- 1:56you enjoyed some sunshine yesterday, because the snow's back in the forecast winter storm
- 2:00warnings, watches, advisories, all that stuff is said to kick in this
- 2:05see evening, expecting more snow, more eyes, and more cold temperatures.
- 2:07Two. Matter of fact, they say that on Saturday, as we're all
- 2:10over at the West Virginia Hunting Fish and Show at the Colosseum Convention Center,
- 2:14Saturday is actually going to be colder than what we experienced earlier this week.
- 2:19So you got that to look for too. But y, they tell me
- 2:23that by next Friday we could be sixty degrees. Yeah, that's what they
- 2:28said. Definitely in the fifties next week and flirting with sixty and it's all
- 2:30going to melt there you go, I have no problem. That voice you
- 2:32hear is rob real. We're going to get to him here in just a
- 2:35couple of moments plus a little bit later on. Brian Dayton from the State
- 2:38Chamber of Commerce is going to stop by and Justin Williams from the Affiliated Construction

- 3:01So, if you've driven by eleven to eleven, Virginia, Trediece and
- 3:06Charleston, there are some crazy people standing outside. Now that's not unusual,
- 3:09as this building is surrounded by crazy people, mostly of the employees and some
- 3:14of some who frequent the parking lot from time to time. But we'll get
- 3:16into that on another show. We are all NuGet with nuts as cold as
- 3:22it is. Why are they out there? Well, it's the first annual
- 3:24Thornhill Automotive Group Sock Drop, where we're asking you, the greatest listeners in
- 3:28the world, to help us put new socks of those in need. We're
- 3:30teaming up with the folks at Mountain Mission to make it all happen. All
- 3:35of our stations are involved. WCCHS, Charleston's ESPN Radio one of seven three,
- 3:38the Beat V one hundred kaz V one To all of us, we're
- 3:43all hanging out there and we are, you know, working together to try
- 3:46to collect some socks. This guy that's kind of behind this whole thing,
- 3:50this was his crazy idea. The head of the crazy idea department here at
- 3:53WVRC Media, Charles rob Reel from her sister station ninety six to one,
- 3:57Superstar Country kw's host of Up Real Early. Are you I'm tall? It
- 4:02does say that on the business card. Now I am the head hooligan in
- 4:05charge of creative nonsense. I think maybe I don't know. All I know
- 4:11is that the most requested item at shelters and service providers is socks. It
- 4:16seems like such a simple thing, and yet just stand out there for five
- 4:20minutes, especially if you had to walk through the parking lot and the wet
- 4:24and things that had frozen over and the black ice and then it got plaid
- 4:27again and now it's wet. Think about how cold your feet are, and
- 4:30the carry hoo to sec memorial space heater memorials. She didn't die, no,
- 4:35but it's you know, it's right there under your feet, keeping you.
- 4:39So if you've got one of those under your desk, thinking about,
- 4:41man, my feet got cold this morning. Now, think about the folks
- 4:43who are homeless, displaced. Think about the folks who the families who maybe
- 4:47can't afford heat, so they need socks. Let's keep their feet Like Lieutenant
- 4:54Dantles, take care of your feet. If we can do that, let's
- 4:57literally start keeping folks warm from the ground up. That's what we're doing today.
- 5:00And we started what six seven, seven hundred and a military always a
- 5:06military guy. Well yeah, And in fact, our first benefactor came through
- 5:11just after seven with eighty pairs of socks. It started wow, And we've
- 5:15had lots of folks come through. The Mountain Mission truck is in our parking
- 5:18lot. We're going until six this evening, and what we're seeking is simple
- 5:24packages pairs of brand new, never worn, unopened socks. That's what we
- 5:29need. Socks. And you're like, well, I can't make it to
- 5:31the store, but I could swing by all my lunch hour. We can
- 5:34do cash and check donations for Mountain Mission as well, but the focus today
- 5:39is socks and you can get them, I mean for next to nothing.
- 5:43I heard Jeff talking about to one of the places that he picked up some
- 5:46last night. My wife actually stopped my dollar tree and got some socks yesterday,
- 5:51so and sent me to work with them this morning. So so here
- 5:55again, what we're saying is it's real simple. It doesn't take a lot
- 5:58of time, and we're giving you plumb time. And even if you can't
- 6:00make it out of somewhere to get some socks, cash and check donations,
- 6:03whatever, the folks from Mountain Mission will take that. If you're worried about
- 6:06giving us cash, which you probably should be worried about giving us cash,
- 6:11then it's real simple. You can you can just put it directly in their
- 6:15hands. Man. Which you want to do is yeah, nobody's gonna run
- 6:16off to Marty Grass with your cash donation or checks made out to Mountain Mission,
- 6:21and especially those socks. And one of the reasons that we pick socks
- 6:28is you don't have to worry about sizes. There's basically adult and kids size
- 6:30socks and that's it. You don't have to it's not like shoe sizes.
