- 0:02Thinking. It is good to have you with us
- 0:04today as we as we open up another stack of notes and get
- 0:07into the weeds of some serious theological inquiry.
- 0:10It is always a pleasure to be here and frankly, I am excited
- 0:13about where we are heading today because this is, you know, this
- 0:17is one of those topics that sits right at the intersection of
- 0:20high theology and very urgent practical application.
- 0:25Absolutely. We are two friends who hold to
- 0:28the Westminster Confession trying to make sense of the
- 0:31world through that lens, and today we're tackling a subject
- 0:34that I think keeps a lot of pastors and missions committees
- 0:37up at night. Or it should.
- 0:39Or it should exactly. So let's set the stage a little
- 0:42bit. We're looking at a chapter from
- 0:43the book Biblical Missions, and it's a chapter written by Tom
- 0:46Pennington titled The Elder Qualified Missionary.
- 0:49And right off the bat, Pennington introduces this
- 0:51incredible tension that, you know, it just exists in the
- 0:53evangelical world. It's the tension between the
- 0:56weight of the need and the the speed of our response.
- 1:00Right. And we all feel it.
- 1:02You look at the world, you look at the unreached people groups,
- 1:04you see the fields white for harvest.
- 1:06As Jesus said, there is a weight to that, a real weight.
- 1:09A legitimate urgency. Yeah.
- 1:11Yeah. We want to see the nations
- 1:13worship Christ. And because that weight is so
- 1:15heavy, the temptation is to just go right, just get boots on the
- 1:18ground. If someone is willing, if they
- 1:21have a heartbeat and a passport, we sort of think, great, let's
- 1:24get into the airport. That is the common reaction.
- 1:27The logic goes something like this.
- 1:29The need is infinite. Our time is short.
- 1:31So, you know, any delay for training or qualification feels
- 1:34like a lack of faith or a lack of compassion.
- 1:37But here is the hook. And this is where Pennington
- 1:40really challenges that common assumption.
- 1:42OK, urgency is not a license for unbiblical short.
- 1:47That's a phrase that really sticks with you.
- 1:49Urgency is not a license for unbiblical shortcuts.
- 1:52It's the core of the whole argument.
- 1:53I mean, if we rush to send workers who are not actually
- 1:56qualified for the task, we're not solving the problem.
- 1:59We might actually be creating new ones.
- 2:01Pennington's central thesis in this chapter is very specific
- 2:05and frankly quite challenging to the modern missions machinery.
- 2:09He argues that missionaries who are sent to plant churches or to
- 2:12train leaders must be biblically qualified elders.
- 2:16OK, so let's unpack this because I can hear someone listening
- 2:19right now thinking, wait a minute, I thought we just needed
- 2:21witnesses. I thought we just needed
- 2:22evangelists. But Pennington is drawing a very
- 2:25specific line here when it comes to church planting.
- 2:28He is, and to understand why, we have to look at the road map.
- 2:32For our discussion today, we're going to start by defining our
- 2:35terms, What actually constitutes church planting versus, say,
- 2:39church strengthening? Then we're going to look at the
- 2:41New Testament patterns, specifically in Acts in the
- 2:44Epistles, to see if our modern methods even align with
- 2:47Scripture. And finally.
- 2:48And finally, we're going to get very practical and breakdown, a
- 2:52four step process for how a local church can actually raise
- 2:55up these kinds of men. I love that we're getting
- 2:58practical because so often in reformed circles we can stay in
- 3:01the clouds of theory, but this has to work on the ground.
- 3:05So let's start with Part 1, defining the mission.
- 3:08Pennington makes an observation that I think it's just, well,
- 3:11it's painfully accurate. He says.
- 3:13We often send people to do the work of an elder without ever
- 3:18checking if they are qualified to be elders.
- 3:20It's a category error. I mean, think about it.
- 3:22We send a young man or a couple to a foreign context.
- 3:27We tell them, go plant a church. Now, what does that actually
- 3:30entail? You are evangelizing, yes.
- 3:33But once people are converted, you're gathering them, you are
- 3:36teaching them doctrine, you are refuting the errors of the local
- 3:39culture or the religious context.
- 3:41You're counseling them through sin.
- 3:43You are establishing order. You are separating.
- 3:45Precisely, you are doing the work of a pastor.
- 3:47Pennington cites Titus 1.59 and first Peter 5.1 to 3 to show
- 3:52that these tasks exhorting with sound doctrine, refuting those
- 3:55to contradict, shepherding the flock, these are the biblical
- 3:58descriptions of what an elder does.
- 3:59So the argument is, if a man can't do those things here, if
- 4:03he can't refute error in his own language, in his own culture, if
- 4:07he can't shepherd a flock in his home church, why in the world do
- 4:11we think he'll be able to do it cross culturally in a second
- 4:13language? That is the $1,000,000 question,
- 4:16and usually the answer is just sort of magical thinking.
- 4:19We assume the plane ride will somehow bestow these gifts upon
- 4:23him. Yeah, that.
- 4:23He'll just figure it out. But he won't.
- 4:25If he is not an elder here, he will not be an elder there.
- 4:28He will just be an unqualified man under immense pressure.
- 4:31That leads us to these definitions.
- 4:33Pennington breaks it down into 3 categories, Church planting,
- 4:37church strengthening and support roles.
- 4:39Let's look at definition #1 church planting.
- 4:42How is he defining that? He defines church planting as
- 4:45the gathering of disciples into a newly formed body that is self
- 4:49governing, self propagating, and self supporting.
