Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: The standard story about why Europe does not produce enough giant technology companies,
• 0:06
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: is that Europe lacks talent or Europe lacks appetite or Europe lacks simply
• 0:12
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: ambition. The story is wrong.
• 0:15
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Europe has three and a half million tech workers. Europe has hundreds of unicorns
• 0:21
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: that have already produced thousands of second generation founders.
• 0:26
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: With your blacks is something more specific and more fixable.
• 0:31
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: This is part 4 of the European scale-up question.
• 0:34
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: This is about the difference between having talent and having recycled talent.
• 0:51
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Hello and welcome everybody. This is episode 769 of StartupRate.io,
• 0:55
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: recorded solo by me, Joe Manager from Frankfurter Main, Germany.
• 1:00
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: This is part four of the European Scale-Up Question, StartupRate.io's
• 1:05
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: continuing research franchise on why Europe produces so much innovation and
• 1:11
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: so few globally scaled technology giants.
• 1:16
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: If you have been following the series, You already know the early installments.
• 1:20
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: The first flagship piece established a diagnosis.
• 1:24
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Europe creates startups, but comparatively few become global leaders.
• 1:29
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Then we walk through fragmentation, Europe's hidden growth tax,
• 1:33
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: and how legal tax and regulatory splits turn European expansion into repeated
• 1:40
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: market entry rather than continental scaling.
• 1:44
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Then, the capital architecture work on where financing becomes discontinuous between growth stages.
• 1:52
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Then, demand without deployment on how European institutions and corporations,
• 1:58
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: are slow to produce and deploy European innovation.
• 2:02
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: How strategic customers themselves are a form of scale-up financing.
• 2:08
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Together, those four pieces trace the structural, financial,
• 2:13
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: market, and operational sides of the gap.
• 2:16
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Today's installment adds the last of the core mechanisms, the human one,
• 2:21
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: because none of the other pieces of the system work
• 2:25
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: if the ecosystem cannot turn one generation of scale-ups into the operators,
• 2:29
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: founders, angels, board members,
• 2:31
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: and networks that build the next generation.
• 2:35
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: That is what this episode is about. not a talent shortage, a recycling problem.
• 2:41
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: For everybody thinking about what is that? Think about the paper mafia.
• 2:47
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Over the next roughly half hour I'm going to walk you through what the data
• 2:51
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: actually says about the European tech talent, which is not what consensus story claims.
• 2:57
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: I'm going to introduce you to a concept we're calling experience density,
• 3:03
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: which is StartupRate.io's framing for what the Scala bottleneck actually is.
• 3:08
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Then I'm going to walk you through the Founder Factory data that shows the recycling
• 3:13
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: mechanism as real and measurable.
• 3:15
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: The Operator Pool data that shows how deep Europe's senior bench actually is.
• 3:21
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: The German employee ownership reform that has been genuinely fixing parts of this
• 3:28
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: and the remaining gaps, including something we call the escalator effect,
• 3:32
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: which is the specific way European scale up experience can leak abroad when
• 3:37
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: a company gets acquired.
• 3:39
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Then at the end, what actually helps? Let's go.
• 3:43
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: The mistake in the usual story.
• 3:47
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Start with what the data actually says about European tech talent.
• 3:51
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Atomico's State of European Tech, for example, estimates that European tech
• 3:55
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: workforce reaches roughly 3.5 million people in 2024.
• 4:00
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: That is about a seven-fold increase over the previous decade. Seven-fold in 10 years.
• 4:06
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: This is not the shape of a talent shortage story. If Europe were losing a headcount
• 4:12
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: race with the United States, we would expect flat or declining headcount,
• 4:18
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: mass immigration of engineers,
• 4:20
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: or an inability to fill rows at the growing companies that do exist.
• 4:25
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: None of those match the data. Europe is predicting engineers,
• 4:29
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: researchers, and founders at rates that would have looked implausible in 2015.
• 4:36
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: So when you hear the consensus explaining for the scale-up gap.
• 4:41
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Not enough talent, not enough ambition, not enough risk appetite,
• 4:45
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: the raw headcount version of that explanation is factually wrong.
• 4:49
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: The constraint is a different kind of talent, not people who can write software,
• 4:54
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: not people who can start companies, people who have already scaled a company
• 4:59
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: through the phases when most European startups actually stall.
