- 2:54go to the West Side this morning. Name of we base is with the
- 2:57West Side Neighborhood Association of Charleston and you joined us now and they at me
- 3:00good morning, Welcome to the show. Good morning, Thank you for having
- 3:02me. I'm probably going to need you to speak up for me just a
- 3:05little bit because she got a kind of a software. Well that's all right,
- 3:07it's turning anyway. You sounded good. Now, tell us about your
- 3:12organization, the West Side Neighborhood Association. What's it all about? So?
- 3:15The west Side Neighborhood Association is neighborhoods. It's neighbors helping neighbors. They've been
- 3:21around since nineteen ninety six. They've mostly just got started by helping each other
- 3:27do cleanups around the neighborhoods and do some beautification projects and just share information about
- 3:31events. And that's kind of what we're going to continue to do. But
- 3:36let me be on a bigger scale. This timeout bigger scale, bigger scale.
- 3:40So, like I said, been around since in nineteen ninety six,
- 3:44I'm their first director that they've ever had. Okay, So I've been around
- 3:47now since the beginning of October, kind of working behind the scenes and doing
- 3:53some you know, you're not behind the scenes anymore, right, right,
- 3:55right? You found me? I did, But I did I did.
- 4:00No, I kind of did that deliberately. I wanted to work behind the
- 4:03scenes a little bit, tighten the organization up a little bit, you know,
- 4:06do some policies and procedures, make sure everything's up on the up and
- 4:11up, and then you know, slowly make my debut and all the things
- 4:15that we're going to be doing. What is the I guess the mission statement
- 4:19as it were for the for the Neighborhood Association of the last time. It
- 4:23is a lengthy one, and I will fully admit I have not. Well,
- 4:27you memorized it, you know, No, you don't have to memorize
- 4:29it. Just just give us a basic idea. They see themselves as a
- 4:33convener for neighbors and organizations of the West Side, so they want to promote
- 4:41and assess and just amplify the things that are happening on the West Side.
- 4:46That's kind of how they see themselves. We will be having a strategic planning
- 4:50later this spring, so I'm excited for that to potentially have a much shorter
- 4:55mission statement than the one that we currently. Try to get it to two
- 4:58sentences anyway, No, I'd like to have one set It's like two here's
- 5:03what we do, Here's what we do. Yeah, I want to hear
- 5:04about good things going on on the West Side. So we have a lot
- 5:09of good things what we are planning to do in which I'm super excited for.
- 5:13So historically they've always done cleanups, right, and that was something that
- 5:17they had been doing for years, and then when the Good One administration came
- 5:21in, she kind of saw that what they were doing and kind of just
- 5:26took it city wide. So we are going to partner with the city for
- 5:30the one that they do in April, but then we're going to do three
- 5:34other large scale ones throughout the year. But while we're doing that, we're
- 5:39also going to encourage neighbors to love their block. So it's kind of like
- 5:43an adopt a block program. If you six eight of your neighbors get together
- 5:47and you do x amount of cleanups a year, you can get this permanent
- 5:53thing that will help your block, you know. And those things could be
- 5:57something along the lines of an artist designed trash can or an artist designed like
- 6:03permanent flower box or something like that. So those are the kind of the
- 6:08things that we're thinking about doing, and that idea is still kind of in
- 6:13flux right talking to you with Naomi Bays with the West Side Neighborhood association with
- 6:16Dave valen Chow and five eighty Live broad Too, part by Pinnacle Consultants.
- 6:20Whether you're replacing a roough free modeling in the kitchen or replacing a bathroom,
- 6:24to keep it safe and keep it legal, get with Pinnacle Consultants. They
- 6:27can inspector site, collect samples, perform lab analysis, and provide results within
- 6:30about a week testing all renovations from old asbestos and lead. It is the
- 6:33law folks in West Virginia. Visit Pinnacle Corp. Dit net for Pinnacle Consultants
- 6:38because what you don't know can hurt you. You talked about this strategic planning
- 6:42session that you've got to cover it up. Get into that a little bit
- 6:44further. Well, most organizations should have a strategic plan, like what does
- 6:47it look like? What are you going to be doing in the next three
- 6:49to five years. So it just kind of is a guidepost for us what
- 6:54we're going to do. We are currently looking for more board members, So
- 6:58if anybody out there is interesting in joining our board, you can email me
- 7:01at west Side Neighbor three zero four at gmail dot com, or just find
- 7:04us on Facebook, Instagram, shoot me a DM like Dave did. Now
- 7:09Now what are you looking for in a board member. We are looking for
- 7:12someone that is living, working, or has property on the West Side.