- 4:52Now catch the nuance there? A church is not just a Bible
- 4:55study. It is not just a group of
- 4:57friends. It is a body that is self
- 4:59governing. Which implies government
- 5:01structure. Which implies elders.
- 5:03You cannot have a biblical church without biblical
- 5:06leadership. So if the mission is to plant a
- 5:08church, the end goal is to appoint elders in that new
- 5:12congregation. So Pennington's point is that
- 5:14you reproduce what you are. Exactly, if the planter himself
- 5:18is not elder qualified, how is he going to recognize, trained
- 5:22and install elders in this new work?
- 5:24It's like trying to teach someone a language you don't
- 5:26speak. You can't pass on what you don't
- 5:28possess. You can't.
- 5:29Even if the missionary doesn't stay there forever as the
- 5:31pastor, even if he plans to hand it off to Indigenous leadership.
- 5:36He is the temporary elder, he is the prototype, so he must be
- 5:39qualified. OK, so that is church planting.
- 5:42It's a very high bar. What about definition 2?
- 5:44Church Strengthening. This is a broader term, and it
- 5:46has biblical origins. We see it in Acts 15.41 and
- 5:4916.5, where Paul goes through Syria and Cilicia, strengthening
- 5:54the churches. Now, some strengthening roles
- 5:56absolutely require elder qualification, for example, if
- 6:00you were sent to be a seminary professor in a foreign country,
- 6:03or if you were sent specifically to train indigenous pastors.
- 6:06Because you are teaching teachers.
- 6:07Right. You are shaping the doctrinal
- 6:09backbone of that church that requires the apartment to teach
- 6:13qualification and the ability to refute error that we find in
- 6:16Titus One. But Pennington notes that some
- 6:19strengthening roles might fall more into the category of mercy
- 6:22ministries or administrative help, which leads us to the
- 6:26third category. Definition 3 Support roles.
- 6:29This is where I think a lot of modern missions work falls, and
- 6:32it's vital to distinguish this from the office of Elder.
- 6:35It is. I mean, we are talking about
- 6:36Bible translators, pilots, educators in mission schools,
- 6:40medical missionaries, builders, mercy ministry workers.
- 6:43These are crucial roles. They support the work of the
- 6:45gospel. Absolutely essential.
- 6:47But Pennington argues that these rules do not biblically require
- 6:50elder qualification. So.
- 6:51What is the standard then? Do we just send anyone for these
- 6:54roles? Is it a lower bar?
- 6:56No, not at all. The standard is still high, he
- 6:59argues. They should be Deacon qualified.
- 7:01They must be spiritually mature believers that need to
- 7:04demonstrate the character of a faithful servant of Christ, but
- 7:07they don't necessarily need the ability to publicly preach,
- 7:10refute theological error, or govern the church body in the
- 7:13same way an elder does. And this brings up a significant
- 7:16point regarding women in missions.
- 7:18We know that the office of elder is restricted to men for Timothy
- 7:222 Titus one are clear on that. But women have always played a
- 7:26massive, massive role in the history of missions.
- 7:29How does this framework fit them in?
- 7:31Pennington addresses this directly, and I think very
- 7:34helpfully, since support roles don't require one to be an
- 7:37elder, women can and should work in these capacities.
- 7:40They're not candidates for elder qualified roles like church
- 7:42planting or training pastors. Based on First Timothy 2.1112.
- 7:46But they're vital for these other roles.
- 7:48Absolutely vital. The standard for them is the
- 7:50character qualities of godly women found in First Timothy
- 7:532.910 and the general spiritual maturity that would align with a
- 7:57deaconess or a faithful servant in the church.
- 7:59I think that clarification is so helpful because it honors the
- 8:03complementarian view of Scripture while also validating
- 8:07the massive contribution of women on the mission field.
- 8:10It's not saying men do missions, women stay home.
- 8:12Not at all. It is saying roles matter and
- 8:16qualifications matter. Precisely.
- 8:18It is about ordering God's house, God's way.
- 8:22And that really moves us into Part 2 of our discussion, the
- 8:26New Testament pattern. We've defined the terms, but now
- 8:29we need to look at the theology behind it.
- 8:30This is where ecclesiology drives missiology.
- 8:33I love that phrase. Ecclesiology drives missiology.
- 8:37The doctrine of the Church determines the doctrine of
- 8:39missions. And not the other way around,
- 8:41which is often how it happens. Right Pennington went out.
- 8:44A common error here. He says many missiologists treat
- 8:46the local church as a pool for applicants or purse for money.
- 8:51It's a utilitarian view of the church.
- 8:53The mission agency is seen as the real engine, and the church
- 8:55is just the gas station. You stop by to fill up on money
- 8:58and bodies and then you leave. But Pennington corrects this
- 9:02using Matthew 16.18. Jesus says I will build my
- 9:05church. That is the central project of
- 9:07history. And then you look at the Great
- 9:09Commission in Matthew 28. Go, therefore, and make
- 9:12disciples of all nations, baptizing them and teaching them
- 9:17to observe all that I have commanded you.
- 9:19Think about those verbs. Baptizing, teaching to observe
- 9:22commands. These are not random activities.
- 9:24These are ordinances and functions of a local church.
- 9:27Right. Baptism is the entry sign into
- 9:29the covenant community. Teaching creates the doctrinal
- 9:32foundation of that community. You literally cannot fulfill the
- 9:36Great Commission without planting local churches.
- 9:39So the Great Commission is not just go save souls, it's go
- 9:42build churches. The fruit of the Great
- 9:45Commission is a planted church, and since the church must be
- 9:49under the authority of elders to be biblical, the logic holds.
