- 0:00Speaker 1: What's up, everyone, and welcome to another episode of the
- 0:03Epstein Chronicles. In this episode, we're going to pick up
- 0:06where he left off with the Unnamed Captain and his
- 0:10interview with the OIG Inspectors. Question, okay, you can just
- 0:15speak answer? Did you what if I told you? There
- 0:19was a memo written by Officer redacted stating that he
- 0:22told officers redacted, redacted and redacted that at one fifty
- 0:27pm on August ninth that inmate Reyes was going WAB
- 0:31and possibly not returning. Question hmm. Didn't know anything about
- 0:35that question? So no one made you aware about that? Answer? Nope,
- 0:41So one fifty if they knew that he was, like
- 0:44I remember I told you that it comes out automatically
- 0:48from R and D. It says the X, Y and
- 0:50Z inmate won't be returning, so he needs to bring
- 0:53his belongings to court line. So if they knew he
- 0:57was WAB, who informed him? Because I bet you I
- 1:00can guarantee on the century paperwork that was generated that
- 1:04morning that night, so that would have been the seventh
- 1:07because it's generated on the seventh for the eighth, No,
- 1:10the eighth for the ninth. I know it didn't have
- 1:13WAB on it. Question Okay, So my question is that
- 1:18WAB stands for with all belongings right answer yes. Question so,
- 1:23and here's my question for you. If officer adacted was
- 1:27aware of that, he would be made aware by who?
- 1:32Answer he would have been made aware by R and
- 1:34D staff. Question who is the R and D staff
- 1:37that day? Answer? Well, the only one I could because
- 1:40he's not on our roster, he's not correctional services. I
- 1:43can only go by this question. And who is that? Answer?
- 1:48Miss Small? Question? Miss Small? Okay, answer, but I can
- 1:52tell you, miss Small, she works from I think her
- 1:55end shift is ten o'clock, so that means she would
- 1:57have been there around two because I I think she
- 2:00worked two to ten. I don't think on the weekends.
- 2:03I don't think the R and D staff stayed past ten.
- 2:06Past ten? You understand what I'm saying. Question? Okay, answer,
- 2:11so they didn't stay past ten. Question So my question
- 2:15is if R and D new should that control document
- 2:18on the first page? Should that have been updated by then? Answer? Yep,
- 2:22this E one should have This is not a correct
- 2:25E one question, So the E one is wrong. So
- 2:29at that point that four pm count that out? What
- 2:33is that the last column? What does that say? Answer?
- 2:37Which one? Sir? Question the out count? The out count
- 2:41shouldn't have shown one o'clock for the shoe, answer right,
- 2:45because it would have been said too. You know what
- 2:47I'm saying, because that means that the outcount from the
- 2:49shoe was Jeffrey Epstein. Question and if you look at it,
- 2:54is the Epstein popping up on another column over there
- 2:57under attorney visit. Answer It should have been question is
- 3:02there an attorney? Answer attorney visiting? Question? Is he on
- 3:07there on attorney visiting? A check the first or second column? Answer? Okay,
- 3:13let's see question is there one that says att why?
- 3:19Answer okay, No, sir, I don't see att hy on it? Question?
- 3:24Can I see that for a second? This one right here? Answer? Oh,
- 3:28I'm sorry, I'm sorry. Question I pointed to the first
- 3:32column that said it. Answer okay, I'm sorry. Yeah. It
- 3:35shows that there was a total a total of three
- 3:38inmates that was out at attorney and out at attorney
- 3:41visiting during the four PM count question and one of
- 3:45them did one of those inmates belong to the shoe? Answer?
- 3:49One of those was Zulu Alpha question okay? And then
- 3:54at that point. They also for Zulu Alpha, they're showing
- 3:57that one inmate was four is still on outcount, which
- 4:01means possibly that it's mentioning Ephrinray is then answer okay
- 4:07question the last column. Answer the last column it says
- 4:10out count. It still says one for Zulu alpha. Question,
- 4:14so it should have been updated by then, being the
- 4:16fact that this is the four pm count. Answer right question.
- 4:20They should have been updated by then because they got
- 4:22a notification at one fifty pm that he's not coming back.
- 4:29Answer correct question, So the E one document is wrong.
- 4:32Answer right question. Now, if redacted told officers redacted, redacted
- 4:38and redacted that inmate Reyes wasn't going wab and that
- 4:42Epstein would need to be assigned to cellmate upon arrival
- 4:46from his attorney visit, he gets cut off by the captain. Yes, sir.