- 6:34You'll see on the socks th size of seven to thirteen. Just socks stretch.
- 6:39Yeah, it'll it'll be you know, somebody who's got a size fifteen
- 6:42shoe is not going to have a problem getting into a pair of tube socks
- 6:45that you brought. This is one of the things that we try to make
- 6:48it simple, We try to make it easy for folks to get in on
- 6:53the giving. I'm so proud of the way West Virginians take care of West
- 6:56Virginians and this is another great opportunity to do that. And this was kind
- 6:59of your baby. I mean, it is one of those things because all
- 7:02in the several you know, dozens of radio stations that you've been fired from
- 7:06across the country. You get this opportunity to do this in other markets,
- 7:11and it's been this huge success. And as you said, West Virginians are
- 7:15the most giving people on the face of the earth. I mean, I
- 7:16have no doubt about that. I mean, you were you were here,
- 7:19you left, and you came back, and you're not from here, so
- 7:21you must like it for some reason. And that's one of the reasons you
- 7:24told me that you like it. Yes, seventeen states, three foreign countries,
- 7:28and there is no place like West Virginia when it comes to helping our
- 7:31friends and neighbors. It's amazing the way people pull together to take care of
- 7:35one another. And I've said before, I know there are policy things that
- 7:40need to be fixed in these situations. That's not what I do. That's
- 7:42not the tree I bark up. I'm just about helping folks and doing our
- 7:46best to keep them warm this winter, So come by drop your socks before
- 7:50six o'clock. You know, it's interesting that that phrase drop your socks because
- 7:55let me tell you something about that and Dale's for our producer day. You
- 7:59made me want to standing by on the on the dumb button on this one.
- 8:01The last time Robert that I had you on the show and we talked
- 8:05about the name drop your socks, Yes, and you alluded to the fact
- 8:09that you were in the military. Always say thank you for your service,
- 8:13and there was we kind of joked about the term drop your socks because there's
- 8:18a lot more to that statement. I'm not going to go into it because
- 8:22I kind of liked the job and my boss is producing for the show today,
- 8:24so I'm not going to go into the rest of that statement. But
- 8:28somebody on X the artist for me known as Twitter, actually did. They
- 8:31didn't print it out, they said they said some of the effective I know
- 8:35what you guys did there, because there's more to that expression. If you're
- 8:39a military person, you know that just dropped your socks. And I'll leave
- 8:41it at that. I think the first time through. I said that any
- 8:43man who has been through basic training knows what it's all about and is laughing
- 8:48maniacally. But I actually ran this by my ex wife who is retired National
- 8:52Guard, and she said, they say they say it to them in basic
- 8:58training and it it's different. Yeah, to know that they say, you
- 9:03know, I shouldn't I should have never married a woman from the National Guard
- 9:05because it means she only did laundry once a month and the house was only
- 9:07clean two weeks out of the year. But the so apparently they say this
- 9:11to women in basic training and such too. So if you, if you
- 9:16have served, you're in on the joke, and I do not recommend explaining
- 9:20it at work you will end up in HR's office and and the rest of
- 9:24the people right now are listening if they're at work and they're about to google
- 9:26it, and they're about to get fired, you know, for googling that
- 9:30on their work computer the VPN. Do it on your phone, not on
- 9:33the Wi Fi? Would you say, Dale? Dale said something to me.
- 9:35I don't know what it was. Oh, it's feature in Platoon,
- 9:39Yes, yes, it comes up in Platoon. It also comes up in
- 9:43Full Metal Jacket, the Great r lee Ermy who really was a drill instructor
- 9:46before that film, And none of his lines are quotable on the radio.
- 9:50None, not a single one is safe to say on the radio. All
- 9:54right. So they say it's going to warm up a little bit out there
- 9:56today, and that's a relative term with this. It seems like it's the
- 10:00longest week of winter weather forever. But it is going to get in the
- 10:01upper thirties before the next snowstorm comes in this evening and enduring air night hours.
- 10:05So if you're looking to get out of the office today, come down
- 10:09and see us again. We make it real simple. We've cleared all of
- 10:11the v well most of the vehicles off the parking lot out there. The
- 10:13vans are set up. We're at eleven eleven Virginia Street. It's just stuff
- 10:16from Charleston Catholic High School. And we've got our crew is out there from
- 10:20all of our stations are out there. We've got the folks from about Mission
- 10:22out there as well. Don't even have to get out of your car,
- 10:26you know, if you don't want to, you're thinking about going to the
- 10:28store and getting all of those French toasts supplies the milk, the bread,
- 10:31the eggs. Pick up a package of socks and bring them to us before
- 10:35this next round of storm hits, and that will warm your heart as well
- 10:39as warm the feet of so many of our needy friends and neighbors this winter.