- 9:52Missions is a church planting elder establishing endeavor.
- 9:56Let's trace this through the book of Acts.
- 9:58Pennington lays out a pattern that starts right in Jerusalem.
- 10:01It does. Look at Acts 2.4142.
- 10:03Peter preaches, evangelism happens.
- 10:05Then what? Those who received his word were
- 10:08baptized. Step one.
- 10:09Then there were added about 3000 souls.
- 10:12Added to what? To the Church?
- 10:14And then they devoted themselves to the apostles teaching.
- 10:18It is a clear sequence. Evangelism leads to baptism,
- 10:22which leads to church membership, which leads to
- 10:24doctrinal instruction. And initially, the apostles
- 10:26function as the first elders. We see in Acts 6 that as the
- 10:30administrative burden grew, they delegated the serving of tables
- 10:34to deacons so they could focus on prayer and the ministry of
- 10:37the word. Classic elder duties.
- 10:39Then persecution hits in Acts 8. The church scatters, and this is
- 10:44interesting because you have regular believers preaching the
- 10:46gospel, but then Jerusalem sends leaders.
- 10:49That is a key observation when Philip preaches in Samaria and
- 10:52people believe, the Jerusalem church hears about it and sends
- 10:56Peter and John leaders, elders, apostles to establish order and
- 11:00confirm the work. So they didn't just let it grow
- 11:02wild. No, they didn't just leave these
- 11:04new believers as a loose affiliation of individuals.
- 11:07They brought Apostolic authority and structure.
- 11:10And then we get to Antioch, which really becomes the great
- 11:12sending Church of the New Testament.
- 11:14Antioch is the model and look at who they sent.
- 11:16Acts 13 tells us that in the Church of Antioch there were
- 11:19prophets and teachers, Barnabas, Simeon, Lucius, Manan and Saul.
- 11:24These were the heavy hitters, the 18, these were the leaders.
- 11:27And the Holy Spirit says, set apart for me Barnabas and Saul.
- 11:31They sent their best. They sent their leaders.
- 11:34They did not send novices. Precisely.
- 11:36Paul and Barnabas were already functioning as leaders in
- 11:39Antioch before they were exported to the nations.
- 11:42And what did they do when they went?
- 11:43This is what Pennington calls the Every Church standard.
- 11:46Acts 14.2123. This is the verse that I think
- 11:50really seals the argument. It really does.
- 11:53Paul and Barnabas returned to the cities they had visited,
- 11:56Lystra, Iconium, Antioch, and verse 23 says, when they had
- 12:00appointed elders for them in every church, having prayed with
- 12:02fasting, they commended them to the Lord.
- 12:05Elders in every church, not just some.
- 12:08Not some churches, not just the big ones.
- 12:10Every church. And Paul gives the same command
- 12:12to Titus and Titus 1.5 appoint elders in every city as I
- 12:15directed you. The pattern is, you know, it's
- 12:19undeniable. If the goal is a church, the
- 12:21requirement is elders, and if the requirement is elders, the
- 12:25man planting the church must be able to identify, train and
- 12:29appoint them. Which means he has to be 1
- 12:31himself. You replicate what you are.
- 12:34If you're a novice, you will replicate immaturity.
- 12:37If you're an elder, you can replicate leadership.
- 12:40That is the principle. So we have established the
- 12:42definition and the pattern. Now let's talk about the danger.
- 12:45Part three of our outline is why character Matters.
- 12:48Preventing missionary failure. This is where it gets really
- 12:51practical. We can talk theology all day,
- 12:53but we also have to look at the casualty rate and missions.
- 12:56It's high. It's disturbingly high.
- 12:58It is. Missionaries leave the field for
- 13:00all sorts of reasons, but usually it boils down to
- 13:03character and family. And Pennington asked the
- 13:05question, who is responsible for training these men to prevent
- 13:09this failure? And the answer is uncomfortable
- 13:13for some. It is not the seminary.
- 13:15It is not the mission agency. Christ holds the local church
- 13:18elders responsible. The scriptural basis is 7
- 13:22Timothy 2.2. Paul is writing to Timothy, a
- 13:26pastor, an elder, and says, the things which you have heard from
- 13:29me. Entrust these two faithful men
- 13:31who will be able to teach others also.
- 13:34This is a pastoral mandate passed from elder to elder.
- 13:37So if a missionary fails on the field because of character
- 13:39issues, the sending church has to take some ownership of.
- 13:42That we have to. We are the ones who vetted them
- 13:44or failed to vet them. And Pennington points out that
- 13:47the elder qualifications listed in First Timothy 3 and Titus One
- 13:51are not just arbitrary spiritual hoops to jump through.
- 13:54They are actually survival skills for the mission field.
- 13:57Give us an example of that. How does an elder qualification
- 14:00help you survive in a jungle or a hostile city?
- 14:02OK, take the issue of team conflict.
- 14:04This is one of the top reasons missionaries pack up and go
- 14:07home. They just cannot get along with
- 14:08their teammates. I've heard that so many times.
- 14:10Well look at Titus 1.7. An overseer must not be self
- 14:14willed, quick tempered or pugnacious.
- 14:17Pugnacious. That means looking for a fight,
- 14:19basically. Right, If a man is self willed
- 14:22and quick tempered in his home church, he is going to be a
- 14:24disaster on a missionary team where stress is high and
- 14:28resources are low. If he has not been tested and
- 14:31proven to be gentle and uncontentious, as First Timothy
- 14:343 says, sending him is setting him up for failure.
- 14:38What about the family aspect? That's another big one.