- 4:51He continues with the question the investigator Reyes has to
- 4:54communicate where who dropped the ball and at that point
- 4:58answer okay, I mean for the sake a time that
- 5:00we talked about before. Is that means they would notify
- 5:03by me that he needed a cellmate. Question yeah, answer,
- 5:08they knew, they knew the expectation, so that means if
- 5:11you know that at one fifteen pm or one fifty
- 5:13pm he wasn't coming back, that means you should have
- 5:16got on the phone and contacted the operations lieutenant. And
- 5:20we discussed this, and this is where we talked about
- 5:23if they did that, they let redacted know were redacted
- 5:26as the one who dropped the ball? Question? Uh huh answer, yeah,
- 5:32question all right. And what you're saying though, is I
- 5:35think that what you said is during the morning shift
- 5:37the zero dark hundred to eight am or I think
- 5:40it was eight am, right? Answer, yes, sir, question it's
- 5:45eight am. They wouldn't have known question or answer. They
- 5:48wouldn't have known question, right because they because if the
- 5:52counts weren't done at four and ten, they wouldn't have
- 5:55necessarily known answer. They wouldn't have necessarily known question. But
- 6:01what about like if they had a conversation at twelve
- 6:04am with the absolute tenant about the fact that the
- 6:06counts are off redo or was it ten pm? Answer,
- 6:11it's midnight? Question? The midnight one was the one where
- 6:14the count is he gets cut off if you look
- 6:17at it, he had the count indiscernible question redacted and
- 6:25she worked ten PM and she worked from four pm
- 6:28through question, So this is it right here? So we're
- 6:32talking about A ten twenty nineteen that's going to be
- 6:36So this E one was generated at thirty five seventeen hours,
- 6:43and this shows that there are seventy two inmates in
- 6:45the shoe. Can you look at the counts for that
- 6:50day the very last page? Answer? Yeah, question or could
- 6:56it be the second to last So I'm assuming you're
- 6:58looking for ZA. Answer correct question, and then if you
- 7:03could just circle ZA so we know what we're looking at.
- 7:08Answer ZA, what is the count on that is? It
- 7:12appears it says the count on that day with seventy three?
- 7:17Question and that cleared count was seventy two? Correct answer,
- 7:20That is correct question. Okay, do you want to follow
- 7:23up question? If there was a mistake with the count
- 7:28and the lieutenant caught onto the mistake, what was the quota?
- 7:34Was the protocol? Next part? Redacted? Answer? All right, this
- 7:39is what happened. So if I'm the officer's I count,
- 7:41I count the unit and they say seventy three, the
- 7:44control center would have been like, no, bad count. They're
- 7:47not going to tell you what you counted. They're going
- 7:49to make you count again. So the procedure is, once
- 7:52the bad count has been made notified, the control center
- 7:56notifies the lieutenant, and the lieutenant is supposed to go
- 7:58up to the unit to a observe the count. Question.
- 8:04All right, so if the absolute tenant in this case
- 8:07should have gone and observed, So if there's a bad count,
- 8:12that's the protocol. Answer. That's policy question. Okay, answer, so
- 8:18you go upstairs. Well, I'm sorry, that's the expectation question.
- 8:22So expectation not policy. Answer. I can't. I'm not going
- 8:26to sit up here and quote policy when I don't
- 8:29know it verbatim. Question. Absolutely, answer, But I will tell
- 8:34you the expectation is that the supervisor Correctional Services a lieutenant,
- 8:39on an announcement of a bad count will go to
- 8:42the area of the count and will observe the said count. Question.
- 8:46What if the supervisor claims that when they called in
- 8:49the count and when they said seventy three, they said, hey,
- 8:52we're calling in seventy three, but we know we're off
- 8:54by one. Does that make any sense? Answer? That doesn't.
- 8:58That means the INSTITUTIONUNT is going to be bad, and
- 9:03that is worse and the worst thing that you can
- 9:05have happen besides the inmate. It's three things. An inmate died,
- 9:10your account being off, or an inmate escaping. Those are
- 9:13the big things right there. If your account is bad,
- 9:16because that's what we get paid to do. Where the
- 9:18masters of count, that's what we do. Accountability of inmates
- 9:22in a correctional setting, that's what you do. That's what
- 9:25you're paid for. So you call me as a lieutenant
- 9:28and you tell me, hey, lt. We keep counting the
- 9:31unit and the unit and the count is bad. So
- 9:34the next thing I'm going to tell you give me
- 9:37some staff up there. I want to stand up bedbook.
- 9:41So then I'm going to identify each inmate by their
- 9:43face and their cell assignment to get the count. Question.
- 9:50So what if they say we're off by one, but
- 9:52we know where the one is, that one is over there,
- 9:55and then the lieutenant responds, all right, I'm going to
- 9:59verify where that one staff is. You redo the count?
- 10:03Would that make sense? Answer? No, what I'm telling you
- 10:07is when it was supposed to have been done. Question.
- 10:10So even if they said, like, hey, we wrote down
- 10:14seventy three. So let's say Thomas, who is not a
- 10:17typical shoe guy, he's the one that calls us in.
- 10:20He says, I wrote down seventy three on the count slip,
- 10:22but that's because one of our guys that we're counting
- 10:25for is over at let's say R and D. And
- 10:28then the lieutenant then says, I'm going to verify that
- 10:31this person is there. You reconduct the count and create
- 10:34a new slip. Answer, Okay, so it was one. RA,
- 10:39I believe that it's R and D. RA I believe
- 10:41is R and D. Right, So no R and D.