- 10:41You know something we don't talk about enoughing. I'll let you go because
- 10:43I know you've got to get back outside. But something we don't talk about.
- 10:46You know, your station sety six to one KWS is the raining country
- 10:52music station of the year instead of West Virginia. And so that's kind of
- 10:58a cool deal, it is. I'm sure we won't repeat now that I'm
- 11:01back. You had little to do with it last time. I had remarkably
- 11:05little to do with it last time. Shards of glass are great. They
- 11:09are wonderful acknowledgments of how hard we work to improve people's lives, whether it's
- 11:18in ways like this, collecting socks to keep people warm, or just giving
- 11:22you something to sing along with. My goal every time I get on the
- 11:24radio in the morning is if you're not in a better mood three minutes after
- 11:30you've turned on up real early, then I need to work harder. I'm
- 11:33not doing my job well enough, so we just we want you to sing
- 11:37along, We want you to have fun, we want you to make going
- 11:39We want to make going to work less of a dread for you, and
- 11:41we want to help our friends and neighbors too. What it's all about.
- 11:45Sorry, again, it's till at least six o'clock or so this evening.
- 11:48And again this is one of the Even though this is kind of your brain
- 11:50shot, all the stations are out there, We're I'm going to be out
- 11:52there throughout the day to day collecting these socks that we're asking for new socks
- 11:56packages. Whether you can just afford one package up at the Dollar store,
- 12:00or whether you can bring boxes as people have already done. Any donation will
- 12:05be appreciated. If you want to do cash, or if you want to
- 12:07do check whatever. The folks from Mountain Mission are set up outside with us
- 12:11as well. Come by before six o'clock, even if it's one pair that
- 12:15you picked up at the check out at your local Parmar store. Yeah,
- 12:18cheap plug, got a text here for you, Robert. Yes, Tex
- 12:22says off topic, just wanted to ask Rob if he found his mother's Elvis
- 12:24concert ticket for the nineteen seventy seven Indianapolis show. I have not what's the
- 12:28story here? I don't know this. So the final concert for Elvis in
- 12:33nineteen seventy seven was at Market Square Arena. I did know that in Indianapolis,
- 12:37and I had been told for a while that I was actually at that
- 12:41show. I wasn't even four years old yet, so I take people's word
- 12:43for it. But I know my mother was there because one of her prize
- 12:48possessions was the ticket stub and it was in her effects. You know,
- 12:52I was her executor. So I'm going through all that, and I found
- 12:56it in her effects after she died. I have not been back to where
- 13:01that stuff is to get my hands on it, but if if I and
- 13:05my agent state remember, I will take a photograph of that and post it
- 13:11on al Gore's interwebs when I remember to do so. So all right,
- 13:13I appreciate that somebody was listening up real early to even mention that. Yeah.
- 13:18I just appreciate that anybody listens, especially when you and I are on
- 13:20here together, because it's it's fifty to fifty, you know, put us
- 13:24like there's a reason why they don't let us on the air. That often
- 13:26together. Correct, And I don't even want to bring in Steve animal to
- 13:28this because then it's a totally different animal tope, unintended. Ashley has already
- 13:31been HR. I mean, it's funny because we're getting I'll let you go,
- 13:35but you know it's funny because we're getting ready to go on the show,
- 13:39and the and Ashley's kind of miss everything around here, but she's the
- 13:43director of HR comes in and just kind of look sadly in the minute she
- 13:48walks in. I'm like, I didn't do it. I did do it.
- 13:50I didn't do it, both pointing each other at the same time.
- 13:52All right, so you're right on the parking lot. Yes, until six
- 13:54o'clock this evening. Get those socks out here, and a big shout out
- 13:58to the folks that Thornhill Otter Group for making it all possible as well.