- 7:17Someone that has some time to give and is really interested in moving, you
- 7:24know, moving it forward. There are some other little details that are available
- 7:29that we can send you the actual application form. But yeah, I mean,
- 7:32we just want it to be, you know, from the neighbors for
- 7:35the neighbors. Okay, So it wouldn't necessarily mean ideally you'd like to have
- 7:40either a business owner or a resident, but it could be somebody that spends
- 7:43a lot of time there is what you're saying, like, if somebody like
- 7:45if if that's what your job is, you own a business or whatever,
- 7:47but you don't necessarily live there, but you spend like most of us do,
- 7:50working, you spend the majority of your day there, then those folks
- 7:54would be, uh, would be eligible to serve as well. We have
- 7:57a board member right now. She works for an organization on the West Side,
- 8:01so she spends eight ten hours a day helping the west Side already,
- 8:05and she's a perfect fit for an organization because she just brings a different perspective
- 8:09and she also has a link to that organization for us and that works out
- 8:13really well for us. Let's talk about the business climate on the west side.
- 8:18You know, when we think about businesses in downtown Charleston, we think
- 8:22downtown proper, Capitol Street, whatever. But Charleston's a big old city by
- 8:26West Virginia standards anyway, and there there's a thriving business community in the on
- 8:31the west side. Talk about that absolutely. So you know, the west
- 8:35side is what we consider the west side is anything that's on the opposite side
- 8:39of the Elk River, So it concludes Westmoreland, big Ley area, all
- 8:43of the flats, Edgewood and into North Charleston to the Dunbar you know,
- 8:48city limits. So it's a huge area, like it is the biggest neighborhood.
- 8:54But yeah, it's thriving. There's all kinds of businesses down there.
- 8:58You know. We have like the latest one I saw was a selfie museum.
- 9:03We have two of those actual, Yeah, I know there's one there's
- 9:05an Elk City and there's actually one over on Patrick Street, so we have
- 9:09two of those. You know, There's all kinds of restaurants. I mean,
- 9:13it's just there's a lot of things going on there and it just takes
- 9:16you going out and take, you know, taking a good look at it.
- 9:20It seemed to me that over the last couple of years, maybe in
- 9:24the time that I've been doing this show, which has been four years,
- 9:26or maybe a little bit before that, that there seems to be a concerted
- 9:28effort on behalf of a lot of business people to want to locate businesses in
- 9:33that area. And it hasn't always been that way, No, it has
- 9:37not. And my guess is that you know, rent's probably a little bit
- 9:41more affordable and you might have a little bit more space. You know,
- 9:45downtown in the East End are probably a little bit more restricted by you know,
- 9:48how much space you need for what your business, and the West Side
- 9:52has a little bit more to offer on that. What do you think the
- 9:54biggest conception, a misconception, I should say misconception about the West Side is
- 10:01in your opinionail me, my big what I think is the biggest misconception is
- 10:09that it's unsafe. And and you know, while every city faces issues,
- 10:20it seems to me that it is a narrative that just keeps getting repeated and
- 10:24repeated. Not to say that there aren't safety issues, there are safety issues
- 10:28throughout the entire city, just some of them don't get talked about as much.
- 10:33Some of them are not you know, above the fold in the newspaper
- 10:37or you know, the thing that gets talked about. But it is a
- 10:43vibrant community. It is a they neighbors care about each other. They care.
- 10:48I mean, we saw that with the most recent gas and waterline crisis.
