Speaker 1: What's up everyone and welcome to another episode of the
• 0:03
Speaker 1: Epstein Chronicles. In this episode, we're diving right back in
• 0:06
Speaker 1: to that New Mexico interim report from their truth commission.
• 0:11
Speaker 1: Law enforcement calls to Zorro Ranch. A full record of
• 0:15
Speaker 1: police activity on Zorro Ranch is not complete. It's therefore
• 0:19
Speaker 1: too early to discern any clear pattern or theme. This
• 0:23
Speaker 1: summary of law enforcement calls to Zorro Ranch is derived
• 0:26
Speaker 1: from records obtained by the New Mexico Department of Public
• 0:29
Speaker 1: Safety and the Santa Fe County Sheriff's Office in response
• 0:32
Speaker 1: to commissioned subpoenas. Additional information was obtained from the EFTA
• 0:37
Speaker 1: release from the DOJ. According to records released under the EFTA,
• 0:43
Speaker 1: an emergency call was placed to New Mexico law enforcement
• 0:46
  Speaker 1: on February 16, 2016 at 8.43 a.m. from the main
• 0:51
Speaker 1: landline on Zorro Ranch. The call was placed and the
• 0:55
Speaker 1: dialer hung up. The dispatch called back and spoke with
• 0:58
Speaker 1: Karen Gordon, a ranch manager, who advised that everything's fine,
• 1:01
Speaker 1: and later told police, who were dispatched, that a call
• 1:04
Speaker 1: was never made from the property. The call was logged
• 1:07
Speaker 1: by the Regional Emergency Communication Center, which is operated jointly
• 1:11
Speaker 1: by the city and county of Santa Fe. According to
• 1:15
Speaker 1: emails between ranch manager Bryce Gordon and Jeffrey Epstein, Bryce stated,
• 1:19
Speaker 1: it was probably the same patrol car we spotted just
• 1:22
Speaker 1: before Lammy. Epstein forwarded the email to his pilot, Larry Vesoski,
• 1:27
Speaker 1: with a note that said instinct, to which the pilot agreed.
• 1:31
Speaker 1: According to the Santa Fe New Mexican, there was no
• 1:33
Speaker 1: police report in conjunction with the 2016 call. The dispatch
• 1:38
Speaker 1: log noted no report required. The commission will continue to
• 1:41
Speaker 1: investigate this incident. Importantly, in August of 2018, the New
• 1:46
Speaker 1: Mexico State Police were called to Zorro Ranch to investigate
• 1:50
Speaker 1: a report of a firearm theft. At this time, the
• 1:53
Speaker 1: commission has obtained no evidence showing that Epstein was ever
• 1:56
Speaker 1: under investigation for unlawful possession of firearms. A follow-up subpoena
• 2:02
Speaker 1: will be issued to the New Mexico Department of Public
• 2:04
Speaker 1: Safety for additional information about the August 2018 state police
• 2:09
Speaker 1: call to Zorro Ranch, as well as for information regarding
• 2:13
Speaker 1: any other state police investigation relating in any way to
• 2:17
Speaker 1: Zorro Ranch or its employees. Santa Fe County Sheriff's Office
• 2:21
Speaker 1: records document six calls to Zorro Ranch, but all of
• 2:25
Speaker 1: them occurred after Epstein's death in August of 2019. The
• 2:29
Speaker 1: February 2016 call described above logs separately by the Regional
• 2:34
Speaker 1: Emergency Communication Center. On November 11, 2019, Deputy Maria Hernandez
• 2:40
Speaker 1: of the Santa Fe County Sheriff's Office was dispatched to St.
• 2:43
Speaker 1: Vincent's Hospital in Santa Fe, New Mexico, where she made
• 2:47
Speaker 1: contact with Steve Chavez, a ranch hand employed at Zorro Ranch.
• 2:52
Speaker 1: Chavez reported that two men approached him while he was
• 2:55
Speaker 1: posting no trespassing signs on Zorro Ranch. The two males
• 2:59
Speaker 1: who spoke Spanish proceeded to assault him by punching and
• 3:02
Speaker 1: kicking him. The men fled and the black SUV was
• 3:05
Speaker 1: seen in the area. Officer Hernandez made contact with Bryce
• 3:09
Speaker 1: Gordon to inquire about persons seen in the area. The
• 3:13
Speaker 1: assailants were not identified or apprehended. On May 7, 2020,
• 3:18
Speaker 1: Deputy Joe Vigil of the Santa Fe County Sheriff's Deputy
• 3:22
Speaker 1: Office was dispatched to 49 Zorro Ranch Road to investigate
• 3:26
Speaker 1: a report of trespassers. Officer Vigil spoke with Karen Gordon,
• 3:31
Speaker 1: who said she heard the security alarm go off and
• 3:33
Speaker 1: then saw two males walking on the property. Gordon confronted
• 3:37
Speaker 1: the men and asked them what they were doing there.
