- 0:00Speaker 1: Federal changes to the childcare subsidy take effect from Saturday
- 0:04Speaker 1: and we'll deliver what's being reported as cheaper childcare for
- 0:07Speaker 1: around one point two million families across the country from July.
- 0:12Speaker 1: More than five thousand families in Darwen and Palmerston are
- 0:15Speaker 1: set to benefit from the change. And joining me on
- 0:18Speaker 1: the line to explain it all to us is Labour's
- 0:21Speaker 1: Member for Solomon, Luke Goslin. Good morning to you, Luke.
- 0:25Speaker 2: Good morning Katie.
- 0:26Speaker 1: How are you pretty good now? Luke? Before I get
- 0:29Speaker 1: to those childcare changes, obviously, the Federal Treasurer Jim Chalmers
- 0:33Speaker 1: in town yesterday you all went out to Charles Dalwin
- 0:36Speaker 1: University to turn the do a bit of a SOD
- 0:39Speaker 1: turning out there, talk us through where things are at
- 0:41Speaker 1: with CDU.
- 0:44Speaker 2: Yeah, it was a great event out there at CDU,
- 0:48Speaker 2: and it's another piece of important education infrastructure, like a
- 0:53Speaker 2: three story building. And yeah, we did the ceremonial turning
- 0:57Speaker 2: of the SOD but we're putting ten million dollars into
- 1:00Speaker 2: that facility and CDU putting even more than that in
- 1:04Speaker 2: around sixteen million into that facility. And there is a
- 1:08Speaker 2: research element to it, but it's mainly about training our
- 1:11Speaker 2: healthcare workers for the care economy, because we've got a
- 1:14Speaker 2: big we've got a lack of healthcare workers that are
- 1:19Speaker 2: skilled and care economy workers. And by providing simulation facilities
- 1:27Speaker 2: and that's what it's all about these days in training
- 1:29Speaker 2: people to be nurses or other healthcare workers is put
- 1:34Speaker 2: them in a situation. But that is really lifelike mannequins
- 1:39Speaker 2: that have a range of responses or like ailments, injuries,
- 1:45Speaker 2: and the healthcare workers are taken through their paces. So
- 1:49Speaker 2: we saw a bit of that yesterday. But this is
- 1:50Speaker 2: going to be a start of the art facility and
- 1:54Speaker 2: it'll mean that more territory young people are going to
- 1:57Speaker 2: be trained at CDU and go into our health facilities
- 2:02Speaker 2: here and then we've got a better chance of keeping
- 2:04Speaker 2: them here if they're territorial and not coming in from
- 2:08Speaker 2: in the state.
- 2:09Speaker 1: Now, tell us in terms of the construction timeline, how
- 2:13Speaker 1: soon do you reckon that's going to be up and running.
- 2:15Speaker 1: And you know, like you said, it is a really
- 2:17Speaker 1: good thing for our young people to be able to
- 2:20Speaker 1: study here and grow our own.
- 2:24Speaker 2: Yeah, really is. There's some Yeah, they're cracking onto it,
- 2:29Speaker 2: but they had the artist's pictures and they're there yesterday
- 2:35Speaker 2: of what the finished facility look like, and it's going
- 2:38Speaker 2: to be fantastic. Is behind the Asiki building there at CDU.
- 2:45Speaker 2: It's a great location and they're going to now that
- 2:49Speaker 2: the fundings will been approved through the budget, they're getting
- 2:53Speaker 2: into construction pretty quickly. And we're really needing to increase
- 2:59Speaker 2: our facilities as well because with the CDU medical program
- 3:04Speaker 2: that we're waiting to find out how many Commonwealth funded
- 3:07Speaker 2: medical school programs that will get for Child Dalen University,
- 3:11Speaker 2: it's really creating the medical program support as well that
- 3:17Speaker 2: we'll need for training our own doctors all the way
- 3:21Speaker 2: through with cd So that's exciting as well as this
- 3:25Speaker 2: facility will contribute to that, so we'll not only have
- 3:28Speaker 2: healthcare workers registered nurses, that doctors trained out at CDU.
- 3:34Speaker 1: Now. Look, I know that there's been some well I
- 3:37Speaker 1: touched on this just a moment ago, some changes to
- 3:40Speaker 1: the childcare subsidy taking effect from Saturday. Can you break
- 3:44Speaker 1: down the numbers on how much families will actually save
- 3:47Speaker 1: on childcare with these changes?