- 10:54People came out and took care of one another. That is something that
- 10:56does not necessarily happen in other neighborhood. It's in a city. Yeah,
- 11:01I was. Actually I've had a couple of city council folks on that represent
- 11:03that area and they keep repeating that the west side is the best side kind
- 11:07of the thing, and that's the very thing that they talked about. And
- 11:09not always is it the people that you see with the pictures on Facebook,
- 11:15or not always what the media focuses on. There's a whole lot of things
- 11:18going on that don't get reported on. And that's okay because a lot of
- 11:24times people aren't doing it for that reason. Right, Like, I have
- 11:26a few board members that work all behind the scenes, and I'd love to
- 11:31give them a little bit of love, but they do not want the spotlight
- 11:33whatsoever. But they when I talk to them about what they're doing, I
- 11:37mean, I am astounded by how much work they are doing in the community
- 11:43behind the scenes. Again, let's kind of reiterate what the whole reason for
- 11:50the organization is. Case folks joined us late the west Side Neighborhood Association.
- 11:54What do you have planned? Where can people learn more? So the west
- 11:56Side Neighborhood Association. We are here to help plans major cleanups, help you

- 15:52that. This Wednesday, the twenty first, is Special Education Day at the
- 15:56Legislator Jenny Burns Riser is here to talk about it. Hello, Hello,
- 16:00how are you. I'm very good, thanks for having us on. And
- 16:03we also have Rachel Rachel your last name again, Rachel Brown, Rachel Brown.
- 16:07And Jenny's pointing in herself. Well, I'm telling her to get closer
- 16:11to the microphone. They might not be able. Don't be afraid of the
- 16:15microphone, be afraid of me first time. You'll be fine. You'll be
- 16:19fine. So now you are a special education I'm a curriculum specialist. I
- 16:26help support sixty six self containing programs all throughout Kanawcunty schools K through twelve.
- 16:30And Jenny, and what do you do? I am a special educator for
- 16:34students with intellectual disabilities and autism at South Charleston High School. Okay, all
- 16:41right, how many students are we looking at there? Let's just take South
- 16:45Charleston High School for example. I have thirteen students. Two of them come
- 16:51to me for three classes and the rest of them I have for most of
- 16:55the day. Some of my students go out to what's called a work program
- 16:59that go out into the community. They go to Thomas Hospital and Little Creek
- 17:03Country Club and the South Austin Rec Center and get workplace skills. So they
- 17:07go there for a few hours every day Monday through Friday, and then they
- 17:11come back to me for English and math. Okay, yeah, talk about
- 17:15what's going on Wednesday at the Capitol. So Wednesday is, to my knowledge,
- 17:19the first ever special education day at the legislature. So we're going to
- 17:25have two hundred, three hundred, three hundred, about three hundred students,
- 17:29Yeah, three hundred students from around the state coming in to meet with our
- 17:34legislators to advocate for stronger classrooms and what they need in our classrooms and just
- 17:45to generally be seen talk about the need for special educators in our classrooms in
- 17:52West Virginia. Well, Rachel probably has a better idea because she sees in
- 17:56Kennall County, she touches all those classrooms. Out of my sixty six programs,
- 18:00about half of them are staffed with certified teachers. The other half are
- 18:04long term subs or alternative certification candidates, which means they have a degree in
- 18:10something else other than education and they are required to take classes and have a
- 18:15mentor. And luckily in our county we have a really really strong alternative certification
- 18:18program. But it would be like you with your four year degree, We're
- 18:22like, okay, you take these two tests and then we're throwing you in
- 18:23the classroom. Because that's where we're at. We are really really struggling to
- 18:27find qualified teachers and with a third grade Success Act that has really decimated our
- 18:33AID population. Yeah, why is that? Well, now, first grade
- 18:37this year in county schools has AIDS. Next year, second grade we'll have
- 18:41AIDS. In the following year, third grade we'll have AIDS. So that's
- 18:45three grades that they're going to have aids in all those classrooms. Our aids
- 18:51won't make a lot throughout the state, and it's an easier job. You
- 18:55know. In our classrooms, aids oftentimes have to deal with diapering. We