• 3:39
Speaker 1: And they said they'd been told by True News that
• 3:43
Speaker 1: the place was a tourist attraction and they could go
• 3:46
Speaker 1: wherever they wanted on the property. Gordon told the men
• 3:49
Speaker 1: they were trespassing and they left. Two Zorro Ranch workers
• 3:53
Speaker 1: then got on their ATVs and attempted to locate the
• 3:55
Speaker 1: trespassers to no avail. No further action was taken. On
• 4:00
Speaker 1: June 15, 2020, Deputy Rachel Weber was dispatched to Zorro
• 4:04
Speaker 1: Ranch to investigate a burglary. Ranch personnel had apprehended the subjects,
• 4:09
Speaker 1: a male and a female, later identified as Daryl Carson
• 4:13
Speaker 1: and Melanie Villegas, and were holding them at gunpoint. Upon investigation,
• 4:18
Speaker 1: it was determined that Carson and Villegas breached the storage
• 4:21
Speaker 1: container and stole an antique Citroën car radiator, which had
• 4:25
Speaker 1: been converted into a shelf. The pair were taken into custody, detained,
• 4:30
Speaker 1: and charged with possession of burglary tools, larceny, and criminal
• 4:34
Speaker 1: damage to property. The case status is unknown at this time.
• 4:39
Speaker 1: On August 24, 2020, Deputy G. Nieto made telephonic contact
• 4:44
Speaker 1: with a survivor who reported that Epstein sexually assaulted him
• 4:48
Speaker 1: in Los Angeles. On December 5, 1993, the case was
• 4:52
Speaker 1: closed when Epstein was declared deceased. On February 16th, 2026,
• 4:58
Speaker 1: Deputy Clay Cullison was dispatched to Zorro Ranch to investigate
• 5:03
Speaker 1: a report of a threat made by a person outside
• 5:05
Speaker 1: the front gate of the ranch. According to the report,
• 5:08
Speaker 1: the person brandished a crowbar and stated, I just got
• 5:11
Speaker 1: out of prison and I will expletive deleted you up.
• 5:16
Speaker 1: The case is still open. On February 24th, 2026, Deputy
• 5:20
Speaker 1: Joshua Thomas was dispatched to Zorro Ranch to investigate the
• 5:24
Speaker 1: theft of a security camera. Discussion of the investigative areas.
• 5:29
Speaker 1: This investigative area covers the areas of grooming, abuse occurring
• 5:33
Speaker 1: at the Zorro Ranch, recruitment, and interstate trafficking. Evidence discussed
• 5:38
Speaker 1: in this section is preliminary and the commission anticipates additional
• 5:42
Speaker 1: survivors may come forward. FBI and federal court records establish
• 5:46
Speaker 1: that minors were brought to Epstein's Zorro Ranch and abused there.
• 5:50
Speaker 1: The Maxwell indictment charges that a minor was groomed at
• 5:53
Speaker 1: the property in 1996, starting with an unsolicited topless massage.
• 5:59
Speaker 1: A victim's sentencing statement describes being flown to the ranch
• 6:02
Speaker 1: at 15 in 2004 and sexually molested for many hours.
• 6:07
Speaker 1: These are separate incidents involving different victims spanning at least
• 6:11
Speaker 1: eight years. Positive identification of survivors has been hampered by
• 6:15
Speaker 1: the DOJ's refusal to release unredacted copies of court and
• 6:19
Speaker 1: other records. Nonetheless, The evidence reviewed to date supports the
• 6:23
Speaker 1: conclusion that Epstein abused at least five women and girls
• 6:27
Speaker 1: on Zorro Ranch between 1996 and 2012, including one who
• 6:32
Speaker 1: is now deceased. Survivors. The commission has reviewed the reports
• 6:37
Speaker 1: of five survivors. There are almost certainly additional survivors who
• 6:41
Speaker 1: fell prey to Epstein in New Mexico. Indeed, the commission
• 6:45
Speaker 1: has counted at least 30 other individuals who potentially were
• 6:49
Speaker 1: abused by Epstein in New Mexico. The exclusion of survivor
• 6:53
Speaker 1: from the list below is not intended as a comment
• 6:55
Speaker 1: on the credibility of a survivor's report of abuse. However,
• 7:00
Speaker 1: too little is known about these individuals at this point.
• 7:03
Speaker 1: To confirm necessary facts, some may be witnesses to abuse,
• 7:07
Speaker 1: but not survivors of it. Others may be facilitators of
• 7:11
Speaker 1: Epstein's abuse, and some may be both survivor and facilitator.
• 7:15
Speaker 1: The investigation continues with a focus on positively identifying and
• 7:20
Speaker 1: questioning these witnesses. Reports of confirmed survivors are here to
• 7:26
Speaker 1: extend possible, and they are as follows. Jane Doe No. 1.
• 7:31
Speaker 1: In 2006, the FBI interviewed Jane Doe 1, who recounted
• 7:35
Speaker 1: interactions she had with Epstein and Maxwell in New York
• 7:38
Speaker 1: and on Zorro Ranch in 1996. The interview was conducted
• 7:43
Speaker 1: in connection with the Southern District of Florida. Investigation of Epstein.
• 7:47
Speaker 1: The report of this interview records in part as follows.
• 7:51
Speaker 1: Epstein purchased airfare from Phoenix to New York. Jane Doe
• 7:54
Speaker 1: flew to New York and stayed with her sister in
• 7:57
Speaker 1: the West Village. Jane Doe and her sister met Epstein
• 8:00
Speaker 1: at his residence, where he offered them a bottle of champagne.
