- 0:00Speaker 1: Well, I know I'm a bit of a political nerd
- 0:01Speaker 1: and I'm certainly waiting to see exactly what goes on
- 0:04Speaker 1: in Parliament this week.
- 0:06Speaker 2: As I mentioned earlier.
- 0:07Speaker 1: Parliament resuming today, and of course we have a new
- 0:10Speaker 1: Chief Minister in Natasha Files, but she is usually the
- 0:13Speaker 1: Leader of Government Business and as I mentioned earlier, quite
- 0:17Speaker 1: the attack dog. I think it's a inside of parliament,
- 0:20Speaker 1: the one who stands up and calls those points of
- 0:23Speaker 1: order every couple of every few minutes sometimes. So how
- 0:27Speaker 1: is it all going to play out this week inside parliament? Well,
- 0:30Speaker 1: joining me on the line right now is the former
- 0:32Speaker 1: Speaker of the Northern Territories Legislative Assembly and also the
- 0:36Speaker 1: Independent member for goid Kezier Puric.
- 0:39Speaker 2: Good morning to Eukezia.
- 0:41Speaker 3: Good morning, and the acting Speaker, the deputy Speakers already
- 0:45Speaker 3: put everyone on a warning. I thought that was quick.
- 0:48Speaker 3: But anyway, what for what it just don't Well, things
- 0:52Speaker 3: got a bit rowdy, I think, Oh, I there is
- 0:56Speaker 3: some light moments. I mean, Chancy Peg is sitting in
- 0:59Speaker 3: the chair where the Lead of Government Business dips, so
- 1:02Speaker 3: I'm assuming he's a lead of governed Business for this week.
- 1:04Speaker 3: But whether that's a permanent role. I'm not sure. I
- 1:06Speaker 3: guess wrong. When the Chief Minister does the reshuffler, I
- 1:10Speaker 3: guess that kind of positions in the mix as well. Yeah,
- 1:12Speaker 3: but he jumped to his feet to call a point
- 1:15Speaker 3: of order. Of course, the prospect is just roared with
- 1:18Speaker 3: laughter and a your first point of order? Well, you know,
- 1:21Speaker 3: a leader of government business. So it's got a bit
- 1:24Speaker 3: noisy there, and so the Speaker had to get everyone
- 1:26Speaker 3: under control again with the warning.
- 1:28Speaker 2: So Kensy, what do you reckon's going to happen? Is
- 1:30Speaker 2: he likely to take that role?
- 1:32Speaker 1: Because I know that ordinarily we all know that Natasha
- 1:35Speaker 1: Files is the leader of Government Business ordinarily prior to
- 1:38Speaker 1: becoming the Chief Minister.
- 1:40Speaker 2: And as I mentioned a bit earlier, she.
- 1:42Speaker 1: Is always you know, I don't know that she's always
- 1:45Speaker 1: on the attack, but she's the person that stands up
- 1:47Speaker 1: every time there's a point of order and seems to
- 1:50Speaker 1: know all of her points of order.
- 1:52Speaker 3: Well, it's a very it's an important job in any
- 1:55Speaker 3: parliament in our country. The lead of Government Business is
- 1:58Speaker 3: the person who coordinates the business of the day, of
- 2:02Speaker 3: the week, of the fortnight. So that's of course done
- 2:05Speaker 3: in consultation with the Chief minister the caucus. But that
- 2:09Speaker 3: person that has to ensure the smooth running of the
- 2:11Speaker 3: government business of the day, So they've got to be
- 2:14Speaker 3: on the ball. They've got to know their standing orders,
- 2:16Speaker 3: they've got to make sure everyone is where they should
- 2:19Speaker 3: be at the right time, you know who's speaking. Plus
- 2:22Speaker 3: that person then has to if need be, you know,
- 2:26Speaker 3: negotiate something with the opposition. For example, where if someone
- 2:30Speaker 3: has to go away or is absent from Parliament and
- 2:32Speaker 3: you have a thing called pairing where you know, you
- 2:35Speaker 3: cancel out to vote for each other, that has to
- 2:37Speaker 3: be done by the lead of gouvernment business. Or if
- 2:39Speaker 3: the government wants to change business on the day because
- 2:41Speaker 3: of some extraordinary arrangements, they'll need to go and talk
- 2:44Speaker 3: to the opposition leader live nociro. That's the person who
- 2:47Speaker 3: does it. So it's an important role. And my personal
- 2:51Speaker 3: view is Chance is very capable and probably knows the
- 2:54Speaker 3: standing orders better than anyone on his side, having been
- 2:57Speaker 3: in the role as deputy Speaker when I was a speaker.
- 3:00Speaker 3: So but I guess you just have to wait and
- 3:02Speaker 3: see with you know, because there has to be some
- 3:04Speaker 3: kind of reshuffle because.