- 10:45There was nobody in R and D. There's no one.
- 10:49So if the policy is lieutenant is on there, I'm
- 10:52going to watch you do it. And so that's the
- 10:54second count. The third count is the standing bedbook count
- 10:57that I use the bad book cards and I go
- 11:00by sell and I make the inmates say their names
- 11:02and number and I physically identify them all by face.
- 11:06If that don't work, all of this stuff is supposed
- 11:09to be annotated in the log that bad count one,
- 11:12bad count two, shoe reports, bad count three, bad count four,
- 11:17bad count was identified. The next thing would have been
- 11:21was to go back through the prior accounts to see
- 11:24of the movement of who was in or out, because
- 11:27if your count cleared here at ten you only had
- 11:31one out of the unit, which was Epstein when we
- 11:34came back. That means your account should have went from
- 11:37if it was seventy two here, that's telling me that
- 11:39it must have been seventy one at Boom. So it's
- 11:42seventy six. Is that the four pm count? Question? Answer? Yeah,
- 11:47it was seventy six. Then at ten pm count and
- 11:50nine thirty count it was seventy three. So where did
- 11:53those inmates go? Where did those inmates go? So somebody
- 11:56was in there messing with the numbers in order for
- 11:58the count to clear. Question in order to find out
- 12:02where they went? Is it we have to go into truscope?
- 12:06Is that where you would find out? Answer? You would
- 12:10you could go into true Century is supposed to be
- 12:13full proof, all proof question. Okay, so Century answer, But
- 12:19it's only as good as the people that's putting the
- 12:21information in there? Answer? Sure? Sure? And are the shoe
- 12:27the people that are putting the information or is it
- 12:29the control center? Answer? So this is what happens in theory.
- 12:33You've got when the inmates come back from court and
- 12:36they do the transfer orders and it goes to control
- 12:39r and d is supposed to update those inmates coming
- 12:41back in. Control center gets the transfer order and they're
- 12:44verifying any time any internal movement is done inside the
- 12:49unit like shoe, the OIC is supposed to do it.
- 12:52If a case manager, a unit manager, or a counselor
- 12:55moves the inmate on the unit, guess what they're supposed
- 12:58to make that century into dicernible Pp. Thirty four transaction
- 13:02in century to make the appropriate move. Question, So, looking
- 13:07at these, do you believe that there gets cut off?
- 13:10These are all bad? Question? They're all bad? Answer? Uh huh?
- 13:15All question, all of them? Answer, they're all bad, all bogus.
- 13:20All right, we're gonna wrap up right here and in
- 13:22the next episode dealing with the topic, we're gonna pick
- 13:24up where we left off. All the information that goes
- 13:27with this episode can be found in the description box.
- 13:31What's up, everyone, and welcome to another episode of the
- 13:34Epstein Chronicles. In this episode, we're gonna pick right back
- 13:37up where we left off with the unnamed captain from
- 13:41the MCC and his interview with the OIG inspectors. Question.
- 13:46All right, so four pm through he gets cut off
- 13:50by the captain. The Control center R and D. It's
- 13:53bad question. Okay, just a clarifying question. Can a person
- 13:59do account Let's just say they know someone is in
- 14:01a different unit. Can they say, oh, I know the
- 14:04person is out of the unit, and I'm going to
- 14:06count them as part of my unit and just give
- 14:09the count number. Are they allowed to do that? Do
- 14:12they have to physically have to get eyes on them? Answer?
- 14:16So it's only who the amount of inmates that are
- 14:19in their unit at that time. Answer correct question. Okay,
- 14:23answer that's it. Question. All right, let's keep going on this.
- 14:27Thank you for that. That's hugely helpful. So inmates. Cellmates
- 14:31are moved for various reasons, including, but not limited to,
- 14:35an incident in the cell, visits to court, legal, library, medical,
- 14:39and recreation. On Friday, August ninth, twenty nineteen, Epstein, cell
- 14:44mate Reyes, had court. It would not be uncommon for
- 14:47Reyes to be out of his cell for an extended period.
- 14:50Epstein had an attorney session that day. Epstein's attorney was
- 14:54processed into the facility in the morning, and Epstein was
- 14:57brought down to the attorney's room. And you said, that
- 15:01was pretty much seven days a week with Epstein redacted
- 15:05was not notified that Reyes was released from the court,
- 15:08and again on that note, would have been the absolute
- 15:11tenant that would have been responsible to tell you answer
- 15:15yes question if someone heard gets cut off by the captain,
- 15:20if you would recall, he should have because he knows
- 15:23he knew the expectation. Answer right, question Okay. Typically, if
- 15:28an inmate is likely to be discharged or transferred following court,
- 15:32their property was retrieved from their cell Boxton secured with
- 15:35a property form by receiving and discharged staff. All items
- 15:40are normally accounted for and are inventoried. In order to
- 15:43enter the Shoe, all staff not a sign there must
- 15:46identify themselves and sign a logbook and then be physically
- 15:49escorted by a correctional officer. Alternatively, the staff can pick
- 15:53up inmates property at the unit door. A correctional officer
- 15:57assigned to the Shoe would have been aware that Reys
- 16:00or any inmate belongings were removed at this time, the
- 16:03correctional officer should notify a lieutenant, who would in turn
- 16:07brief redacted redacted was not notified that Reyes belongings were removed.
