- 2:00could segment We're gonna have Kevin Baker on, who's the city attorney for Charleston.
- 2:04A bit of a follow up on this. H Well, all the
- 2:07statements I guess came out yesterday from the city as far as their investigation into
- 2:09the police chief tight hunt situation, and we're gonna talk to Kevin Baker about
- 2:14that covered up in the second part of the show. Also, a little
- 2:15later on, doctor Marty Roth from the University of Charleston is going to stop
- 2:19by the studios to let us know some things that we have going on there
- 2:23exciting times with UC and not only on campus but also downtown as well.
- 2:28We're gonna talk to doctor Marty Roth about that. But welcome. I want
- 2:30to welcome into the show making a return appearance, Chrest and Gallagher, Deputy
- 2:34State director for Americans for Prosperity. Good morning, sir, how are you
- 2:37good. Thanks for having me, Dave, thank you for being here.
- 2:39You know, Chrest, and we spend an awful lot of time talking about
- 2:43an election that isn't even until next year, but that's the nature of politics,
- 2:49I guess. Twenty twenty three. Now you folks with your group of
- 2:52Americans for Prosperity. Yesterday Crest and you released your first endorsement for the twenty
- 2:58twenty four election, and it was for governor a crowded field for governor Attorney
- 3:01General Patrick Morrissey to more Capital Secretary State Warner, State Dodditor mccusky, automagnate
- 3:07Chris Miller. But your folks chose to endorse A. G. Morrissey before
- 3:12we get to Patrick and your endorsement. Why so early, Why are the
- 3:15endorsements coming out now? Well, Dave, I think for your listeners,
- 3:20you know, Americans Were Prosperity is the premier grassroots organization in this country.
- 3:23We do more things than anyone else in this country as far as elections go.
- 3:28But we do a couple of things really well. We connect citizens with
- 3:30their lawmakers, then bolden them to pass good legislation in their statehouses. But
- 3:36we also help those policy champions out when it comes to election time by making
- 3:39sure they can return to their state capitals or Washington DC do pass policies that
- 3:46expand freedom opportunity for all Americans. So, given the importance of this next
- 3:50election and some of the previous elections, Americans Were Prosperity is signaling to the
- 3:54folks that around the country that we're getting in primaries competitive primary earlier than we
- 4:00ever had before. So we've already released ten endorsements across the country, five
- 4:05congressional, three US Senate, and two governors endorsements, which in West Virginia
- 4:10we released our first endorsement for Patrick Morrissey, the attorney general and the Repulican
- 4:15primary. So we just know that this election is important. We're starting early.
- 4:19We're signaling folks who are our people and who are our candidates, and
- 4:23we're going to make sure they win in twenty twenty four. It's a it's
- 4:27a good it's a crowded and a good field of candidates on the Republican side
- 4:30in my opinion. And I'm sure it wasn't an easy choice. Maybe it
- 4:34wasn't. He's a choice. I don't know why. Patrick Morrisey. Well,
- 4:38I think Patrick Morrissey has done a really good job as our West Virginia
- 4:41Attorney General. He's continuing to show that he's fighting for West Virginia values,
- 4:45fighting for West Virginia jobs, fighting against bureaucratic federal over each coming out of
- 4:49Washington, DC. And frankly, he has some great wins at the United
- 4:53States Supreme Court he fought back against Obama's Clean Power Plan, he fought back
- 4:58against the burdensome regulations of the Waters of the US. He's also defended a
- 5:01lot of great legislation at our state Supreme Court, including the Hope Scholarship.
- 5:05So Patrick Morrissey has proven that he can lead coalitions of attorney generals around the
- 5:10country to fight back against federal overreach and protect West Virginia jobs. And frankly,
- 5:15he's done a great job as attorney general. He's he's really left a
- 5:18blueprint for how a West Virginia Attorney general should operate. And it's sad that
- 5:24we're going to lose him as our attorney general after ten or twelve years,
- 5:27but frankly, you know, we're looking forward to working with him as governor
- 5:30in twenty twenty five. Again, we're talking with crest and Gallagher, who
- 5:34is the deputy state director, a director of Americans for Prosperity here on five
- 5:38to eighty Alive about the their endorsement of Patrick Morrissey for governor. And you
- 5:43hit on a couple of key things there, Cressell. One of those is
- 5:46the Ternament's and I have mister Morrisey on the show at least once a month
- 5:49or so, and he's actually it's gonna be on next week, I think.
- 5:51And that's the term federal overreach. But now as a as a governor,
- 5:56and when played Devil's Advocate here just least asked question as a as a
- 6:00governor is somebody who fights federal overreach? Is it going to be that big
- 6:06of a deal as a governor? Well, I mean, you understand federalism,
- 6:11Dave's lost. The states have a lot of power, a lot of
- 6:14real policy changes happen in the state. And we've seen Governor Justice through this
- 6:17time and time again where he's disagreed with the administration in Washington, DC.
