- 0:01Speaker 1: Welcome back to takeout. Great to have you with us. Earlier,
- 0:03Speaker 1: I spoke with Illinois Democratic Senator Tammy Duckworth. Here is
- 0:06Speaker 1: our conversation. Senator Duckworth, I know you probably had a
- 0:11Speaker 1: chance to look at the President's speech and the Defense
- 0:13Speaker 1: secretary speech at Quantico today with this very unusual gathering
- 0:18Speaker 1: of flag officers from around the world. In it, the
- 0:21Speaker 1: President said that the military should go to dangerous cities
- 0:26Speaker 1: as a training ground, and then very shortly thereafter name
- 0:30Speaker 1: checked Chicago. Your reaction.
- 0:36Speaker 2: With the highest prime rates are not places like Chicago,
- 0:39Speaker 2: They're actually in red states. So maybe he should send
- 0:43Speaker 2: them to those cities in those particular states.
- 0:46Speaker 1: What about the idea that he also said that the
- 0:49Speaker 1: US military, not the National Guard, which can be deployed
- 0:52Speaker 1: under certain circumstances, but the US military, active duty, should
- 0:57Speaker 1: be prepared to fight an enemy within.
- 1:01Speaker 2: The president who wants to become a dictator. Right, this
- 1:04Speaker 2: is the playbook of authoritarianism, and it's actually unconstitutional. You
- 1:10Speaker 2: cannot deploy our military onto the streets of our cities
- 1:15Speaker 2: to basically harass and target Americans. He uses terms like
- 1:21Speaker 2: the enemy within because of posi coomatatis, because the Insurrection Act.
- 1:25Speaker 2: He's trying to change the language and claim that there
- 1:28Speaker 2: is an invasion of the United States, that there is
- 1:31Speaker 2: an enemy within. There is not. It's very clear. It's
- 1:35Speaker 2: why he's lost the court case in California when he
- 1:37Speaker 2: sent troops in California, it was found to be illegal.
- 1:41Speaker 2: But he's going to continue to do this because he
- 1:43Speaker 2: wants to normalize having uniform personnel on the streets of
- 1:46Speaker 2: our cities so you can intimidate Americans, because he wants
- 1:49Speaker 2: to steal the next election. He wants them to be
- 1:52Speaker 2: there come November of next year, and he simply cannot
- 1:55Speaker 2: let that happen.
- 1:56Speaker 1: What's happening in Chicago. What do you fear may happen
- 1:59Speaker 1: in the coming days.
- 2:01Speaker 2: Well, I think that he is going to send troops
- 2:04Speaker 2: into Chicago, but they're going to be welcomed with respect.
- 2:08Speaker 2: We in Chicago are in to show that we can
- 2:10Speaker 2: peacefully demonstrate and that we also understand that the military
- 2:13Speaker 2: men and women of this great nation don't choose where
- 2:16Speaker 2: they are sent, and so we are going to treat
- 2:18Speaker 2: them with respect. At the same time, we're going to
- 2:21Speaker 2: make it clear that we do not welcome the occupation
- 2:24Speaker 2: of our cities. We do not welcome the strong arm
- 2:28Speaker 2: tactics of a want to be tinpot dictator like Donald Trump.
- 2:31Speaker 1: And when he said, as he did later at the
- 2:33Speaker 1: White House today, the Democratic governor should be begging him
- 2:36Speaker 1: to send National Guard forces to their, in his words,
- 2:40Speaker 1: crime riddled cities. What do you say?
- 2:43Speaker 2: I would say that if he's going to go ahead
- 2:45Speaker 2: and activate National Guard troops from red states like Texas,
- 2:48Speaker 2: and maybe he should send them into Texas cities that
- 2:51Speaker 2: have to higher crime rates than Chicago.
- 2:53Speaker 1: The Defense Secretary Pete Hegsas said, going forward, for all
- 2:57Speaker 1: combat roles, a male stand will apply and if no
- 3:01Speaker 1: women qualify, quote, so be it your reaction.
