2:16
this morning. Go to further the pot talk in Charleston with city councilmen out
2:21
of Ward twenty chat at Robinson. I got into this a little bit yesterday
2:24
and Hoppy somewhat stole some of my thunder. I'm kidding by having Counselman Robinson
2:30
on the show yesterday, but I'm going to get into it further with Counselman
2:34
Robinson, who, by the way, was I had him schedule a couple
2:38
of days ago. And uh, dis kind of an entering story because the
2:44
story here is that there is a move by some including at least one person
2:47
affiliated with the group West Virginia Can't Wait, to basically lessen penalties for those
2:53
who possess cannabis who are who are busted for cannabis within city limits. Counselman
2:58
Robinson and others on council want that to be taken care of by council,
3:01
whereas others maybe you want to get it on the ballot can be kind of
3:05
complicated. We're going to get into all that withcounts, what robberts are coming
3:07
up a little bit later on. Plus do you still write checks? A
3:12
lot a lot of people do, but there there's at least one major retailer
3:17
here in the area. It's a national chamb but they're here in the area
3:21
that says no more checks. I'm just kind of curious as to how you
3:23
feel about that. I'll get into that coming up a little bit later On'll
3:25
plus your calls and texture always welcome to I want to welcome to the show.
3:29
Send a finance sha Eric Tar, Good morning sir. How are you?
3:30
Good morning? Dave done great? How are you this morning? I
3:32
got to ask you, do you still write checks? I do? Actually
3:36
I wrote one this morning? Okay, yeah for being on this ship.
3:38
Now I'm kidding. You did that well and I think it's and I'm gonna
3:42
get in this a little bit later on. You and I are roughly the
3:45
same age. Think I'm like a year or two older than you are.
3:47
No, I don't look at but I am state government age as you.
3:51
Y'm about ten years older than ought to be So that's exactly right. But
3:55
you know, Target has announced that they're no longer going to accept checks.
4:00
It's one of the chains, and there's others that do that. I was
4:03
kind of when I read that story, kind of curious how people feel about
4:06
that. But I didn't have you here to talk about that. I want
4:09
to, but I do want to talk about money. One of your favorite
4:12
subjects is budgets. And you may be the only guy I know who actually
4:15
enjoys this kind of thing, mainly because you build a successful business empire pretty
4:19
much from the ground up, and you don't accomplish that without a a lot
4:23
of good ideas and good people around you. But being pretty good with money
4:27
and budgets. Now, the governor wants more tax cuts. You say,
4:30
what, well, I want more tax cuts too. You know we end
4:33
of show thank you for coming. Yeah, yeah, we had. You
4:36
know, we've passed a lot of legislation to reduce taxes as Republican leadership.
4:42
One of the things that you know, there's a few things, Governor Justice
4:44
I agree on is one is we have reduced taxes by about a billion dollars
4:47
since we've been in leadership up here, Actually a little more a billion dollars
4:51
total, and so we've done that in a way that's very pragmatic, and
4:56
I think that the people that know me, well, uh, that's something
5:00
I think would be an easy description of me. Is very pragmatic, especially
5:02
when it comes to the numbers. You want to be able to grow your
5:05
economy, and you need the resources to grow in economy, just like if
5:10
you're starting a business. You need resources to start your business. You need
5:12
leverage. So we produce that leverage by going in and holding flat budgets and
5:17
so we were very very controlled onto our spending that produced revenue. That revenue
5:23
allowed us to go in and invest in economic development in the state. The
5:26
economic development has allowed us to go in and reduce taxes that pace is with
5:30
that economic development. And so the bill that we passed has a formula in
5:36
that bill that says that when West Virginia's economy outgrows the pace of inflation,
5:43
that the revenue that comes in for that produces a tax cut for the people
5:46
of West Virginia. And that's how we got into the first part of the
5:49
tax cut. We went in and took those initial revenues for having had that
5:53
happen which was about twenty one quarter percent. It was almost a billion dollars
5:57
in itself, is a near nine hundred million dollars by the time it is
5:59
all said and done, between that income tax cut and the tax credits that
6:02
we're accompanied that for vehicles and inventory and things like that. So on top
6:08
of that, it has these triggers that for pacing. So we're looking at
6:11
probably having close to a ninety million dollar more of a tax cut with the
6:15
triggers that are in that bill. On top of that twenty one and a
6:16
quarter percent that's going to probably be around four percent is what we're expecting.
