Speaker 1: Now we turn to the Mountain Eagle to read news
0:04
from Weisberg. Your reader today is Bill van Arsdale. We
0:09
will begin with the addition dated in April twenty ninth,
0:12
twenty twenty six, which the publishers have donated to RADIOI
0:17
as a reminder. RADIOI is a reading service intended for
0:20
people who are blind or have other disabilities that make
0:23
it difficult to read printed material. The first item is
0:28
a photograph and the caption is Letcher High Classmates revisit
0:33
memories at fifty year reunion. Amy Asher Wilson reminisces while
0:40
looking at photographs taken fifty years ago at Lecher High
0:43
School and shared by a fellow classmate. She was one
0:48
of nearly twenty five classmates who attended the school's fiftieth
0:51
class reunion, held Saturday at Pine Mountain Grill. And the
0:58
next headline is one point four million dollars in bonds
1:03
approved for school roofs. The Electric County Board of Education's
1:09
Finance Corporation will issue more than one point four million
1:12
dollars in bonds to replace roofs on two schools. The
1:18
Finance Corporation and the Board approved the resolution after a
1:22
presentation by Lincoln Feinhart, a partner with RSA Advisors of Lexington.
1:28
The bonds will fund reroofing projects at Cowan Elementary School
1:33
and Fleming Neon Middle School and are expected to total
1:36
about one million, four hundred twenty thousand dollars. Finehart told
1:41
the Finance Corporation that the State School Facilities Construction Commission
1:46
SFCC regularly offers funding assistance to local districts for high
1:52
priority projects and both projects qualify, they get a pot
1:57
of money from the General Assembly and then hand out
2:00
offers of assistance to districts on a pro rate a
2:03
basis based on your district's percentage of total unmet need
2:07
compared to the total unmet need in the state. Fight
2:10
Art said, that's why I always stress to local boards
2:15
that even if a project is far above any amount
2:17
you could finance on your own, it's important to list
2:20
as many justifiable needs as possible on your facility plan.
2:27
The offers are made every two years and commit the
2:30
state to covering bond payments for twenty years. The Electric
2:34
County School District has accrued one point seven million dollars
2:37
in offers. Again, those are bond payments that would be
2:41
made one hundred percent by the school facility's construction commission.
2:46
You would not write a check at all from your
2:48
local funds or tax base. Fight Art said. Of that
2:52
one point seven million dollars, this project would use one million,
2:56
four hundred twenty thousand dollars, leaving about two hundred eighty
2:59
thousand thousand dollars available for future projects. The finance Corporation
3:05
and the board approved the proposal unanimously. Finart said the
3:09
bonds are expected to be issued within three to four weeks,
3:13
and the district should receive the funds to begin construction
3:16
by July first. While the bonds are being paid off,
3:20
the schools will technically be owned by the local finance
3:23
Corporation and leased back to the school district. The arrangement
3:28
allows the district to comply with a state constitutional provision
3:33
that prohibits school systems from borrowing more money than they
3:36
can repay within a single year. The next story is
3:43
absentee vote opens as primary election season is heating up.
3:49
More than six thousand, six hundred Kentuckians, including seventeen voters
3:54
in Letcher County, have already cast ballots in the May
3:57
nineteenth primary election, even though election day is still nearly
4:01
three weeks away. As of Monday, sixty eight Letter County
4:06
residents had applied for mail in absentee ballots. All sixty
4:11
one forty one Democrats and twenty seven Republicans qualified to
4:16
receive the ballots. Seventeen of the ballots have already been
4:20
filled out and returned, eleven from Democrats and six from Republicans. Statewide,
4:26
twenty four thousand, fifty six voters have applied for and
4:30
received mail in absentee ballots. Of these, twelve four hundred
4:35
seventy eight are Democrats and eleven two hundred four are Republicans.
4:40
Of those numbers, six hundred fifty seven voters, three thousand,
4:45
seventy eight Democrats and three thousand, five hundred twenty six
4:48
Republicans had completed their ballots and returned them as of
4:52
April twenty seventh. The early turnout reflects the start of
4:57
mail in absentee voting across Kentucky's one hundred twenty counties,
5:01
giving eligible voters a head start on the election. Voters
5:06
have been able to request mail in absentee ballots since
5:09
April fourth, through the state's Mail in Absentee Ballot Request Portal.
