Milwaukee’s I-94 East-West reconstruction, already set for eight years, could now take a full decade due to complex underground utility relocations. The project’s cost has ballooned to $1.85 billion—up $57.7 million from the original estimate—with additional funding needed in the next two state budgets to meet the 2033 deadline instead of 2035.
