- 0:29This is Haley Recker with the Becker's Payer
- 0:31Podcast, and we are recording live at the
- 0:33Becker's third annual spring payer issues roundtable.
- 0:36I am thrilled today to be joined by
- 0:38Jared McNaughton, who is the CEO of Inland
- 0:41Empire Health Plan.
- 0:43Thank you so much for having this discussion
- 0:45with me today, Jared. Can you go ahead
- 0:46and introduce yourself and share a little bit
- 0:48about your background? Well, thanks, Hailey. It's great
- 0:50to be with you.
- 0:52I am with Inland Empire Health Plan. I've
- 0:54been with the organization for about seven years.
- 0:57And,
- 0:58prior to that,
- 0:59was on the provider side. So I was
- 1:01in hospitals and health systems my whole entire
- 1:03career. So it's been a lot of fun
- 1:06to see the difference between the provider and
- 1:08the payer side and how those two worlds
- 1:11can do more together.
- 1:13At our organization, we serve about 1,500,000
- 1:15members in Southern California
- 1:18and have about 9,000 contracted providers with about
- 1:21eight and a half billion dollars in revenue.
- 1:23Well, thank you so much for that brief
- 1:25introduction.
- 1:26Now to get started, there's been a lot
- 1:28of talk about the imperative to reduce costs,
- 1:31improve quality, and advance health equity, none of
- 1:34which are small tasks. So how do you
- 1:36approach aligning these priorities in your organization's strategic
- 1:39vision?
- 1:40Yeah. You know, part of the work that
- 1:41we do, Haley, we always feel like
- 1:44the number one thing for us, because we're
- 1:46a public entity, we have no shareholder value,
- 1:50it's really all about the members and the
- 1:52providers,
- 1:53is to make sure that we're approaching every
- 1:55decision with our mission at heart. Our mission
- 1:58is to heal and inspire the human spirit,
- 2:00and we take that incredibly,
- 2:02incredibly
- 2:03impactful,
- 2:04and we really take it serious. And so
- 2:06for our organization,
- 2:07every single decision that we come up with
- 2:09is always guided by that principle.
- 2:12How can we bring optimal care at the
- 2:14same time as Vibrant Health,
- 2:16to our region? And it's not really even
- 2:18just about the Medi Cal lives that we
- 2:21serve. It's about
- 2:22raising, really, the tide for all boats.
- 2:25Thankfully, we have three different lines of business
- 2:27now, Medi Cal or Medicaid as it's known
- 2:29across the country. We have the dual eligible
- 2:32population
- 2:33as well as now Covered California. It's our
- 2:35first commercial product. And in all three of
- 2:37those lines of business, we're always looking and
- 2:39thinking about how can we make sure to
- 2:42do the right thing for the members that
- 2:43are in need. And the best way we
- 2:45found to do that is by really getting
- 2:48boots on the ground. Whether I'm out in
- 2:49neighborhoods,
- 2:50in the backyards of our members, learning directly
- 2:53from them,
- 2:54having monthly provider dinners where we're hearing directly
- 2:57from the provider community on what we could
- 2:59be doing better or different to serve them
- 3:01and their and their patients,
- 3:03whatever that is, the connection
- 3:05and the relationship to the membership and to
- 3:08the providers
- 3:09is absolutely key for us. And one of
- 3:12the best ways, Haley, that we found to
- 3:14do that is through something we call our
- 3:16global pay for performance program.
- 3:18We we provide almost $300,000,000
- 3:21a year to providers
- 3:23who help us meet quality outcomes that the
- 3:26states and the federal government,
- 3:28really are pushing through HEDIS and MCAS measures.
- 3:32And I am so thrilled that because of
- 3:34our providers work in that space,
- 3:36we've actually achieved our highest quality,
- 3:39in our history, in our almost thirty year
- 3:41history just this last year,
- 3:42thanks to to their work through our pay
- 3:44for performance program.
- 3:46And the key with that is to share
- 3:48the best practices that are happening,
- 3:51to make sure that it's not just happening
- 3:52in a silo but silo, but those those
- 3:55practices are being duplicated across the entire network.
- 3:58And that's what's so cool about that is
- 4:00to be able to share that with other
- 4:01providers so that you're helping them on their
- 4:04journey as well.
- 4:06Yeah. I'd like to keep that conversation on
- 4:08health equity going, as it's become a critical
- 4:10focus for many health plans. Can you share
- 4:13an overview of a key initiative here that
- 4:15you're involved in or particularly excited about, and
- 4:17what are you hoping to achieve?
- 4:19Yeah. You know, one of the things, Haley,
- 4:21that I'm super stoked about
- 4:23is that through our Pay for Performance program,
- 4:25we kinda thought, what can we do to
- 4:28leverage
- 4:29some of the things that are happening in
- 4:31the hospital space,
- 4:33especially with the joint commission? Folks know the
- 4:35joint commission is the a creditor for hospitals
- 4:38all across the country, and they have this
- 4:41really cool,
- 4:42program,
- 4:43this this certification
- 4:45program that they actually provide certification to hospitals
- 4:49that meet a certain threshold of performance.
- 4:51And it's tough. I mean, it's really tough
- 4:54to get this certification.
- 4:55And so we thought, what would it be
- 4:57like if a health plan
- 4:59actually put inside of our pay for performance
- 5:02a incentive
- 5:03to hospitals
- 5:05who are actually getting the accreditation through the
- 5:08joint commission.
- 5:10And so this is really cool. I just
- 5:11have to share this with you.