- 19:00have very, very challenging behaviors. We are the one percent of students,
- 19:04so we're not talked about very much, and our aids are responsible for tube
- 19:10feeding. There are so many lifting and in first grade you run a reading
- 19:14group and you help support the teacher, but you are not responsible for anything
- 19:18messy by any means or any challenging behaviors. And so unfortunately, a lot
- 19:25of my special education aides, who may love their job, have moved over
- 19:29to those first grade AID positions. Our pre K classrooms are struggling as well,
- 19:33because that is a very physical job, just like my classrooms, and
- 19:38ladies. From what I understand and doing a little research in this many people
- 19:44involved in special education. If I get this wrong, you can jump in,
- 19:48you can tell me otherwise. Would like to see something called self contained
- 19:52classrooms. Now, what exactly are those? Well, that would mean that
- 19:56the student most spends most of his or her time in one classroom without interacting
- 20:03with the general population. Okay, is that something that's needed or not so
- 20:07much, or I would like to see us move in an opposite direction,
- 20:11in the opposite direction. See I totally get the research wrong. Yes,
- 20:15Yes, more inclusive envirols okay. And because in the self contained setting,
- 20:22it's so hard to staff with qualified people, and our students deserve to be
- 20:26out with everybody else, not just in a classroom with a door shut.
- 20:30It's so easy to forget about them because they are the one percent, and
- 20:33oftentimes they're in a self contained classroom kind of door shut. And I can
- 20:37understand that completely. And I apologize for getting that wrong because I was reading
- 20:41I was thinking, well, what, so I left up the word not.
- 20:44I guess in there or not that's not what you're looking for. But
- 20:47nonetheless, I mean I completely understand as a non educator and a non parent,
- 20:51I completely understand what it is that you're saying here, is that there
- 20:53is there can be right or wrong, a stigma about this, and if
- 21:00putting these kids in areas where they're totally away from the other students can can
- 21:06further that stigment, I would think yes, and with people who are not
- 21:10qualified or experienced or highly trained, it's not the best experience for anybody at
- 21:17all. There are un A warm body into a classroom of students who have
- 21:19challenging behaviors and specialized education needs is not a solution to long term solution.
- 21:30It might be a short term solution, but it's not a long term solution.
- 21:33So Rachel and I are in alignment that we need to start looking at
- 21:37long term solutions to this problem when half, almost half of our classrooms are
- 21:41filled by folks, maybe even well intentioned folks, great people who want to
- 21:48work with this population of students, but we need a longer term solution to
- 21:55incentivize working with our student population. Is that the massive that you're going to
- 22:00one of the messages you'll be given to the legislature legislators that you meet with
- 22:03on Wednesday. Yes, we are currently working with Senator Amy Grady, who
- 22:07has introduced a bill that would give was also a teacher, who's also a
- 22:11teacher, who she's just introduced a bill that would give classroom teachers in self
- 22:17contained classrooms a ten percent raise and their aids a five percent raise as an
- 22:22incentive to choose these jobs. You know right now those we get paid the
- 22:26same rate as in any other special educator. But if you're given a choice
- 22:32between teaching students who have who might not have as many needs as a student
- 22:40who has severely challenging behaviors might be considered a behavior disorder or has toileting issues,
- 22:48or you know, in our case in high school, sometimes we have
- 22:52two hundred and fifty pounds men who are on the severe autism spectrum. And
- 23:00you know, who has challenging behaviors, who is entitled that free appropriate public
- 23:04education. And if you're someone who has a choice between them working with that
- 23:10guy, or you know, one classroom of students who have you know,
- 23:15mild learning disabilities, yeah, that you're helping to teach them to read,
- 23:19you know, compared to like last week, I was covering a classroom and
- 23:23I'm working with a larger fellow and he we use a term of lope took
- 23:27off and I'm trying to stand in front of the door so he doesn't leave
- 23:30the school smacked straight across the face. And that's that's you were physically.
