- 2:15say. But if you're traveling this morning, main roads obviously are in very
- 2:19good shape, but the back roads not so much. This morning. That's
- 2:22gonna be melting the way though. I'm not a meteorologist, nor do I
- 2:23play one on television, but just saying that things are starting to look up
- 2:29a little bit. Well to Welcome to the show right now, Chris Miller,
- 2:31who is a candidate for governor in the state of West Virginia. Good
- 2:36morning, sir, How are you. I'm all out of bubblegum Dave,
- 2:38Yes, indeed you are. A time you know that that plays. I
- 2:42always think of you for some reason. I don't know why. It just
- 2:44it just seems like something that you would do as an intro as opposed to
- 2:47me. I dig it, I dig it. It gets fired up every
- 2:50single time I get to listen to your show. I appreciate you listening.
- 2:52So how's the campaign been so far. It's been an absolute blast, traveling
- 2:55all around the state and getting meet everybody. You know, the really fun
- 2:59thing about West Virginia is the absolute best thing about our state of the people.
- 3:02And that's just it's been so great for me to go around the state
- 3:07and meet as many people as I possibly can. And the other funny thing
- 3:09is, you're gonna laugh at this, but West Virginia we might be more
- 3:13tribal than Afghanistan. We've got like fifty five counties all separated by mountains,
- 3:16and fifty five different cultures and different types of people. Like it. It's
- 3:20fantastic to actually watch and see. It really is. When I use the
- 3:23term, and I've been taken to task by some of my listeners, I'd
- 3:25say West Virginia is a very diverse state. And they text and they said,
- 3:30what are you talking about? It? To a diverse could you get
- 3:31any more different than Martinsburg and welch oh right or yeah, or Williamson and
- 3:37Wheeling or Charleston in Charlestown. Everywhere's different and the people though, are still
- 3:44the same, Like we're still just a good old fashioned, you know,
- 3:46god fearing family, loving group of people. And that's one of the best
- 3:51things about the states is that it doesn't matter if you got a lot or
- 3:53little. People will bring you in their home and feed you in West Virginia.
- 3:57And you know, heck, if your tesla breaks down during in the
- 4:00coal fields, miners will come out of a mountain and push your tesla to
- 4:03a coal power generator to make sure you got enough power to get on down
- 4:05the road. And no matter how bad those cars really are. I mean,
- 4:09that's the best thing about our state is the people. I saw you
- 4:12had some TV ads run now, I saw those last week, and I
- 4:16think that's probably an advantage you're gonna have over the other Republicans in the state
- 4:20because you are no stranger to the camera. You know, the others all
- 4:26have experience in front of the camera as well, but not quite as much
- 4:28as you do. Chris Well. You know, people can see who you
- 4:30are and see how you sound and understand what you're really gonna be like through
- 4:34television, and that's one of the neat things about that medium. It's kind
- 4:38of like radio. You know, we're here talking. It leads a lot
- 4:40to the imagination people are. You know, they have to pay attention and
- 4:42listen television you get a little bit of imagery and sound. So it's just
- 4:46it's one of those meetings we've been using for a really, really long period
- 4:48of time, and I'm totally comfortable with it. And it's also it's authentic,
- 4:51right, so you know we're gonna have a great time with it.
- 4:54So today's a big day for you. You start off here and then you're
- 4:58headed down the street. Is that right? We are headed to the capitol
- 5:00to go file our official papers to run for governor of the state of West
- 5:03Virginia. And here with me is my wife, Cassie. By the way,
- 5:06she's kind of sitting here on the sidelines. But aside from marrying my
- 5:11wife, it would be the honor of my lifetime to be selected as the
- 5:14next governor of the great state of West by God, Virginia. And if
- 5:16you have I've always asked the other candidates, says, if you are elected
- 5:20governor West Virginia, will you reside at the capitol? Oh? Yeah,
- 5:24absolutely absolutely. It's part of the state's constitution and it's an onn starter already
- 5:28measuring the drapes and everything. We will not be wasting any money at all
- 5:31the boxing ring inside for the time. We're not going to do anything fancy
- 5:36inside of that place. But hey, if I got to pay to,
- 5:39you know, use my own money to bring in a boxering to make sure
- 5:41I stand in shape, I don't see a problem with that. They used
- 5:44to say when Joe Manchin was the governor that if they had an issue,
- 5:46that mansion would order some pizzas from Gino's, get a case of beer,
- 5:49and just have everybody come over. I could see you reaching out to the
- 5:53other side, but instead of that, I could see you probably ordering protein
- 5:57drinks. But I could also all of the above, right, whatever makes
- 6:00you happy. But I can see you put in a boxing ring and they
- 6:02saying, we're going to work this out. There's lots of ways to persuade
- 6:06people, and so we've got to figure out what the most effective ways are.
