Joyce talks about California Assemblymember Celeste Rodriguez's sponsorship of the "Family preparedness Act" AB 495 that would allow designated nonrelatives to make decisions on behalf of a child in the event of a parent's absence, however, some groups believe the passing of this bill could potentially be used to take away parental rights.