- 3:06Speaker 2: Yeah, I there already are standards for combat roles that
- 3:10Speaker 2: are based on the combat job. What it takes to
- 3:14Speaker 2: be a helicopter pilot is very different than what it takes,
- 3:16Speaker 2: for example, to be a heavy equipment mechanic where you
- 3:19Speaker 2: have to replace a giant piece of equipment. But bottom line,
- 3:24Speaker 2: those standards already exist, the people in those jobs already
- 3:26Speaker 2: qualified for those positions, unlike mister Heseth, who's the least
- 3:29Speaker 2: qualified Secretary of Defense in our nation's history. And what's
- 3:32Speaker 2: really interesting is he meant, failed to mention age. The
- 3:35Speaker 2: military has physical fitness standards that are graduated based on age.
- 3:39Speaker 2: So what is the standard for an eighteen year old
- 3:41Speaker 2: man is not the standard for a forty five year
- 3:43Speaker 2: old man. He didn't mention that. So he is opening
- 3:46Speaker 2: a whole can of worms and messing things up when
- 3:48Speaker 2: there already are established standards and we already have people
- 3:51Speaker 2: in jobs in combat roles who are already qualified and
- 3:55Speaker 2: well trained by taxpayer dollars to do their jobs. He
- 3:59Speaker 2: needs to get out of the way and let people
- 4:00Speaker 2: do their jobs.
- 4:01Speaker 1: Well. Last thing on what heg Seth said at this meeting,
- 4:04Speaker 1: he said there should be there will be no more
- 4:07Speaker 1: politically correct and overbearing rules of engagement. Does that in
- 4:12Speaker 1: any way alarm you, It very much.
- 4:15Speaker 2: Alarms me, because this again has started in many ways.
- 4:18Speaker 2: But part of this also happened with the shooting of
- 4:24Speaker 2: the boats out of Venezuela the purpared smugglers. But basically,
- 4:31Speaker 2: if you take away the rules of engagement, then you
- 4:34Speaker 2: get to a place where the troops can be actually
- 4:37Speaker 2: put into jeopardy if there are no rules of engagement
- 4:40Speaker 2: for them to follow. It also makes other nations realize
- 4:43Speaker 2: and our adversaries realize that they can then engage American
- 4:46Speaker 2: troops in any way that they want you, and that
- 4:48Speaker 2: actually puts out troops in greater danger.
- 4:52Speaker 1: The Majority Leader, John Thune said today that Republicans are
- 4:55Speaker 1: prepared to negotiate with Democrats in the Senate on future
- 4:58Speaker 1: healthcare issues, but not an less a seven week continuing
- 5:03Speaker 1: resolution is approved. He said, Democrats must release the hostage.
- 5:07Speaker 1: His phrase, why not release the hostage holding.
- 5:11Speaker 2: The American people hostage if we don't make a decision soon,
- 5:14Speaker 2: People's Affordable Care Act premiums your healthcare, whether or not
- 5:19Speaker 2: you get your health care on the exchange, are going
- 5:21Speaker 2: to more than double. That is from the Kaiser Family
- 5:23Speaker 2: Foundation data. And so we don't have another seven weeks.
- 5:27Speaker 2: We don't have done some moments. We don't have another
- 5:29Speaker 2: seven days because what's happening is insurance companies have to
- 5:32Speaker 2: decide their rates for next year right now, and people
- 5:35Speaker 2: are going to start within the next two weeks getting
- 5:37Speaker 2: letters from their insurance companies telling them if you're getting
- 5:40Speaker 2: your health care on the exchange, you're going to see
- 5:43Speaker 2: your rates more than double. And that's also going to
- 5:46Speaker 2: be for those who have private health insurance as well.
- 5:49Speaker 2: Those rates will also increase as well, and so there
- 5:54Speaker 2: is no hostage. The only hostage there is are the
- 5:56Speaker 2: American people who are going to see their health insurance
- 5:58Speaker 2: rates grow up. And the people holding them hostage are
- 6:00Speaker 2: the Republicans. It is John Thune, come talk to us,
- 6:04Speaker 2: we can have a negotiation. But he's refusing to negotiate
- 6:06Speaker 2: with Democrats, and so he's going to do exactly what
- 6:09Speaker 2: Donald Trump wants, which is they're going to shut down
- 6:12Speaker 2: government so that they can get away with basically raising
- 6:17Speaker 2: insurance rates and the healthcare costs on Americans all across
- 6:20Speaker 2: this great nation. And I'm simply not going to be
- 6:22Speaker 2: willing to allow them to do that.
- 6:25Speaker 1: Senator Timmy duckworths Illinois Democrat, thank you.
