Transcript
- 0:00Speaker 1: Social investments getting a boost. This is Bill english Is
- 0:03Speaker 1: Baby now carried by Nicola Willis pre budget announcement two
- 0:06Speaker 1: hundred and seventy five million dollars. One hundred and ninety
- 0:09Speaker 1: of that goes to the new Social Investment Fund. It
- 0:12Speaker 1: will invest in services that deliver measurable improvements in the
- 0:15Speaker 1: lives of those who.
- 0:16Speaker 2: Need our help, guided by data and evidence.
- 0:21Speaker 1: You contract directly to providers for you contracts the idea
- 0:24Speaker 1: you target problems earlier for better results long term. Belinda
- 0:29Speaker 1: Hemiwana is the social services provider out here at our
- 0:32Speaker 1: CEO with me this morning. Blinda, good morning, Oh good morning.
- 0:36Speaker 1: Good to have you on the show. Can you just
- 0:38Speaker 1: tell us what is the main difference? Is it the
- 0:41Speaker 1: length of the contract here? What is the main difference
- 0:44Speaker 1: for you with how this will work?
- 0:46Speaker 2: Oh? Yeah, sure. So we really heartened by this announcement
- 0:49Speaker 2: and I think definitely the vision to have longer term contracting,
- 0:55Speaker 2: sustainable funding with community sector organizations to work to get
- 1:00Speaker 2: either to develop outcomes framework so we all know that
- 1:03Speaker 2: we are delivering the best for the kids Infano that
- 1:06Speaker 2: are receiving services. Just an example, I represent over two
- 1:11Speaker 2: hundred and fifty community based providers and they work over
- 1:15Speaker 2: seventeen government departments. So you can just imagine all of
- 1:20Speaker 2: the separate contracting arrangements, the different reporting. There's some inconsistency
- 1:26Speaker 2: in how providers need to report on results in timeframes.
- 1:30Speaker 2: So we're really hoping for some good administrative burden reductions.
- 1:34Speaker 1: One, so one provider might have to deal with seventeen
- 1:38Speaker 1: different government agencies.
- 1:41Speaker 2: Yeah, or you know at least five to six. We
- 1:44Speaker 2: often have multiple years.
- 1:46Speaker 1: And many of you renewing every year, so you're having
- 1:49Speaker 1: to go through these proces, jump through these sub service
- 1:51Speaker 1: So admin up the wazoo. I'm imagining for you with
- 1:54Speaker 1: this news scheme. Do you have have Do they set
- 1:57Speaker 1: KPIs you have to meet?
- 2:00Speaker 2: Yes, And I think most contracting relationships at the moment
- 2:03Speaker 2: there are performance indicators and volumes or expected outcomes or outputs. Well,
- 2:13Speaker 2: I think this really pushes it to the next level.
- 2:15Speaker 1: Though, how does it push it to the next level?
- 2:17Speaker 1: Because the problem with the word anger tamadek thing and
- 2:20Speaker 1: I know we've had that report from the Order to General,
- 2:23Speaker 1: but the problem was that the providers were not meeting
- 2:27Speaker 1: KPIs but still getting all the money and even when
- 2:30Speaker 1: there was an underspend. We're keeping the underspend too, yes.
- 2:35Speaker 2: So I think there's obviously the so I just answer
- 2:39Speaker 2: answer the first part of the question I think, which
- 2:40Speaker 2: is about how will this be different from the KP,
- 2:43Speaker 2: and then we can move into some of those observations
- 2:46Speaker 2: from the Utamadikey process. I think one of the really
- 2:51Speaker 2: valuable aspects of social investment is you'll take it out
- 2:55Speaker 2: of one government agency, so we know kids Infarno are complicated.
- 2:59Speaker 2: You don't just have a health issue or an education
- 3:02Speaker 2: issue or a well being issue. Often these are quite interconnected.
- 3:08Speaker 2: And what I like about the model is it will
- 3:10Speaker 2: allow cross government results in indicators, so you can really
- 3:16Speaker 2: tackle those hard cases and not just be in in
- 3:20Speaker 2: one contract dealing with one aspect like a health or
- 3:23Speaker 2: an education and another dealing with the counseling or the
- 3:27Speaker 2: youth work. So it's a really nice, elegant way to
- 3:30Speaker 2: tackle these big issues. So we really, you know, we
- 3:34Speaker 2: think it will work. We want to see it on
- 3:35Speaker 2: the ground obviously, and we would have liked to see
- 3:39Speaker 2: more than one hundred and ninety million because it's spread
- 3:40Speaker 2: over four years, but the Minister has talked about scaling
- 3:43Speaker 2: it up, so This is a good chance just to
- 3:45Speaker 2: your point about do we know what's working and are
- 3:47Speaker 2: we funding it? This is a great chance to put
- 3:50Speaker 2: the results on the table and to work in partnership
- 3:53Speaker 2: with government to do things that are really impactful.
- 3:55Speaker 1: Which is exactly what we want to happen all of us. Belinda,
- 3:57Speaker 1: appreciate your time. Keep up the good work. Belinda me
