- 0:56You're already taking the first step. just by
- 1:00joining us here today and then he said it's also
- 1:04about finding a phone like going in person and
- 1:07seeing people and meeting people in person and
- 1:09like developing that relationship and getting
- 1:11like a direct phone number from somebody instead
- 1:14of just trying to call the numbers that are online
- 1:15because you'll never get through to anybody which
- 1:17has been my case i did go and i found someone
- 1:21i found the right location i found the director
- 1:23of you know the the um the what is it case management
- 1:29it's not snow it's um the name of it is um like
- 1:34something with the home because they help with
- 1:36the the homeless i'm having such a brain fart
- 1:38right now but in any case so of that building
- 1:42and that department is the main the main place
- 1:44to go to for the safer voucher so i met the director
- 1:46of that one and so all the stuff so i got i have
- 1:49the contacts i have you know urban housing no
- 1:53it is called home base home base okay okay So
- 1:59that's just how it's called in New York City.
- 2:01I don't know if that's in other places too. So
- 2:04this, the end of July would have been the first
- 2:08year, the end of the full first year that all
- 2:10three tenants had been in the property. Yes,
- 2:14the checks have been coming regularly. There
- 2:16had been one tenant that I feel like they were
- 2:20missing a check from a certain department they
- 2:21were supposed to be having, but at the end of
- 2:23the year, that was getting figured out, still
- 2:26not figured out, but I know it's in the process.
- 2:29But then Greg got this letter dated, it was like
- 2:32August 6th or August 7th when I opened the letter.
- 2:36And it was dated for July 31st. to say that as
- 2:41of August 1st, which if everyone else is not
- 2:44paying attention, that's one day later, right
- 2:47from the date printed on the letter the next
- 2:49day, my tenant who had zero tenant contribution
- 2:54was no longer going to be receiving assistance
- 2:57from CityFabs, was not in the program, and would
- 3:01have to continue now pay rent from August 1st
- 3:04on pay rent on her own. Like what? and I get
- 3:10this a week later in snail mail not even like
- 3:13the courtesy of a call an email nothing like
- 3:16some notification something the whole point is
- 3:19that's the one tenant who doesn't have a job
- 3:22She spends her full days, like she goes every
- 3:26morning to her grandmother's house to take care
- 3:28of her for the day because her grandmother's
- 3:30an amputee. And she has two kids. And like, she
- 3:34stopped even going to the training for it to
- 3:36be a home health aid because she just had too
- 3:38much taking care of her grandmother. As of August
- 3:431st, when you have no notice, the tenant has
- 3:46no notice, and they're supposed to all of a sudden
- 3:49be able to pay a $2 ,000 monthly rent. They can't
- 3:53do that. And they can't even afford to move because
- 3:56they have no extra money. Like every money, all
- 4:00the money she has for living is from subsidies.
- 4:02Like I know I have not, like I'm not confirmed
- 4:05100%, but like there's no other way for her to
- 4:08get the money for like food and for electricity
- 4:11bills and all these other things. It's all programs
- 4:13that are helping her pay for her living expenses
- 4:15100%. and it's not here or there whether or not
- 4:19like that's correct or you know people have different
- 4:22you know philosophies on being on government
- 4:25assistance and blah blah blah but regardless
- 4:27of that you cannot give someone negative days
- 4:30notice like literally me getting the letter in
- 4:33the mail in August August 6th August 7th this
- 4:35negative notice like you told me oh a week ago
- 4:38your rent stopped like I didn't get any so that
- 4:43I don't know it's all this is a vent session
- 4:45for me but it's also just to let people out there
- 4:50who are considering vouchers um there's pros
- 4:53and cons so the pro is because my my building
- 4:58is 100 electric so I don't have gas heat like
- 5:01I don't have those expenses that other landlords
- 5:04will have. But I know the tenants' electricity
- 5:07bills are extremely high because they pay to
- 5:09heat their own. I pay for water supply, but they
- 5:11pay for the hot water heater because it's electric.