- 16:13Redacted advised that if he had known that Epstein was
- 16:16without a cell mate. He would have likely put Epstein
- 16:18on psychological observation. But now you're saying you probably would
- 16:22have put him off he gets cut off by the captain.
- 16:26I would have not put him on PSYCHOPS because I
- 16:29can question right you would have put him in fox answer.
- 16:35I would have probably put him if he was already.
- 16:37I would have known between those hours of one fifty
- 16:40to four. I would say keep them in the attorney
- 16:43conference because guess what, I've got a staff member right
- 16:46there and where he was. There's a room there, so
- 16:49we normally keep them in these first two rooms so
- 16:52you could see them. So I would just say, hey,
- 16:55just have somebody stay there. And I would have hired somebody.
- 16:58I would have hired anybody, I'll pay you over time
- 17:01to sit on this guy until I got him. I
- 17:03would have kept him in the attorney conference right there
- 17:06until I got him a cell mate. I wouldn't have
- 17:08had him put on psych that's not I apologize. I
- 17:12can't do that question all right, So this line where
- 17:16you said you would have likely put him that's not correct. Answer. No,
- 17:21I wouldn't have done that question. Okay, answer, that's because
- 17:25like I said, my earlier statement it would have been
- 17:27after the hours of operation. Let's say everybody at eight
- 17:30when he went back to the cell in the shoe,
- 17:32and because I was still there, I would have said, no,
- 17:35put him in R and D. Because I got R
- 17:37and D staff there until ten. I would have called
- 17:39the aw I would have called the warden, and unfortunately
- 17:43we would have the somebody would have had to come
- 17:45in and we would have had to been there later
- 17:47than vetting a cell mate for him. Question right, and
- 17:51it says redacted is not aware of any lieutenants knowing
- 17:54that Rey's property was moved. Answer, we didn't know. Question Okay,
- 17:59well that you know of Redacted may have answer, he
- 18:03may have, question, but he didn't tell you. Answer of
- 18:06course he didn't tell me. Question. On Saturday, August tenth,
- 18:12twenty nineteen, Redacted received a phone call from Lieutenant redacted
- 18:16around seven am. Answer, No, that's not accurate. I received
- 18:21the phone call from Lieutenant redacted. I believed it was
- 18:24between the hours approximately six thirty five, between six thirty
- 18:28five and six forty five, six fifty somewhere in there.
- 18:32Question and was told that Epstein was found unresponsive in
- 18:36his cell. But it was Redacted who called you. Answer, yeah,
- 18:40it was question okay, Redacted inquired about Epstein's cell mate
- 18:45and was surprised to hear redacted or respond that Epstein
- 18:48did not have a cell mate. Answer that's correct. Question.
- 18:52So you immediately said, where is the cell mate? Answer? Yes,
- 18:56question okay. Yeah. Now this is again where I'm getting confused,
- 19:01because in the report they again say redacted worked at
- 19:04four pm to ten pm shift on August ninth, twenty nineteen,
- 19:08and you're saying that's not right. Answer, No, he would
- 19:13have worked two to ten. Question and did he work
- 19:16on August ninth? Two to ten? August ninth? Gets cut
- 19:21off right here. Answer. I thought we said August ninth,
- 19:25he didn't work. He wasn't there. August ninth, he wasn't there.
- 19:30Question all right, so from four pm to ten pm?
- 19:33Who was there? Redacted? Answer? Yeah? But like this thing,
- 19:37like when redacted saying he's non custody because you can
- 19:41see these rosters, he gets cut off. So was redacted
- 19:45the two and the activities? Lieutenant was redacted? Correct answer?
- 19:50Let me see Can I school you on something? Question? Absolutely? Please? Question.
- 19:56Let me just school you on something. These rosters you
- 19:59see when you printed the roster. You printed this roster
- 20:01here that says six two twenty one, that's this year.
- 20:05I can guarantee you that the roster don't look like
- 20:07this back on the day the roster was printed initially inputed. Question,
- 20:11so someone would have changed it? Answer? Yeah, somebody went
- 20:15in there and changed it. Question but does that mean
- 20:18that this is inaccurate or the other was inaccurate? Answer?
- 20:23This is inaccurate. I can tell you why because redacted one.
- 20:27This is how because I was like redacted non custody.
- 20:31Why would he make sure that said non custody now redacted?
