- 0:13the GRU, made contact with Western officials,
- 0:17first approaching American students in Moscow,
- 0:20then British businessman Greville Wynn, offering
- 0:23to spy for the West. His name was Oleg Penkovsky.
- 0:28and his motives, as he later explained to his
- 0:31handlers, combined disillusionment with the Soviet
- 0:34system and a genuine fear that its leadership
- 0:37was dangerously reckless with nuclear weapons.
- 0:43MI6 and the CIA jointly ran him as an agent starting
- 0:49in 1961, an unusually close intelligence partnership
- 0:53for the era. debriefing him during his official

- 1:13access was extraordinary as a senior officer
- 1:16with ties to soviet military research and rocket
- 1:19forces he provided technical manuals deployment
- 1:23doctrine and details on soviet missile capabilities
- 1:26that western intelligence had previously only
- 1:29guessed at perhaps most critically his information
- 1:32helped western analysts understand the actual
- 1:35as opposed to feared capability and reliability
- 1:39of soviet medium range and intercontinental missiles
- 1:43that distinction became urgently important in
- 1:49october 1962 When American U, two reconnaissance
- 1:54photographed missile installations under construction
- 1:57in Cuba, analysts drew directly on Pankovsky's
- 2:01technical intelligence to identify the specific
- 2:04missile types from their launch pad configurations
- 2:07and to assess how quickly they could become operational.
- 2:11His earlier reporting on Soviet missile technology
- 2:15and doctrine is widely credited with sharpening
- 2:18the Kennedy administration's understanding of
- 2:21the danger and its actual timeline during the
- 2:24Cuban Missile Crisis. Act 3. The Arrest Soviet
- 2:33counterintelligence had been watching Penkovsky
- 2:36with suspicion for some time before the missile
- 2:39crisis. reportedly alerted by surveillance patterns
- 2:43around his contacts with Western officials. He
- 2:47was arrested in Moscow in October 1962, at almost
- 2:51exactly the moment his intelligence was proving
- 2:55most consequential half a world away. Greville
- 3:01Wynn, his courier, was lured to a meeting in
- 3:04Budapest and arrested there shortly afterward.
- 3:07Both men were put on trial in Moscow in May 1963.
- 3:12Penkovsky was convicted of treason and executed.
- 3:16The Soviet government announced his execution
- 3:19but, unusually, gave few further details and
- 3:23some later accounts, unverified, described a
- 3:27more elaborate and brutal end designed as a warning
- 3:31to other officers who might consider similar
- 3:34contact with the West. Wynne was convicted and
- 3:37imprisoned, then exchanged in 1964 for a Soviet
- 3:41intelligence officer held in Britain. Historians
- 3:53and intelligence officers still debate exactly
- 3:56how much difference Penkovsky's intelligence
- 3:59made during the missile crisis itself, since
- 4:03by October 1962 the missiles were already visible
- 4:06and being tracked directly. What is less disputed
- 4:10is the cumulative value of nearly two years of
- 4:13detailed technical intelligence on Soviet missile
- 4:17forces. delivered at a moment when the two superpowers
- 4:20understood remarkably little about each other's
- 4:24actual military capabilities. Some Western intelligence
- 4:30officers who worked his case came to regard him
- 4:33as one of the most valuable agents of the entire
- 4:35Cold War, and the nickname later attached to
- 4:38him, the spy who saved the world, though almost
- 4:41certainly an overstatement of any single agent's
- 4:45influence on events that large. captures how
- 4:48seriously his handlers took what he gave them