• 5:03
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Internationalizing sales past your home market, inserting a layer of middle
• 5:07
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: management as headcount goes from 50 to 500, surviving the specific boards and
• 5:13
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: governance dynamics of a CSC or CSD round.
• 5:18
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: That knowledge is not taught academically. It is not sitting in textbook.
• 5:23
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: It is largely accumulated through direct exposure to high growth environments,
• 5:28
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: through actually doing it at scale with a real company.
• 5:33
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: You cannot mint that knowledge at, for example, university.
• 5:38
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: You cannot hire your way around a market that has too little of it.
• 5:43
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: So the right question about European scale-up talent is not how many engineers Europe produces, it is
• 5:50
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: how much scaling experience Europe has managed to accumulate and critically,
• 5:56
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: whether that experience recycles back into the ecosystem or actually leaks out of it.
• 6:04
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Experience density.
• 6:07
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Call the resource experience density.
• 6:12
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: This is a startup rate.io framing, not a single published metric,
• 6:17
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: but it's grounded in the evidence we are about to walk you through.
• 6:22
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Experience density is the concentration within an ecosystem of operators who
• 6:27
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: have managed the 50 to 500 plus employee growth phase of a technology company.
• 6:34
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: A city can have thousands of engineers and still lack the handful of people
• 6:39
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: who know how to build a revenue operations function,
• 6:42
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: run a multi-market launch, manage a board through a down round,
• 6:47
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: or restructure a go-to-market motion when the first one hits a ceiling.
• 6:53
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: That handful of people is what a scaling company actually competes for.
• 6:58
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: No junior engineering headcount, no general managers imported from unrelated
• 7:03
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: industries, specifically the people
• 7:05
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: who have already done the thing the scaling company is trying to do.
• 7:10
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: If you are a European scale-up trying to hire your first VP of revenue,
• 7:15
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: your first international general manager, your first head of customer success
• 7:20
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: scale, you are not competing for talent that it scares in general.
• 7:26
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: You're competing for talent that is scarce in your city, in your language,
• 7:31
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: in your regulatory environment, and in your investor network.
• 7:35
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Experience density.
• 7:38
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: The point of the concept is that it explains why headcount statistics can look
• 7:42
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: great while scaling continues to be hard.
• 7:46
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Raw talent grows linearly with time. Experience density grows non-linearly.
• 7:54
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: It grows through the actual creation and scaling of companies and it grows faster
• 7:59
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: in places where past scale-ups have concentrated their alumni.
• 8:05
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: That is the framing. Now the evidence for how it is created.
• 8:10
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: The recycling mechanism the academic mechanism that explains how experience
• 8:16
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: density gets created is called entrepreneurial spawning,
• 8:22
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: a landmark 2003 nber working paper published in the journal of finance in 2005,
• 8:30
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: paul gompers josh lerner and david schafstein showed that venture-backed firms
• 8:38
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: and public firms in entrepreneurial regions act as a source of new ventures.
• 8:43
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: They call these firms training grounds, places where future founders learn to
• 8:49
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: raise capital, build executive teams, and run high-growth operations.
• 8:54
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: The mechanism is not mysterious. People who watch a scaling company succeed
• 9:00
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: learn what success actually looks like.
• 9:04
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: People who help build one learn how to build one.
• 9:09
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Then they leave and try themselves. 10 years later,
• 9:13
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: in 2013, researchers at Maastricht University published the following work in
• 9:19
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: small business economics using a Dutch cohort from 1999 to 2004.
• 9:27
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: They found something important. Ventures spawned from well-performing firms
• 9:33
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: tended to perform better financially themselves.
• 9:36
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: The knowledge that transfers from a successful scale-up is not just how to run a company.
• 9:41
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: It's specifically how to run a company that works. There is quality inheritance.
• 9:48
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: The implication is direct and it changes how you should think about scale-up policy.
• 9:55
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Successful scale-ups are not just companies. They're institutions that train
• 9:59
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: the next generation of founders and operators.
• 10:02
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: If the ecosystem lets that experience recycle locally,
• 10:07
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: the word to emphasize here is locally, because if the experience recycles,
• 10:13
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: but it recycles in a different city, a different country, the original ecosystem
• 10:18
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: does not compound founder factories.
• 10:22
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Now, here is what makes this a live European story rather than a theoretical one.
• 10:29
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: The recycling is now measurable. It is happening and the data is public.
