- 4:38The next front page headline is Whitley County Clerk Carolyn
- 4:42Willis Talk's decision not to seek reelection by Macy Swofford.
- 4:47After nearly twenty six years of service in the Whitley
- 4:50County Clerk's office, County Clerk Carolyn Willis has announced she
- 4:55will not be seeking reelection in the upcoming year, the
- 5:00close of a career defined by public service, modernization efforts
- 5:05and strong community relationships. Willis was first appointed as interim
- 5:11Whitley County Clerk on December two, twenty nineteen, following the
- 5:16retirement of longtime Clerk k Schwartz. She officially assumed the
- 5:20elected role shortly thereafter, after previously serving twenty six years
- 5:25as a deputy clerk. Quote the decision to not run
- 5:30again for the Whitley County clerk's office was extremely difficult.
- 5:34Willis said, quote, I am deeply passionate about the people
- 5:39of this community and have truly enjoyed the time they
- 5:42have allowed me to serve them. I am honored to
- 5:46have been given this opportunity, and I cherish every relationship
- 5:51and encounter I have been fortunate enough to experience throughout
- 5:55my career. Close quotes. Willis said, stepping away from the
- 5:59office is bitter shuite, particularly because of the daily interactions
- 6:03she has shared with residents. Quote it saddens my heart
- 6:07to step away, and I will truly miss my daily
- 6:10interactions with the people of this county close quotes, she said.
- 6:15Reflecting on her time as clerk, Willis noted that the
- 6:18role has evolved significantly since she first took office, particularly
- 6:23in technology and election accessibility. Quote. Since I took office,
- 6:29we have been able to restore and digitize our land
- 6:34records history, provide more efficient customer service, and carry out
- 6:40secure elections. Willis said, quote, I was able to advocate
- 6:45for grant funding to upgrade our election equipment. These upgrades
- 6:50promoted Whitley County to becoming a voting center county. Voters
- 6:55now have much more convenient opportunities to vote close quotes.
- 7:00She added that continued advancements have also been made within
- 7:04the vehicle registration system quote, keeping data more accurately and
- 7:09precise close quotes. One of the most meaningful experiences of
- 7:14her career, Willis said, came during her initial campaign, which
- 7:18concluded with the COVID nineteen pandemic. Quote. The pandemic left
- 7:23devastating impacts in our community and changed our lives forever,
- 7:27and running a campaign during that time came with unique challenges,
- 7:32she said. Quote. Despite this, I was overwhelmed by the
- 7:35support and generosity I received from the residents of our
- 7:39county close quotes. Willis said the response she received after
- 7:44announcing her decision not to run again further reinforced the
- 7:47strong bond she feels with the community. Quote When I
- 7:51announced that I would not be running in twenty twenty six,
- 7:54an incredible number of people reached out with gratitude and congratulations,
- 7:59she said. Quote. Feeling that love and support from my
- 8:03community has always stood out to me the most close quotes.
- 8:08When asked how she would describe her relationship with the
- 8:11people of Whitley County, Willis emphasized the personal connections built
- 8:16over the years. She described that many of the acquaintances
- 8:21that she has met along the way felt more like
- 8:24family over the years, and serving in a small community
- 8:28allowed her to connect with people on a personal level.
- 8:32Quote the individuals in this area genuinely care for one
- 8:36another and are kind, honest, and hard working. Close quotes,
- 8:41she said. As she looks toward retirement, Willis offered advice
- 8:46to the next county clerk. Quote, First and foremost, remember
- 8:50that you are here to serve the county, she said. Quote.