6:24
And then in addition that we accelerated that income tax for senior citizens. So
6:28
we went in and said, okay, for the next three years, we're
6:29
going to phase out the income tax on also security. Well, we'd already
6:33
done that for everybody who made it under one hundred thousand dollars as a family
6:36
or fifty thousand as an individual. This this is the last thirty eight million
6:41
that was available of that, so this year's another ten million of that.
6:44
It phases out over three years, So right now we're forecasting having one hundred
6:48
million dollar tax cut. The Governor's asked for another hundred million on top of
6:50
that. The problem becomes is that another one hundred million dollars on top of
6:56
that accelerates the tax cut beyond our economic growth total of one hundred and thirty
7:00
eight million. When you combine that with Celi security income tax cut? Do
7:04
I want to do that? Shoot? Yeah, who doesn't want to do
7:06
that? Surely? No, I want to knock out hell I ran bill.
7:09
Sorry about that. I'm sorry, I see worse go ahead. But
7:14
here we've sent it past the bill a few years ago that we knocked the
7:16
income tax down by fifty percent. We passed that out of the Senate,
7:19
so and I championed that bill. That one didn't pass the House. We
7:25
came back and you know, went round to try to figure out how we
7:27
get that tax down. So we have a path to phase out income tax
7:30
to zero in West Virginia. It's it's in the books on its law.

8:07
last I think it was last week, you were doing an interview with our
8:11
friends at WMOV Radio and you call the governor's call for more tax cuts quote
8:15
campaign fodder. Yeah, you clear to qualify to care to clarify that I
8:18
do. The governor in his primary and in the general, that's just his
8:24
mo he goes. He loves to say things that just sound great, They
8:28
sound good, and it's just you know, by golly, who wouldn't want
8:31
to do the things he says? The problem is is that can we do
8:33
it practically in West Virginia for a lot of things that he asked for?
8:37
So on top of having the tax cuts. There's the things that we have
8:39
we have to do spending in government and just on the books. Right now,
8:43
I can count pretty quickly, you know, I don't want to get
8:46
down to the weeds for for your listeners, but about three hundred and twenty
8:48
five million dollars that is already in law in growth for fiscal year twenty five
8:54
coming in, So we have we're really sitting on about a five hundred and
8:56
twenty six million dollars surplus after the revenue estimate increase that he did in this
9:01
last special session, not eight hundred million, and say it's five hundred and
9:05
twenty six million. So by the time you would go in and take that
9:09
three hundred and twenty five million dollars of growth. And that's just stuff I
9:11
can think for the top of my head. There's always something that surprises me
9:15
when I come up. So like, okay, I didn't realize this was
9:16
setting code ten years ago. When those things all come in, you have
9:22
to have a just like a savings account for your house. You have to
9:24
have a cushion in your operating capital for things that you're going to want to
9:28
go in and spend one time dollars on it and these are one time dollars.
9:33
So we've done it with roads, We've done with bridges, we've done
9:35
it with all those type of things. We have seven billion dollars worth of
9:39
federal money to draw down for roads, bridges, water, sewer, and
9:41
broadband such about eight billion now because i'd another billion on broadband. It takes
9:46
about eight hundred million dollars of your money and my money to draw down that
9:52
eight billion. If we go in and we cut taxes so much that there's
9:56
not a revenue cushion to be able to capture that all the things you've been
10:01
seeing with these sewer and water projects going down, these businesses rolling into West
10:03
Virginia, the roads being developed. If we spend ahead of that, and
10:07
spending ahead of that with a tax cut or with growing our budget too fast,
10:11
it stops. It stops. It comes to a screeching halt. Think
10:16
about it. If it's at your house and you start spending way more than
10:18
you make at your job, and you had been being able to go out
10:22
and buy buy stakes by your nice grows, take your wife out for a
10:26
nice dinner, and you've been doing all that, and now you started putting
10:30
on the book stuff that you're committed for. You went bought ten cars and
10:31
you can't afford them. Now, well you're not doing that stuff anymore.