5:15
The portal operated by the Kentucky Secretary of State's Office
5:19
will remain open until Tuesday, May fifth. The US Postal
5:24
Service recommends that voters mail completed absentee ballots no later
5:28
than May twelfth to ensure they are received by the
5:32
Leccher County Clerk's office before the six pm deadline on
5:35
election day, May nineteenth. Mail in absentee voting is available
5:40
to military members, students living outside the county, jail inmates
5:45
who have not been convicted of the crime for which
5:47
they are charged, persons temporarily living outside the county, those
5:52
who will be absent during the period of in person
5:54
absentee voting, and individuals who cannot make it to a
5:58
polling place because of age, disability, or illness. Voters concerned
6:04
about postal delivery times may return completed ballots using a
6:08
drop box at the Letcher County Clerk's office in the courthouse. Meanwhile,
6:14
in person excused absentee voting will begin Wednesday, May sixth
6:19
at the Lescher County Clerk's office and continue through Friday
6:22
May eighth. A second round will be held May eleventh
6:25
through thirteenth, also at the Clerk's office. Early in person
6:31
no excuse absentee Voting will take place Thursday through Saturday,
6:35
May fourteenth through sixteenth at the Leccher District Courtroom from
6:39
eight am until four pm, and at the Letcher County
6:42
Recreation Center in Whitsburg, also from eight am until four pm.
6:48
In person voting on election Day, May nineteenth will be
6:53
held from six am to six pm. The next headline
6:59
is new daycare offers affordable pricing for local families. A
7:07
new childcare option is opening in Jenkins, offering affordable services
7:12
for families across Electric County and elsewhere in the region,
7:15
including those who qualify for financial assistance. Shining Star's Daycare
7:22
is now enrolling and will provide care in what organizers
7:25
describe as a safe, loving, and educational environment for children.
7:31
The center is located at nine five nine nine Highway
7:34
eight O five in Jenkins and will serve both full
7:38
time and part time needs. The daycare is designed to
7:42
be accessible to low income families through programs such as
7:46
the Childcare Assistance Program CCAP and Kentucky Transitional Assistance Program KTAP.
7:55
With qualifying assistance, weekly costs can be as low as
7:59
forty five dollars, making childcare more attainable. For working parents
8:03
in the area. Shining Stars Daycare emphasizes learning through play,
8:10
creative activities, and attentive care from staff. The center, which
8:15
also serves as a preschool, aims to support early childhood
8:19
development while providing a dependable option for families needing consistent childcare.
8:26
Shining Stars is holding a grand opening celebration this Friday,
8:30
May first, at six p m. Tours of the facility
8:34
will be available and applications will be available. Refreshments will
8:38
also be served at the event. Operating hours are Monday
8:42
through Friday from seven a m. To six p m,
8:45
with Saturday hours available from seven a m. To five pm.
8:51
Organizers say the goal is to create a welcoming environment
8:54
where children can learn and grow while giving parents peace
8:58
of mind. For more information or to enroll, families can
9:03
call six oh six two one two one one one
9:06
six or visit Elkhorn Creek Village dot org. In the
9:14
next story, Aeolia Partridge area gets six percent hike in
9:19
power bills. PSC approves power cost increase affecting Cumberland Valley
9:26
Electric customers. The Kentucky Public Service Commission has approved a
9:32
power cost increase that will affect customers served by Cumberland
9:36
Valley Electric Cooperative, including residents in the Upper Cumberland area
9:41
of Lectter County. The Public Service Commission PSC on April
9:46
twenty second issued a final order granting a rate increase
9:50
to East Kentucky Power Cooperative, which supplies electricity to sixteen
9:55
rural electric cooperatives across the state. Those cooperati, including Cumberland
10:01
Valley Electric, pass those costs directly onto their members. The
10:06
increase will take effect Friday, May first. East Kentucky Power
10:11
had requested a revenue increase of about seventy nine point
10:15
seven million dollars, or seven point five percent. The PSC
10:20
approved a smaller increase of about sixty three point seven
10:23
million dollars or five point nine eight percent. The Commission
10:28
said the reduced increase was necessary to ensure rates remain fair,
10:33
just and reasonable. Customers in the southern portion of Lectra County,
10:39
including oven Fork, Eolia, and Partridge, are served by Cumberland
10:44
Valley Electric, which receives its power from East Kentucky Power.
10:48
The increase comes as most Eastern Kentucky residents have already
10:52
seen higher electric bills in recent years. In its order,
10:57
the PSC also rejected a proposal that but have allowed
11:00
future rate changes to occur automatically without prior review. The proposal,
11:06
known as a symmetrical earnings mechanism, would have allowed East
11:10
Kentucky Power to raise or lower charges based on its
11:13
financial performance. The Commission denied the request, citing concerns that
11:18
it could result in automatic bill increases without sufficient oversight.