- 23:36Oh, yes, yes, I've been kicked in the face. I've been
- 23:38bit. Some of our aids wear bite sleeves. One classroom, I went
- 23:41to go cover. They handed me bite sleeves that looked like bear bags.
- 23:45I don't know if you're a hunter or seen them. I was normally used
- 23:48to kevlar bite sleeves, but these bite sleeves were very thick. And those
- 23:51are behaviors we work on, and we expect our teachers and our aids to
- 23:56work with our behavior specialists to get through these and our parents need us for
- 23:59this. But when you're talking about making the same amount of money or a
- 24:03first grade aid right now, who makes it a tiny bit more money than
- 24:06a special ed aid? You're going to choose to go to first grade because
- 24:08it is traumatic unless you're a knucklehead like me or you. I know it
- 24:12in these classrooms because we love them. But our job is to teach those
- 24:17folks to be a member of our community and to be able to be in
- 24:25places like the legislature and not want to take off and run. Yeah.
- 24:30So while these behaviors might be challenging, as part of our job or part
- 24:34of our job, is to deal with these challenging behaviors so that they can
- 24:38love, you know, as independently as possible. But they balance Youwing five
- 24:42any line brought to you apart by Mexx Realty Group as a locally owned real

- 24:52business, meets real to Group as you're trusted partner in finding your dream home
- 24:56or that dream commercial investment. Call them today three zero four four four zero
- 25:00one one zero one or visit Meeks not us. I want to talk about
- 25:03the calling that teachers have. You know, there are certain professions, and
- 25:07I've always said this, whether it's maybe the medical field or a teacher or
- 25:11whatever, that you feel maybe a career in the military where you feel police
- 25:15emergency services you feel that calling. And if you're going to be the successful,
- 25:21teachers no matter what grade, what level, whatever, have that calling.
- 25:25I would think not to get too deep here, ladies, but I
- 25:27would think that to do the kind of teaching that you folks are doing in
- 25:32the schools, you really got to have had that special calling. Well,
- 25:37I feel like it's yes, I think you do have to have a calling.
- 25:40But once you start working with these folks, you know, I'm the
- 25:45one who who is blessed you know to be able to get to know my
- 25:51students and you know, be a part of their successes. For example,
- 25:56I had a parent call me this weekend and said, you'll never know guess
- 26:00what you know such and such today And I said, you know, he
- 26:04what and she was like, he said, I eat and he's nonverbal.
- 26:10So like just these little micro successes I get to be a part of,
- 26:15which is like a giant leap for man con for this guy, you know,
- 26:18to be able to verbalize his need is a huge accomplishment. So yeah,
- 26:25well I think, you know, okay, it's a calling, yes,
- 26:27but then I get ten times plussed. Yeah, you know, it's
- 26:30the most rewarding job that you will ever have. I mean, gosh,
- 26:34I have students that are now in high school and when I see them,
- 26:38they leap into my arms. All right. Jenny has one of my former
- 26:41students that I had for five years, and as soon as she saw me,
- 26:45she left into my arms. I made such a difference in her life
- 26:47and our family's lives, and teachers in self contained settings and our aids.
- 26:52They become a member of people's families and these students' families. It's amazing work.
- 26:56I mean, it really is amazing work. Hats off to both of
- 27:00you and everyone who does this sort of work. Yeah, it's you know,
- 27:03if we can't incentivize it through pay let me tell you you need to
- 27:07try it, because these guys can be super challenging and they can wear you
- 27:11out. But on the other side of it, you know, they come
- 27:15back to school and they tell you that they missed you, and you know,
- 27:18you get to see so much growth, and you know, throughout their
- 27:21lifetime. I get my students. I can have them until they're twenty one
- 27:25years old, so they might come to me when they're fourteen, and then
- 27:27we're still you know, seeing each other twenty one, and hopefully I can
- 27:32see them through adulthood. My husband works with adults with disabilities, so you
- 27:36know, we can really keep that care going for a really long time throughout
- 27:40their lives and to be able to help them live independently. The simple things
- 27:42that we take for granted every day, like being able to drive, or
- 27:48being able to go to the grocery store without being completely overstimulated and having a
- 27:53meltdown, or knowing how to have this conversation between us. That's something that
- 27:57we do organically, but some of our students literally do not know how to
- 28:03have an organic conversation or to make friends. So it's a really cool job.
