very much for your cooperation
- 4:01with this matter. And it is voluntary, and you can
- 4:04choose not to answer or leave at any time. And look,
- 4:08I have to interject here, how in the hell is
- 4:10this voluntary? All these people played a part in what happened.
- 4:14None of it should be voluntary. Remember it's your tax
- 4:17dollars that are paying these people's salaries. Question, all right,
- 4:23So what we were talking about before, Before we move on,
- 4:26I just want to go back to so he said,
- 4:29if Redacted knew he dropped the ball, If the shoe
- 4:32staff didn't do their accounts at four pm and at
- 4:35ten pm, that's when they would have next found out
- 4:38that Epstein was without a cell mate, and they would
- 4:41have then reported it up correct. What did we want
- 4:47to follow up with that? The other investigator jumps in.
- 4:50If a notification came from court that Reyes wasn't coming back,
- 4:53who would have gotten that notification? Answered? The notification would
- 4:57have come through R and D and through the control center,
- 5:00which the control center would have updated the count and
- 5:02sentry to reflect if the inmate was physically in the
- 5:05institution or was still out in court. So it would
- 5:08be contingent to look at the century roster, which would
- 5:11be the E one that the control center had created
- 5:14for those counts to find out if Reus was still
- 5:16on the count as physically being in the institution or
- 5:20out at court. Question Okay, and a FI and D
- 5:24in control did get the notification? Did they have to
- 5:26notify the shoe? Answer yes, because the count would be off.
- 5:31Question If let's just say that notification came between one
- 5:35pm and three pm, who and shoe would have got
- 5:38the notification? Answer the OIC which have been for day watch,
- 5:43It would have been either redacted or redacted. Question and
- 5:47what should they have done? Answer? And with that one
- 5:51time they would have reflected on inside of century and
- 5:54also they would have known that the inmate was not
- 5:57physically there, and they would have had notified the operations
- 6:01lieutenant that this guy didn't come back. So that means
- 6:03somebody would have had to make sure that the institutional
- 6:06count was right or wrong. So in this instance, if
- 6:09redacted knew, who would have been the one that would
- 6:12have informed them? Answer that would have been that would
- 6:15have been either redacted or redacted would have notified them.
- 6:18But then I also said that redacted worked in the
- 6:21capacity of OIC because a lot of those officers would say, oh,
- 6:25I don't have the ability to log on into the program,
- 6:28so he would do double duties. Question. Okay, so let's
- 6:31say that the Shoe staff that time did notify redacted.
- 6:36Let's say redacted now didn't take any action. Okay. Now
- 6:39let's say that the next Shoe staff comes on board,
- 6:42should they continue to report the matter up the chain? Answer? Yeah,
- 6:46question even though the Shoe that replaced them already made
- 6:49the notification that Epstein was without a cell mate and
- 6:52needed a new one. Answer because their count would have
- 6:56been off, and then they wouldn't have known that, you know,
- 7:01when they brought him back from attorney visiting that the
- 7:04cell was empty. Question right, and I'm not specifically talking
- 7:07about the count right now, what I'm saying is like,
- 7:10if the Shoe did notify redacted, Hey, Epstein is required
- 7:13to have a cell mate, and his cell mate's gone,
- 7:16we need to get him a new one. Redacted now
- 7:19never takes any action. Should the Shoe later that day
- 7:23made the same notification to in this case to redact it?
- 7:26Hey Epstein still hasn't been reassigned to cell mate. Okay,
- 7:30So the Shoe may have done it right at day
- 7:33watch and redacted got the notification, But the Shoe on
- 7:37night watch he gets interrupted by the guard. Didn't do it. Question,
- 7:42didn't do it? And they should have answer because he
- 7:46was in attorney visiting. So they said, oh, it was
- 7:50an empty cell We said, okay, yeah, Epstein is still
- 7:53in attorney visiting. Nobody would have cared about the celly
- 7:55thing because they would have thought that he was still
- 7:58out of court. But if he didn't come back by
- 8:02eight that night, somebody should have said something. Question. Now,
- 8:06let's go even further from now, we go from evening
- 8:09watch to now morning watch. We're on August tenth, where
- 8:12Noel and Thomas are now in there. Should have they
- 8:15made the notification to redacted. Answer, They wouldn't have known.
- 8:19Question all right, so they should have he gets cut
- 8:22off by the guard redacted. They would have been in
- 8:26the same unit with the assumption that all the inmates
- 8:29have been accounted for by the previous shifts because the
- 8:32count didn't go wasn't bad question? So that's twelve am
- 8:36and three am and five am? Answer correct. Question. Are
- 8:40you saying they don't really need to do those counts? Answer? No, No,
- 8:44I'm not saying that. What I'm saying is they would
- 8:47not have known that the inmate didn't come back from court.
- 8:49If he wasn't addressed on either day watch or evening watch,
- 8:54they wouldn't know. They would just can't be responsible for
- 8:58counting what inmates was housed in that unit between the
- 9:00hours of twelve to five because those are the three counts. Question.
