- 11:06Speaker 1: next article is Judge discusses EMS facility p j T
- 11:14Speaker 1: at July thirtieth Fiscal Court meeting states that project will
- 11:19Speaker 1: be federally funded. Court passes resolution to apply for additional
- 11:24Speaker 1: grant funds County tax rate to remain seen as last
- 11:28Speaker 1: year by Miranda M cantrell. Judge Executive Jim Gaysey discussed
- 11:34Speaker 1: a recent federal grant award for a new EMS facility
- 11:38Speaker 1: during a special July the thirtieth meeting of the Morgan
- 11:42Speaker 1: County Fiscal Corps. Background Information US Representative hol Rogers announced
- 11:48Speaker 1: last month that a three point four million dollars funding
- 11:53Speaker 1: request for a regional emergency services and training facilities in
- 11:57Speaker 1: Morgan County was approved MOOFT as part of the fiscal
- 12:01Speaker 1: twenty twenty seven Agricultural Rural Development, Food and Drug Administration
- 12:08Speaker 1: and Related Agencies Approation Act Making Our Rural Communities Stronger,
- 12:16Speaker 1: making America stronger. Rogers stated in a press release that
- 12:20Speaker 1: appeared in the June eleventh edition of The Courier, That's
- 12:25Speaker 1: why I am proud to secure nearly three point four
- 12:29Speaker 1: million dollars in this bill to support Morgan County's first
- 12:33Speaker 1: responders and emergency operations. The proposed facility, for which Judge
- 12:39Speaker 1: Gayzy had announced he was seeking funding during the previous
- 12:43Speaker 1: Fiscal Court meetings, would replace the current EMS headquarters adjacent
- 12:49Speaker 1: to the Lion manufacturing plan on Dogwood Lane. During the
- 12:54Speaker 1: July thirty first meeting, Judge Gayz presented a resolution to
- 12:59Speaker 1: the Fiscal Court to apply for additional one hundred thousand
- 13:04Speaker 1: dollars in Federal Application Regional Commission ARC or ARC grant
- 13:09Speaker 1: moneys for required funding. The introduction of the resolution prompted
- 13:15Speaker 1: an extension discussion among Judge gay Z and Magistrates Brandon Evans,
- 13:21Speaker 1: Tommy Fannon, and Leroy Phipps. Judge Gayzy reported prior to
- 13:25Speaker 1: the roll call that Magistrate Eric Palfrey was absent due
- 13:30Speaker 1: to illness and indicated that Magistrate Tyler Keaton would also
- 13:36Speaker 1: not be present EMS facility discussion. Judge Gayz presented the
- 13:41Speaker 1: ARC grant resolution to the court with Morgan County EMS
- 13:46Speaker 1: Director Raven Perry and other local EMS personnel in attendance.
- 13:51Speaker 1: We submitted the paperwork and won. The funding, Gaysey said,
- 13:57Speaker 1: is gone through the US Congress and US Senate and
- 14:00Speaker 1: the ARC grant is going to pay for the rest
- 14:03Speaker 1: of the matching funds, So we will be out nothing
- 14:06Speaker 1: on this. We've just got to do the paperwork and
- 14:10Speaker 1: we'll get a new facility on our search and rescue
- 14:15Speaker 1: in EMS. This will also be a regional training center,
- 14:20Speaker 1: which I believe the Kentucky State Police and a lot
- 14:26Speaker 1: and other a lot of first responders agencies are already
- 14:34Speaker 1: interested in using. Judge gay Ze also cited the poor
- 14:38Speaker 1: condition of the current EMS facility, an assessment with which
- 14:44Speaker 1: attending EMS personnel concern occurrent concerned pardon me. Magistrate Brandon
- 14:52Speaker 1: Evans inquired as to where the facility would be located,
- 14:56Speaker 1: and Judge gay Ze responded that it would be near
- 14:59Speaker 1: the propos 's UK Saint Clair Clinic, which is set
- 15:03Speaker 1: to be built adjacent to the Morgan County Willness Center
- 15:07Speaker 1: through Judge Gayz, Though Judge gay Z recently discussed a
- 15:12Speaker 1: relocation plan for the clinic, initially announced in twenty twenty
- 15:17Speaker 1: three and slated to be built on property to be
- 15:21Speaker 1: donated by former Judge executive John Wills, Stacy and family
- 15:26Speaker 1: in various public settings. The revamped project has not been
- 15:31Speaker 1: officially announced by UK Saint Clair at prestime. During a
- 15:36Speaker 1: discussion of the clinic project at the July twenty twenty
- 15:41Speaker 1: five Fiscal Court meeting, Magistrate Eric Palfrey inquired if the
- 15:46Speaker 1: property transition between Stacy and UK Saint Clair had been finalized,
- 15:52Speaker 1: and Judge Gayse answered no. Following the the July twenty
- 15:59Speaker 1: twenty five Episcoal Court meeting, the Courier spoke with UK
- 16:03Speaker 1: Saint Clair President and CEO Donald Lloyd Lloyd, who also
- 16:08Speaker 1: stated that the clinic project had been delayed by Saint
- 16:12Speaker 1: Clair's twenty twenty four merger with UK Healthcare and that
- 16:18Speaker 1: that hospital officials had made no firm decision about the
- 16:24Speaker 1: facility's location at that time. Additionally, Lloyd confirmed to the
- 16:30Speaker 1: Courier in July twenty twenty five the UK Saint Clair
- 16:35Speaker 1: officials were considering other potential sites for a clinic in
- 16:40Speaker 1: Morgan County. Any updates on the UK Saint Clair clinic
- 16:45Speaker 1: project will be noted in the Courier as they become available.
