Transcript
- 0:00Speaker 1: So the Rogue Cone hotline came and went. It's life
- 0:04Speaker 1: short lived. The government says job done, data collected awkward
- 0:08Speaker 1: bit ninety three percent of complaints were about cones that
- 0:10Speaker 1: were perfectly fine under the rules. Dave Tilden and joins
- 0:14Speaker 1: us this morning, All Dave.
- 0:16Speaker 2: Morning, Andrew.
- 0:17Speaker 1: Was this a waste of time?
- 0:21Speaker 2: I'd say there's a couple of ff I was to
- 0:23Speaker 2: look at the silver lining. There's maybe a couple of
- 0:25Speaker 2: useful things that have come out of it, But generally
- 0:27Speaker 2: I'd say it's probably a distraction. Yeah.
- 0:30Speaker 1: Was it a stunt or was the data collection that
- 0:32Speaker 1: they got from it good?
- 0:35Speaker 2: I'd say some of the data could be quite useful.
- 0:37Speaker 2: I'd suggest that it bought the road controlling authorities, the
- 0:40Speaker 2: Council's Work Safe ENTERITA a little bit closer together, got
- 0:44Speaker 2: them working on the topic well. And so some of
- 0:47Speaker 2: the data they've collected might be useful. But I'd say
- 0:50Speaker 2: it probably doesn't. It isn't isn't valid based on the
- 0:53Speaker 2: effort put it well.
- 0:54Speaker 1: It's obviously when they say ninety three percent of the
- 0:56Speaker 1: complaints were about cones that were perfectly fine, that means
- 1:00Speaker 1: they were compliant. So the complainants were complaining about something
- 1:03Speaker 1: that was okay under the rules. The problem is not
- 1:06Speaker 1: actually complaining about them or excessive use of them, it's
- 1:09Speaker 1: the rules.
- 1:11Speaker 2: Yeah, correct, And that system change has been underway for
- 1:13Speaker 2: a couple of years now, so that's sort of already
- 1:15Speaker 2: in motion, and so i'd suggest that the current hotline
- 1:18Speaker 2: being sort of injected into that hasn't necessarily helped. It's
- 1:21Speaker 2: probably hindered the system change that everyone's after.
- 1:24Speaker 1: And yes, and the new rules coming up from NZTA,
- 1:28Speaker 1: councilors have to make sure that they are compliant with
- 1:30Speaker 1: the new rules, and that has to happen by the
- 1:32Speaker 1: first of July. And as I pointed out earlier this morning,
- 1:35Speaker 1: that's the first of July twenty twenty seven. These are
- 1:39Speaker 1: rope cones. Why is it taking so long?
- 1:42Speaker 2: So that's the last milestone of a series of changes
- 1:45Speaker 2: that all new contracts are actually from the first of
- 1:47Speaker 2: July twenty twenty sixth. So and themselves, NDTA, all of
- 1:52Speaker 2: their contracts are already in motion. In fact, many of
- 1:54Speaker 2: them already switched. So that that milestone you've got there
- 1:57Speaker 2: is the very last of all of them, and that's
- 2:00Speaker 2: the councils themselves, where NDTA doesn't necessarily have a direct
- 2:05Speaker 2: instruction role that they can play with those councils all
- 2:08Speaker 2: the time. So that's the Minister Transport a short time
- 2:11Speaker 2: ago announcing around how the funding might be compromised as
- 2:15Speaker 2: the councils don't make that shift. So there's several moving
- 2:18Speaker 2: parts there that have that timeline out to that point.
- 2:20Speaker 2: But overall it's actually it's a pretty big capability challenge
- 2:25Speaker 2: for the sector to change from rule following to risk
- 2:27Speaker 2: based thinking. So it is somewhat understandable how it takes
- 2:31Speaker 2: so long.
- 2:31Speaker 1: Okay, and finally has the traffic management industry being milking it.
- 2:39Speaker 2: It's hard to say, I personally don't supply physical TTM,
- 2:44Speaker 2: and the sector is simply a product of the inertia
- 2:48Speaker 2: and the type of system that it's been underpinned by.
- 2:52Speaker 2: It's a compliance based system, so people will follow the
- 2:55Speaker 2: rules in front of them, and those rules have been
- 2:59Speaker 2: proven to not serve society the way we want them to,
- 3:02Speaker 2: and so they're going to get changed. And I think
- 3:05Speaker 2: it's less about what the it's more about the incentives
- 3:09Speaker 2: that people have in the system as a whole, necessary
- 3:11Speaker 2: to many ulterior multimotives, good So.
