- 0:22Speaker 1: August twentieth, twenty twenty six. Our first article is Judge
- 0:28Speaker 1: Eugene Sealer honored at Federal Courthouse dedication by Macy Swafford, London.
- 0:36Speaker 1: For more than five decades, Judge Eugene E. Siler Junior
- 0:40Speaker 1: has spent his career interpreting the law, serving Kentucky and
- 0:44Speaker 1: the nation. This week, the federal courthouse in his home
- 0:48Speaker 1: region took on a new name to ensure that legacy
- 0:52Speaker 1: will remain for generations to come. Family, friends, fellow judges, attorneys,
- 0:58Speaker 1: elected officials, and members of the community gathered Tuesday for
- 1:03Speaker 1: the dedication of the Eugene E. Siler Junior United States
- 1:08Speaker 1: Courthouse and AX in London. The ceremonies celebrated Sailors more
- 1:14Speaker 1: than fifty years of judicial service. In his decades of
- 1:18Speaker 1: work on the US Court of Appeals for the Sixth Circuit.
- 1:23Speaker 1: Eugenie E. Siler, Junior, who currently serves the Sixth Circuit
- 1:28Speaker 1: US Court of Appeals, smiles Tuesday afternoon as a federal
- 1:33Speaker 1: courthouse in London is named in his honor. Sailor, a
- 1:37Speaker 1: native of Williamsburg, earned his bachelor's degree from Vanderbilt University
- 1:42Speaker 1: and his law degree from the University of Virginia. He
- 1:46Speaker 1: served in the US Navy before entering private practice, including
- 1:50Speaker 1: practicing alongside his father. Seiler later served as U s
- 1:55Speaker 1: Attorney for the Eastern District of Kentucky before being nominated
- 2:00Speaker 1: by President Gerald Ford to serve as a federal district
- 2:05Speaker 1: judge in nineteen seventy five. In nineteen ninety one, President
- 2:09Speaker 1: George H. W. Bush nominated Sailor to the Sixth Circuit Court,
- 2:14Speaker 1: where he has continued to serve. It was noted that
- 2:18Speaker 1: Slor is only months away from beginning the longest serving
- 2:22Speaker 1: federal judge and the Sixth Circuit history when his district
- 2:27Speaker 1: and appellate service are combined, a record that dates back
- 2:32Speaker 1: to the Circuit's foundings. In eighteen ninety one, Robin Taylor,
- 2:38Speaker 1: State director for US Senator Mitch McConnell said McConnell was
- 2:42Speaker 1: proud to have played a role in having the courthouse
- 2:46Speaker 1: name for Siler. I can assure you that there's nowhere
- 2:50Speaker 1: he McConnell would rather be today than here celebrating this
- 2:55Speaker 1: amazing judge with all of you, Taylor said, speaking from
- 3:00Speaker 1: speaking on McConnell's behalf. But he sends his greetings and
- 3:04Speaker 1: is so grateful for the continued well wishers from so
- 3:08Speaker 1: many of you across Kentucky. Taylor said the legislation legislation
- 3:15Speaker 1: to honor Solon Siler was an important priority for both
- 3:20Speaker 1: McConnell and the US representative Hal Rogers. Congressman Rogers also
- 3:25Speaker 1: spoke during the ceremony, recalling his long standing friendship with
- 3:30Speaker 1: Silar and particular moment early in his congressional career. On
- 3:36Speaker 1: a cold weather day on January fifth, nineteen eighty one,
- 3:41Speaker 1: George Soler met me at the courthouse in Somerset, Rogers said,
- 3:46Speaker 1: sharing a frame clipping of the event, I asked him
- 3:49Speaker 1: to raise my right hand and he administered the oath
- 3:52Speaker 1: of office, swearing me in as a Congressman of Kentucky
- 3:56Speaker 1: for the first time. Rogers also point out to Silar's
- 4:00Speaker 1: history of receiving appointments from three different presidents. It speaks
- 4:06Speaker 1: volumes to have the nomination and support of one of
- 4:09Speaker 1: the US presidents, but my friend has received that honor
- 4:14Speaker 1: from three different presidents. Rogers said. Saler was appointed US
- 4:19Speaker 1: Attorney for the Eastern District of Kentucky in nineteen seventy
- 4:23Speaker 1: by President Richard Nixon, and then by a federal district
- 4:28Speaker 1: judge by President Ford in nineteen seventy five, and then
- 4:33Speaker 1: to the Sixth Circuit in nineteen ninety one by President H. W. Bush.