• 8:04
Speaker 1: Epstein took them to see Phantom of the Opera and
• 8:06
Speaker 1: on the way offered more champagne. At a later time,
• 8:10
Speaker 1: Epstein took them to see a movie. During the movie,
• 8:13
Speaker 1: Epstein held and caressed her hand, which made her feel uncomfortable. Later,
• 8:18
Speaker 1: Epstein or Maxwell purchased an airline ticket for her to
• 8:20
Speaker 1: fly to Santa Fe. When she arrived in Santa Fe,
• 8:24
Speaker 1: the Zorro Ranch manager picked her up. When she arrived
• 8:27
Speaker 1: at the ranch, there was some discussion about where she
• 8:30
Speaker 1: was going to stay on the property, and Epstein made
• 8:32
Speaker 1: it clear that she'd be staying with them. She was
• 8:36
Speaker 1: the only guest at the ranch. During her visit, Epstein
• 8:39
Speaker 1: and Maxwell took her to town for some shopping. During
• 8:42
Speaker 1: the evening, Epstein asked if she would provide him with
• 8:45
Speaker 1: a foot massage. Maxwell gave a demonstration. Jane Doe then
• 8:49
Speaker 1: gave Epstein a foot massage. Maxwell later asked Jane Doe
• 8:52
Speaker 1: to undress so that Maxwell could give her a massage.
• 8:56
Speaker 1: Jane Doe removed her clothing, leaving only her underwear on.
• 8:59
Speaker 1: Maxwell completed the massage by rubbing her upper body, including
• 9:03
Speaker 1: her breasts. The next morning, Epstein came into Jane Doe's
• 9:06
Speaker 1: room and got into bed with her under the covers.
• 9:09
Speaker 1: They were both dressed. They later went to a movie,
• 9:12
Speaker 1: during which Epstein stroked and caressed her hand and put
• 9:16
Speaker 1: his hand on Jane Doe's thigh. Later that night, Epstein
• 9:19
Speaker 1: came into Jane Doe's room, sat on her bed, stroked
• 9:22
Speaker 1: Jane Doe's hair, and told her how beautiful she was.
• 9:26
Speaker 1: The indictment in the United States versus Ghislaine Maxwell in
• 9:29
Speaker 1: the United States District Court of the Southern District of
• 9:32
Speaker 1: New York alleged offense, conduct occurring on Zorro Ranch, and
• 9:37
Speaker 1: involving a minor designated as minor victim number two. It's
• 9:41
Speaker 1: understood that minor victim number two is Jane Doe one,
• 9:43
Speaker 1: and the indictment alleges as follows. Maxwell interacted with Minor
• 9:48
Speaker 1: Victim No. 2 on at least one occasion in or
• 9:50
Speaker 1: about 1996 at Epstein's residence in New Mexico when Minor
• 9:54
Speaker 1: Victim two was under the age of 18. Minor victim
• 9:58
Speaker 1: number two had flown into New Mexico from out of
• 10:01
Speaker 1: state at Epstein's invitation for the purpose of being groomed
• 10:05
Speaker 1: and or subjected to acts of sexual abuse. Maxwell knew
• 10:08
Speaker 1: that minor victim two was under the age of 18
• 10:11
Speaker 1: at the time. While in New Mexico, Maxwell and Epstein
• 10:14
Speaker 1: took minor two to a movie and Maxwell took minor
• 10:17
Speaker 1: two shopping. Maxwell also discussed Minor 2's school, classes, and
• 10:23
Speaker 1: family with Minor Victim 2. In New Mexico, Maxwell began
• 10:27
Speaker 1: her efforts to groom Minor Victim 2 for abuse by
• 10:29
Speaker 1: Epstein by, among other things, providing an unsolicited massage to
• 10:34
Speaker 1: Minor Victim 2, during which Minor Victim 2 was topless.
• 10:38
Speaker 1: Maxwell also encouraged Minor Victim 2 to massage Epstein. These
• 10:43
Speaker 1: allegations were repeated in the superseding indictment returned in SDNY's
• 10:47
Speaker 1: prosecution of Maxwell. The Maxwell Detention Memorandum also alluded to
• 10:52
Speaker 1: Jane Doe 1's abuse, stating that the abuse occurred at
• 10:56
Speaker 1: Epstein's properties in New York, Florida, and New Mexico. Jane
• 11:00
Speaker 1: Doe 1, who appeared at Epstein's bail hearing, testifying that
• 11:03
Speaker 1: Epstein had flown her to New Mexico and was inappropriate
• 11:06
Speaker 1: with her. Jane Doe 2 Jane Doe 2 was a
• 11:10
Speaker 1: massage therapist who was interviewed in connection with the SDNY's
• 11:14
Speaker 1: Epstein investigation. She has spoken to the FBI, to the media,
• 11:19
Speaker 1: about her interactions with Epstein and Maxwell on Zorro Ranch.
• 11:23
Speaker 1: Jane Doe 2 reported to the FBI that she started
• 11:25
Speaker 1: going to the ranch as a professional massage therapist in 99.
• 11:30
Speaker 1: She became friends with Zorro Ranch house manager. She went
• 11:33
Speaker 1: to Zorro Ranch for three years. Epstein came to the
• 11:36
Speaker 1: ranch approximately three to four times a year. Jane Doe
• 11:39
Speaker 1: 2 massaged Maxwell, Epstein, and a younger woman who looked
• 11:42
Speaker 1: like models. Someone at the ranch was a previous massage therapist.