- 20:35I temp prompted him off till eleven. I temp prompted
- 20:38him till eleven. Question can you circle that? Answer? Because
- 20:43he couldn't have been in the institution by himself. Question,
- 20:48so you think that he went in there and put
- 20:51it in that discernible Answer I'm not going to say
- 20:54that question, but that's not what it normally would say.
- 20:58Answer no, because the non custody unit. I think it
- 21:02was when he got out of non custody and became
- 21:04a counselor. I believe that wasn't until twenty twenty, not
- 21:08twenty twenty. I think it was the last part of
- 21:10twenty nineteen going into twenty twenty or something like that.
- 21:14He was still on correctional service. But the thing about
- 21:17this roster, all these pages right here, anytime you make
- 21:20a change, it tells you the date and the time
- 21:23of the change. So let's go here time change activities,
- 21:27Lieutenant redacted. That was done on eight to nine. Redacted.
- 21:31You've got to find who redacted was question but nine
- 21:35that was prior to the incident. Answer the Opso, lieutenant
- 21:39it was redacted. So redacted to sickly of on that day.
- 21:43Question So redacted with sicklyve changed him on the roster
- 21:48on August ninth at eight fifty eight am on Friday,
- 21:52August ninth. Redacted was relieving an officer on August ninth.
- 21:57But as you see where you see redacted at question
- 22:02what are we looking for? Answer non custody. It's not there. Answer, Oh,
- 22:07it would have. So somebody went in at some point
- 22:10And if he put non custody, was that somebody trying
- 22:12to cover up like, Hey, I had nothing to do
- 22:14with that answer. I wasn't in custody at that time.
- 22:18He put me in there, because you know, why would
- 22:20I do that? You're a lieutenant. Question, so it's somebody
- 22:24trying to say, like, hey, he gets cut off by
- 22:27the captain. I don't know. Question, but that's something that
- 22:33we should address with redacted answer. That's something you've got
- 22:37to do from the time you printed one. Look when
- 22:39you printed one of these rosters, right, I can guarantee
- 22:42you if you go back to the five eighty three
- 22:44packet and print out the roster for eight nine and
- 22:48eight ten of twenty nineteen, it's not going to mirror
- 22:51the same it's going to be changed. It's not going
- 22:53to be the same. Question. And do we have the
- 22:56ability to do that? Answer? Sure, it should be in
- 22:59the five three, the five eighty three for the incident
- 23:03that occurred, you understand, for Jeffrey and the incident, those
- 23:10two copies of that roster should be in there. Question. Okay,
- 23:14good point. We'll go back and look at that answer.
- 23:16But you printed a couple of weeks ago. It's not
- 23:19going to say that, but it should so up to so,
- 23:23just to clarify up to eight nine that morning, at
- 23:26eight fifty eight am before that time, it was redacted
- 23:29schedule answer. Yeah, that means he called in at eight
- 23:36fifty eight am on August ninth to change it over
- 23:38to redacted. Answer, yeah, question, so I wonder why? Okay,
- 23:42all right, so that's inaccurate, all right, And it says
- 23:45that Lieutenant Redacted as the one who did the ten
- 23:47pm and six am shift answer correct question. It says
- 23:51Redacted did not personally tell Redacted that Epstein required a
- 23:55sellmate at all times. He believed she was aware because
- 23:59he had informed his lieutenants repeatedly and instructed them to
- 24:02pass this message along and convey the information among themselves.
- 24:06Is that correct answer? Yes, question. Redacted did not hold
- 24:10a formal all lieutenants meeting regarding Epstein or send an
- 24:14all staff femail with the wardens directive. However, you did
- 24:18send emails with regard to the way that they were
- 24:21supposed to act and their duties and responsibilities. Answer correct question,
- 24:27and you'll send me that answer. Yeah, question, Okay. He
- 24:30verbally instructed his lieutenants on an informal and individual basis,
- 24:35as many as possible, with whom he had the opportunity.
- 24:39On Saturday morning, August tenth, twenty nineteen, Redacted was relieved
- 24:43early by redacted. Now, as far as Redacted goes, her
- 24:48claiming she didn't. If she's claiming she didn't know, and
- 24:51if you didn't specifically tell her, who should have told
- 24:54her or how should she have known? Answer? How she
- 24:58would have known is is that when she did rounds
- 25:01she would have saw those cards. She would have known
- 25:05that these inmates are high visibility, and the guidance was
- 25:07already out so it was disseminating throughout the unit, so
- 25:11the staff was aware. So of course probably in you know,
- 25:15with her, we didn't have a good relationship. But regardless
- 25:19of the fact is that I made the lieutenants aware
- 25:21of my expectations. So even though I might not have
- 25:25told her, because she worked the morning watch shift and
- 25:28by six she would be gone, I wouldn't see her.
- 25:31Question now, was that abnormal for her to leave before
- 25:34six before a shift is done? Answer? They was working
- 25:38ten to six, so by the time I walked in
- 25:41the door, she would be gone. Question. But what I'm
- 25:44saying is if she's leaving before six, he gets cut off.