- 14:40That is another huge one, family breakdown, the pressure of cross
- 14:44cultural living, learning a language, maybe living in a
- 14:47dangerous area. It puts a massive strain on a
- 14:50marriage and on parenting. I can't even imagine.
- 14:53Well. First Timothy 3.45 says an elder
- 14:55must be one who manages his own household well, keeping his
- 14:58children under control with all dignity.
- 15:01And the logic Paul uses is haunting.
- 15:03If a man does not know how to manage his own household, how
- 15:07will he take care of the Church of God?
- 15:09And Pennington applies that to missions.
- 15:11He applies it directly. If a man cannot shepherd his
- 15:13wife and children through the normal stresses of life in his
- 15:15home culture, how will he shepherd them through the
- 15:18exponential stress of the mission field?
- 15:20That is a sobering thought. The qualification is a
- 15:23protection. It is God saying, do not put
- 15:26this weight on a man who does not have the spiritual muscles
- 15:29to carry it. Precisely.
- 15:30We often view these qualifications as barriers to
- 15:33entry. Oh, the bar is so high we can't
- 15:35find anyone, but we should view them as structural integrity
- 15:38checks. That's a great way to put it.
- 15:40You don't build a bridge out of cardboard not because you hate
- 15:44cardboard, but because you don't want the bridge to collapse when
- 15:46the wait comes. So if you are a church leader
- 15:49listening to this or a member of emissions committee, you're
- 15:52probably nodding your head. OK, But now comes the question,
- 15:57how do we do this? How do we actually raise up men
- 15:59like this? This leads to Pennington's very
- 16:02practical 4 step process. This is part 4A practical
- 16:06process and step one is identifying.
- 16:10It starts with the understanding that Christ gives to the gifts.
- 16:13Ephesians 4. Right.
- 16:14We don't manufacture elders. We don't clone them.
- 16:16Christ gives gifts to his church, but the role of the
- 16:19current elders and the congregation is to identify the
- 16:22men Christ has gifted, and Pennington suggests 2 methods
- 16:25for this. Method A is the astron.
- 16:27This is based on First Timothy 3.1.
- 16:30If any man aspires to the office of Overseer, he desires a fine
- 16:33work. Sometimes a man will come to
- 16:36you. He will express a desire.
- 16:38But there is a distinction here, right?
- 16:40It is not just desiring the title or the prestige.
- 16:43A crucial distinction. He must desire the work.
- 16:46Does he want to study? Does he want to teach?
- 16:49Does he want to bear the burdens of others?
- 16:51Does he want to do the messy work of shepherding?
- 16:54Pennington notes that a desire to plant churches is a desire to
- 16:57be an elder, whether the candidate realizes it or not.
- 17:00Then there is method B, the elder review.
- 17:03This is more proactive. This is where the elder sit down
- 17:05and look at the men currently serving in the church.
- 17:08Who is teaching Sunday school, Who is leading a small group?
- 17:11Who is showing shepherding instincts?
- 17:13Pennington suggests sorting them into lists.
- 17:16You have a short term group, men who could be elders in one to
- 17:19two years and a long term group men who might be ready in three
- 17:22to five years. I like that because it stops the
- 17:24crisis mode of Oh no, we need an elder now.
- 17:27It forces you to think generationally.
- 17:29It's deliberate for the short term, guys.
- 17:31You do some initial vetting. You review recordings of their
- 17:34teaching. Are they actually gifted?
- 17:36An elder approaches them to gauge their desire.
- 17:39You check their testimony, their spiritual disciplines.
- 17:42If that all looks good, you move to Step 2 training.
- 17:45This is part five of our outline and the key here is the
- 17:48mentorship model. It cannot be done by a book
- 17:50alone. It cannot be done by a video
- 17:52series. A specific elder should be
- 17:54assigned to mentor the candidate.
- 17:56Life on life. It's discipleship.
- 17:59Pennington lists 4 pillars of curriculum for this training
- 18:02using Sect. Timothy 2.2 as a grid.
- 18:05Let's walk through these 4 pillars #1 Content of Scripture.
- 18:08This seems obvious, but it is often overlooked.
- 18:10Does the man have a thorough working knowledge of the Bible?
- 18:13Not just his favorite verses, but the whole counsel of God?
- 18:16Can he handle Leviticus as well as he handles?
- 18:19Romans #2. Systematic Theology.
- 18:22This is critical for the mission field.
- 18:24It is not just knowing terms like justification or hypostatic
- 18:27union. It is about defending them
- 18:29biblically. Can he refute common errors on
- 18:33the mission field? Heresy is common.
- 18:35Syncretism is common. If he does not have his
- 18:37systematic theology locked down, he will be swayed or he will
- 18:41compromise the message. #3 character.
- 18:44This goes back to First Timothy 3 and Titus One.
- 18:47The training period is a time to watch him.
- 18:49Is he growing in maturity? Is he hospitable?
- 18:52Is he a lover of good? Is he sensible?
- 18:54You are training his heart, not just his head.
- 18:57And #4 skills. Practical preparation, teaching,
- 19:01counseling, making hospital visits.
- 19:03Pennington suggests letting him participate in elder
- 19:06discussions. Maybe not the sensitive
- 19:07discipline cases yet, but seeing how elders deliberate, how do
- 19:11they apply wisdom? He needs to see the engine
- 19:14running. The goal here is preparing him
- 19:16for evaluation and for the actual work.