10:35
We've been managing West Virginia to be able to live like that, and it's
10:41
forecasted very well. And we started this forecasting back in twenty twenty to be
10:46
able to continue to do that. We're on that path now. I think
10:48
the governor is throwing stuff out there that sounds great, but he knows we
10:52
can't do worth noting, Senator, you're not the only one that's saying let's
10:58
have a little bit of pause here. Pumped the breaks a little bit.
11:01
Center. President Blair was on with Hoppy yesterday and he says he's not a
11:05
post I mean, I think the exact quote was, he's not necessarily opposed
11:09
to it, but let's just hold up a little bit. I don't want
11:11
to put words in his about that's pretty much what he said. Even Attorney
11:15
General and current Goubern's World Canada Patrick Morrissey is also advising caution here. Yeah,
11:20
yeah, we have to have that caution. The you have to have
11:24
money to go in and do the things I've talked about for to grow West
11:26
Virginia. We have got to get population here, and we have that coming.
11:28
We got you know, one of the things that Patrick Morrisey says frequently,
11:31
and he's right, We've got sixty eight thousand open jobs on the book.
11:35
We need sixty eight thousand people to fill those jobs. So we have
11:39
neighborhood about eight hundred thousand taxpayers in West Virginia, give or take, and
11:45
we have one point eight million populations. So you got those eight hundred thousand
11:46
taxpayers who are carrying West Virginia. We have got to get people here.
11:52
And so when we're looking at that, if the fast the faster we can
11:56
cut taxes is dependent upon the economic growth, there's just no other way to
12:01
get there. So would I want to go in and knock down taxes?
12:05
I would love to now to knock out the income tax entirely. To do
12:09
it, you either cut more spending or you swap taxes out somewhere else.
12:15
So the legislature would have to go in and politically say, okay, well
12:16
where do we want to raise a tax if we want to accelerate it,
12:20
or where are we going to go in and do more spending reductions? So
12:24
just to get to a neutral. We're going to have to go in and
12:26
do spending reductions of about three hundred and twenty million. That's no small lift
12:31
just to go in and say, okay, well now we're a break even
12:33
to where we could go in and say, instead of that three twenty million
12:35
of growth, can we put that over into taxes? Would I love to
12:37
do that. I will help any governor try to do that. We want
12:39
to go in and talk about control and spending. I am all about it.
12:43
I have been doing that since I've been up here in twenty nineteen,
12:46
along with a large team in the Senate in the House. So we're good
12:50
at control and spending. We've done it so aggressively though, that it's getting
12:54
to the spot now to where we've got the low hanging fruit. And so
12:58
when you go in and you go after the rest of it, you're really
13:00
starting to pick a stuff that bleeds the I guess this is going to be
13:05
addressed during the special session a little bit later on in the summer. Any
13:11
predictions out of you, I mean, how what's what's what's everybody else saying
13:13
about this? You know, we haven't got to discuss it as a caucus,
13:16
and so for where we're all in one room yet. And I've had
13:20
a few conversations with other senators and they have the same thing. The very
13:24
first thing is they just look up and say, oh my gosh, not
13:26
again when they hear what you know governor did. And part of the problem
13:30
with what the governor did is you don't he doesn't have these conversations with us
13:33
ahead of time. He doesn't come into us in the room and say,
13:35
Okay, you know what I'd like to do another one hundred million dollars of
13:39
tax reduction on top of one hundred million dollars of tax reduction that's already on
13:41
the books, come in for twenty twenty five. It's okay, well,
13:45
let's hear your ideas. That doesn't happen. What happens is it goes up
13:48
and announces, okay, I'm going to do this in the special session,
13:50
and we're blindsided because there's planning that goes along, that has been going for
13:56
years to be able to complish what we do, and to give us a
13:58
month's notice on a million dollar tax cut, is that I mean, that's
14:01
significant, that's it's it's it's reckless. I want to ask you a personal
14:05
question. You can choose not to answer it if you if you want,
14:09
are you supporting the governor and has been for Senate? For Senate? You
14:13
know I'm going to have a hard time voting for Jim Justice for Senate,
14:16
I'll tell you that. But I'm not gonna vote for the Democrat candidate either.