11:24
The Commission did approve other parts of a settlement agreement
11:27
in the case, including changes to cost recovery mechanisms and
11:32
financial tracking tools used by the cooperative. East Kentucky Power
11:37
is a non profit generation cooperative that provides electricity to
11:42
sixteen member owned distribution cooperatives serving more than five hundred
11:47
seventy thousand customers in Kentucky. In a separate but related action,
11:52
the PSC has opened a new review of East Kentucky
11:55
Power's environmental searcharge and how those costs are passed through
12:00
tue to member cooperatives. That review could result in additional
12:04
adjustments in the future what the rate increase brings. The
12:10
increase approved for East Kentucky Power Cooperative will be passed
12:14
through to customers served by local cooperatives such as Cumberland
12:18
Valley Electric Cooperative. Because the increase applies to wholesale power costs.
12:24
The full five point nine to eight percent increase is
12:27
not added directly to the total bill. The overall impact
12:31
is expected to be smaller. Following is a closer look.
12:37
Estimated total bill increase about three to five percent on
12:42
a two hundred dollars monthly bill, about six to ten
12:45
dollars more per month on a four hundred dollars monthly bill,
12:49
About twelve to twenty dollars more per month on a
12:53
one thousand dollars winter bill, about thirty to fifty dollars
12:56
more per month. Actual impact will vary depending on electricity
13:02
use and other charges included in the bill. Even relatively
13:06
small percentage increases can add up, especially during colder months
13:11
when electricity use and bills are higher. The next headline
13:18
is Kentucky Power versus CVEC. What's the difference? Electric Customers
13:26
in Electric County are served by two different types of utilities,
13:30
and their bills are affected in different ways. Kentucky Power
13:35
Company investor owned utility rates set directly by the Kentucky
13:40
Public Service Commission. Customers pay base rates, fuel and purchased
13:45
power adjustments riders including securitized surcharge and recent bills include
13:51
charges tied to Big Sandy plant costs and securitization, and
13:56
then Cumberland Valley Electric Cooperative, a memory owned cooperative, buys
14:02
power from East Kentucky Power. Cooperative passes wholesale costs directly
14:06
to customers. Rates are influenced by EKPC decisions and PSC
14:12
approvals and does not earn profits in the same way
14:15
as investor owned utilities. The bottom line, Kentucky Power customers
14:22
are seeing complex ongoing rate cases and cost reviews. Cumberland
14:27
Valley customers are seeing direct pass through increases from wholesale
14:31
power costs. In both cases, decisions made at the state
14:35
level continue to play a major role in monthly electric
14:39
bills across Letcher County. In the next headline, dog shot
14:45
in Jenkins is recovering. Man is charged with two felonies.
14:52
A dog shot in the chest at Jenkins last week
14:55
is recovering, its owner, said Rambo, a small to medium
15:00
mixed breed dog, was in the yard of Josh and
15:03
Ashley Gibbs in the two hundred block of Rocky Hollow
15:06
on April twentieth, when witnesses say a neighbor shot him.
15:11
Video from a surveillance camera shows Rambo, known to some
15:15
neighbors as Baby, collapsing in the driveway in front of
15:19
the Gibbs home and yelping as he scrambled to his
15:22
feet and ran away. The homeowner called another neighbor who
15:27
cared for the dog until a Pike County veterinary clinic
15:30
opened Monday morning. Neighbors also collected money to help pay
15:34
the veterinary bill. Although the dog is a family pet,
15:39
it roamed the neighborhood and was well known to residents
15:42
who often played with and cared for him. The veterinarian
15:47
initially advised euthanasia, but owner Rogina Collins arrived and said
15:52
she wanted to take Rambo home and give him a
15:55
second chance. I bought Rambo for my dad after my
15:59
mother died last year, and then six months later my
16:03
dad died and we brought him home with us, Colin said.
16:07
She said she took Rambo to another veterinarian on Thursday
16:11
for a second opinion and was told to bring him
16:13
back in a week for a follow up visit. He's
16:16
up and walking around in the house, but he has
16:19
his moments when he gets tired, she said. Colin said
16:24
the dog appears to be improving and is enjoying the
16:27
attention from her children. She said she did not know
16:31
the man accused of shooting the dog and that no
16:34
one had ever complained to her about it. She added
16:37
that many people in the neighborhood enjoyed having Rambo around.
16:42
I looked at it as the more people who love
16:44
the dog, the better, she said. The Letcher County Sheriff's
16:48
Office and Jenkins Police Department served outstanding warrants and arrested
16:53
Johnny Tinnell, forty one, who lives next door to the Gibbses.