- 19:19Which brings us to Part 6, steps 3 and 4, evaluating and
- 19:22confirming. Step 3 is evaluating or the test
- 19:25biblical basis. First Timothy 3 point deserve
- 19:27says even deacons must first be tested, so obviously elders must
- 19:30be tested too. What is the congregation's role
- 19:33here in this testing? Pennington argues they do not
- 19:35vote to make him an elder. Scripture seems to indicate
- 19:38elders appoint elders, but they are informed so they can bring
- 19:40up disqualifying issues. It is a safety check.
- 19:43A character check. Exactly.
- 19:44Does anyone know a reason why this man cannot serve that
- 19:48protects the church? And the elders role is the
- 19:51formal exam. And this should be rigorous, an
- 19:53in depth examination of his Bible knowledge, systematic
- 19:56theology, and practical theology.
- 19:59The standard is Titus 1.9. Again, can he exhort in sound
- 20:03doctrine and refute those who contradict?
- 20:05And if he can't? If he sits in that exam and
- 20:08crumbles when asked to defend the deity of Christ or explain
- 20:10the doctrine of the Trinity, he is not ready.
- 20:13It sounds harsh, but it is actually loving.
- 20:16It is better to fail an exam in a safe room with friends than to
- 20:20fail in a pulpit in a foreign land with wolf circle.
- 20:23Absolutely. If he fails, he needs more
- 20:25preparation. It is not necessarily a no
- 20:27forever. It is a not yet.
- 20:28But if he passes Step 4 confirming.
- 20:31This requires A unanimous vote by the elder board.
- 20:34You want unity in the leadership and then public installation.
- 20:37First Timothy 4.14 speaks of the laying on of hands.
- 20:41This is a solemn holy moment during a worship service.
- 20:44Now here's a practical question Pennington addresses regarding
- 20:47timing. Do you install him as a lay
- 20:50elder in the sending church before he goes or do you wait
- 20:53until he is about to get on the plane?
- 20:55There are two good options. Option A is to install him as a
- 20:58lay elder in the sending church. If there is going to be a delay,
- 21:01maybe he has two years of support raising to do right.
- 21:03Great, let him serve as an elder here.
- 21:05It benefits the church and it gives him experience.
- 21:08And option B. Option B is to confirm him as
- 21:10qualified Mark Mez approved, but install and Commission him
- 21:15specifically when he is ready to deploy.
- 21:17This emphasizes his specific role as a scent one.
- 21:21Either way, the key is that the sending Church has put its seal
- 21:24of approval on his character and doctrine.
- 21:27And the conclusion of this whole process is confidence.
- 21:30Confidence for the church that sends him and protection for the
- 21:32missionary who goes. That is the beauty of it.
- 21:35It removes the ambiguity. He knows he has been tested.
- 21:39He knows he has the backing of his elders.
- 21:41He knows he is not a rogue agent.
- 21:43He is an extension of the local church.
- 21:45We have covered a lot of ground here.
- 21:47Let's head to our outro and just summarize the stakes.
- 21:50We started with the tension of urgency versus preparation.
- 21:54And we have seen that the Great Commission dictates that
- 21:56missions must be centered in the local church.
- 21:59You cannot bypass the church to reach the World, no.
- 22:02And because the church is central, the New Testament
- 22:05pattern of leadership qualified elders must be central to.
- 22:09Church planting and strengthening are not amateur
- 22:12sports. They require the spiritual
- 22:14maturity and gifting of an elder.
- 22:16We cannot compromise on qualification for the sake of
- 22:19speed. As Pennington implies, A
- 22:21qualified man is a lasting tool in God's hand.
- 22:24Right. An unqualified man is often a
- 22:26broken tool that hurts the user and the work.
- 22:29That is the hard truth. We want lasting fruit.
- 22:31We want churches that stand the test of time, that weather false
- 22:34teaching, that reproduce themselves.
- 22:36That only happens when the foundation is laid by wise
- 22:38qualified master builders. So here is the final provocation
- 22:42for you, the listener, whether you are a pastor, a missions
- 22:45committee member, or someone thinking about going to the
- 22:48field yourself. If you are a sender, are you
- 22:52sending prepared men? Are you checking the foundation?
- 22:55Or are you just painting over the cracks because you are in a
- 22:58hurry? And if you are a goer or want to
- 23:00be a goer, are you willing to submit to this level of
- 23:03preparation? Are you willing to say, Lord, I
- 23:06will go when I am ready, and I will trust you with the timing?
- 23:09It takes humility to wait. It really does.
- 23:12It takes humility to be tested, but God honors that humility.
- 23:16Trust God's timing over the anxiety of the immediate need.
- 23:20The harvest is His and He knows how to bring it in.
- 23:24Thank you for joining us for this deep dive.
- 23:26This has been Reformed thinking. So deal, Gloria.
- 23:29You know, I want to take some more time to expand on a few of
- 23:31these concepts because we breeze through the definitions of
- 23:34church planting and strengthening and I think
- 23:35there's so much more meat on the bone there.
- 23:37Let's circle back to that idea. Self governing, self propagating
- 23:40and self supporting. I am glad we are circling back
- 23:43because these are not just academic terms.
- 23:45These are the life signs of a healthy body.
- 23:48When we say a church is self governing, we are saying it has
- 23:51reached maturity. Think about raising a child.
- 23:54The goal of parenting is not to keep the child dependent on you
- 23:57forever. The goal is to raise an adult
- 24:00who can make their own decisions, run their own
- 24:02household and contribute to society.
- 24:05That is a great analogy. So in missions, if a church in
- 24:09say Brazil is constantly calling the sending church in Chicago to
- 24:14ask can we paint the sanctuary blue or how do we handle this
- 24:18discipline case, then they are not self governing.