- 3:08Speaker 1: You don't ordinarily go on but you don't ordinarily have
- 3:12Speaker 1: a chief Minister still the leader of government business or
- 3:15Speaker 1: still sort of.
- 3:16Speaker 2: She's not yeah, taking that attack, don't do it.
- 3:19Speaker 3: No, no, she won't be doing it if someone like
- 3:21Speaker 3: Chancey or perhaps someone else I don't know, but no, no,
- 3:23Speaker 3: the Chief Minister does not do that job. That's a
- 3:25Speaker 3: completely separate job doing what the chief ministers have to do.
- 3:29Speaker 1: Yeah, do you reckon We're likely to see a bit
- 3:32Speaker 1: of a change in approach from the Chief Minister, the
- 3:35Speaker 1: now Chief Minister Attasha Files inside Parliament.
- 3:41Speaker 3: Yes, I think we will.
- 3:42Speaker 2: I think we will.
- 3:44Speaker 3: Clearly Natasha Files has got her own style, She's got
- 3:47Speaker 3: her own leadership style, how she goes about engaging with
- 3:52Speaker 3: her colleagues. I will got short this day having to
- 3:56Speaker 3: think as to what her leadership style is, whether she's
- 3:59Speaker 3: collaborative or co or what. I think she's a bit
- 4:02Speaker 3: of both. But at the end of the day, you know,
- 4:05Speaker 3: the Chief Minister has to say this is the way
- 4:07Speaker 3: we're going. Yeah, if there's a bit of uncertainty, but
- 4:11Speaker 3: I would tend to think that. You know, she's a
- 4:13Speaker 3: no nonsense kind of person from what I have to
- 4:16Speaker 3: just gets on with the practicalities of the day, and
- 4:19Speaker 3: that can only be good for the chamber. I think
- 4:21Speaker 3: she'd be I think I personally think she'll be a
- 4:23Speaker 3: far better Chief Minister than the past one when it
- 4:25Speaker 3: comes to performance in the chamber. Now she's pretty good
- 4:29Speaker 3: perform when it comes to debating legislation and holding you know,
- 4:33Speaker 3: her team together and you know, taking it up to
- 4:35Speaker 3: the opposition if they're challenging them on something.
- 4:38Speaker 1: Gisi, I am going to have to get ready to
- 4:40Speaker 1: wrap up, but I want to ask you very quickly,
- 4:42Speaker 1: because I know that you, you know, you're a political.
- 4:45Speaker 2: Nerd like me, what do you think is going to happen?
- 4:48Speaker 2: What's going to happen this week?
- 4:49Speaker 1: Are we going to see a change in Deputy leader
- 4:51Speaker 1: and a change in some of those portfolios?
- 4:54Speaker 3: Not? Not, not today, tomorrow or Thursday. I think Caucus
- 4:57Speaker 3: will probably meet after the Parlament thinn because it'll be
- 5:00Speaker 3: too it'll be too uncertain and too much upheaval. Stick
- 5:03Speaker 3: with what we've got to get through the legislation this week,
- 5:05Speaker 3: because obviously some ministers have to get up and talk
- 5:07Speaker 3: specifically about legislation. And I suspect Caucus will meet on
- 5:11Speaker 3: Friday and there'll be announcing either that Friday or probably
- 5:15Speaker 3: Saturday morning, you know, the new cabinet going forward, because
- 5:19Speaker 3: bearing in mind Katie, whoever get to be the different
- 5:22Speaker 3: minister from what we've got currently, that's probably the ministers
- 5:26Speaker 3: that take them through to the next empty election. They
- 5:28Speaker 3: can't afford to put someone in and then ship that
- 5:31Speaker 3: was the wrong person. I think there's a lot of
- 5:35Speaker 3: careful thinking going on, and no doubt there's a bit
- 5:38Speaker 3: of lobbying.
- 5:39Speaker 2: That's what I was thinking, you know, like you.
- 5:42Speaker 3: Know, a couple of new dogs that come up to
- 5:43Speaker 3: each other checking each other out, you know, whether the
- 5:45Speaker 3: friend or phone. You know. Well, but you're right. It
- 5:50Speaker 3: will be interesting to watch the performance in the Parliament today.
- 5:53Speaker 3: Sadly that the Speaker is still off cook with COVID
- 5:56Speaker 3: job out sitting in the chair. But they're online so
- 5:59Speaker 3: they're anticipating. I think it's not in the chamber.
- 6:01Speaker 1: Well, Kesier, please keep us up to date, keep us
- 6:05Speaker 1: up to date with the movements. Will be very interested
- 6:08Speaker 1: to hear how it all rolls out. Lovely to speak
- 6:11Speaker 1: to you. Thank you for having a chat today.
- 6:12Speaker 3: Thank you