• 11:47
Speaker 1: Approximately two years after she started going to the ranch,
• 11:50
Speaker 1: Jane Doe II was given a nondisclosure agreement, but she
• 11:54
Speaker 1: did not sign it and stopped going to the ranch
• 11:56
Speaker 1: shortly thereafter. She remembered reading an article in Vanity Fair
• 12:01
Speaker 1: in 2003 about Epstein and remembered thinking, holy shit, this
• 12:05
Speaker 1: is Jeffrey. She stopped going to the ranch prior to
• 12:08
Speaker 1: this article being published. Jane Doe II remembered the layout
• 12:12
Speaker 1: of the main residence and remembered pictures of women with
• 12:15
Speaker 1: their breasts exposed. She spent most of her time there,
• 12:19
Speaker 1: in the massage room, and also massaged a girl in
• 12:21
Speaker 1: the spare bedroom. She also massaged Epstein and Maxwell once
• 12:26
Speaker 1: in their bedroom, and once in their expensive bathroom. She
• 12:29
Speaker 1: recalls massaging Epstein approximately 15 times, Maxwell approximately 5 times,
• 12:35
Speaker 1: and guests approximately 5 times. She recalled massaging three girls
• 12:39
Speaker 1: and two older men. One of the girls had a
• 12:42
Speaker 1: British accent, and one of the men was a physicist.
• 12:45
Speaker 1: The massages turned sexual with Epstein. She recalls she received
• 12:49
Speaker 1: payment by check with the name of Epstein's corporation on it.
• 12:52
Speaker 1: She knew of a reflexologist who went to the ranch.
• 12:55
Speaker 1: Maxwell told her, if you have any more friends who
• 12:58
Speaker 1: want to come out, they have to be good looking, pretty, young,
• 13:01
Speaker 1: no hairy pits. One girl was brought to the ranch.
• 13:05
Speaker 1: Her name was redacted, as was her age. The girl said, ew,
• 13:09
Speaker 1: and never wanted to go back. All right, folks, we're
• 13:11
Speaker 1: going to wrap up this episode right here. And in
• 13:13
Speaker 1: the next episode dealing with the topic, we're going to
• 13:15
Speaker 1: pick up where we left off. All the information that
• 13:18
Speaker 1: goes with this episode can be found in the description box.
• 13:22
Speaker 1: What's up everyone and welcome to another episode of the
• 13:25
Speaker 1: Epstein Chronicles. In this episode, we're picking up where we
• 13:28
Speaker 1: left off with the New Mexico interim report on Jeffrey
• 13:33
Speaker 1: Epstein's abuse. Jane Doe number three. A victim identified as
• 13:38
Speaker 1: Jane Doe three provided a victim statement at Maxwell's sentencing
• 13:41
Speaker 1: hearings describing the abuse she suffered on Zorro Ranch in 2004.
• 13:45
Speaker 1: Jane Doe No. 3 testified in part, Yikes. I remember
• 13:47
Speaker 1: feeling so small and powerless. especially after he positioned me
• 14:11
Speaker 1: by laying me on his floor so that I was
• 14:13
Speaker 1: confronted by all the framed photographs on his dresser of
• 14:17
Speaker 1: him smiling with wealthy celebrities and politicians. After he finished
• 14:21
Speaker 1: with me, he told me to describe in detail how
• 14:24
Speaker 1: good my first sexual experience felt. That was the first
• 14:27
Speaker 1: of many lies I was forced to carry for him,
• 14:30
Speaker 1: the weight of which proliferated my trauma. I felt powerless
• 14:34
Speaker 1: not merely because one man wanted to strip me of
• 14:37
Speaker 1: my innocence, but because I was the victim of a
• 14:40
Speaker 1: system that just disenfranchises human beings, making them vulnerable to
• 14:45
Speaker 1: pedophilic exploitation. I first identified this feeling the night after
• 14:51
Speaker 1: I was molested by Epstein, when another girl and I
• 14:54
Speaker 1: took out two ATVs and raced them across the mesa.
• 14:57
Speaker 1: I crashed mine and expressed my concern to the other
• 15:00
Speaker 1: girl of getting in trouble, which she replied to me,
• 15:03
Speaker 1: don't worry, no one gets in trouble for anything here.
• 15:06
Speaker 1: Jane Doe, number four. Jane Doe 4 reported that she
• 15:09
Speaker 1: was sexually abused on Zorro Ranch. She described having been
• 15:13
Speaker 1: flown to Zorro Ranch, which she compared to Disneyland. She
• 15:17
Speaker 1: wrote that the ranch had manicured grounds and gurgling fountains,
• 15:20
Speaker 1: a tennis court, and a grass airstrip and hangar. She
• 15:24
Speaker 1: also wrote that the property had its own miniature town
• 15:26
Speaker 1: that housed Epstein's servants and groundskeepers. She wrote that Epstein
• 15:30
Speaker 1: called the main house his castle. Jane Doe 4 also
• 15:34
Speaker 1: testified in a deposition that she was trafficked to New
• 15:37
Speaker 1: Mexico and to have sex with Bill Richardson. Jane Doe No.