- 6:21And Patrick I believe has that vision in those leadership capabilities to do things in
- 6:27the state that fights back against some of these bad policies that's coming out of
- 6:30Washington, DC. And frankly, he's going to be the voice for West
- 6:34Virginia. And if we as a state gonna stick up and fight back against
- 6:39some of these bad policies coming out of Washington, you need a governor that's
- 6:43a strong leader and has a vision, a clear aggressive a vision for how
- 6:46we need to better our state and Frankly, after all the policies we've passed
- 6:50in recent years, the Hope scholarship tax cuts, we need a governor that's
- 6:56go double down on these policies and not nibble around the edges. So we
- 7:00believe Patrick Morrisey has those leadership capabilities as well as the clear vision to make
- 7:05sure West Virginia is a better place to live, work and raise a family.
- 7:09If Patrick Morrisey is not the nominee for governor, I mean, the
- 7:13poles as of right now, the Chamber of Commerce came out there, there
- 7:15has been others and have Patrick Morrissey in the league. But if that doesn't
- 7:18hold and Poles do change and the opinions change, would you indorse another candidates
- 7:24or I mean, you don't have to give me a name, but I
- 7:25mean, are you all in on Patrick Morrisey and nobody else or would you
- 7:28just move on if Patrick Morrisey is not the nominate Well, I mean,
- 7:30right now we're all in on Patrick Morrissey, and Frankly, an engagement from
- 7:34us, Like there's a lot of groups that endorse in these primaries, and
- 7:38you get a nice letter, a donation to her campaign, and maybe that's
- 7:41it. But when an engagement from Americans prosperity comes out, we're in it
- 7:45to win it. So for governor, that's a seven figure by it's hundreds
- 7:49of thousands of door knocks. So we believe Patrick Morrisey is gonna be the
- 7:51next governor. But frankly, all the other candidates are great. I remember
- 7:56ten years ago, Dave, I moved to West Virginia in August ten years
- 7:59ago, and back then, when I was working for the Repulican Party,
- 8:03we were desperate for just candidates to fill the ballot. I know, I
- 8:05know, I've told the story on the show several times that in the nineteen
- 8:09nineties, being from southern West Virginia, we didn't have enough Republicans to be
- 8:13poll workers. We had to get permission to have Democrats and pull in what's
- 8:18supposed to be the Republican poll workers business because we didn't have another. And
- 8:20now it's it's totally changed. Yeah, and frankly, that's that's a good
- 8:26sign for the Repulican Party. It's the sign that we have great competitive primaries
- 8:30across the board. Um, So any of the any of the candidates,
- 8:33we would be welcome to work with. But Patrick Morrisey showed he's a step
- 8:37above the others. He has a clear vision for the state, the leadership
- 8:39capabilities because we did go through a vetting process, we did review the race,
- 8:43and we did review how we would engage in this race. And but
- 8:46we're we're in it to win it from Patrick Morrissey. When can we expect
- 8:50other endorsements from some of the other officers or how many of those endorsements are
- 8:54you going to do? There's absolutely good be other endorsements. I can't I
- 8:56can't reveal our trade secrets him. But you know, US Senate, that's
- 9:01a very important race, probably probably the top race in this country with a
- 9:05center Joe Mansion running for reelection. If he does, do you think you'll
- 9:07run? You know, frankly, I think he's running for president if I
- 9:11had laid in that way too. But um, so, we have that
- 9:13US Senate primary, we have an open congressional sea. We have a very
- 9:16competitive Attorney General's race. But we also have our bread and butter state Senates
- 9:20House of Delegate races. And that's as far down as you go. Right.
- 9:24You don't get into any county races or anything like that. Right,
- 9:26special occasions we might do some some local races, but mostly it's a House
- 9:31Senate and things that nice. Okay, I want to move away from the
- 9:33election for just a moment. You folks are hitting the road in an RV
- 9:37next week. Now, Number one, how do I sign up for that
- 9:39gig? But what's this whole RV tour about that you guys are doing?
- 9:43So I think the RV is called the Notorious pip Or and it's the Prosperities
- 9:48Possible campaign. So we launched an eight figure spend in seven states the show
- 9:54that you know, we all know Washington, DC's broken, and we all
- 9:58know inflation and byonomics is is ruining this country. But we are We are
- 10:03going out to folks and telling them that there's a better pathway forward if politicians
- 10:07stopped playing games and past common sense policies. So our RV is coming July
- 10:11twenty six through August. First, we're going to Serbian chicken dinner, some
- 10:16luncheon, some state fairs, and just showing folks that, hey, there's
- 10:20a better pathway forward if we elect some common sense politicians and also some common
- 10:24sense solutions. So we'll be having some round federal round tables with some state
- 10:28lawmakers about like what issues they've been doing to help the state of West Virginia.
