- 0:00Welcome to the Hoover Daily Report. "Ideas Advancing
- 0:04Freedom." It's Thursday, July 16th, twenty twenty six.
- 0:07Today, H.R. McMaster speaks to Japan’s former national security advisor about
- 0:11trade, cooperation, and confronting aggression in the Indo-Pacific. Russell
- 0:15Berman writes about Benjamin Rush: doctor, Declaration signer, and one-time
- 0:19rival to George Washington. And Andy Hall describes how he has used AI to evaluate
- 0:24clauses in contracts and predict which ones may lead to disputes down the road.
- 0:28Security, Prosperity, and the Japan-US Alliance.
- 0:31Join Shigeru Kitamura, former national security advisor of Japan, and Senior
- 0:36Fellow H.R. McMaster on the latest episode of Today’s Battlegrounds, as they
- 0:41discuss Japan’s transformation into a leader in economic statecraft, how
- 0:46democratic nations can secure strategic autonomy in critical technologies and
- 0:51supply chains, and the future of US-Japan cooperation in confronting coercion,
- 0:56cyber threats, and growing competition in the Indo-Pacific. The conversation
- 1:01explores Japan’s evolving security strategy in response to growing
- 1:06challenges in the Indo-Pacific, including China’s military modernization and
- 1:11economic coercion, and tensions with that nation revolving around Taiwan and the
- 1:16East China Sea. Kitamura and McMaster also discuss Japan’s changing defense
- 1:21posture, the role of critical technologies and resilient supply chains,
- 1:26and the importance of the Quad and other partnerships across the Indo-Pacific.
- 1:31They examine efforts to deter North Korea, strengthen regional security, and
- 1:36deepen US-Japan cooperation in support of a free and open Indo-Pacific.
- 1:41Teaching Freedom: Russell Berman on Benjamin Rush.
- 1:43Senior Fellow Russell A. Berman writes about Declaration signer Benjamin Rush, a
- 1:47young physician who grasped the idea that a nation built on liberty must be taught
- 1:52the foundations of freedom, especially virtue. Rush evangelized for a distinctly
- 1:56American education—today we would call it civics—as the essential tool to unify and
- 2:00inspire the people of the newborn country. His vision, Berman writes,
- 2:04touches on many of the basic assumptions of modern higher education, and it
- 2:08highlights the continuing challenge of forming Americans for citizenship.
- 2:12Energy Security in a Dangerous World.
- 2:14Iran’s closure of the Strait of Hormuz has exposed the reality that the world is
- 2:19undergoing an unexpected energy transition—not from fossil fuels to
- 2:23renewables but from a free and open energy commons to one dominated by
- 2:28geography, military threats, and the hard reality that national security has become
- 2:33inseparable from energy security. In a new video, Distinguished Visiting Fellow
- 2:38Adm. James O. Ellis Jr. says today’s maritime economy has outgrown available
- 2:42naval power, and commercial shippers are far more risk averse than in past crises.
- 2:47Protecting vital energy chokepoints now requires stronger fleets, smarter
- 2:52alliances, and a clear recognition that energy security is national security.
- 2:57Can AI Fix Bad Rules (or Contracts)?
- 2:59At his Substack, Free Systems, Senior Fellow Andrew B. Hall and Stanford
- 3:04Graduate School of Business research fellow Elliot Paschal describe a new
- 3:08AI-powered system to evaluate problematic language in contracts that might lead to
- 3:13disputes or litigation. Harvesting “resolution rules” surrounding bets made
- 3:17on Kalshi and Polymarket and running them through Claude, they were able to spot
- 3:22language that had a higher probability of generating a contract dispute. “Working
- 3:27with Claude, we developed a 10-point rubric for spotting flaws in contract
- 3:31rules that might lead to disputes—including things like failing to
- 3:35specify a source of truth [and] not naming an entity specifically enough,”
- 3:39Hall writes. “Just from our grades based on the text of the resolution rules, our
- 3:44tool is able to predict which contracts are more likely to result in a dispute at
- 3:49a rate far better than chance.”.
- 3:50Free People, Virtue, and Wisdom.
- 3:53Using an anecdote offered by a former teaching colleague, Research Fellow David
- 3:58R. Henderson argues in Defining Ideas that socialist societies with central
- 4:02planning fail not just because people lie and cheat but also because the central
- 4:07planners themselves can never obtain enough information about the marketplace
- 4:12to make sound economic decisions. Citing what Hayek called “the particular
- 4:16circumstances of time and place,” Henderson says scientific knowledge
- 4:21cannot replicate what individual actors in an economy know at the micro, ground
- 4:25level. “Even good people cannot, as central planners, make good choices for a
- 4:30society,” Henderson writes. “They don’t have the information necessary to do so.
- 4:35And the incentives in a socialist society drive people not to be good.”.
- 4:39This Month in Hoover History.
- 4:41Hoover Joins NSF-SECURE Initiative.
- 4:43In July 2024, Hoover joined with the University of Washington, Texas A&M, and
- 4:48eight other organizations in contributing scholarship and expertise to build the
- 4:53National Science Foundation’s SECURE Initiative. SECURE uses cutting-edge
- 4:57techniques and analytics to predict threats to US national security that
- 5:01emanate from international research collaboration on sensitive matters.
- 5:05That’s your Hoover Daily Report for Thursday, July 16th, twenty twenty six.