14:20
What my position is on the US Senate. In the US Senate,
14:24
it has to go to the right that we need a Republican majority. My
14:28
fear with Jim Justice is that if he's not a position of influence, he'll
14:33
switch parties. So say the Republicans don't win the US Senate and now you
14:37
have Republican minority setting up there. If if that's the case, does Jim
14:41
Justice stay a Republican. He's proven he'll hop to the side that they're gives
14:45
h the power, and I'm not that guy. I'll hold to the values
14:50
that I that I hold deer and I vote for people that I think who
14:54
would have that same behavior, and I don't trust that out of Jim Justice.
14:58
There are reports that he may be addressing the Republican National Convention, that
15:01
he and Baby Dog at the Republican National Convention next week. That's first I've
15:05
heard of that. I've heard that, but it doesn't surprise me. And
15:07
this baby dog should be the one up there doing it. That's baby Dog's
15:11
done the talking here. All right, we'll leave it there. I will
15:13
give you time to Is there anything else on your radar you want to talk
15:16
about? No, No, I think you hit most of it. Appreciate
15:20
you having me on the show. All right, well we can. I
15:22
ask you one more question because I just got to. That's one thing I
15:26
like about Eric, you know, is that you're not afraid to answer questions.
15:31
Somebody asks, somebody text here and ask about your interest in the Senate
15:33
presidency. You know, there's there's a lot of interest in Senate presidents right
15:39
now. There's the whole decks getting shuffled in the Senate, and so there's
15:43
a lot of members that are that are looking at Senate presidency. What I'm
15:46
looking at is that for me personally, whether it's me or whether it be
15:50
anybody else, we have got to continue on the path that we've been doing
15:54
with regards to the economy of West Virginia because it has We've got hope in
15:58
this treats of West Virginia again, like I've never seen and continues to grow.
16:03
That has to keep going. Policy wise. I'm also a very conservaive
16:06
individual, very socially conserved individual. There's a if you go back and look
16:08
at the bills that are felled of mine, that have feled year after year
16:11
after year, that are social conservative policy. Almost all my economic development bills
16:15
have passed since I've been up there. I think I got one or two
16:18
that haven't, and it's been a bunch, but my social bills have.
16:22
They're only got there. So I'm very much self conservative. What I'm excited
16:25
about the opportunity of being able to see both of those go without competing for
16:29
one another in the new Senate. My fear is is that the competition switches
16:36
back and forth and one gains more leverage of the other one. I think
16:38
both have the equal merit, and so those are discussions. I think our
16:42
caucus is going to have to go go forward because you're going to you're not
16:45
gonna have same Judiciary chair, You're not gonna same have same health chair.
16:48
There's potential if my seat changes, you don't have the same finance chair.
16:52
So you got major seats that change, which means all those those committees change,
16:56
so you know, it's it's a new deck of cards. It's it's
17:00
getting shuffled. So I think that there's going to be there's still a lot
17:03
of discussion we had on that, and I think Senate President Craig Blair sits
17:06
there right now. He's done a really good job. He's continuing on the
17:07
work that we're doing right now. I think he'll be there for a good
17:11
while. And somebody picking a center president, it's premature right now. I
17:15
think it's a discussion he's going on. All right. Senator, it's always

I got a bunch of them here to Texas Dave, we have not been
19:25
able to manage all of our children's health, education or housing needs in the
19:27
state. There's no surplus. There's only poor budgeting and it's at the feed
19:32
of the legislature. Can't blame the governor anymore, says a Texter Texas says
19:37
need eight hundred million dollars for federal matching funds. Absolutely do that every day
19:41
to ten times your money. But where is the need of increase funding for
19:45
clear needs in DHHR, teachers pay, state worker pay, and other support
19:49
for basic needs. Texas to West Virginia citizens be worried by the fake surplus
19:56
and book cooking by the Justice Administration. Surplus is like an Amazon sale where
20:02
they raised the price the week before to discount later. Texas, Dave,
20:07
we don't have a bridge maintenance program. We don't have a speed enforcement.