- 5:14Only there's there's only two advanced certifications
- 5:17in heart failure in the state of California,
- 5:20and and
- 5:21we actually have one of those two
- 5:24in our program. So out of the entire
- 5:27state of California, there's only two. One of
- 5:29them is in the Inland Empire, and the
- 5:31only hospital in California with pneumonia certification
- 5:34by the joint commission is actually in the
- 5:36Inland Empire.
- 5:37And so for us, when you look at
- 5:39that, it it really is making it one
- 5:41out of only seven in the entire United
- 5:44States is in the Inland Empire.
- 5:46So that, for me means that hospitals are
- 5:48paying attention because they're getting a little boost
- 5:51in their dollars. It's good for everybody who
- 5:54comes in through the front door of the
- 5:55emergency room of a hospital if they have
- 5:57that certification,
- 5:59and it's a great example of a partnership
- 6:01where it's really good for us. It's great
- 6:03for the hospital, great for the community. It's
- 6:06a win win for everybody when they have
- 6:08those certifications. And so those kinds of partnerships,
- 6:11I would just challenge my payer colleagues
- 6:13to get in the weeds and and get
- 6:15those kinds of partnerships happening in their communities
- 6:18as well. Yeah. That's absolutely so important. And
- 6:21thank you so much for painting a picture
- 6:22for us there. I'd like to pivot the
- 6:25conversation a little bit to member satisfaction.
- 6:28So what experience or engagement strategies have proven
- 6:31effective for your organization, and how are you
- 6:33measuring that success? Yeah. You know, this is
- 6:35a tough one because as folks know, different
- 6:38surveys that measure member satisfaction, whether it's caps
- 6:41on the consumer awareness side, all the way
- 6:43through to member satisfaction that happens within our
- 6:46providers or hospitals or even at the health
- 6:48plan, it can be tough because you get
- 6:51you have one interaction
- 6:53that a member has with maybe a a
- 6:55physician or a hospital or even a team
- 6:57member of ours that doesn't go great, and
- 7:00that's what they think about. So they could
- 7:01have nine great interactions,
- 7:03but they have one bad one, and that's
- 7:05all you think about. And so when they
- 7:07take the survey, that's what they're thinking about.
- 7:09So it's really imperative for us to make
- 7:12sure that everybody is on their game when
- 7:14they're connected in with the members or and
- 7:17or the providers.
- 7:18So one thing that we've done is to
- 7:20really leverage something called the community health worker
- 7:23program,
- 7:23also known as CHW.
- 7:25In California, our state has really been on
- 7:28the forefront of being able to make these
- 7:29community health workers available to the community. And
- 7:33the part that I love about this program
- 7:35is it's not somebody that's necessarily just on
- 7:37the phone, which is important at times to
- 7:40to have that interaction, but they're also on
- 7:43the ground. They're boots on the ground actually
- 7:45connected directly with
- 7:47the member
- 7:48and their whole family to say, hey. How
- 7:50can I help navigate you through this very
- 7:53complex health system? And the cool part about
- 7:55that is the lasting impression that takes place
- 7:58with the member and the family is now
- 8:01with that community health worker because they're the
- 8:03real face of the health plan. And so
- 8:06I love that program, Haley, because I think
- 8:08not only is it going to improve our
- 8:10overall
- 8:12satisfaction that our members experience, but more importantly,
- 8:14they're actually helping navigate
- 8:16in a system that is arguably one of
- 8:18the most complex and unwieldy systems
- 8:21ever created in our country, health care. And
- 8:23so that's really a cool thing, really a
- 8:26value add for the membership.
- 8:28Well, before we wrap up here, I'd like
- 8:30to talk about the future of the payer
- 8:32space.
- 8:33So looking ahead, what do you see as
- 8:35the biggest opportunity for payers to lead the
- 8:37charge in transforming care delivery and driving better
- 8:40outcomes for all stakeholders, and how could leaders
- 8:42take a step in this direction now?
- 8:45Yeah. Well, I'm a big advocate,
- 8:47for culture. I think the culture of the
- 8:49organization
- 8:50is absolutely paramount.
- 8:52Stay true to your mission. Make sure that
- 8:55it's on the forefront of every decision that's
- 8:57being made.
- 8:59I really, really can't stress enough that that
- 9:01whole adage of of culture eats strategy for
- 9:04lunch is so true. If you've got a
- 9:06wacky culture or a culture that's just not
- 9:09in line with your mission, it's very difficult
- 9:12to move your strategic objectives forward while keeping
- 9:15your team members at the forefront of the
- 9:17of the decisions that they're trying to make.
- 9:20So for me, culture is a huge one.
- 9:22Of course, staying true to your mission is
- 9:23huge. And then I I would really challenge
- 9:26folks to just think bold and audacious during
- 9:28this time. There's so much change
- 9:30happening in the federal landscape with health care
- 9:32and the state, and I actually think it's
- 9:35a a great time,
- 9:37to be innovative,
- 9:38to think differently than the way we've thought
- 9:40before,
- 9:41to launch those new lines of business that
- 9:44maybe you've been thinking about because there will
- 9:46be space open for people that are thinking
- 9:48boldly and innovatively
- 9:50as other people are starting to constrain back.
- 9:53And I would encourage my colleagues to just
- 9:55make sure you're staying in the game, staying
- 9:57relevant, and always, always keeping your mission at
- 10:00the forefront of every decision.
- 10:02Well, absolutely. That's so important.
- 10:05Thank you so much for joining me today
- 10:07on the podcast. Again, this is Haley Recker
- 10:09with the Becker's Payer Podcast

- 10:17Haley. Have a great day.