- 24:21They're not. They are dependent.
- 24:22They're still a child, correct? And dependency cripples the
- 24:26local church. It keeps them in a state of
- 24:27spiritual infancy. But to reach that state of
- 24:30adulthood of self government, you need local leaders who are
- 24:33qualified to govern. That means you need elders,
- 24:35right? And This is why the missionary
- 24:37must be an elder, qualified man. If his job is to raise up these
- 24:40local leaders. He has to know what he's looking
- 24:42for. He has to model it.
- 24:44It goes back to that idea of reproduction.
- 24:46You reproduce what you are. If the missionary is a great
- 24:49evangelist but has no idea how to govern a church, he will
- 24:53plant a church that is full of converts but has no structure.
- 24:58It will be chaotic. And chaos is not a friend to
- 25:00longevity. The second self is self
- 25:03propagating. This means the church can
- 25:05reproduce itself. It does not need the missionary
- 25:08to do all the evangelism. The members are doing.
- 25:10It the members are evangelizing, they are planting daughter
- 25:13churches. Again, this requires leadership.
- 25:16It requires fires, equipping the Saints for the work of ministry,
- 25:19as Ephesians 4 says. Who does the equipping?
- 25:22The pastors and teachers? The elders.
- 25:25And the third one, self supporting.
- 25:27This is often the trickiest one, especially when there was a
- 25:29massive economic disparity between the sending country and
- 25:32the receiving country. It is incredibly difficult, but
- 25:35if a church cannot pay its own light bill or support its own
- 25:38pastor because they are waiting for a check from America, they
- 25:41are not healthy. They are vulnerable.
- 25:43Very vulnerable. If the political situation
- 25:45changes and the money gets that's cut off, the church might
- 25:48collapse. A self supporting church is
- 25:50robust, but teaching a congregation sacrificial giving
- 25:54and stewardship? That is pastoral work.
- 25:56That is shepherding. So all three of these markers
- 26:00governing, propagating, supporting point back to the
- 26:04need for high level leadership. You cannot get there with just
- 26:07enthusiasm. You need wisdom.
- 26:10Precisely. And that wisdom is what the
- 26:12biblical qualifications for elders are designed to ensure.
- 26:15They are not just about don't be a drunkard.
- 26:17They are about be sober minded, sensible, able to teach.
- 26:21These are the cognitive and character tools required to
- 26:23build a self-sustaining institution.
- 26:26Let's shift gears slightly and talk more about the church
- 26:28strengthening aspect. We mentioned Acts 15.41 where
- 26:30Paul is strengthening the churches.
- 26:32I want to dig into what that actually looked like in the 1st
- 26:34century. Well, context is king there.
- 26:36In Acts 15, the Jerusalem Council had just happened.
- 26:39They'd made a monumental decision regarding the Gentiles
- 26:42and the law. Yeah, a huge.
- 26:43Decision. They decided that Gentiles did
- 26:45not need to be circumcised to be saved.
- 26:47This was a theological earthquake.
- 26:48So when Paul went back to these churches, he wasn't just saying
- 26:51God loves you and giving a pep talk.
- 26:53He was delivering a complex theological ruling.
- 26:56Correct. He was explaining the
- 26:58relationship between the Old Covenant and the New Covenant.
- 27:01He was explaining the nature of justification by faith alone.
- 27:05He was telling them how to live in unity with Jewish believers.
- 27:08This requires a deep grasp of theology.
- 27:11It requires the ability to answer objections.
- 27:13Oh, absolutely. Imagine a Jewish believer in
- 27:15those churches asking, But Paul? What about Moses?
- 27:19Paul had to be able to answer that.
- 27:20That is definitely elder work that is refuting those who
- 27:23contradict at the highest level. It is, and that is why
- 27:26Pennington argues that if you are sending someone to do that
- 27:29kind of strengthening, teaching in a seminary, training pastors,
- 27:32resolving theological disputes, they must be elder qualified.
- 27:35You cannot send a novice to untie those knots.
- 27:38But then we have the other side of strengthening the Mercy
- 27:41ministry side. We touched on this, but let's
- 27:43elaborate. If a team goes to build a
- 27:46hospital or run a clean water project that strengthens the
- 27:49church way, it's a good thing. Absolutely.
- 27:52It strengthens the church's standing in the community.
- 27:54It demonstrates the compassion of Christ.
- 27:56It opens doors for the Gospel. But the person digging the well
- 28:00does not need to be able to parse Greek verbs or explain the
- 28:04hypostatic union in detail. They need to be a faithful
- 28:08Christian Deacon qualified. But they are utilizing a
- 28:12different skill set. This distinction is so freeing
- 28:16because it validates the different parts of the body.
- 28:19The hand does not need to be the eye, the builder does not need
- 28:22to be the preacher. But the preacher must be
- 28:24qualified to preach and the leader must be qualified to
- 28:26lead. That is the non negotiable.
- 28:28When we confuse these roles we get into trouble.
- 28:31If we put the builder in the pulpit because he is a nice guy,
- 28:34we compromise the doctrine. If we ask the preacher to build
- 28:36the hospital and he has no skills, the building collapses.
- 28:39God is a God of order. Let's move to Part 2 in the pool
- 28:42and purse concept. I think this deserves more
- 28:45attention because it is so prevalent.
- 28:47How often do we see mission agencies treating the local
- 28:51church as just a funding source? It happens constantly and to be
- 28:55fair, often the agencies are just filling a vacuum left by
- 28:59the churches. Churches have abdicated their
- 29:02responsibility to send, so agency stepped in.