- 17:59get your socks at the drug and Porium there on Patrick Street because they're selling
- 18:03socks at twenty percent off down there. All types of socks, men's socks,

- 18:59what that organization does. Sure, So we represent about twenty two thousand construction
- 19:03workers Union construction Workers in West Virginia and about two thousand apprentices going through those
- 19:10fourteen trade organizations that we represent in West Virginia. Okay, all right,
- 19:15so we all know, Justin there's a lot of construction going on now in
- 19:19West Virginia and a whole lot more to come. And we hear daily though
- 19:22of the struggles that business owners have in fighting employees, the struggling if there
- 19:27is real, man, Yeah, it really is. And that's part of
- 19:30the reason I'm here. You know, We're out there recruiting young people,

- 19:45We want people to go to work. You know, it's a great
- 19:48career. You can make a living out of this, good wages, benefits,
- 19:52health insurance, a pension, and those all kick in as soon as
- 19:55you start. And when you're apprentice, you get paid while you learn the
- 19:59trade. And so it's you know, we see our college numbers are going
- 20:03down. It's been a big conversation, and so you know, this is
- 20:06a great opportunity to get more education in a specific area and make a career
- 20:11out of it. What seemed to be the the in demand positions at this
- 20:17time. I mean, I know construction's kind of a an umbrella term,
- 20:19but what are some of the specifics for some of the top two or three
- 20:22that are really you need right now. So we represent fourteen trades and it
- 20:26covers the spectrum mostly in industrial and commercial construction. But you know, obviously
- 20:32electricians there's a big push for evs and and all the grid infrastructure, just
- 20:37general infrastructure, so equipment operators, labors, you know, carpenters, mill
- 20:41rights, boiler makers that work in our powerhouses. You know, it's it's
- 20:45cement Mason's I mean, really covers the spectrum and it depends on the area
- 20:49of the state you're in. Right, So a project like New Core,
- 20:52there's going to be probably four or five thousand different construction workers that go through
- 20:56there, depending on what process, what part of the project they're in.
- 21:00Right, You're gonna start out moving dirt. I have a bunch of equipment
- 21:03operators, bulldozers and cranes. Then you're gonna start with concrete, so you
- 21:07have cement finishers in there. Then you're gonna start the building sheet metal workers
- 21:11putting in electrical and plumbers and pipe fitters. So it kind of just rolls
- 21:15through. And you know what's good about these jobs is that, you know,
- 21:18people go from job to job to job, but they make a career
- 21:21out of it. Because West Virginia has really is in a good position with
- 21:25the construction that's coming here. You know, New Core Toyota has been expanding
- 21:30year after a year with new projects there in construction, and we work on
- 21:33the powerhouse companies. You know, down here in Kanas City there was the
- 21:36new cancer building. Now they're doing the training facility. Those are all great
- 21:40jobs for construction workers here in West Virginia. Talking again with Justin Williams,

- 22:00Give m a call today three zero four four zero one one one zero one
- 22:03or visit Meeks dot us. Justin, I think it's kind of interesting because
- 22:07and my listeners have heard me talking about this before as a kid of the
- 22:10eighties. You know, they told us, you know, you got to
- 22:11go to college, you got to go, you gotta go get that four
- 22:14year degree. And and that's not a bad thing necessarily, but there's a
- 22:18lot of folks that got that piece of paper in their hand and don't have
- 22:23anything to do with it. And I like the fact now that that our
- 22:29educators, political folks of whomever are telling people, counselors in public schools or
- 22:33probably even re charter to whatever. They're telling people, you got to have
- 22:37some kind of training after high school. But it doesn't necessarily have to be
- 22:42with all due respect to my alma mater at Marshall University or WVU or State
- 22:47or whatever it could be, at any just just get some kind of training,
- 22:51that's right. And you know, the best part about ours is you
- 22:53go and you get some base level training. Then you go to work and
- 22:56you start making money and can you know, paying taxes and being part of
- 23:02your community. And so you go and you learn while you're on the job
- 23:04from people who've been doing this for twenty or thirty years. Then you go
- 23:07back and get more training. And you know, with our training facilities,
- 23:11there's jointly administered between the union and the contractor partners, so they're working with
- 23:15the contractors who know the projects that are coming kind of down the pipeline,
- 23:18and they're preparing the workers for that work. So you know, thirty years
- 23:23ago they were building coal fire powerhouses and we were training people to do that.
- 23:27We still maintain those, but we're also working on natural gas pipelines.
- 23:32We also build windmills and solar farms. We're going to work on natural gas
- 23:34powerhouses, I mean, whatever it can be. We want to train those
- 23:37people so that they're prepared to not only build it, but we also have
- 23:41to maintain these facilities for the people that work in those facilities every day.
- 23:45And so it's a really great opportunity to get training outside of that traditional four
- 23:51year or even two year college. But one thing that we're working on this
- 23:53session and the legislature is to work towards getting an associate's degree when you complete
- 23:59in a apprenticeship. So you know, it's a great skill and a trade
- 24:03to learn, but if you want to go out and start your own construction
- 24:06business, you'll have some kind of college training on that, whether it be
- 24:10in business administration or how to bid jobs and learning some of those other aspects
- 24:14of the business world that you get in an associate's degree program. So how
- 24:18important or how much of a buy in is there from the business community and
- 24:22all this it's huge. I mean, we really do partner with our contractors
- 24:29and then the owners and developers of these projects. You know, so New
- 24:33Core, for example, they bid it out and they want the best bang
- 24:37for their buck, and they know when they use one of our partner contractors.