16:58
Tinall was released later that night on bond, but was
17:02
arrested again the following night. Lectra County Sheriff Billy Jones
17:06
said he contacted Jenkins Police Sergeant Josh Richardson and forwarded
17:11
additional information he had received. Sergeant Richardson gathered video evidence
17:16
and witness statements, then presented them to the County Attorney's
17:20
office for review and charges. Jones said in a statement
17:24
on his official Facebook page. At approximately seven to ten pm,
17:29
Sergeant Richardson, along with Electra County Sheriff's Office Chief Deputy
17:33
Dingis and Deputy Jacobs, conducted a traffic stop on Main
17:37
Street in Jenkins. The suspect, Johnny Tennell, was inside the vehicle.
17:43
Police arrested Tennell during the traffic stop on a new warrant,
17:47
charging him with torture of a dog or cat and
17:50
first degree wanton endangerment by discharge of a firearm. Both
17:55
charges are felonies. Torture of a dog or cat is
17:59
punishable by one to five years in prison. First degree
18:03
wanton endangerment by discharge of a firearm is punishable by
18:07
five to ten years in prison. Tindell remained in jail
18:12
until April twenty seventh, when he was released on the
18:16
ten thousand dollars cash bond posted by a relative. He
18:20
is now on house arrest with electronic monitoring pending a
18:23
preliminary hearing scheduled for Thursday, April thirtieth. The next story
18:31
is Fleming Neon may get stream gauges. Appalachian Citizens Law
18:38
Center has offered to help the city of Fleming, Neon
18:41
secure funding to install stream gauges in the flood prone
18:45
community to better predict flooding. Courtney Rhodes of Appalachian Citizens
18:51
Law Center said the nonprofit has been working with several
18:54
communities to install gauges following the July twenty eight, twenty
18:59
twenty two flood, which reached record levels in Lecture and
19:02
three other eastern Kentucky counties. Thirteen counties in all were
19:07
affected by the flooding. Rhodes told the Fleming Neon City
19:11
Council last week that ACLC has already helped install stream
19:16
gauges in Jenkins. Whitesburg had a gauge owned by the
19:20
US Geological Survey USGS, but it was damaged in the
19:25
flood and has since been replaced. She said. The US
19:29
Department of Homeland Security has nearly one million dollars that
19:33
could be sent to Kentucky, and ACLC will attempt to
19:37
have some of that funding designated for stream gauges in
19:39
the area. There is funding from DHS of about nine
19:44
hundred thousand dollars that's been proposed to come to the
19:47
state specifically for stream gauges. Roads said, we have a
19:52
contact with USGS that we can bring out to meet
19:55
with you and start identifying areas you would want covered
19:58
and also begin working to secure that funding. She said.
20:02
There are several types of gauges, with more advanced models
20:06
costing about forty thousand dollars. Mayor Ricky Burke said he
20:11
had previously discussed the possibility with ACLC and that the
20:15
city is interested in installing a gauge. If it's free,
20:19
we'll take the forty thousand dollars one, Burke said. Rhodes
20:23
said the main drawback is that cities must pay ongoing
20:27
maintenance costs, which can total about half the initial cost
20:30
of the gauge. She said she will contact USGS and
20:35
follow up with city officials. The next headline is Kentucky
20:41
Power projects millions in new Big Sandy costs Despite securitization,
20:48
Kentucky Power Company expects to incur tens of millions of
20:52
dollars in additional costs tied to the retired Big Sandy
20:56
power plant over the next several years, according to new
20:59
file with the Kentucky Public Service Commission. The projections, filed
21:05
April twenty eight in an ongoing rate case, show the
21:08
company anticipates recovering nearly forty million dollars in costs in
21:12
twenty twenty eight and twenty twenty nine loan through a
21:16
charge on customer bills known as the decommissioning Rider. Those
21:22
filings were submitted in response to questions from the Public
21:25
Service Commission PSC, which is continuing to review how Kentucky
21:30
Power is recovering various costs from customers in case number
21:34
twenty twenty five DASH zero zero three zero seven. According
21:40
to the company's response, projected costs tied to the Big
21:44
Sandy plant include about two million dollars in twenty twenty six,
21:49
about two hundred twenty three thousand dollars in twenty twenty seven,
21:53
nearly twenty million dollars per year in twenty twenty eight
21:56
and twenty twenty nine, and about two hundred twenty three
21:59
thousand in twenty thirty. The company said those expenses reflect
22:05
future retirement and environmental obligations, including clean up and compliance
22:10
costs that were not included in a previous securitization deal.