- 6:09But really, at the end of the day, it's about bringing people
- 6:11together and solving problems. And that's what a leader does. And that's one
- 6:14of the things that I'm most excited about is actually be able to work with
- 6:16everybody, provide twelve hours of work every single day with a bunch of energy
- 6:20to make sure that everything gets done that needs to get done for the people,
- 6:24because that's what we all forget about, is that elections and governing at
- 6:27the end of the day, is not about the political class. It's about
- 6:30the voters, and it's about the people. And we have an obligation to
- 6:32make sure and provide a better product for the taxpayers. And that's why I'm
- 6:36running. We've got problems to solve and their solutions. Chris, as you're
- 6:40traveling the state talking to prospective voters, what are you listening for? I'd
- 6:44say that because I'm a big believer that sometimes when people are campaigning for office,
- 6:47of course it's important for you to tell your story, but it's just
- 6:50as important to listen. So what are you hearing as you traveled all these
- 6:56places? You know, the most important things to people are in West Virginia
- 7:00a little bit worried about the crazy, woke stuff that's happening all around the
- 7:02country, and they want to make sure that that does not infiltrate infiltrate here.
- 7:06They're also worried about the cost of a gallon of gas and the cost
- 7:10of a gallon of milk, and they're also one of the most important things
- 7:15in the hearts and the minds of the people of the West Virginia is to
- 7:17make sure that we have an economy that provides jobs, to make sure that
- 7:19our greatest export is not our kids, because right now, our greatest export
- 7:25is not our coal, and it's not our natural gas. Our greatest export
- 7:28are our kids. And the way to fix that is to make sure that
- 7:30we have an economy that thrives, that provides jobs and provides employment and provides
- 7:34opportunity. And all you have to do is really understand how economics and how
- 7:39job creation works, change some of the rules to the playing field, make
- 7:42ourselves more favorable to do business, and then work, roll up your sleeves
- 7:46and work. And when we start doing that stuff, all these things are
- 7:49going to start happening. But at the end of the day, I mean,
- 7:51that's the biggest thing. It's grandparents, it's parents, it's everybody that
- 7:57have watched their kids leave. Our state been declining in population for way too
- 8:01long, and we have to fix that. And we have to fix that
- 8:03right now because everything that we do in the future, every problem that we
- 8:07face, gets solved by just growing our state's population, by growing our economy,
- 8:11and it all trickles into what happens with the tax base. Tax base
- 8:15grows, government can provide better services. The tax base grows through economic growth
- 8:20and development, We've got way more opportunity for our people when it comes to
- 8:24jobs and employment. Then you start thinking about how that affects businesses, workers,
- 8:28comp modifiers go down, cost of healthcare goes down, the lives of
- 8:33people get improved. And it really starts and ends with managing and running an
- 8:37economy and doing what I've done my entire life. I'm an outsider. I've
- 8:39never been involved in politics before. I've made my entire career building a bunch
- 8:43of businesses, and we employ seven hundred and fifty people. We're in five
- 8:48different states, but we're also heavily invested in West Virginia. And I'm tired
- 8:52of sitting back and watching politicians say all kinds of stuff and do nothing at
- 8:56the end of the day. And we have to act. We have to
- 8:58act right now. West Virginia has this incredibly rare window of opportunity where we
- 9:03could do something special. You know, you look at the history of our
- 9:05state. We've been extracted. They've taken our coal, they've taken our natural
- 9:07gas, we have a lot to show for it. When you add all
- 9:11that up, with all the water and all the lumber in our state,
- 9:13there's no reason why West Virginia can't be one of the richest states per capital
- 9:16in the country. We just have to manage it more like a business.
- 9:20We have to manage government more like a business. We got to negotiate the
- 9:22right way because I've seen bad deal after bad deal happen because we don't have
- 9:26the best negotiators on the front line making sure the deals are getting done properly.