- 8:54You are elected by the people to serve the people,
- 8:56and they should always be your top priority. Quote. The
- 9:01people of this county deserve the absolute best, and I
- 9:04encourage the next clerk to work diligently to provide that
- 9:08close quotes. She added. While Willis said retirement is appealing,
- 9:13leaving the role and the connections she has made along
- 9:16the way will not be easy. Quote Deciding not to
- 9:20run for reelection turned out to be far more difficult
- 9:23than I anticipated, she said. Quote. While retirement is exciting
- 9:28and appealing, leaving this position, and more importantly, the people
- 9:32of this community, will be challenging close quotes. In her
- 9:37closing remarks, Willis expressed gratitude for the opportunity to serve
- 9:41Whitley County. Quote I am blessed beyond measure to have
- 9:45been given the opportunity to serve our county, and I
- 9:49am eternally grateful for the support I have received throughout
- 9:53my time in this role, she said. Quote. I pray
- 9:57continued blessings on our community and ongoing growth for the
- 10:02Whitley County Clerk's Office, as the people of this area
- 10:06truly deserve the absolute bestes. The next headline is arson
- 10:13assault cases included in Knox grand Jury report for December
- 10:17by Jane Slaven. The Knox County Grand Jury returned twenty
- 10:22eight indictments for the month of December. Grand jurors returned
- 10:27a multi count indictment December nineteen against Jerry Smith, forty five,
- 10:32of Gray. Smith has been charged with second degree arson,
- 10:36first degree wanton endangerment, and first degree criminal mischief in
- 10:41connection to a September twenty seven vehicle fire at a
- 10:45residence on Hazel Fork Road in Gray. The Knox County
- 10:50Sheriff's Office reported at the time that Deputy Thomas Martin
- 10:54responded and assisted the owner in extinguishing the fire by
- 10:58using water from a nearby mud puddle. During his investigation,
- 11:03according to k CSO, Deputy Martin learned that the victim
- 11:09was near the vehicle when Smith threw a container of
- 11:12gasoline on it and set it on fire. Court records
- 11:16indicated that Smith currently has an active warrant after failing
- 11:21to file a ten thousand dollars property bond as of
- 11:24December twenty three. Having pled not guilty at his arraignment,
- 11:29Smith is next scheduled to appear for a pre trial
- 11:32conference in Knox Circuit Court on January twenty three at
- 11:37nine thirty a m. Other indictments include Trayvon Zan Lloyd
- 11:44thirty seven of Jackson's first degree assault, jack Edward Leddington
- 11:49twenty six, second degree assault and fourth degree assault domestic
- 11:54violence minor injury, Jennifer Ann Smith thirty five of Barberville,
- 11:59third degree as scars alt of a police probation officer, menacing,
- 12:03first degree disorderly conduct, alcohol intoxication, first and second offense,
- 12:10second degree persistent felony offender. Justin Lee Percival thirty eight
- 12:16of Lexington, third degree assault, police probation officer resisting arrest,
- 12:22fourth degree assault, domestic violence, no visible injury, second degree
- 12:27criminal mischief, and first degree persistent felony offender. Luke Bray
- 12:32twenty nine of Girdler, second degree assault, domestic violence, Matthew
- 12:38Saylor thirty nine of Pineville, first degree fleeing or evading
- 12:43police motor vehicle, second degree fleeing or evading police on foot,
- 12:48four counts of first degree wanton endangerment, endangering the welfare
- 12:53of a minor, and first degree persistent felony offender. An
- 12:58indictment is an accusation of only and does not imply
- 13:01guilt or innocence. Persons are considered innocent until proven guilty
- 13:06under state and or federal law. Next from the opinion page,
- 13:11there's a guest commentary with this headline, Kentucky Transportation Cabinet
- 13:16continues to waste money on single bid asphalt contracts. Since
- 13:22those who don't know history are doomed to repeat it,
- 13:26I suggest Kentucky's Department secretary Jim Gray read The Courier
- 13:30Journal's nineteen ninety four multi part series on the state's
- 13:34quote blacktop monopolies close quotes. The six month investigation reported
- 13:41by Tom Loftus and John Boscool found quote. The entire
- 13:47state funded resurfacing program is plagued by a lack of competition.
- 13:52Close quotes. Secretary Gray will recognize the names of the
- 13:56companies that benefitted decades ago from the spec vault bidding schemes.
- 14:02According to the latest research published by my organization Kentucky Free,
- 14:08many of those same highway contractors are still reaping the
- 14:12rewards from the Kentucky Transportation Cabinet's single bid contracts. Our
- 14:18research shows that during the first six months of twenty
- 14:21twenty five, the Transportation Cabinet awarded one hundred fifty million,
- 14:26four hundred seven thousand, nine hundred eighty two dollars in
- 14:30single bid asphalt contracts. Those awards translated to twelve million,
- 14:38seven hundred sixty five thousand, four hundred ten dollars in
- 14:42inflated project costs when compared to estimates based on competitive scenarios.
- 14:48Fifteen highway contractors secured single bid contracts from January to June. However,
- 14:55six companies reaped eighty seven percent of their dollar value.