- 5:14They pay for electric stove. They pay for all
- 5:17the electric. We have those wall units for heat
- 5:19and air conditions, so they pay for that. Those
- 5:22things are a monster energy drain. I used to
- 5:26live there. So I know how high electricity bills
- 5:29can get. So I never pushed rent that much. I
- 5:33always was like reasonable with rent increases.
- 5:35I increased it every year, but not like to keep
- 5:38up with market. I was just like, just being reasonable
- 5:42because I had the same tenants and they were
- 5:44paying, you know, very, you know, they pay on
- 5:47time. They were good tenants. So I didn't want
- 5:48to push it. Vacancy is worse than, you know,
- 5:52anything else. So I ended up having a whole other
- 5:56situation where I had to have the building vacated
- 5:58to sell it, the sale fell through. And then when
- 6:01I re -tenanted it is when I got the vouchers.
- 6:05So when I got the vouchers, I was getting like
- 6:08$3 ,000 more per month than what I was getting
- 6:12with the tenants that I had previously. So I
- 6:15had no clue that was gonna happen. Like I would
- 6:17not have had the heart to kick my other tenants
- 6:20out. just to get $3 ,000 more of rent. Like it's
- 6:23one of the things that like even when on the
- 6:26cell, I was trying to fight for my tenants, my
- 6:27previous tenants to stay. So this was like a
- 6:29blessing in disguise that I got a vacant building
- 6:33was able to fill it with these, the voucher tenants
- 6:35because now the city can pay full market rent
- 6:38and I don't have to worry about the electricity
- 6:40bill because then they also can get a subsidy
- 6:42to help pay for their utilities. So there it's
- 6:45not like they're coming out of pocket for that.
- 6:46So now this is really just like I'm just getting
- 6:49the money from the city. The problem is now the
- 6:52city just they don't care about Landlord tenant
- 6:55rules that we have to follow because they have
- 6:57to follow those same rules when it comes to us
- 6:59Like we have to give a tenant, you know 30 days
- 7:0260 90 days notice before we You know can kick
- 7:06them out or tell them that they can't renew,
- 7:08you know But they can just give me a negative
- 7:11days notice that say that I'm not gonna pay you
- 7:13no more Like and it's not even it's not the tenant
- 7:16the tenant is a great tenant program. So sometimes
- 7:20it's you just trying to make sure you dig in,
- 7:25make sure you have contacts, you have someone
- 7:27to call, you're ready to take the good and the
- 7:30bad, you have reserves, because even though you're
- 7:33on this government program for your income, and
- 7:38the good thing is that it's stated to be recession
- 7:40resistant, because the government's always going
- 7:43to pay for people's housing and stuff, and they
- 7:45will if it's If they're government, the program
- 7:50is like lined up and organized correctly. So
- 7:52I have not used section eight as of yet. This
- 7:56experience is making me really want to like switch
- 7:59to section eight, but I'm not kicking anybody
- 8:03out. So we'll wait and see, you know, who doesn't,
- 8:05if anyone ends up not ever renewing, then I'll
- 8:09look for a section eight tenant instead, because
- 8:10then you actually get direct deposit. And I think
- 8:13there's actually numbers you can call that people
- 8:15will answer the phone. Um, the problem with the
- 8:20CityFeps program and the reason that these, the
- 8:23rent stopped and that's, and I actually didn't
- 8:26get rent payment from another tenant, but I got
- 8:28no letter for her. So she's not kicked out. They're
- 8:31just slow with doing the rent for this month
- 8:32because it's like a new lease now, a lease year.