- 9:31And so it's just rolling up your sleeves and getting to work and provide
- 9:33an element of professionalism running state government more like a business and being a hard
- 9:37charger and getting stuff done because we've seen what politicians do, and we've also
- 9:41seen what happens when business guys get involved. When business guys get involved,
- 9:46stuff gets done better. And that's why I'm here talking to Chris Milder again,
- 9:50candidate for governor to Dave Allen showing five any live is brought to a
- 9:52part by your local insurance experts from bright Way, the Maze Agency of Tays
- 9:56Valley, from your home to your car, even to your pet. Right
- 9:58Way Agency will customize the perfect insurance plan for you. Bright Way there are
- 10:03just agency of your friends and neighbors called John and Sherry Mays today three zero
- 10:07four eight one four two five zero nine or visit brightwaymaze dot com. Chris,
- 10:11what I was watching the forum conducted by Metro News moderated a hoppy in
- 10:15Morgantown. Back in December, you stated that you'd like to eliminate the state
- 10:18income tax. Yeah, in day one. How do you plan on getting
- 10:20that accomplished? So if we look at what the job is, the job
- 10:24is to grow the economy, and the job is to grow the population to
- 10:26solve the financial challenges that we're facing. We know by fact that three of
- 10:31the four fastest growing states post pandemic or Tennessee, Texas, in Florida,
- 10:35and they all have one thing in common that's a zero state income tax.
- 10:37And so it's something we've got. There's a plan in place to accelerate it
- 10:41out. We need to accelerate even faster and get it down to zero as
- 10:43fast as humanly possible. We have to. That's one of the main triggers.
- 10:48Because what happens is capital flows like water to the places that it's most
- 10:52welcome. And when the Trump tax cuts hit, they got rid of the
- 10:56salt deduction. So it used to be if you lived in a high tax
- 11:00you were able to deduct all your state level taxes from your federal ticket before
- 11:03you sent your check in. Well, the rates went down, but those
- 11:07deductions went away, and so people with money and people that are looking at
- 11:11doing something different or sitting here looking and going, this is where I'm going
- 11:15to go and take all my money in jobs and resources because they have a
- 11:16zero state income tax, so we have to and the offset of that population
- 11:22growth and the increase in what that does for all the different transactions, all
- 11:24the different business growth, and all the different activity literally winds up doing a
- 11:28better job of running the state treasury than having high taxes and low economic participation.
- 11:33So it's just how you think about the problem and what you've got to
- 11:37do to fix it. What do you make going back to that form,
- 11:39What do you make of the fact that Attorney General Patrick Morris he opted not
- 11:43to take part. I don't know what today on that one. I mean,
- 11:46he's coming to the next one, so he must have had a scheduling
- 11:48conflict or something. But you know most of the time somebody like me.
- 11:52I'm going to be involved in as many things as I absolutely, positively,
- 11:56positively can be because I think at the end of the day, elects actions
- 12:00are not about me. They're not about politicians. They're about the voters,
- 12:05and the voters need to hear from you, So you have an obligation.
- 12:07The governor is the CEO of the state and his job is to lead provide
- 12:11economic growth and development and also be a promoter of the state and also help
- 12:15manage the state's finances. And that's not a job that you can just not
- 12:20show up for. That's not a job that you just go I'm not going
- 12:22to interact over there and ignore those people. So that's just not me.
- 12:26I'm going to show up to everything. I'm going to be there, and
- 12:28I'm gonna actively be part of it. And guess what, there is no
- 12:31one running that is going to be of an outwork me either. I will
- 12:33work seventy hours a week to make sure the state of West Virginia is the
- 12:37absolute best that it possibly can be. I'll show up. What have you
- 12:41been watching at the legislature so far this session? I know you're busy running
- 12:43a campaign traveling all over the state, But is there anything that's kind of
- 12:46caught your eyes so far. It's going to be interesting to see what happens
- 12:50with addressing the foster care system. We have a dilapidated foster care system in
- 12:52our state. There's a lot of additional underfunding stuff when it comes to the
- 12:56epiaate epidemic. Those things are really important to me. The other thing that
- 13:00I'm tracking, it's making sure that we're looking at any and every chance to
- 13:03reduce any sort of tax or regulatory burden on business to businesses to make sure
- 13:07that we are ready and able to grow the state's economy and bring businesses to
- 13:11the state of West Virginia. Where can people learn more about your campaign?
- 13:13So you can go to millerfrogov dot com. You can check us out Chris
- 13:16Miller for Governor on Facebook, and we're also on Twitter and Instagram, and
- 13:22you know we've got a YouTube page too. You can check out all of
- 13:24our information on any of those locations, but start with Miller for Gov and
- 13:28everything is right there. We are actively out going all over the state.