- 24:40That's what they're getting because our contractors have a pool of drug free,
- 24:45highly skilled, highly trained workers that are going to come in there and get
- 24:48their job done on time and hopefully under budget. And maybe even before time.
- 24:55You mentioned the word drug free, we all know. Again, I
- 24:57talk about it every day. People that are on the show talk about every
- 25:00day the problem with the opio eade scourge in West Virginia. And there are
- 25:06days that it seems like we may be getting a little bit better, and
- 25:07then there are days when we don't seem like we're getting a little bit better.
- 25:11How big of a challenge is that, sure, it's a huge challenge
- 25:15in every industry. And you know, part of what we do in the
- 25:18trades, we do have drug testing pre employment because you're working around heavy equipment
- 25:22and around other people, and so you have to be drug free. But
- 25:26what we do is we're working with some of these programs, you know,
- 25:30Jobs and Hope and Recovery. We've got training and we're working with it's called
- 25:33the school Diversion and Transition, which is the kind of the CTE programs in
- 25:37the jails, and so they're training people in these industries that we want and
- 25:42they can come out and go back to work and be a productive member of
- 25:47study, which is really what you know these incarceration you know, when you're
- 25:51in incarcerated, that's what you want. You want to be able to come
- 25:52back and have a job and then you're not going to hopefully fall back into
- 25:56some of those things. And so it's really important to work to get people
- 26:00out of bad situations into a job. So where can people learn more how
- 26:06to take advantage of this? Sure So our website is wvtrades dot org and

- 30:30question as it stands right now in West Virginia, and if I'm wrong,
- 30:36somebody can correct me. But as and this is according to Justin, they

- 31:00I think so? All right, So that's that's where we are right now.
- 31:03Brian Dayton from the West Virginia Chamber of Commerces here, Good morning,
- 31:07sir, Welcome to the show. David's great to be back. I think
- 31:10we lost saw you a couple of weeks ago, so it'eah to be back
- 31:12on and we're in full swing with the session. Now. You see what
- 31:15we've added to the studio here. We have a spencer Atkins bibblehead. That's
- 31:18super nice. Where can I get one? Well, you know this was
- 31:22a gift from from a person over to w WK Rich West, who is
- 31:26one of their sales weasels over there. That's we have sales weazels here.
- 31:29They have sales weasels there. And Rich is one of their sales weasels over
- 31:32there, and he he gifted I did a TV commercial, uh, and
- 31:36he gifted this to me. So it's going to set in here, and
- 31:38if we keep up with the kind of weather we've had this past week,
- 31:41we're going to hang this thing in effigy okay, because we're not feeling the
- 31:45spence. Spencer is actually going to be on the show tomorrow. But anyway,
- 31:48it's kind of, i'll be honest with you, things kind of creepy.
- 31:52Man. It's just it's a true bibble head. It just I mean,
- 31:55I know it's a bibblehead. It's supposed to babble, but gosh,
- 31:56it's just just constantly bobbles. Man. It's just it's weird. We have
- 32:00a Brian Dayton biblehead anywhere. We don't, not that I'm aware of Steve
- 32:04Roberts biblehead. Not that I'm aware. I can't tell you what my wife
- 32:07hasn't had created on XC and sent in. But you know, true knows
- 32:10that is true. All right. So the Dome is the place to be
- 32:14this week's session underway State Chamber. I know that you're you can keep an
- 32:16eye on things. You're there just about every day. I can tell that
- 32:20you've been there a lot because you come in last time you didn't have a
- 32:22tie on, so today you've got a tie on, so you must have
- 32:24been hanging out there or you're going there later today. I want to talk
- 32:29a little bit about something that has been in the news and I know the
- 32:35Chamber is keeping a close eye on, and that's childcare in West Virginia.
- 32:38Not always the sexiest of topics and session where we've talked about capital punishment and
- 32:43cannabis and things of that nature, but childcare, and not to say the
- 32:46obvious brind is extremely important and in some cases is crucial to whether or not
- 32:52someone takes a job. What's the state looking at on this right now?