- 16:50Speaker 1: Following Magistrate evans inquiry regarding the EMS facility location, he
- 16:56Speaker 1: asked if the project would be federally fun it's federal money,
- 17:02Speaker 1: Judge Gaysey confirmed. Even the state money that they are
- 17:05Speaker 1: going to give us will probably be federal money coming
- 17:09Speaker 1: through the state. All of this will be handled through
- 17:13Speaker 1: Gateway Area Development District. Magistrate Evans i ask about the
- 17:19Speaker 1: total cost of the project, which Judge Gaysee stated would
- 17:23Speaker 1: be approximately four point one million dollars with federal moneys
- 17:28Speaker 1: and additional state funds. This won't cost the county a penny.
- 17:33Speaker 1: Magistrate Evans asked, it is a four million dollar project,
- 17:39Speaker 1: and you know, and you know this is one hundred
- 17:43Speaker 1: thousand dollars that's going to be hard to cough up.
- 17:48Speaker 1: Judge Gaysey again stated that all funding would come through
- 17:51Speaker 1: federal and state sources. It's not going to cost the
- 17:56Speaker 1: county anything. Gayzy said, I wouldn't have signed onto this
- 18:00Speaker 1: if it did. I never want to go through something
- 18:04Speaker 1: like what we went through with that splash Pad Again.
- 18:08Speaker 1: Note splash Pad project was initiated in twenty twenty during
- 18:14Speaker 1: the previous administration and required a two hundred and fifty
- 18:18Speaker 1: thousand dollars match from Fiscal Corps. The current administration was
- 18:22Speaker 1: unable to withdraw from the federal project agreement. Judge Gaizy
- 18:27Speaker 1: s Morgan County EMS Director Raven Perry if she wished
- 18:31Speaker 1: to make any comment on the EMS facility project. We
- 18:36Speaker 1: need a new building, Perry said. Magistrate Tammy Fannin concurred,
- 18:41Speaker 1: I agree with you there. Fannin said the building. That
- 18:45Speaker 1: building has been there for ages. Perry cited several structural
- 18:50Speaker 1: issues with the current EMS building, as well as traffic
- 18:54Speaker 1: issues for EMS personnel attempting to act asset pardon me
- 19:00Speaker 1: assess Highway four sixty from Dogwood Lane. Judge Gayzy indicated
- 19:08Speaker 1: that the State Highway Department plans to address visibility issues
- 19:12Speaker 1: at that intersection in the future. The state is going
- 19:16Speaker 1: to go through and extend that line of sight and
- 19:21Speaker 1: take that hill out, Gayzy said, So that's another project
- 19:26Speaker 1: that's coming, but we need to get EMS personnel off
- 19:30Speaker 1: that hill and then get over to where they've got
- 19:34Speaker 1: direct access to Route seven. Additionally, Judge Gayzy stated that
- 19:40Speaker 1: the property for the current EMS headquarters was donated by Lion,
- 19:45Speaker 1: which he said is in need of additional parking. We
- 19:50Speaker 1: would give that back to them, Gaysey said. Lion is
- 19:54Speaker 1: interested in hiring more people, so that would give them
- 19:58Speaker 1: the parking space to bring in more employees. It also
- 20:02Speaker 1: cap ems from having to deal with the congestion coming
- 20:06Speaker 1: off that hill. Magistrate Evans asks for further clarification of
- 20:12Speaker 1: Gateway Area Developments District role in administering the funds. Gateway
- 20:18Speaker 1: will be handling the whole thing, Gaizy said. The money
- 20:22Speaker 1: will come through them, so we won't have to worry
- 20:25Speaker 1: about that, and we don't have to use coal severance money.
- 20:30Speaker 1: It will be coming directly and Gateway will be collecting
- 20:33Speaker 1: and distributing the funds for us to use. Magistrate Fannin
- 20:39Speaker 1: asked Judge gay Zy about the status of the project.
- 20:42Speaker 1: If for any reason, the anticipated federal funds are not allocated,
- 20:47Speaker 1: the project dies. Judge Gayzy responded, it goes away. I
- 20:51Speaker 1: did not sign anything stating that Morgan County would pay
- 20:55Speaker 1: for it. I ain't getting into that. If they can
- 21:00Speaker 1: produce the money, the project dies. Magistrate Evans indicated that
- 21:06Speaker 1: he wished to make motion on that matter. I'm going
- 21:10Speaker 1: to make a motion to approve the ARC grant application
- 21:14Speaker 1: on assumption that there's no risk to the county, Evans said,
- 21:18Speaker 1: and that Magistrate Fannin stated that he would second that
- 21:22Speaker 1: motion under those circumstances. Judge Gayzy told Fiscal Court Laryn
- 21:28Speaker 1: Robbins to note the above stated stipulation in the meeting
- 21:32Speaker 1: minutes ahead of the unanimous vote to approve the ARC
- 21:37Speaker 1: grant application resolution. County tax rate. In other news, Judge
- 21:43Speaker 1: Gayz presented options for this year's county tax rate before
- 21:47Speaker 1: recommending the compensating rate of five point eight cents per
- 21:53Speaker 1: one hundred dollars of assessed value. The above listed rate
- 21:58Speaker 1: is the same as last year's. On a motion made
- 22:01Speaker 1: by Magistrate Evans and second dip by Magistrate Fannin, the
- 22:05Speaker 1: court unanimously approved the recommended rate. Other approved items for
- 22:12Speaker 1: meeting minutes for a couple. For complete listing of all