• 15:41
Speaker 1: 5 Jane Doe 5 alleged in a lawsuit in the
• 15:45
Speaker 1: United States District Court of the Southern District of New
• 15:47
Speaker 1: York that Epstein took her to Zorro Ranch a number
• 15:50
Speaker 1: of times between 2007 and 2010 when she was in
• 15:55
Speaker 1: her early 20s. She said that she was coerced there
• 15:58
Speaker 1: to have sex with Epstein and his friends. Jane Doe
• 16:02
Speaker 1: 5 stated that she met Epstein in New York where
• 16:05
Speaker 1: she was an aspiring ballet dancer. Jane Doe 5 needed
• 16:09
Speaker 1: money to pay her mother's rent. Epstein reportedly told her
• 16:13
Speaker 1: that her opportunities were endless so long as she complied
• 16:16
Speaker 1: with his dictates, but that he could take it all
• 16:19
Speaker 1: the way from her if she did not. Jane Doe
• 16:22
Speaker 1: 5 provided Epstein with massages in New York and soon
• 16:26
Speaker 1: was doing so on a regular basis. Epstein took Jane
• 16:29
Speaker 1: Doe 5 to Little St. James. Shortly thereafter, Jeffrey Epstein
• 16:34
Speaker 1: forced Jane Doe 5 to engage in sexual activity with
• 16:37
Speaker 1: Associate 2 in his presence for his own sexual gratification. Eventually,
• 16:42
Speaker 1: Epstein controlled nearly every aspect of Jane Doe 5's life,
• 16:46
Speaker 1: from the clothing and jewelry she was permitted to wear,
• 16:49
Speaker 1: to the career path she was permitted to follow, to
• 16:52
Speaker 1: the food she was allowed to consume. Jane Doe reports
• 16:55
Speaker 1: that she was made to engage in commercial sex acts
• 16:58
Speaker 1: in New York every year from 2006 to 2012. in
• 17:03
Speaker 1: the Virgin Islands from 2006 to 2012, in Florida from
• 17:07
Speaker 1: 2007 to 2012, including, as noted, sexual activity while Jeffrey
• 17:13
Speaker 1: Epstein wore his ankle bracelet, and in New Mexico between
• 17:17
Speaker 1: 2007 and 2010. Corroborating Evidence Reflexologist Interview On May 4, 2021,
• 17:25
Speaker 1: reflexologists referenced above as Zorro Ranch contractor was interviewed in
• 17:29
Speaker 1: connection with SDNY's prosecution of Maxwell. The reflexologist reported that
• 17:36
Speaker 1: she performed foot reflexology service for Maxwell and Epstein between
• 17:40
Speaker 1: 1999 and 2008. The first known FBI contact with this
• 17:44
Speaker 1: nine-year witness occurred in 2021, 22 years after she began
• 17:49
Speaker 1: working at Zorro Ranch. A transcript of the interview was
• 17:53
Speaker 1: made and is partially redacted because the reflexologist's name, The
• 17:57
Speaker 1: reflexologist was introduced to the FBI by a colleague, a
• 18:00
Speaker 1: local psychotherapist who also did massage work for Maxwell. FBI
• 18:05
Speaker 1: agents visited the colleague's Santa Fe home, but did not
• 18:07
Speaker 1: find her. The reflexologist agreed to facilitate contact. A massage
• 18:26
Speaker 1: therapist working for Epstein, who was also a peer, and
• 18:29
Speaker 1: a psychotherapist introduced her to Maxwell, who wanted her feet
• 18:32
Speaker 1: worked on. The first treatment she was known to provide
• 18:36
Speaker 1: was in 1999, and the last one was in 2008.
• 18:40
Speaker 1: The reflexologist did not go to the ranch regularly, only
• 18:43
Speaker 1: whenever Epstein was in town, and in total, of approximately
• 18:47
Speaker 1: 30 times over 9 years. The reflexologist worked primarily on Maxwell,
• 18:52
Speaker 1: and only 3 known times on Epstein over the course
• 18:54
Speaker 1: of 9 years. The reflexologist usually went to the ranch
• 18:58
Speaker 1: in the evening hours. She was asked to wait in
• 19:01
Speaker 1: the kitchen or maid quarters. She usually did work in
• 19:04
Speaker 1: a room directly off the kitchen, which she believed to
• 19:07
Speaker 1: be a library, and more than once in Maxwell's bedroom.
