南韓約 9 千名實習與住院醫師自上週陸續離開工作崗位，因抗議政府提高醫學院招生人數的計畫而集體罷工。人手嚴重不足的醫院急診室床位所剩無幾甚至拒收病人，一些大醫院被迫將手術量減半，南韓政府宣布該國進入醫療緊急狀態。
