- 0:00The Shadow Dossier. Act I. The Walk -In in Rome.
- 0:08In August 1985, a senior KGB officer named Vitaly
- 0:14Yurchenko, then serving in Soviet security assignments
- 0:18abroad, approached American officials in Rome
- 0:21and asked for asylum. He was at the time one
- 0:25of the highest -ranking KGB officers ever to
- 0:28defect to the United States, and CIA officers
- 0:32who debriefed him afterward considered his intelligence
- 0:34genuinely valuable. Yurkenko provided information
- 0:41that helped identify at least two American traders
- 0:45working for Soviet intelligence. Ronald Pelton,
- 0:48a former NSA employee who had sold details of
- 0:52a sensitive submarine cable -tapping operation,
- 0:55and Edward Lee Howard, a former CIA officer who
- 0:59had himself been preparing to defect. For several
- 1:03months, Yurkenko's defection was treated within
- 1:06American intelligence circles as one of the more
- 1:09significant successes of the year. Dinner and
- 1:16a disappearance. Then, in November 1985, at a
- 1:23restaurant in Georgetown where a CIA handler
- 1:26had taken him for dinner, Yurkinko excused himself
- 1:29and walked out, disappearing into the Washington
- 1:33evening. Days later, he reappeared at the Soviet
- 1:36embassy and then held a press conference, in
- 1:39which he stated, in front of American reporters,
- 1:43that he had been drugged and effectively kidnapped
- 1:45by the CIA, held against his will, and that he
- 1:49wished to return home. He then boarded a flight
- 1:55to Moscow under Soviet escort and was gone. Yurkenko's
- 2:10re -defection became one of the more genuinely
- 2:13puzzling episodes of the Cold War's later years,
- 2:17and intelligence historians still don't agree
- 2:20on the full explanation. One theory holds that
- 2:23Yurkenko was a completely genuine defector whose
- 2:27resolve simply broke, whether from personal turmoil,
- 2:31homesickness, or a failed romantic relationship
- 2:34in the United States that some accounts suggest
- 2:37weighed heavily on him. and that his claims of
- 2:40kidnapping were fabricated after the fact to
- 2:43protect himself and his family back in the Soviet
- 2:46Union from the consequences of having actually
- 2:49defected. A second theory, taken seriously by
- 2:55some CIA officers at the time, holds that Yurkinko
- 2:59may have been a genuine defector whose usefulness
- 3:02to Moscow as a returning double agent. Feeding
- 3:06back detailed knowledge of how the CIA debriefs
- 3:10and handles defectors made redefection an attractive
- 3:13option once he delivered his most valuable information.
- 3:17A third, more elaborate possibility, that he
- 3:21had been a controlled Soviet plant from the very
- 3:23beginning, sent specifically to identify or protect
- 3:27other Soviet assets while appearing to defect,
- 3:30was also debated internally but never conclusively
- 3:34proven. Back in Moscow, Yurkenko gave interviews
- 3:46reinforcing his kidnapping account and appeared
- 3:50to resume, at least publicly, his career and
- 3:53life without evident punishment, which some Western
- 3:57analysts took as evidence his return had been
- 3:59welcomed rather than merely tolerated. He largely
- 4:02disappeared from public view in the years afterward.
- 4:08What makes the case unusual, even among Cold
- 4:11War defection stories, is that Yurkinko's information
- 4:15about Pelton and Howard was real and independently
- 4:18verified, regardless of his motives or later
- 4:22account. The genuine value of what he gave up
- 4:25sits uneasily alongside the strangeness of how
- 4:29the story ended, and intelligence officers who
- 4:32worked the case have never reached full agreement
- 4:34on which version of events. if any single one,
- 4:38is the true one. This concludes Declassified