- 15:00To be fair, some things have changed in the last
- 15:04thirty one years. Mountain Enterprises and Hinkel Contracting, once family owned,
- 15:09are now subsidiaries of c R. H Oldcastle, the largest
- 15:16building materials company in North America. Also, Hinkel is part
- 15:21of a joint venture with Nally and Gibson. Another player
- 15:24in the single bid asphalt game, Leonard Lawson, dubbed the
- 15:29King of the Rhodes by Loftus and Voscuel, died in
- 15:33twenty twenty two. Steve Lawson, his son, now sits atop
- 15:38a road paving conglomerate that includes Ats Construction, LM Enterprises,
- 15:44the Allen Company, Lexington Quarry, and Walker Construction. In the
- 15:50nineteen eighties, Leonard Lawson was an unindicted co conspirator in
- 15:55a federal bid rigging trial. As reported by the Courier
- 15:59Journal Loss and testified. Quote, he and another paving contractor
- 16:04agreed to cooperate on their bidding, splitting state jobs right
- 16:09down the middle close quotes. The days of contractors getting
- 16:13together in a room to divvy up territories are a
- 16:17thing of the past. However, a peer reviewed study published
- 16:21in twenty twenty and co authored by a University of
- 16:24Kentucky economists raised questions of quote tacit collusion close quotes
- 16:31by the state's asphalt industry. TACIT collusion refers to an
- 16:35implicit agreement among firms in an oligopolistic market to coordinate
- 16:40their pricing and output strategies. It can lead to higher
- 16:44prices and reduced competition as firms avoid competition that could
- 16:49harm their profits. It's revealed by patterns in bidding behavior
- 16:53over a long period of time. The twenty twenty study
- 16:57argued that quote stark evidence that lines might provide a
- 17:02focal point for collusive bidding can be seen in the
- 17:06Lexington Bluegrass market area close quotes. Last year, the General
- 17:11Assemblies Legislative Oversight and Investigations Committee examined kytc's single bid
- 17:18asphalt awards from twenty eighteen to twenty twenty three. It
- 17:23found that quote bidding is generally more competitive in counties
- 17:28surrounding Jefferson County and in northern Kentucky. Counties in the
- 17:33Fayette County area have a high percentage of single bid contracts,
- 17:39even though multiple asphalt plants are in the region. Close quotes.
- 17:45I've been examining asphalt bidding for five years. A small
- 17:49number of companies clearly maintain local monopolies in central Kentucky,
- 17:54with rare exceptions. LM Asphalt Controls Fayette County, Lexington controls
- 18:01Jessmin and the Allen Company controls both Clark and Madison.
- 18:06Bourbon County is Hinkeles and Scott County is Nally and Gibson's.
- 18:12The Lawson owned companies don't bid into the crch Oldcastle counties,
- 18:17and the Crchldcastle companies don't bid into the laws in
- 18:21company's counties. LM Asphalt has won countless single bid projects
- 18:27in Laurel County, though none as eye popping as the
- 18:31one hundred forty seven million dollar contract for an interstate
- 18:35seventy five project announced last August. It defies logic that
- 18:40the Transportation Cabinet couldn't get another company to bid on
- 18:44such a big project. History isn't repeating itself. The same
- 18:49story has continued unabated for decades. Unfortunately, the results are
- 18:55the same today as they were in nineteen ninety four.
- 18:58The lack of competition way millions of the taxpayer's dollars
- 19:02every year. In twenty twenty one, I testified about this
- 19:06issue in front of the Interim Transportation Committee. Several legislators
- 19:12unloaded on me, trying to undermine my presentation with the
- 19:17industry's talking points those legislators should have taken two lessons
- 19:22away from that committee meeting. Lobbyists talking points aren't the
- 19:27same as facts, and an industry that tries to silence
- 19:31its critics probably has something to hide. Andrew McNeil is
- 19:37the president and Senior policy Fellow at the Kentucky Forum

- 24:24Joseph Health Welcomes Luke Robinson PAC to Cardiology Team. Saint
- 24:31Joseph Medical Group Cardiology welcomes Luke Robinson PAC to its
- 24:36London team. Robinson said he was inspired to pursue medicine
- 24:41because it allows him to combine problem solving with making
- 24:45a meaningful difference in people's lives. Medicine offers a unique

- 25:01said Robinson, quote I was drawn to cardiology because it
- 25:05offers the perfect blend of acute care, chronic disease management,
- 25:10and opportunities for impactful interventions. The complexity of cardiovascular physiology
- 25:17and the ability to make rapid, life saving decisions have