- 10:31But it's just showing there's a better pathway forward. So you'll be seeing
- 10:35that that green RV with the statue of Liberty coming through your your neck of
- 10:39the woods. Don't call the cops, right, yeah, don't. Well,
- 10:41we got lawyers for that. I was gonna say, let's say get
- 10:43out of hand. Yeah, we did have a text to the show,
- 10:46and I want to and you've been on the show before you and others Adjason
- 10:50with the organization as well, and we've had a frequent text to the show.
- 10:54So I'll do it again. Is it possible for somebody to look up
- 10:56a list of your donors? Is that something that you have to do or
- 11:00do you want to do? Or well we we we we we fallow all
- 11:03election near campaign laws. And frankly, um, there's been articles out there
- 11:07recently. We've raised seventy million dollars and our biggest contributor is Charles Coke in
- 11:13the coke industries. But um, you know you can we fall all election
- 11:16laws of folks can figure out where are our moneys are coming from? And
- 11:20and and frankly, if they want to learn more, they can go Americans
- 11:22for Prosperity dot org. All right, sounds good, all right, Chrescent
- 11:26to GALLAGHERY, Deputy State director of Americans for Prosperity, hitting the hitting the
- 11:30trail and the art. It's an old RV, new RV something. I
- 11:33guess it's brand new. He just wrapped it. Uh, you know it's
- 11:35it's it's been in all. You're driving. I don't have a CDL,
- 11:39so I can't drive. You have to the CDL to drive the RV.
- 11:41Okay, I didn't realize allegedly, so that's what. Maybe they just don't
- 11:43want you to drive. Think about that, all right, Chris and GALLAGHERY.
- 11:48Give us the website again for Americans for Prosperity. Americans for Prosperity dot

- 14:56so good rather he's stayed there good oven or yes, but I think best
- 15:01at ag according to a texture. It's um. It's been a difficult few
- 15:05days within the city hall walls here in Charleston with the allegations of actual propriety
- 15:11against Charleston Police Chief th Ti Hunt. The allegations against Chief Hunt were brought
- 15:13up, brought up on the record Monday evening at Charleston City Council meeting my
- 15:20council person Shannon Snidograss. No comment from the city until met yesterday afternoon when
- 15:24a letter was released by the office of the City Attorney to city Council and
- 15:28to the media. And the person who issued that statement is with us now,
- 15:31the City Attorney, Kevin Baker. Kevin, good morning. How are
- 15:33you, sir? Doing well? How are you? I'm doing fine.
- 15:35Thank you for for being here. Let's count Let's go back to the beginning.
- 15:39A complaint was made by a woman against Chief of Police Thy Hunt.
- 15:45When did you, as the city attorney, first become aware of all this.
- 15:50It was a late April of twenty twenty two. I got I got
- 15:54forwarded the email that made some allegations and began doing an investigation at that point.
- 16:00So in that complaint, which you can read just about anywhere, the
- 16:04woman in question here emailed the city. And so the email you said you
- 16:11received at a city attorney. That's the kind of the way it happens.
- 16:12But just for the record, was it was it email to the mayor the
- 16:17city in general, to whom I concern. How did it come in?
- 16:19It came into the Mayor's office at City of Charleston dot org email address,
- 16:25which is sort of a general email account. That's that's a monitor by staff,
- 16:30right, the email state of the Chief Hunt in the in the opinion
- 16:33of the person making the complaint, that Chief Hunt used his political position as
- 16:38a Charleston police chief to initiate an FBI investigation into this woman because of the
- 16:45nature of said complaint. It was sent to your office, correct, So
- 16:51you just want to take the story from there. Yeah, Well, you
- 16:52know, that's obviously a very concerning allegation, and so it's something that I
- 16:56took very seriously, and I spoke initially with the Chief of Police to determine
- 17:03whether or not there was any legitimacy to this, and the chief essentially confirmed
- 17:07that there was some legitimacy that there was a complaint file with the FBI,
- 17:12and that I need and I took from that that I needed to look into
- 17:15this further, and I did reach out to the FBI. I spoke with
- 17:19the FBI on the phone that same day and had a good conversation, relatively
- 17:25lengthy conversation. Well, why the FBI. I mean, as a novice,
- 17:29why would you reach out to the FBI? I wanted to know whether
- 17:33or not the FBI would normally do what was purported to be done, whether
- 17:37if my wife, for example, called in and said to the FBI,
- 17:44I'm being harassed by a person. I need you to look in I want
- 17:45you to look into it, whether or not that was something that they would
- 17:48take into consideration and investigate or not. Okay, So so you contacted and
- 17:53said is this in your wheelhouse? Basically, I mean, is this something
- 17:56because it just seems to me on the surface, and again I'm a novice,
- 18:00you're the professional. I'm not. It seems to me on the service
- 18:02that when you say the FBI that it seems like it's kind of a kind
- 18:06of extreme. I mean, those are the guys that are, you know,
- 18:08the in the coats and the sunglasses and the whole deal we see on
- 18:11TV. I just it seems it seemed to me on the service to be
- 18:15kind of extreme. But but it's not. Well, I agree. I
- 18:17mean, at first, blush, I thought it was extreme as well.