- 9:06So yeah, let's see, those are the counts. Let's look,
- 9:11all right, So I got it, looks like we got
- 9:13the five to ten, the midnight, the three am, and
- 9:16the five am, and then is this the rounds? Answer? Yeah,
- 9:20that's the control question. The control answer. Yeah, we don't
- 9:24want this. I'll take this question. Okay, So here are
- 9:27the counts from August ninth, from four pm through August
- 9:31tenth through five am. Now we have reason to believe
- 9:34that the four pm, the ten pm, the twelve am,
- 9:37the three am, and the five pm none of those
- 9:40were conducted. Answer okay, So you're saying that the four
- 9:44pm count for August ninth was not done and the
- 9:47ten pm wasn't done. Answer, and the ten, nor was
- 9:51the twelve, the three or the five? Now is there
- 9:56a way to look at that if there is someone,
- 9:58let's say, because at twelve you'll notice there is a discrepancy,
- 10:02there is one inmate they're off by control says, hey,
- 10:05you're off by one. Is there a way to kind
- 10:07of look at these counts and notice, all right, this
- 10:10would have been picked up on them, or a way
- 10:12or to kind of tell that these weren't conducted by
- 10:15just looking at the documents or noticing, if you know,
- 10:18if Reyes is gone by one point fifty, he's released.
- 10:21Is there a way to tell that on here? Answer?
- 10:25Because I got it right here? Question okay? Answer, this
- 10:28is the form right there. This will tell you who
- 10:31inmates are out of count. And that's from small He
- 10:35was one of the receiving and discharging employees that was
- 10:37probably working on August ninth, so she would know who
- 10:41was still at the count. So that means Operations lieutenant
- 10:45didn't even sign it. That's a violation question. So this
- 10:49document that you're looking at, it looks like what is
- 10:51it like the third page on there? Answer? Yeah, that
- 10:54would have been because you've got right here Clark on
- 10:57assigned work assignments. So this Clark this saying he's out
- 11:02of court. So now our count is minus one, but
- 11:05we know where he is because he's still out of court.
- 11:07So reyes that count. So if he went to court,
- 11:10let's say he was at eighty eight. Let's just say
- 11:13when he went out to court him and Clark went out,
- 11:17we would have went down to eighty six. But guess what,
- 11:20Reyes drops off the count? How he got released? Question?
- 11:25So if he was released, he gets cut off by
- 11:27the guard. Form that should have come from the marshals
- 11:30back to us saying that he got released. Question. So
- 11:34between ten am count and four pm count, would there
- 11:37have been a form in there showing that he was released? Answer?
- 11:41There should have been question? Okay, answer that should have
- 11:45been generated from the marshals because it's a transfer order
- 11:48you heard of a transfer order. Every time an innimate
- 11:51goes off. You've got ten that went out to court
- 11:54that day. That's the transfer order. Whatever the disposition of
- 11:57those inmates are, Okay, boom to count a coming back. Okay,
- 12:02there are were the other two guys. Okay, I got
- 12:06this guy that's still out of counted and he's at court.
- 12:09He's still at whatever at this time frame, where's reyis?
- 12:13There should have been a transfer receipt signed by the marshals,
- 12:16by the staff that was at the New York Court
- 12:18over there, the people that handle the inmates. That transfer
- 12:21order should have been sent back with whoever was transporting
- 12:24the inmates and brought back to the institution to say
- 12:27that this guy never came back. Question. So that third
- 12:31page that you're saying though, that was a violation that
- 12:34the operations lieutenant didn't sign. Answer right? Question? Would that
- 12:39have been redacted or redacted at the time? Question? Because
- 12:43all of this stuff, it's called the thirty day file.
- 12:46So what the lieutenants are supposed to do on their
- 12:48shift is supposed to when they make rounds in control,
- 12:51they're supposed to because they're supposed to take account on
- 12:54every shift, especially in the off hours. So before Epstein,
- 12:58that was a responsibility. On the off hours, you'll be
- 13:01responsible for taking the count, so that evening watch guy
- 13:06would take the ten pm count, right, or somebody would
- 13:08take the four pm count. So the Operations lieutenant or
- 13:11the activities would normally go down and take the four
- 13:14They would go through the paperwork for the day up
- 13:17to four, and you would sign all the forms, like
- 13:20if somebody checked out keys restricted key forms, Operations is
- 13:24supposed to sign it. If a transfer order receipt comes back,
- 13:28you're supposed to sign it. Whatever happens on that shift,
- 13:31you're supposed to sign the count slips that form right
- 13:34here that should have been signed by the lieutenant. Question. Okay,
- 13:39so these forms that we're looking at at four pm,
- 13:42there's a number of signatures that are missing. Answer, yeah,
- 13:45question and should that have been the lieutenant as in
- 13:48it looks like redacted answer official appearing count official taking count?
- 13:53Those are going to be so the person that was
- 13:56taking count would have been the OIC. Then the person
- 14:00was actually was there was a lieutenant that was taking
- 14:03the count. Normally he would sign and read. Question. Now
- 14:08the lieutenant when you say they're there aren't they in
- 14:11the control center? Answer? They're in the control center question?
- 14:15And then the shoe calls. Okay, so the Shoe calls
- 14:19and says, we got count seventy two, seventy three, seventy four,
- 14:22whatever it is. And in this case, when you look
- 14:25at the four PM, you're seeing that there was no
- 14:28lieutenant that signed off on that answer. No question, So
- 14:33on the first page as well as the third page
- 14:36was there they should have signed answer right, question all right?
- 14:40And then he gets cut off by the guard. Yeah,
- 14:43because I got Look, I got a signature for this
- 14:45one that was approved by the operations lieutenant right here.
- 14:50Question and who was that answer? I don't know whose
- 14:53signature that is? Question? All right? It looks like redacted
- 14:56would have been on duty? Is that the time? Answer?
- 15:00That's going to be four pm? Whoever took the four
- 15:03pm that lieutenant would have been redacted? All right, folks,
- 15:08We're gonna wrap up right here, and in the next
- 15:10episode dealing with the topic, we're gonna pick up where
- 15:12we left off. All the information that goes with this
- 15:15episode can be found in the description box.