• 10:34
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Dealroom and Excel run an ongoing series called Founder Factories.
• 10:39
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Their 2026 update maps how alumni of European and Israeli scale-ups go on to start companies.
• 10:48
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: The headline number, over 400 European and Israeli unicorns have produced more
• 10:54
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: than 2,300 startups founded by their alumni.
• 10:59
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: 2,300, that's impressive.
• 11:02
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: That's not a projection, that's a count.
• 11:05
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Germany specifically punches above its weight in D-Room and Excel's 2025 ranking
• 11:11
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: of founder factories, three Berlin companies placed in Europe's top 10.
• 11:16
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Zalando alumni founded 56 venture-backed startups, deliver Hero alumni,
• 11:23
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: 43, and N26 alumni, 34, three companies, one city,
• 11:29
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: 133 second-generation startups,
• 11:33
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: and the effect is local.
• 11:35
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: In Dealroom and Excel's 2022 analysis, 56% of companies created by former Unicorn
• 11:41
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: employees were founded in the same city where the alumni gained the experience.
• 11:47
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Berlin specifically showed roughly 70% local retention.
• 11:53
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: So when scale-up alumni start their next thing, more than half of them start
• 11:58
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: in the city where they earned the experience. Experience, once created,
• 12:03
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: tends to stay where it was earned.
• 12:05
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: That is why concentration compounds. Berlin is more Berlin next year because
• 12:11
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: of what But then what's this here?
• 12:14
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: That is a very different picture from Europe Lags Talent.
• 12:18
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: That is a picture of specific European cities becoming denser and denser with
• 12:23
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: people who know how to scale.
• 12:27
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: The Operator Pool. How deep is Europe's Operator Bench? Atomico data again.
• 12:35
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: As of 2024, more than 12,000 tech professionals in Europe held senior leadership
• 12:41
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: experience at billion-dollar-plus technology companies.
• 12:45
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: That is the pool of people who
• 12:46
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: have been VP, C-level or senior director inside a company that made it.
• 12:52
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Almost one-third of them worked for US tech giants at some point.
• 12:58
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Think Google, Meta, Amazon, Salesforce and the equivalents.
• 13:02
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: So, Europe is not just producing its own senior new operator,
• 13:06
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: it is also importing back operators who train to the US ecosystem.
• 13:11
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: 12,000 plus senior tech leaders across Europe. Meaningful, growing and real.
• 13:18
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: But, and this is Startup Radio's interpretation, not a directly measured claim,
• 13:23
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: that pool is unevenly distributed. It is not evenly spread across all European
• 13:28
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: cities and all technology sectors.
• 13:31
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: The founder factory clustering data supports the direction. Senior operators
• 13:35
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: concentration follows scale-up concentration.
• 13:39
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Berlin has more experience density than Frankfurt. Paris has more than Marseille.
• 13:43
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Stockholm has more than most of southern Europe combined.
• 13:47
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Which means that when we talk about Europe's scaling capacity,
• 13:52
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: we should not talk about its number for the whole continent.
• 13:55
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: It is a function of specific cities
• 13:58
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: that have concentrated experience and cities that simply do not have.
• 14:03
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Germany's management context.
• 14:06
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: And now a note on Germany specifically, because Germany is the largest economy
• 14:10
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: in this conversation, and the pattern here is often misread.
• 14:14
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Germany's industrial and Mittelstands management is genuinely world-class.
• 14:20
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Any honest analysis of European industry has to concede that,
• 14:24
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: but, and this is the key distinction, Germany's industrial management is optimized
• 14:29
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: for a different problem than venture-scale hypergrowth.
• 14:33
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Industrial management excels at process optimization, risk minimization,
• 14:40
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: quality control, long production runs, and stability across decades.
• 14:45
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Venture hypergrowth demands something different. Execution under acute instability.
• 14:50
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Tolerance for iteration.
• 14:53
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Comfort operating without proven templates. And rapid cost correction.
• 14:58
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: These are not the same skill sets. this is a difference not a deficiency but
• 15:04
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: it means that when a German deep tech company hits the scaling phase it cannot
• 15:09
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: simply hire experienced industrial manager
• 15:11
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: into scale up executive roles and expect the same performance the two disciplines
• 15:17
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: are distinct and deep text scaling needs the second one
• 15:22
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: which the region has historically had less of this is a quality assessment I'm
• 15:28
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: offering it as a commentary, not as a measured superiority.
