Five women in Markham’s McCowan Road and Steeles Avenue area reported being targeted by a man who exposed himself between June 9 and August 14. York Regional Police arrested 37-year-old Chong Chen on August 20, charging him with six counts of indecent act, two counts of criminal harassment, and one count of prowling at night.