- 3:51Speaker 2: Yeah, and for everyone's personal situation, there's a calculator where
- 3:55Speaker 2: you put in your income and so forth. Of got
- 4:00Speaker 2: a thing in the anteen use today which has got
- 4:02Speaker 2: a QR code. You can scan that. But I'm also
- 4:05Speaker 2: putting it on my Facebook page, so you can scan
- 4:08Speaker 2: that QR code, fill out your own personal family information,
- 4:12Speaker 2: and that'll let you know how much extra to go
- 4:16Speaker 2: towards early childhood education and childcare costs. This means, but
- 4:21Speaker 2: to give you an example, if there's a territory family
- 4:25Speaker 2: listening that's on about one hundred and twenty k combined income,
- 4:31Speaker 2: that you'll be paying around seventeen one hundred dollars less
- 4:35Speaker 2: than you otherwise would be paying through the increase to
- 4:38Speaker 2: the childcare subsidy. And for a lower income family that
- 4:43Speaker 2: might be on around eighty k, the childcare subsidy that
- 4:48Speaker 2: that family will see risers up to ninety percent, So
- 4:52Speaker 2: that's more money to that family to go towards childcare costs.
- 4:56Speaker 2: And after families are paying either their mortgage daw or
- 5:00Speaker 2: their rants, probably the next biggest expanse is that child
- 5:05Speaker 2: care or early childhood education fee. So yeah, five thousand families,
- 5:12Speaker 2: it's a really important thing, and let's let's parents get
- 5:15Speaker 2: back to work when they need to, and it's going
- 5:19Speaker 2: to be good for the kids because the early childhood
- 5:22Speaker 2: education and when in the younger years when their brains
- 5:25Speaker 2: are developing. That interaction. It also lets parents get back
- 5:29Speaker 2: to work if they want, if it's good for parents,
- 5:31Speaker 2: gives parents a break, gives the kids the education they
- 5:34Speaker 2: need in those younger years, and it's going to be
- 5:36Speaker 2: good for the territory all around. And we've seen over
- 5:40Speaker 2: the last ten years the child care fees have increased
- 5:42Speaker 2: by around fifty percent, So this is in response to that,
- 5:47Speaker 2: helping families a bit more with the costs. And we've
- 5:50Speaker 2: also tasked the agriable see to look into increases. Like
- 5:57Speaker 2: every year at the start of a new financial year,
- 6:00Speaker 2: childcare centers, really childhood education centers, sons put their fees
- 6:04Speaker 2: up of their buhry, we'll see to make sure that
- 6:07Speaker 2: there's no increases that are unreasonable, while the Productivity Commission
- 6:12Speaker 2: does a broad based review on the future.
- 6:15Speaker 1: Yeah, well, it's interesting. It is interesting that you mentioned
- 6:18Speaker 1: that look because I have got a message that just
- 6:20Speaker 1: came through it and it says, Hi, Kadie, childcare won't
- 6:22Speaker 1: be much cheaper. I know of four childcares who've put
- 6:25Speaker 1: their daily fees up in the last week in light
- 6:28Speaker 1: of the July one changes one Palmerston childcare charging one
- 6:32Speaker 1: hundred and forty six dollars a day, another childcare in
- 6:35Speaker 1: the rural area one hundred and ten dollars a day.
- 6:38Speaker 1: And yeah, you know, and so I guess that is
- 6:41Speaker 1: the concern. I think everybody understands that, you know, our
- 6:44Speaker 1: childcare workers they deserve every cent that they are paid,
- 6:48Speaker 1: if not more. But you know, but it is really
- 6:51Speaker 1: it's a tough juggle for people. And you and I
- 6:54Speaker 1: both know we've got young kids that are past that
- 6:56Speaker 1: stage now, but you know, it's almost like having another
- 6:59Speaker 1: mortgage paying old care phees every week.
- 7:02Speaker 2: Absolutely, Catie is huge, and it's understandable appearance, you know,
- 7:06Speaker 2: to toss up whether doing the extra work is worth
- 7:12Speaker 2: it or not. And that's a balance at all families
- 7:16Speaker 2: go through. And I guess I just encourage those people
- 7:20Speaker 2: who think that their childcare center's early childhood education centers
- 7:25Speaker 2: have increased there fees by an unreasonable kind of yearly
- 7:29Speaker 2: indexation amount to contact my office with the details and
- 7:33Speaker 2: we'll send that through to the age we'll see to
- 7:36Speaker 2: have a look at. But I guess the main point
- 7:39Speaker 2: is is even without sort of the yearly indexation of
- 7:43Speaker 2: the fee. It's just so expensive. It's going up, as
- 7:47Speaker 2: I said, So this more childcare subsidy for those families
- 7:52Speaker 2: is going to help pay those bills. But we are
- 7:55Speaker 2: we are really committed to making sure that early childcare
- 8:00Speaker 2: care education is sustainable because if people start pulling out
- 8:03Speaker 2: of it, then the kids are getting less of that
- 8:06Speaker 2: early education that they need and that affects them for
- 8:09Speaker 2: the rest of their life.
- 8:10Speaker 1: Yeah. Well, Luke Gosling, I always appreciate your time. Thank
- 8:14Speaker 1: you very much for having a chat with us this morning.