- 4:39Speaker 1: The military service of both Salar and his father were
- 4:42Speaker 1: also highlighted. Both Eugenie Siler, Junior, senior, and junior joined
- 4:48Speaker 1: the US military, serving the country father. His father served
- 4:54Speaker 1: in the Navy during World War One and as a
- 4:57Speaker 1: captain during World War tw In his father's footsteps, Eugenie
- 5:03Speaker 1: was a Navy midshipman in nineteen fifty seven and served
- 5:07Speaker 1: as a lieutenant in the Navy Reserve for many years.
- 5:11Speaker 1: Congressman Rogers said Siler's influence has extended well beyond his
- 5:16Speaker 1: time on the bench. Judge Siler's wisdom on and off
- 5:20Speaker 1: the bench has been a source of advice to colleagues
- 5:24Speaker 1: young attorneys, jurists, and politicians alike, including me and Senator McConnell.
- 5:30Speaker 1: Rogers said he's dedicated nearly fifty years of interpreting the
- 5:35Speaker 1: law with integrity, excellence, model character, and a commitment to
- 5:41Speaker 1: constitutional questions rather than self promotion. The ceremony also included
- 5:48Speaker 1: recognition from the Captain Charles Gatliffe Chapter of the Sons
- 5:52Speaker 1: of the American Revolution. Charles Hayes, representing the chapter, said
- 5:58Speaker 1: Siler's career exempl the patriotism the organization seeks to recognize.
- 6:04Speaker 1: The Captain Charles Gatliffe Chapter of National Society of the
- 6:09Speaker 1: Sons of the American Revolution recognizes and honors a true
- 6:14Speaker 1: American patriot, the Honorable Judge Eugene Siler, Junior Senior United
- 6:21Speaker 1: States Circuit Court Judge of the US Sixth District Court
- 6:25Speaker 1: of Appeals, for a lifetime of patriotic service to his community, state,
- 6:31Speaker 1: and nation, has said. Salar himself addressed those gathered for
- 6:36Speaker 1: the ceremony, expressing gratitude for the honor and reflecting on
- 6:40Speaker 1: the career that brought him to the bench. I'm honored
- 6:45Speaker 1: to have this building named for me, Judge Siler said.
- 6:49Speaker 1: Sally recalled beginning in his legal career as a young
- 6:54Speaker 1: attorney in London following law school, and described his early
- 6:58Speaker 1: work in the criminal defense before eventually becoming a US
- 7:03Speaker 1: attorney and later a federal judge. He also reflected on
- 7:07Speaker 1: the people who helped him throughout his career, including his
- 7:11Speaker 1: former law clerks, fellow judges, and colleagues. It's been a
- 7:15Speaker 1: wonderful experience. I've been blessed, Siler said. The newly dedicated
- 7:20Speaker 1: courthouse will now carry Siler's name as a permanent reminder
- 7:25Speaker 1: of his more than five decades of service to the law,
- 7:29Speaker 1: the Commonwealth and the nation. And there is also another picture,
- 7:34Speaker 1: and underneath the picture it says, family, friends and colleagues
- 7:39Speaker 1: of Judge Siler gave him a standing ovation. And the
- 7:43Speaker 1: picture is inside of a courtroom with all these people
- 7:47Speaker 1: standing and clapping. Our next article is Dan Blew nominated

- 10:12Speaker 1: The Corbyn Independent School Board of Education reviewed federal education funding,
- 10:18Speaker 1: family engagement efforts, and preparations for the upcoming school year.
- 10:22Speaker 1: During its meeting last Thursday. Deputy Superintendent Cynthia Davis provided
- 10:27Speaker 1: an overview of the district's federal funding, including more than
- 10:31Speaker 1: one million dollars in Title I funds. She explained that
- 10:35Speaker 1: the funding supplements existing district resources and supports positions, professional development,
- 10:43Speaker 1: student interventions, and other educational needs. Title funds are academic.
- 10:49Speaker 1: We do the school's safety safety side. Davis said, we
- 10:54Speaker 1: truly look at what the needs are and while and
- 10:59Speaker 1: we try to take the money and stretch it as
- 11:02Speaker 1: far as we possibly can to supplement what the district needs.
