- 0:00Speaker 1: What's up everyone, and welcome to another episode of the
- 0:02Epstein Chronicles. In this episode, we're going to pick up
- 0:06where he left off with the interview given by the
- 0:08Securities Captain at MCC to the OIG inspectors question Okay,
- 0:15it says he was placed back on suicide Watch for
- 0:18approximately one week, So that happened on the twenty third,
- 0:22and it brought him up about July thirtieth. Is that
- 0:25correct answer? Correct question? Okay? Of twenty nineteen. Unlike his
- 0:30first in previous placement on suicide Watch, Epstein now has
- 0:34definitive suicidal tendencies reported in his own incarceration history. The
- 0:38staff was tasked with determining whether Epstein was in fact
- 0:42suicidal or using tactics of manipulation to avoid assignment of
- 0:47a cellmate. After suicide Watch, Epstein was placed on psychological
- 0:51observation and eventually returned to the shoe now again, and
- 0:56just to go back this ten South thing that did
- 0:59never were lieutenants bringing it to you, like, hey, he
- 1:02should be on ten South? Answer, no question. You don't
- 1:06recall any lieutenants saying that answer. That wouldn't be a
- 1:10lieutenant's purview. A lieutenant most of the people. And then
- 1:14I will tell you I didn't understand Sam's placement until
- 1:17I became a deputy captain. All right, and I understand that,
- 1:20you know these guys. You just can't put a guy
- 1:23in as a SAM. That identifier. That's an identifier that
- 1:27has come from Central Office, BOP Central Office. Question So
- 1:33if a lieutenant, So if we're talking lieutenants and they're
- 1:36saying he should have been intense South, but then they
- 1:39don't know what they're talking about. Basically, answer no, because
- 1:42that identifier, because I believe you know this. It's an
- 1:45identifier that's put on an inmate, just like I will
- 1:48give you an example, sentencing designation. Okay, that's their job.
- 1:52They're going to do, say what security level inmates, what
- 1:56type of prisons they go to, if they're a transgender,
- 1:58you know, all of these different things. All that stuff
- 2:01is going to come from the Central Office to say, Okay,
- 2:05we looked at this particular inmate's history or a PSI
- 2:09and we feel that this identifier needs to be placed
- 2:12on this inmate. So is Sam's identification or moniker put
- 2:16on an inmate? Executive staff can't put that on there.
- 2:19That's going to come from Central Office. Question. Okay, so
- 2:23although the lieutenants may have thought he gets cut off
- 2:27by the guard, they may have Yeah, they may have
- 2:31thought and said he had due too he has a
- 2:33situation of him being a multi billionaire or whatever, or
- 2:37due to his issues of his proclivity to sexual deviance
- 2:40and all of these things, he wouldn't be a good
- 2:43candidate to go to GP. But guess what that responsibility,
- 2:46that identifier that moniker should have been put on Epstein
- 2:50before he even came to the MCC question. Sure, do
- 2:54you know if this is something obviously it sounds like
- 2:56it would have been out of your hands. Would that
- 2:58have been something that the warden would discuss with what
- 3:01the regional director? Answer? That's right, though Wharton would have
- 3:05had that discussion between SIA the regional staff. And also
- 3:10it goes to the region the Central office staff over
- 3:13correctional programming. Question Okay, and you were never involved with
- 3:18any of that answer, I would never be in any
- 3:21of those conversations. Question Okay, fair enough, So who would
- 3:25be the two? I guess the warden would be the
- 3:27right person to go back to and just say, hey,
- 3:30did this ever come up in conversation? Answer right. Question, Okay.
- 3:35It says that the direction of the warden redacted initiated
- 3:39the process of compiling possible cell mates for Epstein, vetting them,
- 3:43and submitting candidates to the warden for his review. Redacted
- 3:47and his staff fully screened potential cell mates and reported
- 3:50their determinations up to the warden. Efren Reyes was selected
- 3:54and housed in a cell with Epstein, and it says
- 3:58the assistant warden but I'm assuming they may and Associate Warden,
- 4:01Warden and regional director were notified. Answer, Okay, this is
- 4:07how that went down. Mister adacted sat with me, not
- 4:11with the aw president, and we wanted to We started
- 4:14talking about security protocols moving forward for Jeffrey Epstein. That's
- 4:19with me and mister adacted. We had that discussion. Question okay,
- 4:24answer because, like I said earlier in my statement, even
- 4:27though the A and W would have been my next
- 4:30in succession as far as my supervisor, however, I did
- 4:33have conversations directly with the warden as far as for
- 4:36security situations in the institution. So we sat there and
- 4:40he wanted me to compile names and vet inmates that
- 4:43would be possible good candidates as a cellmate for Epstein
- 4:46moving forward. So I brought it compiled. I believe I
- 4:49had ten names, and he and I went through those names.