- 32:58So let me just back up a little bit and give some extra flavor to
- 33:01why this issue is so important. West Virginia has the lowest workforce participation rate
- 33:07in the country by a few percentage points. A big reason. There are
- 33:12multiple reasons to but a big reason is the availability lack of availability of childcare
- 33:16in West Virginia, the affordability of childcare in West Virginia, and also making
- 33:21sure that those are high quality programs. Just to give an example, the
- 33:24average cost that I've talked to a few childcare providers, the average cost is
- 33:30about eight hundred dollars. It's a little bit more for younger children. It
- 33:34can be a little bit less as children get a little bit older. But
- 33:36we're just going to ballpark. It about eight hundred dollars, and that actually
- 33:39doesn't cover the childcare centers operating costs. Either or not, it's very expensive
- 33:45to run these. So put it this way. If you have two a
- 33:47family with two children, and they are making the median household income of West
- 33:52Virginia, which is about fifty one thousand dollars, when you look at their
- 33:57pay, what's taken out of their pay via taxes, insurance, so and
- 34:00look at their take home pay, you're probably talking fifty sixty maybe seventy percent
- 34:07is going out the door to go to a childcare facility that is almost unworkable.
- 34:12So what you have is a lot of people that have made the conscious
- 34:15decision. You know what, I could work for less than minimum wage to
- 34:19not see my children or I can tighten our belts a little bit and one
- 34:22spouse, you know, goes off to work and the other one stays home.
- 34:24We did that with my family when we looked at the cost. So
- 34:28that is really driving this whole discussion about childcare in West Virginia. Five years
- 34:32ago, the legislature largely didn't really want to pay too much attention to it.
- 34:37Now it is a very very high priority in both the House and the
- 34:40Senate, so we're very excited about that. There had been there was talk
- 34:44I think the mister Wolfull from down in Capbell County I think was the one
- 34:47that had was talking about doing some kind of a child like like a tax
- 34:52credit or something like that. Yeah, there are a number of bills and
- 34:54approaches that are being looked at right now. Senator Rolfles is one of those
- 34:58approaches to find a way to provide some extra assistance to those who really need
- 35:02it. The Chamber has a couple bills on this topic. Are the one
- 35:07that we're really having as a priority encourages businesses to operate these facilities. We
- 35:14have so many counties in West Virginia where there aren't enough childcare. I think
- 35:17the statistic is there over twenty counties that have less than one hundred daycare slots
- 35:22in the entire county. So we have a bill that would provide a tax
- 35:24credit to businesses who operate a childcare facility and provide that is a benefit for
- 35:30their employees. Another thing that we're very supportive of is permanently changing the reimbursement
- 35:37rate for subsidized children from attendance to enrollment. So if you're a private childcare
- 35:43provider, you have your private payers. If you have people who are on
- 35:46subsidy and sending their children there, the state will pick up that tab.
- 35:50Now there is a copay assigned to it. But prior to the COVID pandemic,
- 35:55those childcare providers were paid by the state based on attendance. Well,
- 36:00if that child and their family they only send that child there for three days
- 36:02a month, they only got paid for three days a month, but they
- 36:05still have all the staffing there, they have all the overhead, all the
- 36:07insurance costs, and so when the COVID pandemic rolled around, it got changed
- 36:12to enrollment, and so if the child is enrolled, then the state will
- 36:15basically pay for them. Right now, that is set to expire later this
- 36:20year. What will likely happen is if that is allowed to expire, you
- 36:23will have a lot of private child care providers who, in order to stay
- 36:27in business and not go under, will have to greatly limit the number of
- 36:30subsidized children that they can take. And those we're talking about families who really
- 36:35need this extra help in order to be able to go to work. So
- 36:37that is a high priority of permanently changing it from attendance to enrollment. It's
- 36:42also very likely that the federal government's going to require that in the next couple
- 36:45of years, so it's staying ahead of the game. That is another major
- 36:49priority, but it's being looked at. There's a task force that is being
- 36:52headed up by Delegate Kathy Heskraus. It's got a number of House members on
- 36:57it. There's a lot of incentive over in the Senate to do things.
- 37:00So there are a lot of moving parts right now, but I feel very
- 37:04optimistic that we can make some real progress on this issue. Brian Dayton from
- 37:07the State Chamber of Commerces with us to Dave Allen showing five eighty Live brought

- 37:20you guys looking at guys and gals and folks looking for under the down You
- 37:23know, we're always looking are there ways to make it easier to do business
- 37:28in West Virginia as far as regulations or how taxes are applied. That is
- 37:32always a top priority. Workforce, which ties right into childcare, continues to
- 37:37be something that is all encompassing and it's going to need to take some real
- 37:40reform. We have landed so many really big development developments into West Virginia.
- 37:46You know, you think about new Core, Procter and Gamble, Owens and
- 37:51minor GreenPower, motor company, form Energy, a lot of these, the
- 37:54Berkshire Hathway development up in Jackson County, A lot of those things have been
- 37:59really impressive wins on the economic development front. But the real concern is if
- 38:04we don't figure out a way to solve the workforce problem, it's going to
- 38:07be harder and harder to attract these companies there because they've got to have workers.