- 18:19It was only after speaking with the FBI where they assured me that they have
- 18:23a national tip line. They get tips all the time, and imagine they
- 18:26have to follow up on every tip because if they don't follow up on it
- 18:30and it turns out something else was going on, then they could you know,
- 18:33it can come back to bite them. Okay, So you fast forward
- 18:37now to I guess it's May. And if I get my dates wrong on
- 18:40this, I apologize. There's just a lot of dates to remember. So
- 18:41fast forward now to May of twenty twenty two. You spoke with the FBI.
- 18:47Yeah, and and they confirmed that they conduct these types of investigations when
- 18:52complaints come in. Yeah, they have to, yes, Okay, And
- 18:56you looked into it and came to the conclusion of what exactly because some have
- 19:00asked the question, and I think it is a fair question on the surface.
- 19:04Did Police Chief tie Cutt receive special treatment in this case and involved the
- 19:07FBI? That's right? And I looked into that directly with the FBI,
- 19:11and the FBI confirmed to me that he did not receive special treatment. That
- 19:17this is something that they would do for any complaint that comes in. And
- 19:22you know, quite frankly, I think that because the FBI is the logical
- 19:26entity to investigate public official wrongdoing, any allegations of a public official who perhaps
- 19:32used their office for an inappropriate reason, the FBI is the place to investigate
- 19:37that anyway. So the fact that they had it in their hands actually gave
- 19:41me some comfort that they're looking into this, they're taking it seriously. I
- 19:45learned from miss Harless that she filed a complaint as well. This was the
- 19:48woman that was involved with allegedly involved with with the with the police chief.
- 19:52Hi. Yes, and she she told me that she filed a complaint with
- 19:55the FBI as well. The FBI confirmed to me that they were taking all
- 19:59the complaints serious and looking into them appropriately, and so no violations of actual
- 20:03law were found. Is that correct? That that is my understanding at this
- 20:08point. Yes, And I've spoken with the FBI and multiple occasions since that
- 20:11first time, and they aren't they don't they don't confirm or deny anything but
- 20:18it's not funny that way, based on my conversations with them, that they
- 20:21found no wrongdoing on behalf of any party involved. Because that and I know
- 20:25people are right now rolling their eyes on hearing what came out yesterday. We're
- 20:27gonna get that a little bit later and go on again. We're talking with
- 20:30city Attorney Kevin Baker. There's a difference, Kevin, as you well know,
- 20:33you're the expert on this, not me. There's a difference between a
- 20:37violation of law and a violation of maybe ethical standard. They're not always the
- 20:42same thing. That's correct there. So from there, with no real crimes
- 20:47being committed, in your opinion, it appears what happened was consensual. It
- 20:51appears that way, and this is all in the report from your office.
- 20:56So no crimes were committed, but but there were ethical concerns. I guess
- 21:02is that a fair way of putting it. Yeah, I mean I think
- 21:06that it's it's clear that it was consensual. That that was the allegation from
- 21:10the complainant. When I spoke with her initially, there was no uh,
- 21:12she didn't say anything about it not being consensual. Okay, so we weren't
- 21:15concerned. I was not concerned, um that there was some crime, some
- 21:21sexual crime committee and she never alleged that much. She never alleged that,
- 21:25Okay, um and and so. But there was some allegations of some text
- 21:29messages back and forth that she said came from a city, which is that's
- 21:33where the problem lies. It had it, you know, perhaps been on
- 21:36a personal phone or something, but it was it was or was under can
- 21:38you confirm it was a city issued cell phone. So those are the allegations,
- 21:44and that's what we investigated it. Okay. I really don't want to
- 21:45get into the details of what that investigation understood, understood, but but I
- 21:49can tell you that the Human resources director and I met with Miss Harless in
- 21:55person, that we reviewed the items on her cell phone she showed us,
- 22:00which I believe is a close to full picture of what was going on,
- 22:06okay, And we interviewed Chief Hunt separately as well, and we came to
- 22:11a final conclusion and report that we submitted to the mayor for her actions,
- 22:15and your office wrapped up your investigation, I think in June of twenty twenty
- 22:19two. That's right, that's correct, And once you were done with your
- 22:22findings, then they're as they are. In all cases like this, they're
- 22:25turned over to the mayor, so take it from there and the mayor,
- 22:27as as Chief Hunt stated yesterday, the mayor did lay down a suspension of
- 22:33three days unpaid and that you know that that is the end result of that
- 22:40discipline, okay, And that was in June of twenty twenty two, because
- 22:42he's already served that right, correct, That was in June of twenty twenty
- 22:45two. And I will say that I I take a lot of pride in
- 22:52the fact that keeping matters of HR confidential is important because when I first came
- 22:56in a city attorney about four and a half years ago, there was a
- 23:00perception that if you took something to HR, it became gossip immediately. And
- 23:06that's something that we've worked really hard to try to stop. And it's to
- 23:07protect everyone involved, not just the employees, but also the members of the
- 23:12public that are coming forward and making these complaints. Because if there are complaints
- 23:17about city employees that are misusing city property, we want to know. We
- 23:21want you to come to HR, to come to the city and let us
- 23:23know so that we can investigate and take the appropriate action. And it's an
- 23:27unusual circumstances went circumstance when a year later the complainant would come forward and make
- 23:33all these things public. Usually these things are not spoken about in public.
