Tropical Storm Dolly just formed as the fourth named storm of the Atlantic hurricane season, packing 40 mph winds and racing west at 24 mph. While forecasters expect it to weaken due to dry air and strong winds — aided by current El Niño conditions — Dolly could still dump heavy rain on the Leeward Islands this weekend and possibly Puerto Rico and Hispaniola early next week, raising flash flood risks.