- 11:08Speaker 1: Much of the presentation focused on the district's efforts to
- 11:11Speaker 1: strengthen parent and family engagement. Representatives from Corbin schools shared
- 11:17Speaker 1: examples of events held throughout the previous school year. Corbin
- 11:22Speaker 1: Primary Principal Tanya Prophets said the school held five student
- 11:27Speaker 1: showcases events that brought more than twenty five hundred family
- 11:33Speaker 1: members into the building. The events allowed parents to see
- 11:38Speaker 1: what the students were learning and provided opportunities to discuss
- 11:42Speaker 1: academic standards in student progress. Profits said the feedback from
- 11:48Speaker 1: families demonstrated the impact of those events. One of them said,
- 11:54Speaker 1: not just one, there were many said similar things like
- 11:58Speaker 1: but now I will have something to talk to with
- 12:02Speaker 1: them about in the car. Now I will have something
- 12:05Speaker 1: to talk with them about at the dinner table, Principal
- 12:09Speaker 1: Prophets said. Corbin Elementaries, middle school, and high school administrators
- 12:15Speaker 1: also discussed their family engagement efforts, including student led conferences,

- 12:27Speaker 1: Roundup Red Hound Roundup. Board member Kim Crawley praised the
- 12:33Speaker 1: schools for their efforts, particularly as the community continues to
- 12:37Speaker 1: welcome you families. I think the most important thing is,
- 12:43Speaker 1: you know, we have lots of people who've moved into
- 12:46Speaker 1: Corbin the last few years, Crawley said, they don't necessarily
- 12:51Speaker 1: have oh, I know that teacher that was my mom's teacher,
- 12:55Speaker 1: or I had another daughter or son in that room.
- 13:00Speaker 1: Parents have as much interpretation as taking their child to
- 13:05Speaker 1: school as a student does to go, she said. The
- 13:09Speaker 1: board also received updates on preschool goals, kindergarten readiness, social
- 13:15Speaker 1: emotional learning, twenty first century programs, and English Language Learning services.

- 13:48Speaker 1: the results from the Red Hound Way, a portrait of
- 13:52Speaker 1: a learner initiative that they conducted last school year. The
- 13:57Speaker 1: unveiling of this work showcase a vision for skills and
- 14:01Speaker 1: characteristics that administration hopes every Corbyn student is able to develop.
- 14:07Speaker 1: A special called meeting was scheduled for Wednesday evening, with
- 14:11Speaker 1: property tax rates included among the agenda items, and there
- 14:16Speaker 1: is a picture of a woman in below the picture,
- 14:19Speaker 1: It says Deputy Superintendent Cynthia Davis discusses the district's federal

- 14:41Speaker 1: regular monthly meeting on Monday, including authorizing Mayor Susie Raymonds
- 14:46Speaker 1: to sign a federal grant agreement for the London Corbon Airport.

- 19:09Speaker 1: is Whitley Federal Court gives first reading to data center ordnance,
- 19:14Speaker 1: recognizes July thirty first rescue by Massy Swafford, Williamsburg. Whitley
- 19:20Speaker 1: County Fiscal Court unanimously approved the first reading of an
- 19:24Speaker 1: ordinance Tuesday establishing requirements for the data center development projects,
- 19:29Speaker 1: while Laurel Whitley Emergency Management Director Jerry Rains recognized local
- 19:34Speaker 1: departments and personnel for their roles in a July thirty
- 19:38Speaker 1: first rescue at Laurel Lake. Ordnance twenty twenty six twenty
- 19:45Speaker 1: dash seven pertaining to data center development projects would require
- 19:51Speaker 1: any new business development in Whitley County in which more
- 19:56Speaker 1: than fifty percent of the business involves data storage and
- 20:00Speaker 1: or processing for the Internet to provide the Fiscal Court
- 20:04Speaker 1: with a one hundred and twenty days notice before making
- 20:08Speaker 1: a substantial commitment to the project, The developer would be
- 20:13Speaker 1: required to submit five copies of a statement outlining the
- 20:17Speaker 1: potential impacts of the project on the community to Judge
- 20:21Speaker 1: Executive's office. The ordinance states the one hundred and twenty
- 20:25Speaker 1: day period would give the Fiscal Court time to review
- 20:29Speaker 1: the proposed project, address public concerns, and establish regulations for
- 20:35Speaker 1: the development. The ordnance defines a data center as a
- 20:40Speaker 1: business in which more than fifty percent of its activity
- 20:44Speaker 1: involves computers, servers, and network tools used to store, process,
- 20:50Speaker 1: and share digital data for the Internet, cloud services, and applications,
- 20:56Speaker 1: including but not limited to bitcoin minds. The ordinance also