• 19:11
Speaker 1: She didn't see much of the house. The reflexologist stated
• 19:15
Speaker 1: that her sessions with Maxwell and Epstein were professional, and
• 19:19
Speaker 1: that she never witnessed any of the things Epstein was
• 19:21
Speaker 1: accused of. On one occasion, the reflexologist saw several young
• 19:26
Speaker 1: women that were girls and Maxwell told her that they
• 19:28
Speaker 1: were working for the Limited or Victoria's Secret and that
• 19:31
Speaker 1: they were just younger girls. These were the only young
• 19:35
Speaker 1: women the reflexologist saw at the ranch. The reflexologist estimated
• 19:39
Speaker 1: the age of the girls as 18 or under and
• 19:42
Speaker 1: were just young attractive girls. The reflexologist also helped train
• 19:47
Speaker 1: a massage therapist who worked for Epstein and who appeared
• 19:50
Speaker 1: to be about 18 years old and attractive. In addition,
• 19:53
Speaker 1: Maxwell asked her for a reference for a reflexologist in Manhattan,
• 19:58
Speaker 1: but you have to be attractive. That was the one
• 20:00
Speaker 1: thing that disturbed me, that you can't really be on
• 20:02
Speaker 1: the property unless you're attractive. The only thing the reflexologist
• 20:06
Speaker 1: found inappropriate at the ranch is when Epstein appeared dressed
• 20:09
Speaker 1: in nothing but a bathrobe. However, Epstein was never inappropriate
• 20:13
Speaker 1: with her and was respectful of her training and interested
• 20:17
Speaker 1: to know whether she could train his massage therapist. At
• 20:20
Speaker 1: some point, Maxwell, her housekeeper, asked a reflexologist to sign
• 20:24
Speaker 1: a non-disclosure agreement, but she refused to sign it. On
• 20:27
Speaker 1: subsequent visits to the ranch, she was asked to sign
• 20:30
Speaker 1: the non-disclosure agreement, but refused to do so. and eventually
• 20:34
Speaker 1: decided not to go back to the ranch after learning
• 20:37
Speaker 1: of the first arrest. Testimony that may corroborate survivor accounts
• 20:42
Speaker 1: of their abuse on Zorro Ranch include the following. Maxwell
• 20:45
Speaker 1: asked a reflexologist to recommend a reflexologist for the New
• 20:49
Speaker 1: York property. Maxwell stated, you have to be attractive. Young
• 20:53
Speaker 1: women arrived by aircraft. On one occasion, while waiting in
• 20:57
Speaker 1: the kitchen to be called for a session, the witness
• 20:59
Speaker 1: observed approximately four young women arrive, escorted by staff. It
• 21:04
Speaker 1: was the reflexologist's understanding that they had arrived by aircraft.
• 21:08
Speaker 1: They were being driven from the airport or a helicopter,
• 21:10
Speaker 1: and I was waiting in the room off the kitchen
• 21:12
Speaker 1: when they arrived as I'm waiting for Ghislaine to work
• 21:15
Speaker 1: on Ghislaine, and there were several young women that were
• 21:18
Speaker 1: girls that would be there, and I was only, I
• 21:22
Speaker 1: don't know, the colleague told me or Ghislaine told me
• 21:24
Speaker 1: that they were working for the Limited or Victoria's Secret,
• 21:27
Speaker 1: and they were just younger girls. The young women who
• 21:30
Speaker 1: arrived by aircraft were 18 or younger. As to estimate
• 21:33
Speaker 1: their age, the reflexologist stated probably like 18 or under,
• 21:38
Speaker 1: but I never saw someone who looked like 14 or 15.
• 21:42
Speaker 1: Epstein asked the reflexologist to teach young women, described as
• 21:45
Speaker 1: his massage therapist, how to perform reflexology. The woman was
• 21:50
Speaker 1: already living in the house and flew with him between properties.
• 21:53
Speaker 1: She comes with me. She estimated her age, maybe 18.
• 21:58
Speaker 1: The reflexologist described her as young, attractive girl that sat
• 22:02
Speaker 1: next to me who was very sweet and watching, fascinated.
• 22:07
Speaker 1: Toward the end of the working relationship, staff attempted to
• 22:10
  Speaker 1: get the reflexologist to sign a non-disclosure agreement with a $ 250, 000 penalty.
• 22:16
Speaker 1: They wanted me to sign a contract saying, like, a
• 22:18
Speaker 1: celebrity contract, like, if you see anything going on here,
• 22:21
Speaker 1: you have to keep it private, and I refused to
• 22:23
Speaker 1: sign it. The witness cannot recall who specifically presented the NDA,
• 22:28
Speaker 1: but she believed it was one of the housekeeper's, The
• 22:31
Speaker 1: reflexologist specifically recalled the penalty amount. If I did violate
• 22:35
Speaker 1: the contract, I'd be sued for $ 250, 000. The reflexologist described
• 22:41
Speaker 1: Maxwell as managing Epstein's world in the sense of their home.
• 22:46
Speaker 1: She would be there to do trainings with new staff
• 22:49
Speaker 1: on how to serve guests. Service had to be exact.
• 22:52
Speaker 1: If they were at the dinner table, they had to
• 22:54
Speaker 1: be served a certain way from a certain, like, come
• 22:57
Speaker 1: to the left. The witness heard that guests could include
• 23:00
Speaker 1: a celebrity, though the reflexologist never personally saw any guests
• 23:04
Speaker 1: other than the young woman described above. 10,000 Waves Witness

Speaker 1: Criminal Offenses The Truth Commission will continue to look for
• 27:06
Speaker 1: opportunities to refer matters for criminal prosecution so that the
• 27:10
Speaker 1: perpetrators can be held accountable. Based on survivor statements and
• 27:14
Speaker 1: other evidence, Epstein, Maxwell, and possibly others engaged in criminal

Speaker 1: conduct between 1996 and 2012. The following state statutes with
• 27:24

Speaker 1: the alleged victim reaches the age of 35, subject to

Speaker 1: possible tolling. Section 30-9-13, criminal sexual contact of a minor,
• 28:31
  Speaker 1: 6 years. Section 30-52-1, human trafficking, 6 years, if a

Speaker 1: trafficking criminal statute, codified at NM SA Section 30-52-1, 2025.