- 25:50Now before six, that would be a problem. Question So
- 25:53even like ten minutes before, is that a problem? Answer?
- 25:56Not really, not really, because if you're relieving person, yets
- 26:00there because knowing the lieutenant. Some lieutenants come an hour early,
- 26:03some lieutenants come ten fifteen minutes early. It's just whatever happens.
- 26:08Sometimes the lieutenant was late to work because they have
- 26:12an incident, or they have an administrative duty that they
- 26:14have to finish after their shift, which is fine, but
- 26:17they are compensated for that question. Right, okay. In the shoe,
- 26:23thirty minute rounds need to be completed consistently at non
- 26:26uniform intervals within a forty minute timeframe. The purpose of
- 26:30these rounds is to ensure that good order is being maintained,
- 26:34there is no suspicious activity, and all the inmates are
- 26:37accounted for and responsive. Thirty minute rounds are documenting in Truscope,
- 26:41which serves as an electronic logbook. After a round is
- 26:45physically done, the correctional officer can log into truscope and
- 26:49press a button certifying that the round was completed. Unfortunately,
- 26:54sometimes officers do not complete thirty minute round or exceed
- 26:59the forty minute threshold. True scope also documents from that
- 27:02location terminal the rounds are logged. Answer that's right question
- 27:08redacted is aware of at least two terminals located in
- 27:11the shoe. The only way to determine if a thirty
- 27:14minute round was physically completed, is to check the video
- 27:17surveillance footage. Answer that is correct. Question. There are two
- 27:23correctional officers assigned to the shoe on morning watch at midnight,
- 27:27Shoe one and Chew two. Shoe two is responsible for
- 27:29completing rounds. They're both technically responsible. Correct answer right question,
- 27:37and so is the shoe too. Usually the officer in
- 27:39charge answer right. So basically what would have happened is
- 27:44they're supposed to, you know, because one has the key.
- 27:47So I do around, I come back, then you do
- 27:49a round, same thing when you do account. Question now,
- 27:53is it the same thing with counts and rounds? Answer no, No,
- 27:57I'm sorry with the count question. So with around, if
- 28:00rounds aren't being conducted, does that also mean that everybody
- 28:04in the unit is to blame? Answer yes, question okay,
- 28:09answer right, because because in essence, after hours, the lieutenant
- 28:13should go up there and observe the count. Question No,
- 28:17But what I'm saying is like if a round is
- 28:19signed off on by one person, but everybody in the unit,
- 28:23nobody in the unit did it, and not just the
- 28:25person who signed the round, but also everyone else is
- 28:28also responsible for that falsified round. Answer right, question, and
- 28:33it's the same thing for counts. Answer yeah, it don't matter.
- 28:37If you're on the roster and you're assigned to that
- 28:39unit and a falsified document goes up and you said,
- 28:42like me and you count. I know we didn't count,
- 28:44but I sign that and you sign it, then we
- 28:47both he gets cut off by the investigator. What I'm
- 28:53saying is if you sign it, I don't sign it,
- 28:56but we're both responsible. Answer right, No, you're going to
- 29:00be responsible because you didn't sign it. But if I
- 29:02said I didn't sign it, then I'm going to tell
- 29:04you why I said we didn't do the count. I'm
- 29:07going to put a memo in. I'm going to let
- 29:11the lieutenant know that's going to be a big situation question.
- 29:16I guess what I'm saying is like, all right, so
- 29:18in these count slips, specifically, there's two signatures, but there's
- 29:23four people working. So are the other two people that
- 29:26aren't working if they didn't report it, they're also responsible?
- 29:29Answer yes, all right, folks, We're gonna wrap up right here,
- 29:33and then the next episode dealing with the topic, we're
- 29:35gonna pick up where we left off. All the information
- 29:38that goes with this episode can be found in the
- 29:41description box. What's up, everyone, and welcome to another episode
- 29:44of the Epstein Chronicles. In this episode, we're gonna pick
- 29:48up where we left off with the unnamed captain and
- 29:51his interview with the OIG investigators. Question all right, okay,
- 29:58answer and then on the warning watch there's only two
- 30:01people in the unit. Question right, answer, so they're both complicit.
- 30:05Question and I know you said bad count officers should
- 30:08come down? How often should I mean a lieutenant should
- 30:11come down? How often should a lieutenant be observing the counts?
- 30:14Let's talk specifically about the shoe. Answer, Well, in the shoe.
- 30:19In the shoe, a lieutenant would have been monitoring that.
- 30:23I believe that ten South count Question ten South? What
- 30:26about like where Epstein was in regular shoe? Answer well, no,
- 30:31but we didn't implement that until after the Epstein incident.
- 30:34Question all right, so up to August tenth, lieutenants were
- 30:38not observing counts. They were simply taking the count in
- 30:42the control room. Answer that is control that is correct?
- 30:46Question okay? Redacted was aware that the camera system in
- 30:49the shoe was down. He left early on Thursday when
- 30:52the discussion about the camera system would have occurred redacted.