- 28:08And you will have some students with you on Wednesday, You're gonna bring
- 28:11some with you. I'll have all my students with me, bringing the whole
- 28:15family. The whole crew's coming through, and we'll have a whole bunch from
- 28:18our county as well. And I know, and how many other educators do
- 28:21you plan on being there? Roughly? Do you have? I mean will
- 28:22be others. Yes, there'll be a lot of educators coming with our students
- 28:27to help support them. How many vendors do we have? We have a
- 28:30ton of vendors too, you know, and they keep popping up, so
- 28:33I want to say we have almost twenty vendors. We're gonna have Abbot's trucking
- 28:38outside. They have an autism truck, and uh, there's gonna be lots
- 28:44of fun things going. And we're gonna have a rally. Yeah, we're
- 28:45having a rally Senator tar Amy, Grady, Mike Pushkin. Then I have
- 28:52together they're all together this yeah, I know that face. It's a bove
- 28:57partisan issue. It's really You've been beautiful to be able to see this bipartisan
- 29:03effort, even if we don't get our bill pass, which I know we
- 29:06will because I'm an optimist, but to know that this is a bipartisan issue.
- 29:11You know, education can be bipartisan. And I said that kind of
- 29:15as a joke. But what people may or may not realize, and he's
- 29:18talked about it on the show. Senator Tarr has a special needs child,
- 29:21ye, and he's talked about it on this show on numerous occasions. He's
- 29:26the child is an adult. He's not a child, he's an adult now.
- 29:29But he's he's dealt with this and that's great. I mean, because
- 29:33so many things and you know, go ahead and blame the media. I'll
- 29:37blame myself a lot of times we talk about it. And I'm going to
- 29:40get into him after you guys are gone some of these divisive issues, but
- 29:42so many things happen under the dome that are bipartisan. And you get a
- 29:47Mike Pushkin together with an Eric tar with an ammigrated to make it happen right.
- 29:51Ryes and the House did run a bill very similar to Senate Bill six
- 29:55eighty as well, So everybody's on the same side. They're seeing the same
- 29:57issues that we're talking about today, not having enough staff. And if General
- 30:03d was staffed with half of our teachers in jen ED were not certified,
- 30:07things would be moving like one hundred times faster. But we're the little tiny
- 30:11one percent yea. And I would like to invite any general educator that would
- 30:15like to come into our classrooms and take the job. We are open arms
- 30:19right now. Yeah, And I'd love to invite any member of the legislature
- 30:22to jump on their county sub list for our classrooms. There are no subs
- 30:27in our self contained setting. It's very very hard to take off work.
- 30:32Jenny last week her the flu is going around really really bad right now,
- 30:36and her age was off and there was nobody to come. There's no subs
- 30:38for her. Yeah, yeah, I was all by myself. But I've
- 30:41got them. I got my kids on lockdown. It should be a great
- 30:47day Wednesday. And of course Hoppy will be live at the Capitol on Wednesdays
- 30:49there every Wednesday and Thursday and the AARP broadcast locations. So go ahead and
- 30:55stop and get in touch with Hoppy and tell them, tell them you guys
- 30:56want to go on the show. Okay, yeah, all right, as

- 37:23Mayor Goodwin made it official Scott Dempsey is the new police chief in Charleston.
- 37:29He had been serving as the interim chief since last August. That announcement
- 37:34formerly came again during the press conference Friday at City Hall. There had been
- 37:38twenty seven or so people that applied for the job, some of those currently
- 37:45serving as police officers in Charleston, some from other departments in the States and
- 37:50some even from outside the state, and there were others there for the press
- 37:54conference from around the law enforcement community here in the Canal Valley. They showed
- 37:58up for support for Chief Dempsey. He's been on the Charleston Police Department for
- 38:02twenty three years, and again he'd been serving as the interim chief since this
- 38:08past August after the previous Chief, ty Hunt resigned due to allegations of misconduct.