• 15:33
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: But it is directly relevant too. Why don't more German deep tech companies scale globally?
• 15:40
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: It is a real question, even in country, full of excellent managers.
• 15:46
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Germany's policy turn. The German government has structurally recognized this
• 15:51
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: and has been trying to fix parts of it.
• 15:53
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: The federal government's 2022 scale-up strategy named talent and employee ownership
• 15:59
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: among its top 10 action fields.
• 16:02
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: That was not a vague strategy document. It named specific mechanisms that were
• 16:08
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: broken and needed policy intervention.
• 16:11
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: In our interview with StartupRate.io with Anna Christmann, at the time digital
• 16:16
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: commissioner, she argued,
• 16:19
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: that the position that employees should face tax on the equity only when there
• 16:24
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: is an actual liquidity event, not on paper gains, before any money has changed hands.
• 16:31
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: That dry income taxation, as it is called, has been one of the specific things
• 16:36
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: making European employee ownership less valuable than U.S. employee ownership.
• 16:41
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Chrisman was direct about what needs to change.
• 16:45
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: I want to keep that on record. Chrisman said it on startup radio in 2023 before
• 16:51
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: the reform actually shipped.
• 16:53
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: What happened next is the interesting part.
• 16:56
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Employee ownership and the ease of gap.
• 16:59
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Now here is the mechanism getting concrete And here the wording has to be precise
• 17:05
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: because this is one of the most misreported statistics in European tech.
• 17:10
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: The historical issue was not
• 17:12
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: that European employees owned less of their companies than US employees.
• 17:17
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: The historical issue was the size of employee options pools.
• 17:22
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Index Ventures called Rewarding Talent Research from 2018 found this pattern.
• 17:29
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: US is a pool. The employee stock option pools that companies set aside at each
• 17:35
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: founding ground typically expanded roughly 20 to 25 percent by the late stage, meaning by CSD.
• 17:43
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: European pools have historically been half that,
• 17:47
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: driven largely by punitive tax treatment, driven by the very dry income problem
• 17:52
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Chris was talking about, if,
• 17:55
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: issuing options creates a taxable event for your employees before they can actually
• 18:00
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: sell anything, you issue fewer options.
• 18:03
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: That gap has been closing.
• 18:06
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: The not-optional campaign, Index Ventures and a Coalition of European Investors,
• 18:11
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: estimates late-stage European employee ownership rose from about 12%,
• 18:17
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: to about 16%, moving an estimated 5 billion euros in value to what employees.
• 18:25
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: That is a campaign estimate, not an official statistic, but it's directional and it is meaningful.
• 18:32
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: And in Germany specifically, the Zukunftfinanzierungsgesetz,
• 18:37
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: the Future Financing Act, took effect in January 2024.
• 18:42
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: It deferred taxation of employee stock options to actual liquidity events,
• 18:47
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: so employees no longer face tax on paper gains they cannot yet sell.
• 18:52
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: It raised the tax-exempt threshold under not-optionals methodology that brought
• 18:59
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: the German employee stock option regime much closer to US comparable level.
• 19:05
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Not identical, but close enough to remove the specific structural bottleneck.
• 19:11
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Why does this matter for a recycling story?
• 19:14
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Because option value that actually reaches employees is what funds the next
• 19:19
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: cohort of European angel investors and next cohort of European founders.
• 19:25
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: If your employees never realize the value of their equity, the flywheel does not turn.
• 19:31
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: If they do realize it, some percentage of them become angels and some smaller
• 19:36
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: percentage of them start companies themselves.
• 19:39
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: The ESOP reform is not primarily about worker compensation, it is about capital recycling.
• 19:48
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: If U-Firm is a fund, a scalable or corporate strategy team that needs to be
• 19:53
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: visible in European Scalar Policy Conversation, you can become a partner at

• 20:02
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: The 2026 strategy. Germany has since gone further.
• 20:07
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: In July 2026, the federal government published its startup and scale-up strategy
• 20:12
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: spanning more than 150 measures across the full company life cycle,
• 20:18
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: from formation through growth through internalization expansion.