- 23:37They're just dealt with behind the scenes through our human resources well, and that's
- 23:42therein lies a bit of an issue for me as to why it went public,
- 23:47but that's another story for another time. Again, we're talking with Kevin
- 23:49Baker, who is the city attorney for Charleston. In his statement yesterday Kevin
- 23:56police shoot Ti Hunt says, I'm truly sorry for the hurt that my actually
- 24:00because my family, my colleagues, and the citizens of Charleston. I made
- 24:03a mistake and I owned my actions. I fully cooperated with the city's human
- 24:06resources investigation. Through the investigation, I agree that I misused city property for
- 24:11a personal matter and was disciplined with a three day unpaid suspension back in June
- 24:15of last year. That was a lapse in personal judgment, and I know
- 24:18I must work harder than ever to rebuild trust. I appreciate the faith that
- 24:22mayor good one has in me to continue to leave the Charleston Police Department.
- 24:26I have spent my entire career serving the citizens of Charleston, and it's an
- 24:30honor to serve as chief. My dedication and commitment to our city has not
- 24:33waned for one second over the last year, and I will continue working hard
- 24:37to repair personal and professional relationships. In quote signed James ty Hunt of the
- 24:41Charleston Police Department, So there's a tight Hunt's statement, in your opinion,
- 24:47Is this issue over now? I believe so. I believe the issue was
- 24:52over in June, frankly, but I think that it's it's very good of
- 24:56Chief Hunt to come forward and explain the situation in his own words. That's
- 24:59something that I would not have brought forward from my position. I was not
- 25:03going to make the result of that investigation public. But it's certainly within his
- 25:07rights and an ability to bring it forward, just as it's within the rights
- 25:11of the complainant to bring the complaint for it. If she's so choosing.
- 25:14Was that something and I don't know, you may not know the answer to
- 25:15this, Kevin. Was that something that he was asked by the city to
- 25:18do or something he did on his own or do you have any idea?
- 25:21I do not know. Okay, well, you don't know what lies on
- 25:23the heart. So people I guess I completely understand that. So, Kevin,
- 25:26I, if I'm reading all this correctly, basically what he got in
- 25:30trouble for was the use of police properties, meaning could be a physical location,
- 25:33could be devices like a phone or something that. That's basically what do
- 25:37you got in trouble for. I think you've read through the between the lines.
- 25:41Well, yes, okay, all right, so that's it. Any
- 25:44further comment on the situation, I don't think so. I just want to
- 25:48reiterate that the City of Charleston wants people to come forward if they believe city
- 25:52employees are misusing city property. We investigate complaints through our Human Resources department all
- 25:59the time. We will continue to do that, and I hope that this
- 26:03situation does not dissuade people from coming forward. I hope they continue to come
- 26:07forward knowing that we will protect confidentiality and any complaints that are made will not
- 26:12be spread around. Kevin Baker, it's not an easy position for you to
- 26:17be in like this. I have to do this, but it's what you
- 26:18signed up for, right, That's right. But you're scratch you're going,
- 26:21man, Maybe I did, and I don't know, but Kevin Baker,
- 26:23City Attorney, for the City of Charleson's definitely any time to deal with a
- 26:26situation like this. It is never easy, and I appreciate you taking time
- 26:30to come on the show, and I appreciate everybody's City Hall from making you
- 26:33available for us. Thanks a lot. I appreciate it. Thank you.

- 30:02Today. Doctor Marty Roth from the University Charleston's here. Talk to him here
- 30:04in just a capital moments, but a couple of quick texts. Tex says,
- 30:07Crescent going back to the Crest and Gallaghery interview with Americans for Prosperity,
- 30:11Crescent must be smoking some of Pushkin's weed. Bad endorsement. Morrissey has the
- 30:15personality of a rock. He is more well known than more Capita and only
- 30:22has a one percent edge. Once Big Daddy endorses Capito, it's all over.
- 30:26According to a texture textra says, there's been more overdose deaths in the
- 30:33state under Morrissey than there's ever been. He sold out to big Pharma,
- 30:37no one with the jail, and we're still losing fifteen hundred dollars senteen hundre
- 30:40dollar. I'm sorry, fifteen hundred people a year overall deaths. Texas,
- 30:47Americans for Prosperity and the Koch Brothers don't speak for the people of West Virginia
- 30:51in any way, shape, form or fashion. People of West Virginia may
- 30:53be voting for Republicans, but Republicans don't vote for the people of West Virginia.