- 13:31We'd love to hear from you. We have a rapidly growing volunteer base,
- 13:35which has just been absolutely amazing. We get a place where people can go
- 13:37to sign up to be a volunteer, and it's crazy. What's happened is
- 13:41we've ramped up this campaign. We've heard from all these different people from all
- 13:45around the state and they're really really excited because they want something different and they're
- 13:48tired of politicians and they want to get behind a business guy that actually wants
- 13:50to lead an inspuyer and make change inside of West Virginia. Chris Miller,

- 17:37the show now Delegate and candidate for West Virginia Secretary of State Chris Printz.
- 17:41Good morning, sir, How are you good morning? Doing well? Just
- 17:44another Chris. We're adding to the lineup today. Man, you're following Chris
- 17:47Miller, of course, all right, so let's cut straight to it.
- 17:48You texted me, I think it was last week or maybe the week before,
- 17:52and you said you wanted to come on the show to break a big
- 17:55story. So Hi and all of Dave Nation our ears this morning. What
- 17:59you got Okay, Dave, Well, thank you so much for having me
- 18:02on. And I'm stating it here. First, I'm going to be running
- 18:06for the West Virginia State Senate. Okay, So does this mean that you're
- 18:11out as the candate for Secretary of State. That's right. I gave it
- 18:14some thought, and I had done some folks that I talked to, and
- 18:18I had some discussions about how I can be most effective, and I concluded
- 18:22that the way that I can be most effective with my skill set is being
- 18:26in the West Virginia State Senate. So I gave it some thought, I
- 18:30prayed about it, I talked with my family, and we decided collectively that
- 18:33running for the state Senate is the way I can have the most impact.
- 18:37I mean, I've got four years under my belt as a legislator. I
- 18:42can build upon those skills that I've built up as a member of the West
- 18:45Virginia House of Delegates and then take those skills and apply those skills in the
- 18:49West Virginia State Senate. Okay, And this district would be it's the seventeenth
- 18:53district. This district goes from parts of eastern Kanawa County, goes up to
- 19:00Elk View, parts of Cissonville, it gets South Hills and out towards Saint
- 19:03Albans. So it's a good chunk of the county. It's it's the one
- 19:08senatorial district that is completely within Kanawa County, Okay. And so yeah,
- 19:15it goes in those directions, and that encompasses a large part of what I've
- 19:21represented before. I mean I've represented largely eastern Kanawah County even southern Kanaal County
- 19:26in the past. So a good portion of what I already represent or have
- 19:30represented in the pastor prior to redistricting, it's encompassed within this district, Okay.
- 19:34And so you're going from in your you're currently serving as a House of
- 19:38Delegates members, So you're going to go from that much smaller number, going
- 19:41down from one hundred to thirty something in the in the state center. What
- 19:45kind of change will that be for you? Well, we have to get
- 19:48out and we have to campaign, and it's going to be different. I
- 19:51mean, in the past, I've really relied on grassroots support, folks helping
- 19:56me out. I don't think that's going to change. I think we have
- 19:59a lot of support out there a lot of people who are going to help
- 20:02me out and help get the message out. You do have to do things
- 20:03a little bit differently. Running in a state senate district versus running in a
- 20:10single member delegate district. I mean, you have to do things differently,
- 20:14but I think the fundamentals are the same. You reach out to people,
- 20:17you talk to people, you hear about the issues that are of a concern
- 20:19to them, and then you take those issues and you apply them in the
- 20:25legislature. It's the same general principle. It's just on a bigger scale.
- 20:30Let's talk about the sessions so far, and then we'll get back to your
- 20:32decision a little bit later on. Some in the Senate Chris, including Senate
- 20:34President Blair, Senator now candidate for Attorney General Mike Stewart, and others,
- 20:38have both stated their support of bringing back the death penalty, Blair more so
- 20:42for those dealing fentanyl, while Stewart seems to be primarily focused on those who
- 20:47would bring harm to a first responder, a police officer or whatever. Where
- 20:51are you on that on the death penalty. Look, one of the things
- 20:56that I think we have to do when it comes to any thing involving government
- 21:00is we have to make sure that we keep government as efficient as possible.