- 38:12And so you know, I think probably any of your listeners, can
- 38:15you know understand when you go out to a restaurant right now, you might
- 38:17be waiting a lot more because there are fewer servers there. Well, any
- 38:21business that we're talking to right now saying I've got jobs open, I've got
- 38:23them open, I can't find people for them. So so what exactly,
- 38:27Okay, let me interrupt you here. And this is just I don't know
- 38:29whether you know the answer to this. If you did, you'd probably not
- 38:31be working. You'd just be in Florida somewhere right now, enjoying the great
- 38:35idea that you had. But I mean, what are people doing? Brian?
- 38:39I mean I've asked him, you know, from the employer's standpoint,
- 38:44and I've asked I can't really get an answer. If people aren't working,
- 38:47what exactly what are they doing to gain money? Because all the money that
- 38:52went out with COVID and all this other that's that's that's gone, that's done.
- 38:57There's been significant reforms within the welfare system, entitlement programs, whatever you
- 39:02want to call it, that there's not as many people on those roles.
- 39:06So what exactly are people doing well to make money. You know, that
- 39:10is a good question. I think you have a lot of single or not
- 39:15single family homes, but families where there's one income, one spouse stays home
- 39:19the other doesn't, and that can tie right back to the childcare issue that
- 39:22we've been discussing. There are I do think when COVID arrived, we had
- 39:28a lot of people that were nearing retirement age but might have been five or
- 39:30six or seven years ahead and just said, you know what, I'm done.
- 39:35I'm done, and so we had a greater exodus on the closer to
- 39:37retirement people than they were ready for, and they haven't been able to have
- 39:42time to backfill that. I think that's been a part of the problem,
- 39:45and hopefully over time that starts to iron back out. But Dave, that's
- 39:46a great question. What are they doing. The national workforce participation rate average
- 39:52is about sixty two to sixty three percent, and we're at fifty five and
- 39:57just your listeners understand what that number means. If you are over the age
- 40:01of sixteen and you are not institutionalized or in a military so institutionalized to be
- 40:07you're in a prisoner or you're in a long term care facility, or you're
- 40:09in the military. But if you are over the age of sixteen and not
- 40:13in that category, you are considered available for the workforce. The percentage that
- 40:17are in the workforce are those who are actively working or those who are a
- 40:21collecting unemployment because if you are collecting unemployment, there's a finite period of time
- 40:25that you can receive unemployment assistance. But that means that you are actively looking
- 40:30for a job. So we're talking fifty five percent of our population sixteen year
- 40:34old or not institutionalized. Now, part of our problem is we have an
- 40:37elderly population. If you are ninety and you're not institutionalized, you're not in
- 40:40the military, you're still considered by that definition available. So that is part
- 40:45of our problem, is that we have an elderly population. But it doesn't
- 40:49explain the nine percent gap or eight to nine percent gap between the West Virginia
- 40:52and the United States. Okay, hey, well I get a text here
- 40:55for you. You ready, Okay, right, says does mister Dayton agree
- 40:59that old care is infrastructure? If so, asking which major political party put
- 41:04forth this idea in Congress? So you know, I would say it is
- 41:07just as important as infrastructure, and what we're most excited about, Dave,
- 41:12is that this is bipartisan. The Chamber had a bill two years ago during
- 41:15the twenty twenty two session that very similar to what we're looking at now but
- 41:21different provided tax credits to businesses who started a day care facility. That bill
- 41:27passed the Senate. I believe it was thirty one to three, and I
- 41:29think it was ninety four to two in the House with a few absent.
- 41:32It was overwhelmingly bipartisan. What is going on right now. That task force
- 41:37I mentioned earlier, being headed by Delegate Cross, has Democrats on that task
- 41:40force as well as Republicans. So this is not a partisan issue and we're
- 41:45very very happy about that. This is one of those things that everybody has
- 41:49come together and realized we have to tackle this, and I think that's just
- 41:52been you know, for a long time, there's been a push to get
- 41:55this elevated, and it's elevated. So you know, this is not something
- 42:00I'm going to say is a Republican or a Democrat thing. This is bipartisan
- 42:02and that's good. What's under the dome today and a hobby is going to
- 42:07be there coming up at ten oh six from the AARP Broadcast facility there at
- 42:09the Capitol. What are you looking at specifically today? You know, today
- 42:14we're continuing to watch the candidate filings every day. It's as interested to see
- 42:17who's filing for office. We're we are less than four months away now from
- 42:21the primary election, which, aside from a handful of districts in the legislature,
- 42:25they're going to be decided in May, so that's something we're paying close
- 42:29attention to. You know, we've got meetings set up on again. Childcare
- 42:32just continues to be there. Always enjoy having Hoppy down in the Capitol.