• 28:50
Speaker 1: A person can be convicted under this statute for knowingly 1. Recruiting, soliciting, enticing, transporting,
• 28:59
Speaker 1: or obtaining by any means another person with the intent
• 29:02
Speaker 1: or knowledge that forced fraud or coercion will be used
• 29:06
Speaker 1: to subject the person to labor, services, or commercial sexual activity. 2. Recruiting, soliciting, enticing, transporting,
• 29:15
Speaker 1: or obtaining by any means a person under the age
• 29:17
Speaker 1: of 18 years with the intent or knowledge that the
• 29:20
Speaker 1: person will be caused to engage in commercial sexual activity,
• 29:24
Speaker 1: or 3. Benefiting financially or by receiving anything of value
• 29:28
Speaker 1: from the labor, services, or commercial sexual activity of another

Speaker 1: used to obtain the labor, services, or commercial sexual activity.
• 29:40
Speaker 1: New Mexico's human trafficking statute sets forth the definition and
• 29:43
Speaker 1: penalties but does not include a special limitation period. Accordingly,
• 29:48
Speaker 1: New Mexico's general limitation rules set forth at NMSA Section
• 29:53
Speaker 1: 30-1-8 1978 apply with different limits depending on degree. e.g.
• 29:59
Speaker 1: 6 years for second-degree felonies, 5 years for third- or
• 30:03
Speaker 1: fourth-degree felonies. However, House Bill 116-2024 and Senate Bill 32-2026
• 30:11
Speaker 1: both proposed amending Section 30-18 to remove the limitation for
• 30:16
Speaker 1: human trafficking for instances that are not already time-barred. The
• 30:20
Speaker 1: proposed amendment was as follows. For any crime against or
• 30:24
Speaker 1: in violation of Section 30-52-1 NM SA 1978, no limitation
• 30:31
Speaker 1: period shall exist and prosecution for these crimes may commence
• 30:35
Speaker 1: at any time after the occurrence of the crime. If enacted,
• 30:39
Speaker 1: this would eliminate the statute of limitations for human trafficking entirely,
• 30:43
Speaker 1: regardless of the offense's degree, thereby allowing for future prosecution
• 30:47
Speaker 1: of these crimes without having a time limit to prosecute.
• 30:51
Speaker 1: These laws would not be retroactive, however. because of the
• 30:54
Speaker 1: ex post facto restrictions rooted in Article 1, Section 9
• 30:58
Speaker 1: and 10 of the U.S. Constitution. Investigative Area No. 2
• 31:03
Speaker 1: Institutional Failures The investigative area covers the failure of governmental
• 31:09
Speaker 1: and private entities to investigate, prosecute, or take action in
• 31:12
Speaker 1: response to Epstein's known or suspected wrongdoing. This includes, but
• 31:17
Speaker 1: is not limited to, the failure of the U.S. Attorney's
• 31:20
Speaker 1: Office for the District of New Mexico to complete its
• 31:23
Speaker 1: investigation of Epstein's activities in New Mexico, the failure of
• 31:27
Speaker 1: the New Mexico Attorney General to complete its investigation of Epstein,
• 31:31
Speaker 1: the New Mexico Attorney General's failure to maintain a copy
• 31:33
Speaker 1: of records generated and collected in connection with its investigation
• 31:38
Speaker 1: of Epstein, the Santa Fe District Attorney's failure to investigate Epstein,
• 31:43
Speaker 1: the failure of the state authorities to monitor Epstein as

Speaker 1: Offender Registration and Notification Act, SORNA Oversight On June 30, 2008,
• 31:58
Speaker 1: Epstein was convicted in Palm Beach, Florida, of procuring a
• 32:02
Speaker 1: person under the age of 18 for prostitution in violation
• 32:05
Speaker 1: of Florida Statute 796.03. He was released from probation, parole, corrections,
• 32:12
Speaker 1: on July 21, 2010. The age of Epstein's victim at
• 32:15
Speaker 1: the time of the offense for which he was convicted
• 32:18
Speaker 1: was 17. Under New Mexico law applicable at the time,
• 32:23
Speaker 1: a sex offender residing in the state was required to
• 32:26
Speaker 1: register with the county sheriff no later than 10 days
• 32:29
Speaker 1: after being released from custody or being placed on probation
• 32:32
Speaker 1: or parole. When registering with the county sheriff, a sex
• 32:36
Speaker 1: offender was required to provide certain information that including name
• 32:40
Speaker 1: and aliases, date of birth, social security number, address, place
• 32:44
Speaker 1: of employment, the sex offense committed, and the date and
• 32:47
Speaker 1: place of the sex offense. ID at section 29-11A-4B-2009. New
• 32:55
Speaker 1: Mexico law applicable at the time defined sex offense to
• 32:59
Speaker 1: include specified offenses as set forth by New Mexico statute,
• 33:03
Speaker 1: including criminal sexual penetration in the first, second, third, or
• 33:06
Speaker 1: fourth degree as provided in in NMSA Section 30.9-11-2009 or
• 33:14
Speaker 1: their equivalents in any other jurisdiction. Criminal sexual penetration in
• 33:18