22:16
Securitization is a financing method that allows a utility to
22:20
recover large costs by issuing bonds and repaying them over
22:24
time through a dedicated charge on customer bills. The approach
22:30
spreads costs over many years, reducing the immediate impact on
22:34
bills but extending how long customers pay for those expenses.
22:40
In Kentucky Powers case, securitization was used to recover hundreds
22:44
of millions of dollars in pass costs tied in part
22:48
to the Big Sandy power plant. The financing arrangement approved
22:52
in an earlier case allowed Kentucky Power to recover hundreds
22:56
of million dollars in pass costs through a long term
23:00
surcharge already appearing on customer bills. However, in its latest filing,
23:06
the company said the securitization only covered costs that had
23:09
already been incurred at the time and did not include
23:12
future expenses. Because the company has and will continue to
23:17
incur additional retirement related costs, those expenses are still being
23:21
added to the decommissioning writer. The company said the PSC
23:27
has been examining that issue as part of its ongoing case,
23:30
including why tariff language still references Big Sandy retirement costs
23:35
after securitization. The PSC is also reviewing how Kentucky Power
23:41
calculates certain adjustments that can affect how quickly customers are
23:45
charged for rising energy costs or credited when costs fall.
23:51
The company noted that future cost estimates could change depending
23:55
on pending federal regulations related to coal ash disposal. No
24:00
decision has been made on whether the projected costs will
24:03
be approved or how they may affect customer bills. If
24:08
those costs are approved by the Kentucky Public Service Commission
24:11
and passed on to customers, the impact could look like this.
24:16
Kentucky Power serves about one hundred sixty two thousand customers.
24:20
The forty million dollar total would come to about two
24:23
hundred forty five dollars per customer. If spread over time,
24:28
the cost to customers would be over two years about
24:31
ten dollars per month, over five years about four dollars
24:35
per month. These are rough estimates. Actual costs would depend
24:40
on how much regulators approve, how costs are allocated among customers,
24:45
and how long recovery is allowed. In the next story,
24:51
Struggling with power bills, these meetings aim to help a
24:57
series of community meetings aimed at helping residentdents understand and
25:01
manage rising electricity costs will begin May fifth in Electric County.
25:07
Appalachians Citizens Law Center and Appalachians for Appalachia will host
25:11
the first Tuesday conversations, with the first session set for
25:15
five thirty PM at the Electric County Extension Office. The
25:20
meetings will focus on topics including power bills, energy regulation,
25:25
and ways to reduce household electricity use. Organizers say the
25:30
sessions are open to the public and will include dinner
25:33
and a gas car giveaway. Speakers will cover a range
25:37
of subjects, including how the Kentucky Public Service Commission operates,
25:41
weatherization strategies, energy assistance programs, solar energy, and new metering technology.
25:49
Attendees will also have an opportunity to ask questions and
25:53
share their experiences. Mary Kromer, Deputy director of Appalachian Citizens
25:59
Law Center, will speak at the first meeting about the
26:02
Public Service Commission and how residents can participate in its
26:06
decision making process. Additional sessions are scheduled for the following dates.
26:12
June second, Bill pay Assistance Programs, July seventh, Solar Power
26:18
for Energy Savings. August fourth, do it Yourself Efficiency Upgrades.
26:25
September first, Residential energy Bill Transparency. October sixth Bill Reduction
26:32
Opportunities for small businesses, churches and nonprofits. All meetings will
26:38
be held in Letter County, with locations to be announced.
26:42
Organizers say the series is intended to help residents better
26:45
understand their energy costs while building a stronger community voice
26:49
on utility issues. For more information or to sign up,
26:55
call Appalachian Citizens Law Center at six O six six
26:59

27:05
Jenkins Council, Okay's state's plan for work on Subdivision Road.
27:12
The Jenkins City Council has approved a resolution authorizing the
27:16
Kentucky Transportation Cabinet to acquire the property and build the
27:20
road to the proposed grand View subdivision. The subdivision is
27:25
one of eight high ground communities that have either already
27:29
been built or are planned in counties that were affected
27:31
by the July twenty twenty two flood. The Cottages at
27:36
Thompson Branch, a ten home subdivision at Marlow near Whitesburg,
27:41
was the first completed. Grandview will include about one hundred
27:46
and fifteen houses. Trees have been removed from the area,
27:50
and the road construction is expected to begin soon. The
27:53
city council this week discussed naming the main street entering
27:57
the subdivision grand View Road, but took no plans for
28:02
the subdivision call for two other streets along with the houses.
28:09
This concludes the reading of The Mountain Eagle. Your reader
28:13

28:16
continued programming on behalf of Everyone here at Radio I
28:20
thank you for listening, and have a good day.