- 30:57What is redacted's first name? Answer? I can't remember his
- 31:01first name. Question now, is he like a CEO though,
- 31:04or like he gets cut off by the captain? No,
- 31:08he would be he gets cut off now by the investigator.
- 31:11A BOP employee answer, he's ComTech. Question contech but a
- 31:18BOP employee answer yes. Question the camera technician notified redacted
- 31:24that he was working on the system earlier that week,
- 31:27but Redacted did not know specifics and was not informed
- 31:30that the cameras were not functioning since the So you
- 31:35didn't know that any of the true cameras may have
- 31:38been out? Answer no, question, okay, since the and who
- 31:43would have been was he the one responsible for that? Answer? Yes, question.
- 31:48So if he's notified that the camera's now out, how
- 31:51soon they're after should he get that up and running?
- 31:54Answer no. If he was aware that the camera system
- 31:57was down and he was not working, he should have
- 31:59contacted me, and then I would have immediately contacted the
- 32:03warden and the aw because that's a security situation question.
- 32:10So in this instance, he didn't do that? Answer no question,
- 32:13all right? And would anyone else have known? That the
- 32:16shoe camera was down? Answer redacted? Question redacted? And who
- 32:22was redacted? Answer? He would be the general foreman over facilities.
- 32:28Question So those two people would have been the only
- 32:30ones to know that his camera is out and they
- 32:33should have notified you. Answer yeah, question and they did
- 32:36not answer. No. Question Okay, do you know at this point?
- 32:41And I'm not talking about at the time, but now
- 32:44do you know that was down and for how long? Answer?
- 32:47I don't know. Question No, okay, answer, I can't remember.
- 32:52I don't even that's I don't remember. Question do you
- 32:56know if a camera in the shoe was ever down? Answer? Yes,
- 32:59question okay, what camera? Answer? I know that there were
- 33:03issues with the cameras because we had done a program
- 33:05review before then, and there was a camera down in
- 33:08ten South, so we had to get those fixed, you know,
- 33:11in the individual cells. And then there was a camera
- 33:15system that was down because I believe they was doing
- 33:18some type of maintenance on the range or something like
- 33:20that that everyone was aware of. That's all I can remember.
- 33:24Question okay, answer, And I don't remember specifics and timeframes.
- 33:29Question all right, But you don't know specifically if, like,
- 33:33for instance, the range that Epstein was on that camera
- 33:36was out or no answer that I don't know. Question
- 33:41you're not sure? Answer, yeah, no question okay, but again,
- 33:46if it was, it would have been redacted. And what
- 33:49did you say the last name was? Answer? Redacted? Question?
- 33:55And how do you spell that last name? Answer? Redacted? Question?
- 33:59Can you say one more time? Redacted? Question? Perfect. So
- 34:04at this point another investigator pipes in. I just had
- 34:09a quick question. Who was the conversation about the discussion?
- 34:12You mentioned there was a discussion. When the discussion would
- 34:16have happened? Answer, I think that's the date of indiscernible question. Well, no,
- 34:22it says mister redacted. The camera technician notified redacted that
- 34:26he was working on the system earlier the week. He's
- 34:28saying that he left or elite Thursday when the discussion
- 34:31about the camera system would have occurred. Answer would have
- 34:35so he should have known. Question if there was a conversation,
- 34:39but you don't know that there was answer? No question, okay, sorry,
- 34:45answer because like in closeout or if there was something
- 34:48with the warden that day, normally on Thursdays at times
- 34:51you know it was I have a disease, so I
- 34:53would go for blood work on Thursdays when I could
- 34:56if an institution emergency, you know, but normally on Thursday,
- 35:00I would leave early. On Thursdays, I would take a
- 35:02half day question okay, answer to go get my medical appointments.
- 35:06So if there was a meeting that was convened about
- 35:09the camera system, I wasn't present at that meeting. However,
- 35:13I know that a camera project was going on during
- 35:16that time, which redacted was responsible for installing the new
- 35:20I don't know what. I can't remember what you call it,
- 35:23but it's a system because our system was antiquated, so
- 35:27they was doing camera repairs. There was certain cameras down
- 35:30in certain areas of the institution, but he was actively
- 35:34working on it. Question Okay, So if there was a
- 35:40meeting that you were not aware of on Thursday, who
- 35:42would have been present for it? Answer for a meeting
- 35:45with the warden? Question It would have been with the warden. Answer, Yeah,
- 35:52it would have been. I mean the warden would have
- 35:54known if someone had a meeting about the camera system
- 35:56being down, and then probably the facilities manager, which is redacted.
- 36:01It would have been the aw a custody at the time,
- 36:04which would have been redacted, And of course it would
- 36:06have been with the warden. Question didn't you say that
- 36:10it was actually somebody else redacted was no longer in custody?
- 36:15Answer redacted, redacted was there, but she had just got there.
- 36:19She was over another discipline. So that would have been
- 36:22the meeting with the executive staff. Question okay, so it
- 36:26was the executive staff meeting. Would that meeting also have
- 36:29taken place if the cameras are still down on Friday?
