- 0:00Welcome to "the Hoover Daily Report". Ideas Advancing
- 0:03Freedom. It's Friday, April 10th, twenty twenty six.
- 0:06This Friday, a national security expert argues that military victory in Iran will
- 0:10not necessarily lead to long-term strategic success;
- 0:12Ayaan Hirsi Ali explains
- 0:14her concerns about the recent cease-fire deal with the remnants of the Islamic
- 0:18Republic; and Niall Ferguson, Philip Zelikow, and Richard Haass propose a new
- 0:22multinational institution to oversee shipping in the Strait of Hormuz
- 0:26following the end of the Iran war.
- 0:28The Mirage of Victory.
- 0:30“Wars can remove regimes in months,” writes national security practitioner
- 0:34Carey Zott at Freedom Frequency. But “rebuilding administrative capacity takes
- 0:39decades.” No matter how thorough or crushing American power might be in
- 0:44places like Iran, such firepower on its own cannot bring about lasting change,
- 0:49this piece warns. Zott explains that the leaders of groups such as ISIS,
- 0:54Hezbollah, and the Islamic Revolutionary Guard Corps have prepared entire networks
- 0:59held together by ideology and institutions. Removing top leaders of
- 1:03radical groups does nothing to dismantle the network, Zott writes, and killing
- 1:08terrorist chiefs often results in a power vacuum that others—equally radical—rush
- 1:13to fill. The lesson for the United States is to concentrate not just on military
- 1:18victory but on making postconflict strategy a priority, Zott writes.
- 1:23“Without that effort, kinetic success risks becoming a mirage.”.
- 1:27A Cease-Fire That Changes Nothing—and Risks Everything.
- 1:30In a new essay, Research Fellow Ayaan Hirsi Ali argues that the cease-fire in
- 1:34the Iran war can’t be expected to succeed—any more than the past decades of
- 1:37US diplomacy have succeeded—because Iran can’t be deterred from its Islamist
- 1:41project by diplomacy. Tehran has never honored its agreements, she writes,
- 1:45though it has mastered the art of appearing to do so. The negotiations due
- 1:48to open in Pakistan this weekend are
- 1:50more of the same, Hirsi Ali says, and serve to cloak Iran’s self-proclaimed
- 1:54divine mission within the language of foreign policy.
- 1:57In her assessment, the vaunted cease-fire is merely a tactical retreat, if that,
- 2:01and the momentum of Islamist aggression and ideological capture will continue in
- 2:06the United States and Europe.
- 2:08How to
- 2:08Stop Iran from
- 2:09Winning the War.
- 2:10Ahead of crucial talks between the US and Iran in Islamabad this weekend, Senior
- 2:15Fellows Niall Ferguson and Philip Zelikow, along with Richard N. Haass,
- 2:20urge the US and allied partners to take steps to ensure the free flow of goods,
- 2:25principally oil and gas, through the Strait of Hormuz. To do so, they suggest
- 2:30a “military undertaking” to demonstrate to Iran that the US is willing to use
- 2:35force to facilitate maritime transit through the strait. Next, they suggest a
- 2:39tacit arrangement with Iran, similar to the Black Sea grain export understanding
- 2:44between Russia and Ukraine, to get ships moving. Third, they propose a new
- 2:49multilateral organization to codify and enforce terms of open navigation of the
- 2:54strait. “For the US and its friends, since there is no good way to minimize
- 2:59the economic costs of the war, they may as well develop a strategy that charts
- 3:04a new course through the storm—and envisions a safer and more stable harbor
- 3:08on the other side,” the authors conclude.
- 3:10Reducing the Fed’s Balance Sheet with Fed Board Governor Stephen Miran.
- 3:14On the latest episode of Capitalism and Freedom in the Twenty-First Century,
- 3:17Policy Fellow Jon Hartley speaks
- 3:19with Stephen Miran, a member of the Board of Governors of the Federal Reserve
- 3:22System and, prior to September 2025, chairman of the Council of Economic
- 3:26Advisers. Hartley and Miran
- 3:27discuss the latter’s new paper on strategies to reduce the Federal
- 3:31Reserve’s balance sheet—also the subject of a Weekly Rant from John H. Cochrane
- 3:36earlier this week. Host and guest then delve into the state of inflation and the
- 3:40labor market in the US economy, estimating the neutral rate of interest,
- 3:44the stance of current monetary policy, and how the rise of AI and the public
- 3:49debt may influence monetary policy in the future.
- 3:51Quantum Sensing: An Overlooked Strategic Advantage.
- 3:55While scientists focus on the revolutionary future of quantum
- 3:58computing, a related technology—quantum sensing—is available now, explain
- 4:03Distinguished Visiting Fellow Vivek Lall and coauthor Haibo Huang. Quantum sensors
- 4:08offer transformative advantages in navigation, communications, exploration
- 4:12for resources, and defense, they write. These sensors are already proving their
- 4:17worth in basic science, but their real worth will come when they’re used in the
- 4:22real world, say Lall and Huang. The implications include systems immune to
- 4:26the jamming and spoofing that already plague GPS, precise tools to locate
- 4:30minerals and hidden infrastructure, and a host of industrial applications. The
- 4:35United States already holds the lead over China in this critical realm, the authors
- 4:40point out, but they call on both government and industry to increase
- 4:44investment in this area to sustain this advantage.
- 4:47Featured Research Initiative: Strategic Competence.
- 4:50The "Hoover Institution Strategic Competence Initiative" pursues research,
- 4:54teaching, policy recommendations, and programming to improve strategic
- 4:58competence, or our ability to integrate elements of national power and the
- 5:03efforts of like-minded partners to advance and protect America’s vital
- 5:07interests.
- 5:08That’s your Hoover Daily Report for Friday, April 10th, twenty twenty six.
- 5:12Each weekday, we bring you research, analysis, and commentary focused on
- 5:16public policy, national security, and the ideas shaping American society and
- 5:21government.