- 21:01Speaker 1: states its purpose to regulate infrastructure and public safety impacts
- 21:06Speaker 1: rather than land use, and does not establish as zoning
- 21:10Speaker 1: districts or land use classifications. Judge Executive Pat White Junior
- 21:16Speaker 1: said the ordinance was drafted cautiously because of the potential
- 21:21Speaker 1: for a broad definition of data centers to encompass existing
- 21:26Speaker 1: businesses and organizations. I've tried to use great caution in
- 21:33Speaker 1: how I proceed with regulations, because I think there's room
- 21:37Speaker 1: for a lot of unintended consequences, said White. White said
- 21:42Speaker 1: the county does not currently have a data center project
- 21:46Speaker 1: under consideration, despite rumors circulating in the community, but as
- 21:52Speaker 1: of yet, we don't have a data project data center
- 21:56Speaker 1: project that we're working on, he said. The judge continued
- 22:00Speaker 1: that the ordinance is intended to give the counting time
- 22:03Speaker 1: to address potential concerns while avoiding unnecessary restrictions on existing
- 22:10Speaker 1: businesses and property owners. I believe that this adequately addresses
- 22:15Speaker 1: some of the concerns that have been raised to me
- 22:19Speaker 1: from the public and gives us an and appreciable amount
- 22:23Speaker 1: of time to deal with any issues that do come
- 22:27Speaker 1: up without affecting the people's private property rights or also
- 22:33Speaker 1: affecting existing businesses, he said. The first reading of the
- 22:37Speaker 1: Ordnance twenty twenty six, Dash of seven was approved unanimously
- 22:42Speaker 1: by Fiscal Court. Also during the meeting, Rains recognized several
- 22:46Speaker 1: agencies and individuals who assisted with the July thirty first
- 22:51Speaker 1: search and rescue operation at the Laurel Lake Damn spillway.
- 22:56Speaker 1: Rain said the incident began in Whitley County nine to
- 22:59Speaker 1: one one. Dispatchers received a tax message from an individual
- 23:03Speaker 1: who was unable to make or receive a voice call
- 23:07Speaker 1: and needed a search and rescue assistance. The message included
- 23:11Speaker 1: latitude and lounge litude coordinates transmitted through a satellite connection.
- 23:18Speaker 1: The individual later reported being injured and trapped in water.
- 23:22Speaker 1: Dispatchers plotted the coordinates and determined the location was near
- 23:27Speaker 1: Laurel Lake Dam spillway would bind search and rescue. Emergency
- 23:32Speaker 1: Management personnel responded with Corbin Fire Department requested for mutual
- 23:39Speaker 1: mutual aid because of the terrain. Responders eventually determined a
- 23:43Speaker 1: helicopter hoist would be the most practical method of extract
- 23:49Speaker 1: Of extracting the injured individual, Rains contacted Kentucky Emergency Management,
- 23:56Speaker 1: which coordinated with Kentucky State Police Aviation. Williamsburg Assistant Police
- 24:02Speaker 1: Chief Brandon White was also requested to respond with a
- 24:06Speaker 1: drone to maintain visual contact with the injured individual and
- 24:10Speaker 1: obtain precise GPS coordinates. Rain said the conditions became more
- 24:16Speaker 1: difficult after sunset when snakes began appearing in the ravine.
- 24:21Speaker 1: The injured individual was moved into a Zodiac boat while
- 24:25Speaker 1: responders prepared for the helicopter rescue. Kentucky State Police Aviation
- 24:31Speaker 1: ultimately lowered a rescue specialist into the ravine and hoisted
- 24:36Speaker 1: the injured individual to safety. The individual was transported to
- 24:41Speaker 1: the Williamsburg Whitley County Airport and then taken by ambulance.
- 24:46Speaker 1: Rain said the individual was expected to make a full
- 24:49Speaker 1: recovery and did not suffer serious injuries. Rains recognized Whitley
- 24:55Speaker 1: County Sheriff Pardon Me. Rains recognized Whitley County nine one
- 25:01Speaker 1: one dispatchers, as well as Woodbine Search and Rescue volunteers,
- 25:05Speaker 1: Corbin Fire Department personnel, Williamsburg Police Department Assistant Chief Brandon White,
- 25:12Speaker 1: and Whitley County EMS. Rains presented certificates to the dispatchers
- 25:18Speaker 1: and thanked them for the responding agencies for their assistance.
- 25:22Speaker 1: We're playing with a great bunch of responders and i
- 25:26Speaker 1: just want to show my appreciation to this one call
- 25:30Speaker 1: that really made a difference in the first that we
- 25:33Speaker 1: had a helicopter hoist. Whitley County Fiscal Court meetings are
- 25:38Speaker 1: held the third Tuesday of each month, and there are
- 25:42Speaker 1: some pictures here, and the first picture is of a