- 36:33Would it have taken place on Friday as well? Answer?
- 36:36That would have been Friday as well. Question but you
- 36:38weren't involved with the meeting like that? Answer no question,
- 36:42and you don't know of a meeting taking place? Answer
- 36:45no question. Okay. Would it have taken place every day
- 36:48that the camera was down or just the first day? Answer?
- 36:52There would have been an update because the person that
- 36:55falls under that the contract is redacted. So the aw
- 37:00facilities would have wanted an update weekly report as well
- 37:03as the captain question okay, answer because that's a security issue,
- 37:09so we would have wanted. But the camera system was down,
- 37:12I think it was some routine maintenance that they was doing.
- 37:17Question Now, would any of the lieutenants or shoe staff
- 37:20have known that the camera was down? Answer? Some I mean,
- 37:24they don't have the ability to monitor, but you know,
- 37:27of course the ones inten South, you know, yeah, the
- 37:30live monitoring. Question and do you know and don't know though,
- 37:36even to this date if a camera was in fact down?
- 37:40Answer I can't remember. Question In fact, answer, I don't know.
- 37:44Question Okay, that's fine. I was just going to ask,
- 37:47even if it wasn't a recording, do you know if
- 37:49it was like being a live monitor or anything like
- 37:52that or it could have been, but you're unaware? Answer,
- 37:58I'm unaware. Question okay, Okay. So, after receiving the phone
- 38:01call from redacted on the morning of Saturday, August tenth,
- 38:04twenty nineteen, Redacted notified associate Warden redacted, who informed the warden.
- 38:10Redacted also attempted to call institution duty officer redacted answer yep,
- 38:16question to chaplain and in the building to get more information.
- 38:20What does that mean by in the building? Do you know? Answer?
- 38:24So basically, you know, it was just it was just
- 38:27a bunch of you know, people that we tried to notify.
- 38:30I tried to notify, so I think I notified redacted.
- 38:33Of course, she notifies the wharden. I notify the IDEO.
- 38:38I said, hey, because in May death they needed me
- 38:40coming into the institution because that's one of the off times,
- 38:44so they needed to be making because they're going to
- 38:46be responsible for making certain calls to the region. I
- 38:50notified the chaplain because chaplain made sure indiscernible. Also, I
- 38:55believe I informed them to call redacted, which was the
- 38:59executive assistant. I think redacted or that may have called
- 39:02redacted the attorney for MCC and I'm trying to think
- 39:05who else question, No, that's fine, And it says that
- 39:09he went to MCC arriving before eight am. Approximately. Upon arrival,
- 39:15Redacted screened in and retrieved his gear from the third floor.
- 39:18He went to the shoe and signed the logbook. He
- 39:21gathered any records pertaining to Epstein, including the thirty minute
- 39:25round logbook and attorney conference log book, count slips and
- 39:29E one's what are you ones answer? So all this
- 39:32stuff right here, so you basically I walk through the building.
- 39:37I know the protocol because what happens is these things
- 39:40will come up missing then you have no evidence. So
- 39:44I secured count slips, the E ones. I went to shoe.
- 39:47I got all the logbooks that I knew where Epstein
- 39:50had been I grabbed those log books, I went to shoe.
- 39:53I took his inmate shoe file from the special housing,
- 39:56plus all of the round sheets. Indiscernible. Question This actually
- 40:01says he could not locate Epstein's inmate file. Do you
- 40:04remember that? Answer? It was a file, but it had
- 40:08limited stuff in there. Question okay, answer so his actual file. Yeah,
- 40:13it had his pictures, had a couple of things on there,
- 40:16but it wasn't anything in it. Question so when this
- 40:19says not located file, you located the file but it
- 40:24was empty. Answer? It was empty. And is that abnormal? Answer? No,
- 40:30it's not normal. Question. Oh, it's not normal. Answer it's
- 40:35not normal. No question and do you think that somebody
- 40:39removed things from it? Answer? No, I'm not going to
- 40:42make that accusation. I don't know. I would just say
- 40:45that that's not a normal instant. That being working as
- 40:48a former OIC, being a correctional officer and all that stuff,
- 40:52that's not normal. Question what stuff is usually in there? Answer?
- 40:58I can tell you it would be all of his
- 41:00and take screening stuff that we do on the inmates,
- 41:02the expectations, the cell assignment, things that the inmate is
- 41:05supposed to sign, the clothing issue forms. It would be
- 41:09two ninety twos in there. It would be the SROs,
- 41:12it would be the psychology where psychology comes to see
- 41:15the guys that those notes should be placed in there.
- 41:18Question and none of that was in there. Answer, none
- 41:22of that was in there. All right, folks, we're gonna
- 41:24wrap up right here and in the next episode dealing
- 41:26with the topic, we're gonna pick up where we left off.
- 41:29All the information that goes with this episode can be
- 41:32found in the description box.