- 21:06Okay, And when I've looked at what it would take, for example,
- 21:10to implement the death penalty, I mean, I think you can make a
- 21:12pretty good case that it's an expansion of government. I mean, in terms
- 21:15of the appeals, the cost everything like that. I think that we're talking
- 21:18about a huge amount of expense that would be put towards that. And if
- 21:26you consider all that and the costs that are involved in the appeals, I
- 21:30don't think it's a good idea to start and implement the death penalty right now.
- 21:37We don't have a history of that in West Virginia. We haven't had
- 21:40it for many, many years, and so I'm not in favor of reinstituting
- 21:45that after all of this time. But Dave Allan showing five a line brought
- 21:48to you a part by Meeks Realty Group as a locally owned real estate powerhouse.

- 22:07or visit Meeks dot us. All right, so as you head out on
- 22:11the campaign trail, let's get back now again. The big announcement for Chris
- 22:12Prith today he is leaving the race for Secretary of State and instead he's the
- 22:17current House of Delegates membory. He's actually going to be run for state Senate
- 22:19next time around. As you head out on the campaign trail, what do
- 22:22you say to people many of you pointed out correctly, I already know you.
- 22:26Obviously you've been there for a while. So as you head out and
- 22:30you're knocking on doors, you're going to rallies or meet to candidate forms,
- 22:33whatever, what do you say to those that would separate you from the other
- 22:37people, because there are already other people that's declared for that that say what
- 22:41sets you apart? What sets me apart is on many many issues, many
- 22:45conservative issues. I've been a leader in the West Virginia Legislature, and the
- 22:49feedback that I'm getting is that we are not taking the state in a more
- 22:53conservative direction in a lot of ways. For example, we don't have a
- 22:57ban on critical race there, Okay, that we have been talking about that
- 23:02for years. There's no ban on that. We don't have a ban on
- 23:06DEI and higher education. Okay, we allow to this day discrimination against public
- 23:11school students who don't want to get vaccinated and their parents, let's say they
- 23:18want to have a religious exemption for that, we allow for discrimination against those
- 23:23parents and students. So on a number of issues right of that sort,
- 23:27we are not applying those values to the legislature in terms of the legislation that
- 23:33is being produced. I hear that time and time again, is that on
- 23:37many of those issues, though, the West Virginia legislature is not producing consistent
- 23:41with the will of the people. I mean, we voted for Donald Trump
- 23:45more than any other state except for one, and we are on paper and
- 23:52objectively at least the first or second most conservative state in the entire country.
- 23:56Yet we're not producing in that sense. We're not produce U seeing strong conservative
- 24:02legislation. And I keep hearing that over and over again that that we're not
- 24:07producing in that sense. And I think what we need to be doing as
- 24:10a state we need to be leading on some of those issues. For example,
- 24:14we need to be leading on CRT or making sure that DEI is banned
- 24:18at our higher institutions. I mean, these are market is so important to
- 24:22you. Let me ask you that why why are these the critical race theory
- 24:26and UH and the DEI? Why why are these things so important to you?
- 24:30Because it has to do with the idea that we're going to be fundamentally
- 24:33reshaping our country. And a lot of those values are rooted in Marxism,
- 24:38okay, in an expansion of government, and I think those values undermine our
- 24:45institutions, and I think that's what the goal of a lot of those programs
- 24:48are. I mean, if you look at many other states that are far
- 24:51less conservative than West Virginia, they have banned those things they have For example,
- 24:55you have a CRT ban in many many other states, yet we don't
- 25:00here in West Virginia. So I think the way that we're going to get
- 25:03to where we need to be as a state, I mean, I would
- 25:06like to see West Virginia to be a place where individuals come who hold similar
- 25:11values to us. Like I know somebody who moved up here from Texas who
- 25:15was friends with my sister and they had a choice between living in Ohio or
- 25:21living in Parkersburg because he was going to be working there in the Parkersburg area,
- 25:26and they homeschool based on our homeschool laws versus Ohio, they decided to
- 25:32relocate and live in Ohio. And I think that's a problem, is when
- 25:37we have individuals who I think probably share our values are relocating to other states.
- 25:42I think we need to put an end to that. And I think
- 25:45we can do that by enacting legislation that is consistent with the values of the
- 25:51people of West Virginia. There's been a lot of talk about the financial aspect
- 25:55of West Virginia. Delegate, and you know that we have the surplus whatever.
- 26:00I know. The governor say to the state speech a couple of weeks
- 26:03ago, he proposed to pay raise. Some in the Senate have said that
- 26:07the money's just not there for everything that he's proposing. There's going to be
- 26:10more rolled out on that today. I understand where are you on that?