- 38:16His deputy chief will be Jason Webb, who is an eighteen year veteran
- 38:22of the police force, and a reminder that both the Chief Dempsey and Chief
- 38:25Deputy web will be on the show tomorrow. And I think it's a good
- 38:32move from the mayor following the ty Hunt stuff. I think the police department
- 38:42here in Charleston needed some stability, and I think bringing in someone from the
- 38:50outside, no matter how qualified he or she may have been, could could
- 38:55possibly have further driven a wedge within the department. And as always, I'm
- 39:02not sure, you know, everyone's not going to be happy with the mayor's
- 39:06decision in a situation like this, because no one ever is. But Chief
- 39:09Dempsey seems to have the support of from what I hear from the majority of
- 39:15the force, and our news team interviewed actually some of those folks on Friday,
- 39:21and I'll say this that even some of the harshest critics of the mayor
- 39:25are applauding the decision. One of those that's on city Council reached out to
- 39:32me even before the announcement was made on Friday and told me that they thought
- 39:38it was a good move by the mayor. So there you go again.
- 39:43We will have a chief and deputy chief again, both on the show tomorrow.
- 39:47And if you want to read more about the appointment of Chief Dempsey,
- 39:52Kat Skelton has a complete story about the appointment posted now at wv metronews dot

- 41:15the Library Bill passed the House on Friday, House Bill forty six fifty
- 41:20four, and as we've discussed it on the show, it removes the protections
- 41:27for public libraries and librarians and school libraries from providing materials that could be considered
- 41:37to be obscene. Now. The vote went eighty five to twelve, and
- 41:40now HB forty six forty six fifty four will head to the Senate. So
- 41:46basically, if it passes the Senate and assigned by the governor, the people
- 41:53that are working at your library, your public library, your school library,
- 41:58whatever the case may be, could be charged with a felony or fined up
- 42:04to twenty five thousand dollars or go to jail if what is contained in books
- 42:09is considered to be offensive. Now, the supporters of the bill say,
- 42:15it's not a book ban, it just merely keeps these materials out of the
- 42:22hands of miners, because you know, that's what kids do. They go
- 42:28to the library to look at porn because they can't find it anywhere else,
- 42:32you know, like on their phones where they don't have to be bothered by
- 42:38words and such. Insert deep side here. Speaking of which, we now
- 42:46have House Bill forty eight sixty seven that would require pornography websites. This is
- 42:53within the sate of West Virginia. It would require pornography websites to provide some
- 42:59sort of digital identification or to comply with a commercial or a governmental age verification
- 43:09system of some sort. To keep kids under eighteen from accessing X rated materials.
- 43:16Now that passed ninety six to nothing and will now go to the Senate.
