Milwaukee’s Residents Preference Program is your ticket to construction and landscaping jobs—contractors on big city projects must hire 40% local residents who are unemployed or underemployed. Certification doesn’t guarantee a job, but it gives you a serious edge. To qualify, you must be a Milwaukee resident and meet one of three criteria: no work in 15 days, under 1,200 hours worked last year, or household income below city-set thresholds.