- 26:12Do you support pay raise for the governor? Not not for the governor,
- 26:18I mean that the governor's talking about. Do you support pay raises for state
- 26:21employees? I would yes. I mean, I think we've got the money
- 26:23there. I think we've got the money there to help provide some incentives for
- 26:27these individuals to come into the workforce. I mean, look, anytime you're
- 26:32talking about pay, it has to do with incentivizing people to come and work
- 26:37for the state. And oftentimes the pay isn't that much compared to the private
- 26:41sector. Sometimes it is and sometimes it isn't. But we need to provide
- 26:45an incentive to get folks to work in state government. And I think that's
- 26:48one way we can do that. I mean, look, I think there's
- 26:51money that we have for all sorts of things. I mean, I think
- 26:53that would be probably a drop in the bucket, and I think we can
- 26:56make sure that we help out the folks that are committed to helping move our
- 27:00state forward, but at the same time also recruiting individuals to come into state
- 27:04government. But I think there's room for that, and I think there's room
- 27:07for further tax cuts too. I mean, I think that's one of the
- 27:10things that I think we should prioritize. That's how we're going to help everyone
- 27:14across the board, is with further reductions in the state income tax. I
- 27:18think it helps small businesses. I think it helped larger businesses who might want
- 27:22to expand here. They look at West Virginia and they say, look,
- 27:26this is a state that takes tax cuts seriously. That's going to be a
- 27:29good place to raise a family, and that's going to provide a good quality
- 27:34of life here in the Mountain state. What I mean, and I don't
- 27:37want to put words in your mouth, Chris, but what I'm kind of
- 27:41hearing from you is that you think West Virginia is a conservative state but could
- 27:44be more conservative as far as our elected officials go. Absolutely. Would you
- 27:48extend that to the current holder of that office, Senator Nelson? Do you
- 27:52think he's not conservative enough? Well, look, I'm not going to necessarily
- 27:56go out and criticize anybody committed from whenever I decided to do this to run
- 28:03a good, positive campaign. Let me just say this. I will say
- 28:07that I will be running on my values, and I think I'm a conservative.
- 28:11And look, that's for the voters to decide whether they agree with my
- 28:15values or someone else's values to the extent that they differ. I mean,
- 28:19there's a lot that he and I agree on, and I think there's some
- 28:22things that we differ on, But nonetheless, I'm going to be talking about
- 28:26my conservative values, and it's really up for the voters to decide whether that's
- 28:32consistent with what they want to see in the West Virginia Senate. So the
- 28:34announcement is made. Chris Print, Delegate Chris Print wants to be Senator,
- 28:38Chris Pritt, and you will be running for state Senate, and you'll be
- 28:41leaving the race for secretary of State. When you were out on the campaign
- 28:45trail campaigning for secretary of state, meeting different people, what did you pick
- 28:48up there that you think that maybe in meeting people or or different functions,
- 28:52whatever, what did you learn from the whole experience running a statewide race for
- 28:56a couple of months, I'll see you what. There's a lot of interest
- 28:59in election integrity, especially after what happened in the twenty twenty election. Regardless
- 29:04of what anybody thinks, there's a lot of interest in election integrity. And
- 29:08I think there's some things that we can do there too, And I think
- 29:11it has to happen legislatively. That's where it has to happen. I mean,
- 29:15there are things that the Macwarner could not do because he was bound by
- 29:22what the current law is. I mean, the job of the secretary of
- 29:25State is to implement and execute the law the law whereas things had to get
- 29:30done legislatively. I think there's a lot of interest in that. I think
- 29:33there's a lot of things that we can do legislatively to promote election integrity,
- 29:38because look, it's about making sure that people are encouraged to go out and
- 29:44vote, and there are people out there that have been discouraged based on what
- 29:48they saw or what was perceived to have happened in the twenty twenty election.
- 29:53And everything we can do to make sure that people have faith in the system,
- 30:00and I think most people largely do based on West Virginia the way we
- 30:04handle our elections. But a lot of times what will happen is people in
- 30:08West Virginia that I talked to were reacting to things that were happening in other
- 30:12states like Arizona, and they were gaining a distrust of the system as a
- 30:18whole based on what they saw in other states. And so that's largely what
- 30:22I picked up when I was going around talking with folks across the state.
- 30:26So where can people learn more about now your campaign for Senate? Do you
- 30:29have to get a whole new website Orny think, or do you just have
- 30:30one of those kind of you know, Chris Print for West Virginia kind of
- 30:33things. It's really really simple. It's just www dot chrisprint dot com.