- 43:21And that sound you here, by the way, is your thirteen year
- 43:23old son laughing at you for thinking this is going to work or could be
- 43:29coming from the X rated industry, laughing even harder if you think that that

- 46:52where the texture is going with that. It just seems to me that I
- 46:58have said this before as I'm a conservative Republican, but it seems like there
- 47:04are a lot of those, especially in Charleston, that want to spend more
- 47:07time in people's lives than less, and that's really not the hallmark of the
- 47:10conservative in my humble opinion, tex says, every wonder why the right wing
- 47:15is obsessed with kids, pornography, obscenity, groomers, and genitalia. It's
- 47:21a whole lot of projection, says a Texter House built forty two to ninety
- 47:27nine. Brad has a story about it at wv metronews dot com. HB
- 47:30forty two ninety nine would allow teachers, administrators, or other school personnel to
- 47:36be designated as a school resource officer, meaning they too would be allowed to
- 47:40carry guns in schools if they choose to. It would not be required,
- 47:44but if they choose to. Of course, a teacher or staff could opt
- 47:49in or opt out if they wanted to do this. I didn't have to
- 47:51go through all the proper channels. That is one of the bills that is
- 47:53being looked at as we speak. So again, on Friday, Senator Manchin
- 48:00made it official he will not be running for president again. He is scheduled
- 48:07to be Hoppy's first guest on talk Line coming up at ten o six this
- 48:10morning. Hoppy back from vacation and he'll be in the host chair in Morgantown,
- 48:14comeing up at ten o six. Senator Manchin is also the subject of
- 48:19Hoppy's commentary this morning. You can read that in case you may have missed
- 48:22it at wv metronews dot com. Now, the Senator says he doesn't want
- 48:29to be a deal breaker, so he's out. Before he was in,
- 48:35he was asked the question. He says, where can I do the most
- 48:39good? And the Senator seems to think that it would be by going around
- 48:49the country and educating and just I guess talking to people who feel his words
- 48:58here, who feel homeless and helpless. Some words of the senator with the
- 49:05current toxic environment in Washington. Remember this is the guy a couple of years
- 49:08ago, even in his political campaign, ads said Washington sucks. I don't
- 49:15think a lot of people would disagree with that. He referred to people feeling
- 49:22like they have to automatically hate the other side, and again I would agree
- 49:31with that too. And our current political climate, it seems that anybody that
- 49:42is of a different political party or a different political mindset is automatically seen as
- 49:49as my enemy. And I saw an interview over the weekend with the daughter
- 49:53of Ronald Reagan wash and I just caught bits and pieces of it, but
- 49:58she was talking about the friend ship that Reagan had with Tip O'Neil back in
- 50:02the nineteen eighties. Oh, how far we have gotten away from that.
- 50:08The announcement by by Mansion, though, it seemed to me that the timing
- 50:17of it, as I said earlier in the show, seemed to be it
- 50:20took a lot of people by surprise, not necessarily announcement, but the timing
- 50:23of it, because as recently as Thursday, the Senator was in Cleveland saying
- 50:30that if he did decide to run, he wouldn't rule out Met Romney or
- 50:35Rob Portman, the Senator from Ohio, as possible running mates. So it
- 50:38looks like both of those guys now will have to have to keep their day
- 50:43jobs. And I heard Hobby's commentary when I was driving in this morning.
- 50:46Again. You can read it at wv metronews dot com. I agree with
- 50:51one hundred percent what Hoppy said is that Joe Manchin isn't going anywhere. I
- 50:55think he's still going to be around. He'll be part of the process,
- 50:59you know, And as far as Mansion goes, he's been a part of
- 51:02public service in West Virginia for several several decades, as you know, the
- 51:07legislature and as Secretary of State and as governor. Joe Manchin is very well
- 51:14spoken, and he's very pleasant to talk to and very media accessible. He
- 51:19always has been, and so I could see him making regular appearances on maybe
- 51:23the Sunday talk shows, or maybe on a CNN or Fox or MSNBC,
- 51:30or as some have said, I could see him in a cabinet level position
- 51:39serving under either President Biden or Trump, whomever wins in November, maybe as
- 51:46an energy secretary or something to that. I think, just thinking out loud
- 51:52again. Check out the interview with Hoppy coming up to ten o six this
- 51:53morning, and the big props for Mike Nolton the Metro News for breaking the
- 51:57story on Friday, way ahead of all members of the national media. A
- 52:00couple of quick text says, uh, finding a library for having an offensive
- 52:04book? Will they have a list of books that they'll be fined four?
- 52:07Just to woke? Oh my blank hurts, it offends me. Movement only
- 52:13Republicans, Okay, hold on a second, all right, only Republicans automatically
- 52:19hate the other side. Forever it's been called a rhino because you disagree with
- 52:22Republican dogma according to a texture. All right, we gotta go hobbies.
- 52:27Coming up with Joe Mansion at ten oh six, I will see you tomorrow.
- 52:30Till then, have fun and love. Somebody fight EIGHTHSA ninety six point
- 52:44five Charleston one four point five Cross Lanes, WUVRC Media Station. We're proud
- 52:51to live here too,