- 29:05But the result is a disconnect. The church writes a check but
- 29:09they have no skin in the game regarding the missionaries
- 29:11actual life and doctrine. And the missionary feels
- 29:14disconnected, too. They're floating out there
- 29:16answering to an agency director in a high rise somewhere, but
- 29:19they are not really accountable to a local body of believers.
- 29:24Who knows? Them.
- 29:24That is a lonely and dangerous place to be.
- 29:27But look at the Antioch model again.
- 29:28In Acts 13, set apart from me, Barnabas and Saul, the Holy
- 29:33Spirit spoke to the leaders of the church.
- 29:35The church fasted and prayed. The church laid hands on them.
- 29:38It was a whole church in never. There was a deep organic
- 29:41connection. Barnabas and Saul were not just
- 29:43employees of a mission board. They were beloved brothers sent
- 29:46from the bosom of the Church and.
- 29:47When they came back from their journey, they reported to the
- 29:50church. They closed the loop.
- 29:52Here is what God did through us. That accountability is vital.
- 29:56It keeps the missionary grounded, it reminds him that he
- 29:59is part of a body, and it keeps the church engaged.
- 30:02They are not just donors, they are partners.
- 30:04They are Co laborers. I want to talk about the every
- 30:07church standard in Acts 14.23. Appointed elders for them in
- 30:12every church. The fact that they did this on
- 30:15the 1st missionary journey is striking.
- 30:17They didn't wait 10 years for the church to mature.
- 30:19No, they did not. Now we have to be careful.
- 30:21They didn't do it on day one. They preached, people got saved,
- 30:24they moved on to the next city, and then on the return trip,
- 30:27probably months or maybe a year later, they appointed elders.
- 30:31So there was a testing period. Yes, there was a testing period,
- 30:34but the goal was immediate. The strategy was we are not done
- 30:37here until they're elders. It wasn't an open-ended project.
- 30:41It had a definite milestone, a clear finish line for that phase
- 30:45of the work. And that milestone was the
- 30:47establishment of local leadership.
- 30:49Once that was done, Paul felt free to move on.
- 30:51He could leave because the structure was in place.
- 30:54The Holy Spirit had overseers in that flock.
- 30:56This challenge is the model where a missionary goes and
- 31:00stays as the pastor for 30 years.
- 31:01It does. Now there is nothing wrong with
- 31:03staying if that is the call. But if the missionary stays as
- 31:07the permanent pastor and never raises up local men, has he
- 31:11really planted a self governing church or has he just
- 31:14transplanted himself and created a dependency?
- 31:16Good question. Paul's model was to work himself
- 31:19out of a job. He wanted to replace himself
- 31:21with a local men. And to replace yourself, you
- 31:24have to know what you are looking for.
- 31:26You have to be able to spot the qualifications in these new
- 31:28believers. Exactly.
- 31:30You are looking for the men who are above reproach.
- 31:33You are looking for the men who are husband of one wife.
- 31:37You were looking for the men who are hospitable.
- 31:40If you don't embody those things, you won't value them and
- 31:43you won't spot them. Let's spend a moment on that
- 31:45husband of one wife qualification that is often
- 31:48debated, but in a mission context, especially in cultures
- 31:51where polygamy is or was common or where sexual morality is
- 31:54loose, this is huge. It is massive.
- 31:57It stands as a profound countercultural witness.
- 32:01The elder models fidelity. He models covenant love.
- 32:05In a world that treats women as property or sex as a commodity,
- 32:08the elder says no, I am a one woman man.
- 32:11I love my wife as Christ loves the church.
- 32:14That speaks louder than 1000 sermons.
- 32:16It does so if the missionary does not have that, if his
- 32:19marriage is shaky, or if he has wandering eyes, he destroys that
- 32:23witness from the start. He undercuts everything he
- 32:25preaches absolutely. That brings us perfectly back to
- 32:28the character's survival skills point.
- 32:30In Part 3, we talked about pugnacious and managing the
- 32:33household. Let's talk about not a new
- 32:36convert from First Timothy 3.6. Lest he become conceited and
- 32:40fall into the condemnation incurred by the devil.
- 32:42Pride is the killer. It's the original sin.
- 32:45When you go to the mission field, you are often put on a
- 32:47pedestal. You are the rich American.
- 32:49You are the expert. People look up to you.
- 32:51If you are a new convert or just spiritually immature, that
- 32:55praise will go to your head. You will start to think you are
- 32:57the Savior. And that is the condemnation of
- 32:59the devil pride. Yes, a mature elder knows his
- 33:04own sin. He knows he is just a jar of
- 33:06clay. He has been humbled by ministry
- 33:09in his home church. He knows that any fruit is God's
- 33:11fruit. So when he gets to the field, he
- 33:13is, in a sense inoculated against the conceit that
- 33:17destroys novices. What about good reputation with
- 33:20those outside from First Timothy 3.7?
- 33:23This is critical for evangelism. If the missionary pays his bills
- 33:27late, treats the shopkeepers rudely or drives like a maniac,
- 33:30the community notices. They say this man talks about
- 33:33God, but he is a cheat. His reputation blocks the
- 33:36message. It totally does.
- 33:38An elder has to be someone who even if people hate his
- 33:41theology, they cannot fault his character.
- 33:43Daniel is a great example of this.
- 33:44In the Old Testament his enemies could find no ground of
- 33:46accusation against him except in regard to the law of his God.
- 33:50That is the standard. We want the offense to be the
- 33:52cross, not our bad behavior. Precisely if they reject us, let
- 33:56it be because we preach Christ crucified, not because we are
- 33:58jerks. Moving to the practical process
- 34:01in part four and five, I want to dig into the elder review.