- 30:37Very simply. There you go. You can put anything in there. You
- 30:40can work in Wendy's or whatever if you want with that website. All right,
- 30:44Chris, I wish you the best of luck again. Chris Print is
- 30:47going to be now running for state Senate. Best of luck of the campaign.

- 34:00trying. Good morning, welcome to the show. Good morning. It's I'm
- 34:05pleased to be back and looking forward to the weather finally being warm. Yes,
- 34:09yes, I didn't used to bother me when I was younger, and
- 34:12now that I'm in my fifty something, so I'm like, yeah, we
- 34:15we got to get this out of here. But it is winter. It
- 34:19is winter. It is January. We just happened to have it all in
- 34:21a week. That was the problem. And it came in with a fury.
- 34:25Yeah, it did, and it can leave with a fury too as
- 34:28far as I'm concerned. All Right, So you guys are out with with
- 34:30the new polling information talking about the Cardinal Institute that you asked to come on
- 34:32to talk about. It's called the Dignity Project Plus. First, I want
- 34:38to have you explained the nay, why is it called that? So with
- 34:42the we've been interested in the low labor force participation rate in the state and
- 34:49thinking about what are the reasons that are holding West Virginians back from fully engaging
- 34:53in the workforce. And we're really inspired by this notion of this dignity of
- 35:00earned success through work, that you make something with your own hands, you
- 35:06achieved something you didn't think was possible before. And so that was really kind
- 35:12of the heart and soul of this project. It's not just about increasing statistics
- 35:16that look good. It's really about helping our fellow West Virginians rise to their
- 35:22fullest potential and really really cultivate that notion of having the dignity of earned success
- 35:30through work. Now, how was the polling done, who was contacted,
- 35:34how did this whole thing where we'll get the results in a moment, I'm
- 35:36always interested in how it was done though. Indeed, so we contracted with
- 35:40a firm out of Nashville, Tennessee, Targo's Targo's Research, and they pulled
- 35:50I think the final number was seven hundred and sixty five registered voters in West
- 35:54Virginia. Kind of the makeup of the respondent's fair closely mirrored the sort of
- 36:01voting population the voter breakdown in the twenty twenty election, and asked a bunch
- 36:08of questions regarding the economy, what we think about the factors that are contributing
- 36:15to West Virginia's low labor force participation rate, safety net programs, and possible
- 36:22solutions or improvements to these. So a wide ranging set of poll questions that
- 36:30are really getting a pulse on what West Virginians see as the issues and the
- 36:37challenges in West Virginia and some of the best ways that we can address.
- 36:44I want to talk about this workforce participation because it's something we spend a whole
- 36:46lot of time talking about. We have the work all the talk about the
- 36:51West Virginia work ethic and I've heard it all my life, and I do
- 36:53believe it's still there in a certain amount of the population. Why don't we
- 36:57have the worst numbers in the state when it comes to able bodied people not
- 37:00de troy and want and not wanting to work? And what did your polling
- 37:04uncover? So according to our pole results here, when we asked the respondents
- 37:12what they thought were the factors contributing to the low labor force participation rate,
- 37:16the top ranking issue was issues with drugs or substance abuse, and eighty one
- 37:22percent of folks said that that was a major or moderate factor in it.
- 37:28And kind of going down from that, we've got lack of good paying jobs,
- 37:32high childcare costs or family responsibilities, discouraged workers who have just straight up
- 37:37given up on trying to find a good job, generous welfare, unemployment benefits,
- 37:44aging population and retirement, lack of access to education and training, criminal
- 37:50records hindering job opportunities, and health and disability issues preventing people from working.
- 37:57And our lowest the lowest strength one was this health and disability issues. But
- 38:02even fifty three percent of West Virginians think that, hey, that's a that's
- 38:07a major factor up with eighty one percent thinking that the drugs are substance abuse.