- 42:37It just adds a little bit of extra atmosphere in the dome, brings more
- 42:39energy there. So there's a lot going on. We're also looking at the
- 42:45snowstorm tomorrow. See you know what they can try to cram in today,
- 42:49and I'd be remiss, I said, the Chamber has a great revent coming
- 42:52up tonight. We have our legislative reception right next door at the Culture Center.
- 42:54So that's always a great opportunity to bring our members, bring the legislature
- 42:59together, to have an opportunity to talk and just mingle with each other.
- 43:02All right, Brian Dayton from the State Chamber of Commerce. I'll have you
- 43:06on again a couple of times because I want to have you on definitely after
- 43:08we have the candidate filings, because the deadline is midnight on the twenty seventh
- 43:14to file, and I'm interested to see because I know you guys have done
- 43:17some endorsements and probably we'll do some more. I'm interested to see you.
- 43:21We'll have you on a couple times before the primary election, but definitely after
- 43:22the candidate filings. One of you, I'm too love to talk about it.

- 48:30and you want on the show. Once the candidate filing period is over,
- 48:34we're going to start limiting the number of times people can come on because then

- 49:12Text says if you value childcare, ask Carol Miller at Alex Mooney why
- 49:15they've voted with other congressional Republicans to end childcare funding. Hoppy, as I
- 49:21mentioned, is back at the Capital coming up to ten oh six. The
- 49:22talk about the high school transfer rule continues. Canaw coundydable to get Dana Ferrell,
- 49:28who's a very vocal opponent of the new rule himself an educator and Senator
- 49:31Ryan Well, the guy behind the new rules. They're going to have a
- 49:35discussion about it, with Hoppy coming up at some point during the show.
- 49:40Also, Brad mclahon would stopped by Hoppy ten o six from the AARP broadcast
- 49:45location at the Capital, Texas. Burger King and tays Valley has had their
- 49:50dining room shut down for several years. The news slash my car is not
- 49:52a proper place to eat food. I don't have a table in my car,
- 49:57and besides that, I'm driving BK and Tayese Valley's lost a lot of
- 50:00money from me over the years. Well, I'm trying to throw Burger King
- 50:02under the bus. But then they probably don't have people to work. That's
- 50:07probably the reason. Say Republican Party will have their winter meeting this Saturday in
- 50:10Charleston, and among the items, well, more than likely they're going to
- 50:15be choosing a new chair. As word is it's kind of become common knowledge
- 50:17now, is that current party chair Elgri mccardal is going to be stepping down,
- 50:22possibly to run for office herself. So they're going to be taking a
- 50:27look at that. But also you've heard Hoppy talking about this. In fact,
- 50:31it was the subject of his commentary this morning. This move where some
- 50:37within the Republican Party want to change the Republican Party primary so only registered Republicans
- 50:45can vote in it. Now here's what I mean that I did not phrase
- 50:49that correctly. I don't mean that they can't vote. I mean we're talking
- 50:52about independence here. If you are a registered independent, nonpartisan, you know,
- 50:57whatever, you want to unaffiliated, when you go to vote, you
- 51:01can request a Republican or a Democratic ballot. If you're a registered independent.
- 51:07The law is in West Virginia, you go and to the poll worker and
- 51:10you say, I am an independent, but I want a Republican ballot or
- 51:14I want a Democratic ballot. By law, the poll worker is not allowed
- 51:17to ask you which one you want. I learned that in my day's some
- 51:20secretary of state's office. You can't do that, but you have to ask
- 51:22for one. Now there is a move, and I guess it's going to
- 51:25be discussed at the state Republican Party meetings in Charleston this weekend. That would
- 51:30basically make it if you're an independent, you would not be able to do
- 51:35that. Now. The party chair, Elja mccardal, isn't necessarily opposed to
- 51:38that, but she is expressing some concern about the timing. And a few
- 51:42county clerks are the people that actually run elections in the state. They are
- 51:46many of them are opposed to it. In fact, one of those county
- 51:49clerks is going to join Hopey at the Capitol today. I will say this
- 51:52in closing, I don't know what they've really thought this whole thing through.
- 51:55To be honest with you, I think it's a bad idea, especially with
- 51:59the time. But you know, I'll say this. Where I'm from in
- 52:02southern West Virginia, there are a lot of people that are registered as independent
- 52:06because they may think Republican. They have all their conservative they have all the
- 52:09Republican talking points, but their heritage is being a Democrat and they just can't
- 52:15seem to make that switch over. So it's going to be interesting to see
- 52:17what happens. Texas, Dave Island. All types of welcome on my show,
- 52:21even liars. It explains why a lot of gops come on the show.
- 52:23I put on the show. Whoever asks to come on the show,
- 52:29all right, we got to go. Coming up on tomorrow's sho Hannah Gardner