• 20:23
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: It is not just a startup strategy it is explicitly a startup and scale-up strategy,
• 20:30
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: which in itself is a policy signal about where the government now understands
• 20:35
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: the bottleneck to be on the infrastructure side our primary startup right to
• 20:40
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: our interview with state secretary tomas jasonbeck
• 20:44
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: details the de hub network and startup factories program,
• 20:49
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: these are talent and spin-off engines They are designed to increase the rates
• 20:54
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: at which universities and research institutions produce spin-off companies and
• 20:59
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: to create scale-up support in specific locations,
• 21:03
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: rather than diffusing in thinly.
• 21:06
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Across every German city.
• 21:09
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Now here is Startup Radio's honest assessment. Startup factories can increase
• 21:14
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: the rate of venture formation.
• 21:15
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Yes, they can absolutely produce more startups.
• 21:19
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: What they cannot instantly create is experienced scale-up operators,
• 21:24
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: because experienced scale-up operators are, by definition, people who have already scaled companies.
• 21:30
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Makes sense, right? You have to actually have the scale-ups before you can produce alumni.
• 21:36
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Policy creates the pipeline. Time and successful scale-ups actually happening creates the operators.
• 21:43
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: That is not criticism of the strategy, it is a note about what to expect from it and when.
• 21:49
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Escalator effect. Now the harder part of story. Creating experience density
• 21:55
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: is not enough if it leaks.
• 21:58
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Cross-border mergers and acquisitions are part of a healthy startup ecosystem.
• 22:03
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Founders, employees deserve liquidity.
• 22:06
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Investors deserve returns. Acquiring
• 22:09
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: companies deserve access to European technology and European teams.
• 22:13
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: There's nothing wrong with cross-border M&A as such.
• 22:17
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: This specific problem is what happens after.
• 22:21
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: When a European scale-up gets acquired by a US company and the R&D stays in
• 22:25
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Europe, but headquarters and strategic decisions making moves abroad,
• 22:30
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: the local ecosystem loses something very specific.
• 22:34
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: It loses the training ground for the most senior executive functions.
• 22:39
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: The global capital allocation function, the legal and AIPRO function,
• 22:44
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: the C-suite strategic decision-making function.
• 22:47
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: I think of this possible mechanism as an escalator effect.
• 22:52
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: When the top of the organization escalators lift out of Europe and moves to U.S.
• 22:58
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Headquarters, the European office ends up training mid-tier operators and specialized
• 23:04
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: functional leaders rather than complete C-suite decision-makers.
• 23:09
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: So the R&D talent stays. The junior operator talent stays.
• 23:13
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: But the top of the operator pyramid, the people who would otherwise have gone
• 23:17
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: to run the next generation of scale-ups as CEOs or to sit on their board
• 23:23
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: or to lead their global expansion, that group increasingly gets into formative
• 23:28
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: senior experiences outside of Europe.
• 23:32
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: I want to be careful about how I position that.
• 23:36
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: The escalator effect is a startup radio analytical lens. It is not a documented
• 23:41
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: continent-wide statistical pattern.
• 23:44
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: What it rests on is the European Investments Bank 2024 scale-up gap research,
• 23:50
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: which shows how financing constraints
• 23:53
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: push European scale-ups toward relocation, foreign listing, and foreign acquirers,
• 23:58
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: draining what the EIB calls the local flywheel.
• 24:03
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: That documented phenomenon is real.
• 24:06
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: The escalator effect framing is my attempt to name a specific mechanism inside it.
• 24:12
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Take it as a lens for thinking, not a measured fact.
• 24:18
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Secondary liquidity. There is a lever that works before the IPO,
• 24:23
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: before the ecosystem needs to wait for full exit or even to start recycling.
• 24:30
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Mid-stage employees, tender offers and secondary market transactions let operators
• 24:36
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: and early employees realize part of the equity personally without forcing the
• 24:41
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: company to premature exit.
• 24:43
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Revolut's 2024 employee secondary share sale is a concentrated European example.
• 24:50
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Employees who had been at the company for years were able to sell some of their
• 24:55
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: options and turn paper wealth into actual money without Revolut having to IPO or sell.
• 25:02
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: The careful claim about what this does for the ecosystem, secondary liquidity
• 25:07
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: can shorten the time before employees are able to recycle capital back into
• 25:12
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: the ecosystem for example as angels and as founders
• 25:16
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: instead of waiting six to eight years for an ipo an employee who did a secondary sale
• 25:22
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: in year five can start writing angels checks in year six that is meaningful
• 25:28
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: the stricter claim the secondary liquidity has been proven to accelerate ecosystem
• 25:33
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: recycling cotton and white
• 25:36
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: it is not something the current evidence directly supports
• 25:40
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: the mechanism exists. It is spreading.