- 38:13So how do we fix all this? There's there's a sixty four million
- 38:16dollar question. How do we fix it? Well, so that is that
- 38:21that's part of this overarching dignity project here, and so it kicked off with
- 38:27the benefit cliffs research that I put out about a month ago. So we're
- 38:34talking about that in terms of the way that a lot of these safety net
- 38:38programs are. The way that they actually operate here is in such a place
- 38:45that you can get to a point that you get a small raise, you
- 38:49know, twenty five cents, fifty cents, and but you've reached this sort
- 38:53of a cutoff point and you reach what's known as a benefit cliff, where
- 38:58then the support that you were getting, whether it's food stamps, whether it's
- 39:01housing help, whether it is healthcare assistance, be it in the Medicaid or
- 39:07like chip program, that the loss that you get in the help that you
- 39:14cross over, that the loss of your benefits vastly outstrips the earned income that
- 39:22you are making, and it puts people between a rock and a hard place
- 39:25that it's a rational decision to say no, I'm not going to take on
- 39:30an extra shift. I'm not going to take on this career advancement, this
- 39:35promotion, this raise, because it is going to so destabilize the rest of
- 39:43my life. And that's particularly true in households with children. Yeah, and
- 39:46that's something that and I hear this from employers all the time. I've got
- 39:51a good friend that's in local business owner, a small business owner, and
- 39:53he said, I would like to hire new people, and I'd like to
- 39:55give raises or like to give advancements and whatever. He said, But if
- 39:59I do, this person has this benefit and they're going to end up losing
- 40:02them. That's kind of hit or it's what else did you pulling find other
- 40:06than just a workforce participation? What else did you take a look at?
- 40:08So we looked at kind of we primed it up. Just talking about the
- 40:13general satisfaction of the direction of the US versus the state, A lot of
- 40:17folks were not so encouraged by the direction of the United States. Only nineteen
- 40:22percent of respondents we're satisfied with that, But we've got like a forty seven
- 40:28percent saying that they're satisfied with the direction of West Virginia. People are happier
- 40:34with the state of West Virginia than they are with the country as a whole
- 40:37indeed, indeed, and I think that reflects well on the policies that have
- 40:42been implemented and the issues that lawmakers have been focusing on in recent years.
- 40:49I think some particular high points, You've got things like the biggest tax cut
- 40:53in West Virginia history last year. We've got you know, groundbreaking choice through
- 41:00the Hope Scholarship in twenty twenty one, which is hard to believe that's been
- 41:05almost three years ago. And there's just been this sustained focus on the fundamentals
- 41:12of what creates good policy that is going to cultivate you know, small business
- 41:17growth, that is going to cultivate an environment where people can get these jobs
- 41:22that give them both personal satisfaction and meaning as well as a job that's actually
- 41:30going to pay all the bills too. So we started with that, we
- 41:35move into you know, some of the questions about what's leading into the low
- 41:39labor force participation rate. We talked about attitudes that people had regarding people who
- 41:47are receiving these public assistance benefits, and kind of sadly here we've got basically
- 41:54one out of every three people think that it's that folks who are receiving assistance
- 42:02that they're not motivated to work and they're seeking to rely on it, and
- 42:07so you know, that's that's kind of a discouraging mantra, especially in kind
- 42:14of contrast to that West Virgin you work. I think that you were just
- 42:17so yeah that we talked about at the beginning of the Segon But doctor Jesse

- 42:32I could spend all show talking about this. Maybe we'll have you back
- 42:37on Againsum. But before we let you go, I want to ask you
- 42:39about the Cardinal Institute and the work that you do for people that maybe you're
- 42:45listening for the first time. You and others from the Cardinal Institute have been
- 42:47on the show in the past. What exactly is the Cardinal Institute. So
- 42:50the Cardinal Institute is a public policy think tank. We are focused on developing
- 42:58the ideas, of researching the ideas and communicating the good ideas that are going
- 43:02to be focused on making West Virginia that better place to live, work and
- 43:07raise a family. Like I said, especially with my background as an economist,
- 43:12we like to focus on those issues that there are other organizations that do
- 43:17a great job on other things, but you know, talking about tax policy,
- 43:22education policy, things like the social safety net, and just fundamentally,
- 43:28what are the barrier barriers that are holding people back from fully engaging in the
- 43:34workforce. Those have been a lot of our key issues in recent years,
- 43:38and we just we want to see this state live up to you know what
- 43:46John Denver called it, almost heaven. Do you think West Virginia's on the
- 43:50right track overall in your opinion? I think so. I think we've made
- 43:53a lot of good progress, But I think, especially when you take a
- 43:57fuller look at these pulling results, that there's still a lot of work left
- 44:01to be done. So I think we can't rest on the laurels of some
- 44:07policy victories in recent years. We've got to stay focused on the fundamentals,
- 44:14and we've got to keep pushing forward. Doctor Jesse Troyan the Cardinal Institute.