- 8:17Speaker 2: And Katie, thanks for bringing up that Bali flight issue. Yes,
- 8:20Speaker 2: I've been working with the Minister for the Defense's offers
- 8:23Speaker 2: to make sure that Defense is giving the updates that
- 8:26Speaker 2: the Anti government needs, that the Darwin International Airboard needs,
- 8:30Speaker 2: and that the carriers need for certainty. So yelling to
- 8:34Speaker 2: be unbelievable, yep, Yeah.
- 8:38Speaker 1: It's pretty unbelievable, isn't it. I mean we're trying to
- 8:40Speaker 1: work out over what period of time now those flights
- 8:45Speaker 1: are going to be canceled for. But we really only
- 8:48Speaker 1: realized that this was going to happen because one of
- 8:50Speaker 1: our listeners had raised it with this yesterday, saying that
- 8:53Speaker 1: they weren't able to book flights, And we all understood
- 8:56Speaker 1: that there was work happening on the runway, but I
- 8:59Speaker 1: didn't think that it was going to see flights canceled
- 9:02Speaker 1: or not able to actually go ahead.
- 9:05Speaker 2: Yeah, and there has been negotiations going on for quite
- 9:09Speaker 2: some time now to get the balance right because there's
- 9:12Speaker 2: a body of work that needs to be done to
- 9:14Speaker 2: the runway and that has to happen. And what it's
- 9:16Speaker 2: been is how long should that work be done over
- 9:22Speaker 2: and the way off between? How many hours a day
- 9:25Speaker 2: parts of the runway need to be closed to enable
- 9:28Speaker 2: the most amount of flights that land and take off
- 9:31Speaker 2: before parts of the runway need to be closed temporarily
- 9:35Speaker 2: for another eight hours or so of work. And do
- 9:39Speaker 2: we sort of do as much as we can quickly
- 9:42Speaker 2: and or do we kind of have more availability the
- 9:46Speaker 2: runway for longer in the day, but then that'll take
- 9:49Speaker 2: longer to do the runway repair work. I understood from
- 9:52Speaker 2: the Department of Defense, and the information has been given
- 9:55Speaker 2: to the airport and providers. But if again, if people
- 9:58Speaker 2: want to contact me with these Jetstar flights in availabilities
- 10:04Speaker 2: or the changes to the programming, I'm happy to again
- 10:08Speaker 2: go to the Minister's office and get them clarification from
- 10:12Speaker 2: Defense if we need it.
- 10:13Speaker 1: So look from your perspective, that information has now been
- 10:17Speaker 1: provided to the airport in terms of, you know, how
- 10:20Speaker 1: long that particular runway will be impacted, and to the
- 10:23Speaker 1: providers as well. I you know, in terms of these
- 10:27Speaker 1: jet Star flights to Bali not going ahead, they should
- 10:31Speaker 1: have an idea of how long that period's.
- 10:33Speaker 2: Going to be. Yeah, that's right, Katie. When I was
- 10:37Speaker 2: in Camber for Parliament over the last it's nearly a
- 10:40Speaker 2: month down there. We work through all of that, and
- 10:44Speaker 2: because there was concerns that there wasn't enough certainty and
- 10:46Speaker 2: there were still some negotiations going on about the length
- 10:49Speaker 2: of time and the hours of the day that the
- 10:52Speaker 2: run parts of the runway would need to be closed. Yeah,
- 10:55Speaker 2: so that information should be in the posession of all
- 11:00Speaker 2: the stakeholders. And what's happened now is I guess as
- 11:03Speaker 2: the public has started to book flights, they're becoming more
- 11:07Speaker 2: aware of it, and you know, if we need to
- 11:09Speaker 2: get some more information out to the public about about it,
- 11:13Speaker 2: we will do that.
- 11:14Speaker 1: Well, we'll definitely try to follow this up because I reckon.
- 11:17Speaker 1: This is going to be a bit of a shock
- 11:19Speaker 1: to a lot of people that are hearing this this
- 11:21Speaker 1: morning for the first time. You know, we all understood
- 11:23Speaker 1: that the works to that runway would have an impact,
- 11:26Speaker 1: but I don't think anybody was expecting that, you know,
- 11:29Speaker 1: you wouldn't see flights to Bali for a month.
- 11:33Speaker 2: Yeah, we need more flights in and out of Dowla,
- 11:37Speaker 2: not less flights. At the same time, we've got to
- 11:40Speaker 2: do the work to the runway, so it's a balance.
- 11:42Speaker 2: But yeah, if you don't get the answers you need,
- 11:44Speaker 2: let me not cat.
- 11:45Speaker 1: Yeah, most definitely. Well, Luke, thanks as always for your
- 11:47Speaker 1: time this morning. We'll talk to you again very soon.
- 11:50Speaker 2: Cheers, but thank you