- 31:00Texter says, haha, a real grassroots getting funded by Coke. The
- 31:03Conservative version of Warren Buffett Americans for Prosperities, exactly like Jason Aldeen. Big
- 31:08city, big money and panders to the working class, but doesn't know a
- 31:11thing about the working class. According to a text or textra says Dave,
- 31:15the chief hunt allegations but public because the city covered it up. Should have
- 31:19been full transparency from day one of the complaints. According to a text,
- 31:26doctor Marty Roth from University of Charleston is in studio with us right now.
- 31:30Good morning, doctor, how are you. I do an excellent Dave,
- 31:33thanks for having me, Thank you for being here. Big happenings last week.
- 31:37You always have big happenings going on to campus, so you see,
- 31:40but downtown this time with its Downtown Business Hub. Talk about them. Yeah.
- 31:44So we're really excited to have launched the new University of Charleston Downtown Innovation
- 31:48Hub. So it's a purposely designed space to help existing small businesses scale up
- 31:55and grow. We did some research and found that there's a pretty robust system
- 32:00here in Charleston to support entrepreneurship. A lot of resources to help somebody start
- 32:05a business, but once they're up and running and have an established enterprise,
- 32:08not a lot left to help them scale up and grow. So that's where
- 32:12UC comes in. We have a business Accelerator program where we put cohorts of
- 32:17small businesses through training and workshops, coaching, advising, networking over a six
- 32:23month period to help them get their resources, tools and connections they need to
- 32:29really grow their businesses and create jobs here in the valley. And I think,
- 32:32doctor Roth, I think that's so important because what happens is and I
- 32:36found this and some of the business some of the other jobs I've had beside
- 32:38this one, is that somebody gets an idea for a business. You know,
- 32:42whether you know they're making these We used to say in the Stay government
- 32:45when you're making widgets, you know, so you're gonna make widgets or you're
- 32:47gonna make cookies or whatever you're gonna do. You got the idea, you
- 32:51got the plan in your head. But it's a whole different world when it
- 32:53comes to marketing that plan, getting people to understand how much you know you've
- 32:59got you've got a passion for it, but getting to make John down the
- 33:02street understand why he has to have a passion for it, and getting to
- 33:05know the right people. And from what I'm hearing here. This is kind
- 33:07of what the whole concept of this thing is. Yeah. Absolutely, I
- 33:10mean it's complicated to run a successful business. Like you said, you may
- 33:15have a great idea and have some really solid concepts for marketing it, but
- 33:20probably don't have a good foundation in accounting and finance, or operations or human
- 33:24resources. So that's part of what you want to do, is give somebody
- 33:28all the knowledge and tools that they need to successfully run a business, but
- 33:32also don't make the same mistakes that others have made. Have the opportunity to
- 33:37learn from and connect with experienced business owners who can say, hey, these
- 33:43are some mistakes I made that if I knew now what I knew then,
- 33:46or knew then what I knew now, I would have been able to really
- 33:52get things up and running a whole lot faster. So don't make the same
- 33:54mistakes that I did. And by the way, here's some people to help
- 33:57me along the way on my journey, and let me connect you with them
- 34:00so they can help you too. So I've got this business idea, as
- 34:02I said, I'm I'm making widgets. Okay, how do I get involved
- 34:07with the center downtown? What do I need to do? Sure? So
- 34:08if you have a new idea and you're just getting up and running tap into
- 34:13the Charlestonary Alliance Advantage valley. The state has lots of resources through the Development
- 34:20Office. But once you're established and you're starting to generate some consistent revenue,
- 34:24you're generating two hundred and fifty five hundred thousand dollars a year, you've gotten
- 34:29to a point where you have a couple of employees working for you. That's
- 34:31where the University of Charleston is now the resource for you to help you take
- 34:37that business once you get there. Yeah, because that's that's the biggest part.