• 25:43
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: It is a good thing for the operators who use it.
• 25:46
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: But the casual effect on ecosystem-wide recycling is still to be measured.
• 25:52
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: I'm naming that as a directional bat, not as a data point.
• 25:56
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: StartupRate.io is where the European founders, VCs, corporate strategists,
• 26:01
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: and policy institutions show up when they want to understand the European scale-up
• 26:06
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: conversation as it actually is evidence first, even handed and specific.
• 26:11
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Partner with us to reach that audience with the affirmed story. What actually helps?
• 26:18
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Pulling the mechanism together this is startup radio's synthesis of the evidence
• 26:23
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: above four recommendations one,
• 26:26
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: treat scale-ups as training institutions when a european scale-up succeeds the
• 26:32
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: ecosystem does not just get one successful company it gets a training institution
• 26:37
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: for future founders and operators
• 26:39
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: policy should be designed to keep the alumni of successful scale-ups in region
• 26:44
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: and the capital in region because both of those inputs feed the compounding effect.
• 26:51
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: 2. Finish the employee ownership reform job across Europe. Germany's Future
• 26:57
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Financing Act was a good step.
• 27:00
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Nord Optional identifies seven European countries that now match or beat US stock option policy.
• 27:07
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: That means the majority of European countries still does not.
• 27:12
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Finishing the pan-European alignment of employee stock option regimes through something like a,
• 27:18
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: EU ASOP or 28th regime for European equity is one of the most direct policy

Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: levers available to increase the rate of capital recycling.
• 27:29
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: When more employees realize value from the options, more of them become angels
• 27:35
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: and founders and it's a compounding effect. 3.
• 27:40
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Support secondary liquidity mechanisms.
• 27:44
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Not because they will single-handedly solve the recycling problem,
• 27:48
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: but because they materially shorten the time between when an employee gains
• 27:53
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: a scaling experience and when that employee is in a position to fund the next generation.
• 27:59
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Framework that support secondary tender offers both at company level and at
• 28:04
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: investor level is a small structural intervention with a plausibly large downstream effect.
• 28:11
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: 4. Address the escalator effect retention leak.
• 28:15
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: This is the hardest one because it points back at the early installments of the series.
• 28:20
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Retention of C-suite strategic functions in Europe Capital requires late-stage
• 28:25
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: capital, public market depth, deep enough that European scale-ups do not need
• 28:31
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: to relocate to real growth capital or to go public.
• 28:35
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: That is the EIB's core prescription, building the financial market infrastructure
• 28:41
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: that lets European scale-ups scale without moving their headquarters.
• 28:45
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: It is the connective tissue between this episode and every other episode in this series.
• 28:52
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: The scale-up question verdict let me close,
• 28:55
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: europe's scale-up gap is often narrated as a failure of nerve europeans the
• 29:01
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: story goes are too cautious to regulate it to risk averse to build the great
• 29:07
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: technology companies of the 21st century,
• 29:11
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: that is not what the data says the data says europe has built the raw inputs
• 29:15
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: three and a half million tech workers 12 000 plus senior operators 400 plus
• 29:22
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: unicorns already producing 2300.
• 29:26
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Alumni founded startups the raw inputs are there the startups are there the
• 29:32
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: successful scale ups are there in growing numbers what the data also says is
• 29:37
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: that Europe is still learning to recycle,
• 29:40
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: to turn each successful scale up into the draining ground and the capital source
• 29:46
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: for the next generation.
• 29:47
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Some parts of that recycling mechanism are built.
• 29:53
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Again, some parts of this recycling machinery are being built.
• 29:59
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: The Zukunftsfinanzierungsgesetz worked. The 2026 startup and scale-up strategy is comprehensive.
• 30:06
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Secondary liquidity is spreading. Founder factories are compounding in specific European cities.
• 30:12
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Other parts are still broken. The escalator effect leaks the top of the operator permit.
• 30:19
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: Most European countries have not finished ESOP reform.
• 30:22
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: And the late-stage capital infrastructure that would prevent forced relocations
• 30:29
Jörn "Joe" Menninger | Founder and Editor in Chief | Startuprad.io: is still under construction across the continent.
• 30:32
