- Lucas: When we look at the Bosphorus skyline today, with the Hagia Sophia standing as a monument to layered histories, it’s easy to imagine the Ottoman era as a story told entirely by men on horseback or in war councils. But if you walked into the Topkapı Palace in the sixteenth century, the most powerful room wasn’t the Divan-ı Hümayun, where the Grand Viziers plotted statecraft. It was the Inner Court, specifically the quarters reserved for the Sultan’s mother and his wives. Luna: So the real power was hidden away from view? Lucas: Exactly. Historians call this period the Sultanate of Women, spanning roughly from 1533 to 1656, when imperial women exercised direct control over the government. This wasn’t just about influencing their husbands; it was about institutionalizing their authority through patronage, diplomacy, and even regency. The figure who started it all was Hürrem Sultan, though Europe knew her as Roxelana. Luna: I remember reading she was a captive from Ruthenia. Lucas: She was captured in a Tatar raid and sold into slavery, eventually ending up in the Topkapı Palace where she caught the eye of Süleyman the Magnificent. What made her different from previous concubines was that Süleyman broke centuries of tradition by marrying her legally and keeping her by his side rather than sending her to the Old Palace once he ascended the throne. This union produced sons, which meant Hürrem had a vested interest in ensuring one of them succeeded to the throne, turning the harem into a political faction. Luna: Did she actually interact with foreign diplomats? Lucas: She did more than interact; she orchestrated. Venetian ambassadors were instructed to send gifts to Hürrem because she held significant sway over Süleyman’s decisions, including the appointment and dismissal of Grand Viziers. She used her wealth to build charitable complexes called vakıf across the empire, from Jerusalem to Mecca, cementing her legacy while simultaneously expanding her network of influence. It was a masterclass in soft power, using religion and charity to anchor political stability. Luna: It sounds like she was building a safety net for her son. Lucas: Precisely. Her son Selim II may have been less martial than his father, but Hürrem ensured he had the administrative backing he needed. After her death, the dynamic shifted slightly, but the precedent was set. By the late sixteenth and early seventeenth centuries, as the sultans became younger and sometimes inexperienced, the Valide Sultan, or Queen Mother, began to act as regent, issuing firmans and managing state affairs directly. Luna: So the mother took over when the son was too young? Lucas: That was the mechanism. When Ahmed I died in 1617, leaving a nine-year-old son, Osman II, his mother Handan Sultan attempted to seize power, but she was assassinated by jealous consorts before she could fully consolidate control. This tragedy highlighted the extreme danger of the harem politics, where survival often depended on eliminating rivals before they could threaten your own son’s claim. It was a high-stakes game where failure meant execution or exile. Luna: That sounds incredibly volatile. Lucas: It was. But the most formidable player emerged after that chaos: Kösem Sultan. Born Mehpeyker, she entered the palace as a concubine to Ahmed I and later became the consort of Mustafa I. When her son Murad IV took the throne, she acted as regent, and after his death, she effectively ruled as the power behind both her grandson Ibrahim and her great-grandson Mehmed IV. Luna: How did she manage such longevity in power? Lucas: Kösem was a political shark. She outmaneuvered rival factions, including the Chief Harem Eunuch and various Grand Viziers, by playing them against each other. She maintained correspondence with European courts, particularly France and England, advocating for alliances that would strengthen her position against the Safavids. Her influence was so profound that European diplomats referred to her as the 'Queen of the Turks,' acknowledging her as the de facto ruler of the empire. Luna: Did she face any major opposition? Lucas: Constantly. Her greatest rival was another Valide Sultan, Turhan Hatice, who was the mother of Mehmed IV. The conflict between Kösem and Turhan escalated into open hostility, with Kösem allegedly plotting to place her favorite grandson, Suley, on the throne, bypassing Mehmed IV. This betrayal led to Turhan ordering Kösem’s assassination in 1651, marking the end of the first wave of the Sultanate of Women. Luna: It feels like the harem was its own battlefield. Lucas: In many ways, it was. The physical layout of the Topkapı Palace reflected this hierarchy, with strict protocols governing movement and access. Yet, despite the confinement, these women managed to project power outward through their agents, the black eunuchs who served as intermediaries between the harem and the outside world. They controlled the flow of information, ensuring that only favorable reports reached the Sultan. Luna: I hadn't realized how much they controlled the narrative. Lucas: They did. And their legacy persists in the architectural landscape of Istanbul. The Külliye of Hürrem Sultan in Jerusalem, or the complex built by Kösem Sultan in Üsküdar, are not just religious sites; they are statements of imperial benevolence and female authority. These structures remain visible reminders that the Ottoman Empire was shaped as much by women in the inner court as by soldiers on the frontier. Luna: It really changes how you view the empire's structure. Lucas: It does. If you've been stepping into history with us episode by episode, you might notice how these stories of private power often mirror public struggles. It allows us to spend time on details like the specific diplomatic cables Kösem sent to London, which reveal just how international her reach was. She wasn't just looking inward; she was positioning the Ottoman Empire within the broader European balance of power. Luna: Did the British take her seriously? Lucas: Very much so. The English ambassador Sir Thomas Roe noted her immense influence, and she successfully lobbied for trade concessions that benefited Ottoman merchants. Her ability to navigate these international waters shows that the 'Sultanate of Women' was not an anomaly but a sophisticated adaptation to the changing political landscape of the seventeenth century. Luna: It seems like a very pragmatic approach to governance. Lucas: It was. And unlike the earlier periods where power was often contested through violence, the later phase under figures like Turhan Hatice saw a shift toward institutionalized regency. Turhan managed to stabilize the empire after the Anaplanar Revolt, using her authority to restore order and legitimize her son’s rule, proving that female leadership could be a stabilizing force rather than a source of chaos. Luna: So stability came from within the palace walls. Lucas: Indeed. The decline of this system coincided with the centralization of power around the Sultan himself in the eighteenth century, as reforms sought to reduce the influence of the harem and the Janissaries. But for over a hundred years, the Valide Sultan was arguably the most important political actor in the empire, managing everything from grain supplies to military campaigns through her extensive networks. Luna: It’s amazing how much they achieved within those constraints. Lucas: Their achievements remind us that history is rarely a simple binary of conqueror and conquered. In the case of the Ottoman Empire, the boundaries between private and public, male and female, were far more porous than we might assume. The Hagia Sophia stands as a symbol of conquest, but the harem was the engine of continuity. Luna: A quiet engine that drove a massive empire. Lucas: Exactly. And next time you walk past the Blue Mosque or the Galata Tower, remember that beneath the stone and steel, there were women who shaped the fate of millions, writing their names in ink and marble long before modern historians gave them credit. Luna: It leaves you wondering what other voices are missing from the record. Lucas: That’s always the question, isn’t it? Who else was pulling strings in the shadows of the Bosphorus, waiting for us to listen closely enough to hear them?