- 4:52We brought it down to three. Then those three names
- 4:56mister adacted because I sat there when he called the
- 4:59regional director on the phone and he and the regional
- 5:01director vetted those three names. And then I sat there
- 5:04and I was privy to that conversation. I sat there
- 5:07and he gave them and he fact sent them the
- 5:10whole makeup of all three of them, and the regional
- 5:12director said, no, I want this guy answer. So the
- 5:16regional director ultimately made the decision. Answer yes. Question, So
- 5:22give me a little bit of background on Reyes. What
- 5:24was he in for? Answer? I believe Reyes was Hispanic
- 5:28old or mel I believe that particular inmate was in for.
- 5:31I think he was in for a child some type
- 5:33of child sexual stuff. I can't remember. Question some kind
- 5:38of charge with charge dealing with you know those types
- 5:42of charges sexual question, So a similar charge as Epstein,
- 5:49I believe, I can't remember. Question Okay, was he when
- 5:53he was being vetted? Was he close to like a
- 5:55release date or anything like that? And anticipated release date? Question? No?
- 6:01One knew that, because this is what you need to
- 6:03understand about MCC, MCC and MDC are basically jails. They're
- 6:08not prisons. It's a jail. So that means if a
- 6:10guy goes to court, you know, you get locked up,
- 6:13and then the next day you might go to court.
- 6:15The judge might say, so I'm releasing you. We don't know.
- 6:18The only time we'll know is when the inmate comes
- 6:20back from court. Where is this guy he was released? Okay,
- 6:24now do we got this guy still in our account?
- 6:27So if they don't bring a transfer order, our account
- 6:30is bad. So they're going to bring the transfer order
- 6:33back with them from the court line. These guys got released.
- 6:37So normally court line is over before four, so we
- 6:40try to get these guys up. Do some inmates come
- 6:43back after four? Yes, they do, but however we don't
- 6:46know if an inmate goes out to court if they're
- 6:48coming back. However, there is times when they put out
- 6:51a roster and it's given to as far as all
- 6:53correctional officers that work the units, and it will say
- 6:57court line inmate reyis using him as an example. WAB.
- 7:01That means that he has to come downstairs with all
- 7:04his belongings. So if they say that that means he's
- 7:08not coming back. That's either he's transferring to another BOP
- 7:11facility or he's going to be released onto the street.
- 7:17But I can guarantee you that that transfer or that
- 7:19transfer that inmate reis was on that day. It didn't
- 7:23say wab because it would have said wab. The first
- 7:27thing that the OIC should have said, that's my orange
- 7:30tag guy, because I made them do all the orange
- 7:33tag guys and I made them put them on the board.
- 7:37Epstein is that orange tag guy. He's supposed to have
- 7:39a selly wab oh cap shoe. Lieutenant wasn't here, but
- 7:43he would have called me directly. God, hey, so don't
- 7:48have a SELLI question. Yeah, So how long did it
- 7:51take to vet? You know, I know you said that
- 7:53it started with ten and then you brought it down
- 7:55to three and then the regional director ultimately decided the one.
- 7:59But how long does the process take? Answer? I believe
- 8:02it took. I'm thinking we did it for we did
- 8:05a day. It took a day. I mean we actually
- 8:08went and you know, I don't know either the warden
- 8:11and I having a lengthy conversation because the warden wanted
- 8:14to ensure Warden Redacted's philosophy when dealing with mister Epstein
- 8:18was he's another inmate, and that he tried to get
- 8:22across to the executive staff and what he tried to
- 8:25get across to us as me as a captain to
- 8:28when I disseminated down to the subordinate staff. This is
- 8:31just another inmate who cares about what his charges are,
- 8:34or since he's sensationalized in the media, nobody cares. We're
- 8:38going to manage him appropriately because if you know anything
- 8:41about jails and the BOP, especially Brooklyn and MCC, we
- 8:45don't run those jails. The courts run the jails. So
- 8:49and that's the truth. The court, the judges, whatever the
- 8:51judge says goes so, and that's unfortunate. But that's neither
- 8:55here nor there. So mister Redacted wanted the staff to say, no,
- 8:59this is the inmate. Yeah, he has certain charges, but
- 9:02we're going to make sure he gets everything that all
- 9:04the inmates get when they come to MCC. The inmates
- 9:07are going to get proper care, the inmates are going
- 9:10to get showers, the inmates are going to be fed
- 9:12whatever it may be. But However, after those situations with
- 9:16Epstein where it showed that his behavior was manipulating, when
- 9:21it shows that he was trying to get things for
- 9:23unnecessary gain or he would do anything to get anything
- 9:26that would benefit him, we had to take some different protocols.