- 34:39I mean, if you look at any small business or whatever, you
- 34:43know, they a lot of them don't make it till the secret or third
- 34:45year. Once they once they get over that hump, the statistics are proven,
- 34:49they're usually in pretty good shape. But it's just getting getting to that
- 34:51point. We're talking with doctor Marty Roth of the University of Charleston and from
- 34:53the looks doctor of the turnout for the ribbon cutting, looks like the community
- 34:58and the business leaders are pretty excited about this as well. And I think
- 35:00that says something about the business community here in the valley because a lot of
- 35:06those people that I saw it. I didn't get to attend because I was
- 35:07doing a little radio show at that time, But from when I saw those,
- 35:12a lot of people that showed up for that were people that have already
- 35:15quote unquote made it and either want to give back or just want to network
- 35:19and help other people. Absolutely, because a lot of research shows that while
- 35:23we try to attract big businesses here to the state of West Virginia, it's
- 35:29hard to do. Every other state in the country is trying to do the
- 35:30same thing. Where most states see consistent growth is through the growth of small
- 35:37businesses. So the state understands that, the city understands that. So an
- 35:40effort like ours to help small businesses scale up and grow has been really well
- 35:45received. So it's truly a win across multiple dimensions. It's a win for
- 35:50the city. It's a win for the small business community. It's a win
- 35:53for the existing businesses, the banks and the attorneys, and the digital marketing
- 35:58companies that need new clients that they can bring their expertise to bear. It's
- 36:04going to be a win for our students who will now have an opportunity to
- 36:07do projects and internships with these small businesses that see what it's really like to
- 36:12try to make a small business successful. And I think it'll be a win
- 36:15for the university to give us some great visibility. Downtown seventeen minutes away from

- 36:28A call three or four four four zero one zero one. Doctor. We
- 36:31read in the news every day about the struggles that institutions of higher learning are
- 36:36having across the country. You know, these issues are our nationwide, from
- 36:38the biggest colleges to the smallest. And is the head of a of a
- 36:43what would be considered a smaller university here in Charleston, West Virginia, how
- 36:47do you and your administration go about addressing some of the concerns that we're seen
- 36:51now in the world of higher education in America. Yeah, these are definitely
- 36:54challenging times in higher education. A lot of it's driven by shifts in demographic
- 37:00So West Virginia is not a growing state population wise, but more importantly,
- 37:05people who have been having fewer children for a couple of decades now. So
- 37:08now what we're seeing is fewer kids are graduating from high school each year compared
- 37:15to the last and is expected to see the most precipitive decline in twenty twenty
- 37:20six. So what we refer to in the industry as the demographic cliff that
- 37:24our core audience of students is getting smaller. Yet no college or university wants
- 37:30to go out of business, so there's a lot of supply in the market
- 37:36but decreasing demands. So some of the things that we've done to try to
- 37:38address that is broaden the types of students that we serve. So now over
- 37:44half of our students are working adults, they're not traditional age college students.
- 37:50Over half of our students are engaged with us fully online. The only time
- 37:52they may come to campus is when it's time for commencement and they have the
- 37:57opportunity to come and celebrate that momentous Asian with their families. So we've been
- 38:01expanding our portfolio of programs, primarily focusing on those that would really resonate with
- 38:09adults, so things like a new Masters of Nursing program for current nurses to
- 38:15become a family nurse practitioner a master's an occupational therapy program. We're going to
- 38:20be launching a Doctor of Physical Therapy program. Programs that require a body of
- 38:27knowledge and certification and licensure which help people advance their careers are the types of
- 38:34things that we're keenly focused on and adding to our portfolio. Some of them
- 38:37are delivered on campus, whether it's here in Charleston or in Beckley. Some
- 38:40of them are delivered fully online, and some are blended where we'll do some
- 38:45online delivery but bring students to campus a couple of weekends as semester where they
- 38:51can do lab work and clinical work and so forth. So it's really about
- 38:53being innovative, being creative, and the old Wayne Gretzky expression, trying to
- 38:59skate to where the puck is. And if you just stay focused in today's
- 39:02higher education market, on the traditional high school market, it's a it's going
- 39:07to be a tough road because there are just fewer students graduating each year.
- 39:10Yeah, and it's it's really amazing. And I actually I was on the
- 39:15campus of a community college elsewhere outside of Charleston yesterday doing some some business type
- 39:21things, and it's just amazing how much it's it's changed. I mean,
- 39:23as somebody who went to college in the eighties and early nineties, it's it's
- 39:27and you've been you've been in this for a little while. What are some
- 39:30of the changes that you've seen. I mean, we talked about the online
- 39:32and how you can get full degrees now online and things of that nature.
- 39:36It's a different a different ball game than what it was. And you got
- 39:37involved with this, doctor absolutely, and I think the customer, the student,
- 39:43or the family is just much more focused on return on investment than they've
- 39:46ever been before. The Internet makes information widely available, so individuals can really
- 39:55become very well informed customers and they know they have a lot of choices,
- 40:00and they do their homework and they're going to focus on investing their time and
- 40:05their money where it's going to get the best payoff. And that means at
- 40:09an institution like the University of Charleston, we have to be very value focused,
- 40:14we have to be affordable, but we also have to make sure that
- 40:17we're very student focused. Great experiences with you seeing no matter how you engage
- 40:23with us in seat or online, faculty who are passionate about student development and
- 40:30student learning and making sure that what we're doing is going to help students attain
- 40:36their personal professional goals. It's not just about learning material for a course.