- 8:36But any case, so CityFeps is very manual. They
- 8:40still send you checks in the mail that you have
- 8:43to go like deposit in a bank, right? They still
- 8:47make you come in physically to submit new paperwork
- 8:51for case renewals or for updates or any kind
- 8:54of changes. Like there's nothing to do in the
- 8:57computer. There's no system that you computerize
- 8:59that you can log in, put in your new information,
- 9:02upload documents, do all that stuff so it's more
- 9:04trackable. They don't have any of those kind
- 9:07of systems. So they are manually going through
- 9:12all of these, however many thousands of case
- 9:16paperwork that they have to go through for this
- 9:18spring summer when cases are due or case renewals
- 9:22are due, they're manually going through it. The
- 9:26only thing they have automated is that cancellation
- 9:29letter. It's like they manually going through
- 9:33all the paperwork, but the system automatically
- 9:38sent that letter out to every landlord and every
- 9:42tenant that had a case. because they weren't
- 9:46updated in the system yet manually so it's it's
- 9:49like there's no I don't know and the lady was
- 9:52very nonchalant when I talked I stayed on hold
- 9:56for two hours to talk to somebody on the phone
- 9:58and she was very nonchalant oh that letter just
- 10:01went out to everybody it was just done by the
- 10:03system the tenant needs to go in and do this
- 10:05they got to go physically into the office and
- 10:08it's like, okay, but no one can tell me the address
- 10:10of the office. They're just supposed to go into
- 10:12their office. So if I didn't already know, which
- 10:14I happen to know what her office was, then it's
- 10:18like they didn't really have any kind of help
- 10:20or assistance for that. So basically right now,
- 10:24I am still in the midst of not having payment
- 10:28for two out of three units. But they are both
- 10:33of these cases are in the works. And I should
- 10:37be getting back pay that I'm owed for one tenant
- 10:40from the whole last year, which I'm probably
- 10:42like three or 4000. That was payments were short.
- 10:46Then for the other unit, I should be getting
- 10:48August and September's rent like at the same
- 10:51time. But I don't know 100 % like I moved some
- 10:57money around to be able to help float. property
- 11:00for this month and for next month just in case
- 11:02the money doesn't come next month. And then after
- 11:05that it's kind of like all right I got to float
- 11:07some more money around but then some other accounts
- 11:09start looking real thin and that starts to worry
- 11:12me. And I'm like okay I need to do something
- 11:16else to get some more income in like save a lot
- 11:19more from my W -2 paycheck which is good sometimes
- 11:22that you have you still have a job to lean back
- 11:25on because then otherwise I'd be a little bit
- 11:27more screwed and I mean my husband and I have
- 11:30some savings that I can just say hey I need to
- 11:33borrow some of this you know this is for our
- 11:35personal house future house but I'm gonna borrow
- 11:37some for this and then I'll pay it back when
- 11:40I get everything situated so I have I have resources
- 11:43so that's another thing for people looking to
- 11:46get involved in um some type of voucher just
- 11:49make sure you have your backup and your resources
- 11:52and oh financially are secure in case for whatever
- 11:57reason something happens with the the system
- 12:00or the computer like the processes the tenant
- 12:03doesn't fill out sign one line or dot one t dot
- 12:07one t dot one i cross one t you know whatever
- 12:10it is because they could come up with whatever
- 12:12reason they can to just stop payments and leave
- 12:16you hanging high and dry but yet i live in new
- 12:18york city which is a very tenant friendly area
- 12:22and So the landlords have no recourse really
- 12:26because it's not like you can evict quickly like
- 12:28because even if I was to pay now money to an
- 12:31attorney to file um non -payment how long is
- 12:34it going to take for that to actually get processed
- 12:36and then when the court says oh well this person's
- 12:39on the voucher and the voucher didn't think that
- 12:40they're going to side with the tenant anyway
- 12:43so no matter how long it takes the voucher to
- 12:48reinstall or reinstate itself, you know what
- 12:50I mean? So things, I'm still in limbo. I think
- 12:54it's gonna work out. I'm very optimistic because
- 12:57I like to be optimistic. And so I'm thinking
- 13:00next month, actually I have a couple of weeks
- 13:03to see what kind of check I get in the mail,
- 13:07but cross my fingers.