- 9:30We had to take it different. They had to take
- 9:31a different approach, a different mindset with this guy or
- 9:34the way it was managed, because we already had this
- 9:38guy saying that he was going to be killed and
- 9:40all this stuff or whatever. So we just wanted to
- 9:42make sure a moving forward, we put protocols in place
- 9:45that will protect us as an agency. Question. So, speaking
- 9:49of protocols, was it discussed then when you were vetting
- 9:52these Hey, we have inmates constantly moving out of here.
- 9:55If Reyes is moved, one of these other two that
- 9:59were down to the three would be moved in with them.
- 10:01Was that discussed? Answer? No, he would just basically because
- 10:05like I said again at MCC, you wouldn't know how
- 10:08long the duration on the inmates day. You wouldn't know.
- 10:12Question so you just have to start the vetting process
- 10:15over again. Answer all over again. Whoever is available in
- 10:19the unit, they may be single selled because as you
- 10:22know our policy and protocols in the Bureau of Prisons
- 10:25are dealing with restricted inmates and special housing units. They
- 10:29cannot be seld alone. They must have a cell mate.
- 10:32Question in the special housing unit, everyone must have a
- 10:35cell mate. Answer yep. Question. Oh, I didn't know that,
- 10:39So every single one needs to have a cellmate. Answer
- 10:43except because it's one of the areas that we didn't discuss.
- 10:47Outside of the ten South, there was a range that
- 10:49was meant for It was like a step down from
- 10:52ten South that only had one man sell occupancy, which
- 10:56was g range. Question. Okay, was that part of the
- 10:59Special Housing US unit? Answer? Yup. Question. So there's part
- 11:03of the special housing unit that is the one man
- 11:05occupancy another part that had two men. Answer that is correct.
- 11:10Question okay. And Epstein was housed in the two man
- 11:12occupancy answer yep. Question. Was it ever discussed to put
- 11:17him in the one man occupancy? Answer no question, no answer,
- 11:22Because all those cells were filled with inmates that were
- 11:24vetted that needed that type of supervision. You had inmates
- 11:28in there that if they was put with another inmate
- 11:31inside of the special housing unit, they would die, they
- 11:34would be assaulted. So we would have to make those considerations.
- 11:37So the protocols have had a deal with inmates according
- 11:40to their situation. I believe it was sound. But guess
- 11:43what you can only you're like a coach. I can
- 11:46make the game plan, but if the players are not
- 11:48executing the game plan, whose fault is that? Is it
- 11:51the coach or the player? Question and exactly, And that's
- 11:56what we're doing here. We're Monday morning quarterbacking saying like,
- 12:00all right, this is and that's what we're going back
- 12:03through it. So the Wharton directed redacted on multiple occasions
- 12:07that Epstein needed a cell mate at all times, and
- 12:10Redacted verbally informed his lieutenants the same. Redacted repeatedly directed
- 12:15his Shoe lieutenant Lieutenant redacted that Epstein needed a cell
- 12:18mate at all times. Additionally, Redacted visited the Shoe on
- 12:22multiple occasions and directed staff to be very alert and
- 12:25attentive about Epstein's special accommodation. So when you say that
- 12:30about the Shoe staff, did you also inform the Shoe
- 12:32staff that Epstein needed to have a cell mate? Answer? Yes, question,
- 12:38Oh they were all aware. Answer yes. All right, folks,
- 12:42We're going to wrap up right here, and in the
- 12:44next episode dealing with the topic. We're going to pick
- 12:46up where we left off. All the information that goes
- 12:49with this episode can be found in the description box.