Speaker 1: the fourth degree consists of all criminal sexual penetration on
• 33:22
Speaker 1: a child 13 to 16 years of age when the
• 33:24
Speaker 1: perpetrator is at least 18 years of age and is
• 33:27
Speaker 1: at least four years older than the child and not
• 33:30
Speaker 1: the spouse of that child. While under New Mexico law,
• 33:33
Speaker 1: Epstein would not have committed a crime because the girl
• 33:36
Speaker 1: was 17. If applicable, SORNA, codified at 34 U.S.C. Section 2901,
• 33:44
Speaker 1: provides a comprehensive set of minimum standards for sex offender
• 33:47
Speaker 1: registration and notification in the U.S. Among other things, SORNA
• 33:52
Speaker 1: requires sex offenders to register and keep their registration current
• 33:55
Speaker 1: in each jurisdiction where they live, work, or go to school,
• 33:59
Speaker 1: and also requires sex offenders to make periodic in-person appearances
• 34:03
Speaker 1: to verify and update their registration information. Only those convicted
• 34:08
Speaker 1: of qualifying sex offenses must register. There are five classes
• 34:12
Speaker 1: of qualifying offenses. 1. Designated federal sex offenses. 2. Specified
• 34:18
Speaker 1: military offenses. 3. Crimes identified as one of the special
• 34:21
Speaker 1: offenses against a minor. 4. Crimes in which some sexual
• 34:25
Speaker 1: act or sexual conduct is an element. 5. Attempts or
• 34:29
Speaker 1: conspiracy to commit any offense in one of these other
• 34:32
Speaker 1: classes of qualifying offenses. On July 22, 2010, the Florida
• 34:39
Speaker 1: Department of Law Enforcement sent the New Mexico Department of
• 34:42
Speaker 1: Public Safety a letter notifying them that Epstein was a
• 34:45
Speaker 1: sexual offender and had indicated a forwarding address of 49
• 34:49
Speaker 1: Zorro Ranch Road, Stanley, New Mexico. FDLE also forwarded Epstein's
• 34:54
Speaker 1: FDLE Sexual Predator Offender Registration Form, which listed the Virgin
• 34:59
Speaker 1: Islands as Epstein's then-permanent address. The form listed Epstein's other addresses,
• 35:04
Speaker 1: his employer, which he listed as FTC 6100, Red Hook Quarter,
• 35:09
Speaker 1: Suite B3, U.S. Virgin Islands, and his vehicles. Also attached
• 35:14
Speaker 1: to the letter was a notice of sexual predator and
• 35:17
Speaker 1: sexual offender obligations. By letter dated July 23, 2010, NMDPS
• 35:24
Speaker 1: notified Epstein of his obligation to register with the sheriff
• 35:27
Speaker 1: of the New Mexico County in which he intended to
• 35:30
Speaker 1: reside and no later than 10 days after establishing residence
• 35:33
Speaker 1: in New Mexico. On August 12, 2010, the detective responsible
• 35:38
Speaker 1: for overseeing Epstein's sex offender registration sent an email to
• 35:41
Speaker 1: the NMDPS indicating that she spoke with Epstein's attorney and
• 35:46
Speaker 1: let him know that they're working on figuring out if
• 35:49
Speaker 1: Jeffrey would have a state requirement to register just a
• 35:52
Speaker 1: federal requirement and asking, can you let me know what
• 35:56
Speaker 1: will be his requirement? On the same day, the program
• 35:59
Speaker 1: manager for the sex offender registration unit, SOAR, at the
• 36:03
Speaker 1: NMDPS advised the detective, I guess he's not required to
• 36:07
Speaker 1: register in New Mexico. On August 17, 2010, Epstein completed
• 36:12
Speaker 1: a New Mexico sex offender registration form. According to the form,
• 36:16
Speaker 1: Epstein was required to register within 10 days after establishing
• 36:20
Speaker 1: residence in New Mexico. The form characterized Epstein as a
• 36:25
Speaker 1: temporary New Mexico resident. with an address at Zorro Ranch.
• 36:29
Speaker 1: The form notes, next appointment not scheduled, have not received
• 36:33
Speaker 1: letter from DPS, indicating that Mr. Epstein is not required
• 36:36
Speaker 1: to register in New Mexico. As part of the form,
• 36:40
Speaker 1: Epstein was required to acknowledge his sex offender responsibilities. His
• 36:44
Speaker 1: responsibilities included a requirement that Epstein, in the event he
• 36:48
Speaker 1: intends to travel to another state or country for more
• 36:52
Speaker 1: than 10 days, notify the sheriff of the county he
• 36:55
Speaker 1: currently resides in and the state he'll be traveling to.
• 36:59
Speaker 1: On the same date, an offender questionnaire was completed for Epstein,
• 37:03
Speaker 1: although it does not appear he filled it out personally.
• 37:06
Speaker 1: The questionnaire required Epstein to identify all residents, ages of residents,
• 37:11
Speaker 1: and relation to the offender for the location where the
• 37:14
Speaker 1: offender is residing. No information was provided. The questionnaire also
• 37:19
Speaker 1: indicated that Epstein previously had been arrested in 1973 by
• 37:22
Speaker 1: New Scotland Yard, London. for unlawful possession of an offensive weapon,