- 40:40It's where do these students want to see themselves after graduation five years from now,
- 40:45ten years from now, and making sure that we're putting them on the
- 40:50best path for success. The way to end that they when to classes start
- 40:53on campus. Yeah, so classes will start in mid August, so about
- 40:59two weeks we'll have some student athletes coming back to campus. So even though
- 41:02we have seventeen eighteen hundred students enrolled, this summer has been pretty quiet across
- 41:07the river, but things to start picking back up again the first week in
- 41:12August. We'll get the football team, soccer teams, some other student athletes
- 41:15back, and by around the eighteenth of August, we'll be back in full
- 41:21session. Back to school. Always exciting. All right, doctor Marty Roth,

- 45:27oh seven three, And then with ninety eight point seven we launched an all
- 45:30news station. It's called The Mountain. It's nothing but classic rock. So
- 45:35if you're a fan of the great music of the seventies, eighties, a
- 45:37little bit of nineties, a little bit of late sixties, but it's pretty

- 46:37in all the talk about Chief Ti Hunt in that situation, we haven't had
- 46:43an opportunity. We haven't heard much about the situation with Knack County Commission Kin
- 46:47Carper. Well, there is some stuff to report. Kanaw County Commission President
- 46:53Kink Carper is looking at his under federal investigation as well to state investigation,
- 47:00and reports are more serious charges could be considered. Now, this is kind
- 47:04of complicated, and I was doing a deep dive on this stuff last night
- 47:07and this morning to make sure you understand what I'm talking about here. This
- 47:10all comes off of a briefing by State Police Superintendent Jack Chambers yesterday. Quote
- 47:16from Superintendent Chambers, I assigned a seasoned trooper from the State Police side the
- 47:23special prosecutor that I reached out to. This is Superintendent Chambers talking the special
- 47:28prosecutor that I reached out to the US Attorney's office as well. Are they
- 47:32reached out, I should say, to the US Attorney's office. So the
- 47:36investigation is being run by two state troopers through state court as well as with
- 47:40a federal nexus. End quote. That's a quote from Superintendent Jack Chambers,
- 47:46and that came as part of the briefing yesterday. Now you will recall a
- 47:52special prosecutor was named, that being Logan County Prosecuting Attorney David Widley. He
- 47:58then asked for police involvement, and some have said some that Kent Carper emailing
- 48:08a county employee and offering her a job could could be considered bribery or at
- 48:17least obstruction of justice, considering that the woman that he sent the email too
- 48:25is the girlfriend of the police officer who was investigating the famed Now nine one
- 48:32call from Daniel Boone Park back in May, and that caller you know,
- 48:39the story by now seems like it was years ago, but it was just
- 48:44a couple of months ago that caller accused someone matching the description of Canon County
- 48:50Commistser Kent Carper of exposing himself. Now, the story is is that Commissier
- 48:55Kent Carper sent the woman an email as sing if she had an interest in
- 49:01working at Big Bend. And you will also recall that shortly thereafter, I
- 49:10had County Commissioner been Silango on the show and asked him to expound upon it,
- 49:16which he did, and he said that that was a kind of paraphrase
- 49:23in trying to remember the interview exactly the way he phrased it, but basically
- 49:28what he said was is that that was not an official offer because there was
- 49:32no opportunity there and so without input from either mister Selango or the other county
- 49:43Commissioner, Lance Wheeler, that it could not be considered an official job offer.
- 49:51Now, the federal aspect, if it happens you' you may be wondering,
- 50:00Okay, well, what would the Feds have to do with this?
- 50:02Well, it could be reaching a little bit here, but it could be
- 50:07because the offer or perceived offer, however, you want to phrase, it
- 50:13was done over the internet. And this internet thing that apparently it's going to
- 50:20be sticking around a while from what they tell me. Uh, this internet
- 50:22thing has changed everything because once you hit sin on an email, it becomes
- 50:30a federal issue. Because crossing state lines, it's not the same as you
- 50:36know, running into somebody's showne's and saying, hey, would you like to
- 50:38have you know, would you would you consider this or whatever. It's not
- 50:42the same once you do once you do it on the internet, as they
- 50:45say, it's out there forever. So let this be a lesson. Don't
- 50:47count communicate anything over the internet. Now. There's still no comment from the
- 50:54from the Carper camp. And I had reached out to his office once he
- 51:01came back, and he was at a county commission meeting a couple of thursdays
- 51:05ago, and I reached out to his office. They've always been very accommodating,
- 51:08as is he to come on the show. And I asked him if
- 51:10he would like to come on the show and he declined. And I get
- 51:14that, you know, because he's declined interviews that everybody else. Why,
- 51:17you know, why why would you talk to me? And I get that
- 51:21but a spokesperson for a commissioner, Kawfer Carper, that is offered up the
- 51:27attorney for Ken Carper, Jesse Forbes. But as I replied to them,
- 51:32with all due respect to mister Forbes, I actually don't know Jesse Forbes the
- 51:37attorney at all, but with all due respect to him and his credentials,
- 51:39I was really more interested in talking with Ken Carper. And I'm sure you
- 51:43understand that, not his attorney or a spokesperson. And the spokesperson happens to
- 51:47be a very close personal friend of mine. But I said, no,
- 51:51no, not not really going to go that route. Final Tech says the
- 51:57one way to really tick the people office, to keep things from them,
- 52:00lie about nothing to see here, trip all over yourself trying to cover it
- 52:02up, dismiss it. Then when it finally comes to light, you admit
- 52:06to it, but refuse to apologize or make amends for not acknowledging at all
- 52:09in the very beginning. That's according to a text. All right, we
- 52:13gotta go. Thank you so much for Ryan Nicholson. Thank you so much
