Alberta residents have largely turned down a proposal to initiate a process that might eventually result in the province seceding from Canada, as projected by national broadcaster CBC. With over one million votes tallied early Tuesday, approximately 76 percent favored staying within Canada, while 23 percent backed starting the procedure.
