The Comment Is Not the Code
One sentence above a function: "retry here because the upstream API drops the first request after a cold start." To its writer it matches the code, because both came from the same priors, and memory fills in what the sentence leaves out. Once released it is a compressed reference, and every reader, the writer six months later included, rebuilds an intent from it under their own priors.