- 34:04You mentioned proactively looking for men.
- 34:06What does that conversation actually look like?
- 34:09It is a gentle conversation. It is not.
- 34:11Hey, you're hired. It is, brother.
- 34:14I have been watching you. I see how you love your wife.
- 34:18I see how you handle scripture in our small group.
- 34:20I see a shepherd's heart in you. Have you ever considered that
- 34:23the Lord might be calling you to leadership?
- 34:26That can be both terrifying and affirming at the same time for
- 34:28someone. It is.
- 34:30And often the best men are the ones who feel unworthy.
- 34:35They are the ones who say me really.
- 34:38The arrogant man says, finally you noticed.
- 34:42You have to be careful with him. But the humble man needs
- 34:45encouragement. He needs to know that others see
- 34:47the grace of God in him. And then the training, the four
- 34:50pillars. Let's talk about content of
- 34:51Scripture. This isn't just knowing Bible
- 34:53stories, is it? No, it is biblical theology.
- 34:56It is understanding how the whole book fits together.
- 34:58How does Leviticus point to Christ?
- 34:59How does the Davidic covenant relate to the church?
- 35:02If you were going to teach the Bible for a lifetime, you need
- 35:04to understand the structure of the Bible.
- 35:06Otherwise you just end up teaching moralism.
- 35:08Be like David, slay your giants. Exactly.
- 35:11No. David points to the greater
- 35:13David who slew the ultimate giant.
- 35:15You need deep biblical literacy to preach the gospel from the
- 35:19whole Bible. And systematic theology.
- 35:21We talked about defending the faith.
- 35:23Let's get specific Syncretism. Syncretism is the blending of
- 35:27truth and error. It is when people take Jesus and
- 35:30add him to their shelf of idols, or they take the gospel and mix
- 35:34it with ancestor worship. This is incredibly subtle.
- 35:38I can imagine. A missionary needs to be able to
- 35:40spot it. He needs to be able to say no,
- 35:42Christ is not just another spirit, He is the creator of
- 35:45spirits. He needs the categories of
- 35:47systematic theology, Christology, pneumatology to
- 35:50draw those lines clearly. If he is fuzzy on his theology,
- 35:53he might accidentally endorse A heresy just because it uses
- 35:56Christian language. That happens all the time.
- 35:57Words mean different things in different contexts.
- 35:59You need a theological grid to filter what you were hearing in
- 36:02the teaching. And the skills part, counseling.
- 36:06I imagine on the mission field the counseling issues are
- 36:08intense. They are.
- 36:09You are dealing with trauma. You were dealing with demonic
- 36:12oppression in some contexts. You are dealing with deep
- 36:15poverty and the despair that comes with it.
- 36:19A missionary needs to know how to bring the sufficiency of
- 36:21Scripture to bear on suffering. It's not enough to just say pray
- 36:25about. It not at all.
- 36:25You have to walk people through the Psalms.
- 36:27You have to teach them how to lament.
- 36:29You have to show them the sympathy of Christ.
- 36:31That is skilled labor. It really is.
- 36:32It is spiritual. Surgeon and you do not want an.
- 36:35Amateur surgeon. Finally, the evaluation in part
- 36:386, the test, you mentioned the congregation's role.
- 36:42I like the idea of the congregation being a safety
- 36:44check. It is a protection.
- 36:46The elders see the man in meetings and in ministry.
- 36:50The congregation sees him at the grocery store, at the soccer
- 36:53game, in the neighborhood. They see the off duty version of
- 36:56him. If there is a disconnect, if he
- 36:58is a St. in the pulpit but a tyrant at home, someone in the
- 37:02congregation likely knows. We need to create a safe channel
- 37:05for that information to come forward.
- 37:07Not for gossip, but for truth. And the unanimous vote by the
- 37:12elders. Why is unanimity so important?
- 37:14Why not just majority rule? Because the eldership must model
- 37:17unity to the church. If the leaders are divided on a
- 37:20man, that division will eventually seep into the church.
- 37:24If 40% of the elders think this guy is not qualified and you
- 37:27push him through, you are planting a time bomb.
- 37:31It is better to wait. Wait until everyone can say yes
- 37:34with a clear conscience. The Holy Spirit is a spirit of
- 37:37unity. If we are divided, we might not
- 37:40be hearing him clearly yet. That requires patience.
- 37:43It requires trusting God's timing.
- 37:45And that brings us back to the central theme, patience versus
- 37:48urgency. We are in such a hurry, but God
- 37:51is never in a hurry. He's not.
- 37:53He took 80 years to prepare Moses.
- 37:55He took years to prepare David. He took three years to train the
- 37:58apostles. Jesus himself waited 30 years
- 38:01before starting his public ministry.
- 38:03That is a striking thought. The savior of the world waited
- 38:0530 years, if he. Waited.
- 38:06We can wait. Preparation is not wasted time.
- 38:09It is investing in the foundation so the building can
- 38:11stand. I think that is a perfect place
- 38:13to land. This has been a rich discussion.
- 38:15We've walked through the definitions, the biblical
- 38:18pattern, the character requirements, and the practical
- 38:21process. My hope is that pastors and
- 38:23committees listening to this will take a hard look at their
- 38:26sending pipelines. And my hope is that young men
- 38:29and women listening will take a hard look at their own hearts.
- 38:32Don't just ask, where can I go ask, Who must I become?
- 38:35Focus on the character. Focus on the preparation.
- 38:38Let God handle the geography. Amen.