20:10
Don't decrease taxes until these problems are solved. Texas, all my social bills
20:15
fail because I'm too conservative, but my economic one passes. If the lord
20:19
isn't giving Taras sign, I don't know what else it could be. It's
20:23
a Texter, Texas. We don't have a surplus. We just robbed the
20:27
people of services to austerity, to the detriment of children, education, and
20:32
health, then dropped revenue projections to easily manageable goals and called the booty for
20:37
rob services a surplus as a Texter coming up on tomorrow's show, one of
20:42
the most sought after performers in the world of music, and he's a local
20:45
guy. The last time I checked on him, Stevin Thomas was shooting a
20:49
video in New York, so he scheduled to be on the show tomorrow.
20:52
Also, Crescent Gallagher from Americans for Prosperity will be stopping by the show tomorrow
20:56
as well. Charleston City councilan out of the Ward twenty Chad Robinson us here
21:00
counsel a good morning, Good morning her. You don't finally see you survivor
21:03
got it? We did? What a What an event? I mean,
21:06
what an event for Charleston In all seriousness. I mean we had a lot
21:08
of fun and everything, but I mean we're gonna be looking at the economic
21:11
matters for some time. But as a as a Charlestonian as you are,
21:17
pretty big event. I remember going when I was in junior high and going
21:21
down to the crowds and this weekend and that the Mayor's team and Jane Bostic
21:26
and all involved. I hate to say names because I miss people that are
21:29
revolved, but man, what an event. That's just people going for for
21:33
four or five days and the vendors, all the compliments the vendors have given
21:38
us UH, the sales they've they've received, the downtown businesses. It's just
21:44
it's a boom for the city. All right. So you you talked about
21:48
this with Hoppy yesterday and I covered it yesterday a little as well. But
21:52
I want to get a little bit of deep diver here, deep dive this
21:55
thing about cannabis and Charleston. There is a move on UH to take a
22:00
second or third look at things here. Aaron Parker had an end depth story
22:02
about it on the website posted Monday night. The problem is there's a couple
22:07
different approaches here. Let's talk about the side coming from you and the City
22:10
Council Committee on Ordinance and Rules. Now, this all has to do with
22:12
I don't want to say decriminalizing. That's not the that's not the correct term.
22:17
But it's lessening penalties for first time of people that are arrested or detained
22:23
for cannabis usage, simple possessions, simple possession. That's what I was looking
22:27
for. Yeah, we're so we A couple of weeks ago during council there
22:32
were two bills introduced, eight zero three nine and eight zero four to three.
22:37
The eight zero three nine was introduced by myself and councilman front up to
22:42
state code. Marijuana laws and Charleston have not been updated since twenty eleven,
22:48
so that's what And they have changed on the state level absolutely and federally,
22:52
you know, we can't do anything that federal level doesn't allow us to do
22:56
in the state will just follow a suit. So that's where we're We can't
23:00
do anything. We can't decriminalize it, we can't make it legal. But
23:03
what we're trying to do is modernize our marijuana laws in Charleston. How did
23:08
they Why weren't they modernized to begin with, I'm asking that down question.
23:11
I'm not sure why. I've been on council for six years. I'm not
23:14
sure. They just haven't been touched. So you discussed two bills Monday night,
23:18
and these were in committee meetings, correct, I'm the chair of Ardens
23:21
and Rules and that they talk about that and so talk about what was discussed.
23:25
So we discussed UH the two approaches. The other the other one is
23:29
a citizen petition and this comes from a group from the Charleston Can't Wait Group.
23:34
This requires basically to put the question on the ballot UH to conall county
23:40
regarding marijuana and in my terms, non legal is decriminalizing marijuana. It would
23:48
allow no jail time for all offenses. It would Uh, there's some issues
23:55
with the legally with the petition language. But what we're trying to do is
24:02
work within our ordinances to try to come up with some language that we can
24:06
update them un until we're told what we can do in the City of Charleston.
24:10
So what I'm reading from this councilman is is that on one side you
24:12
have discreet and there are people that are associated with the group Charleston can't wait.
24:15
They claim to have had and I have no reason to out them around
24:18
two thousand or so signatures to get it put on the ballots. Whereas you
24:23
are saying that this is something and again stop me if I'm wrong, you're
24:27
saying this is something that's best left up to city council. Well, we
24:33
with the cities the petition. Let me go backwards. Yesterday we confirmed that
24:37
there were over eighteen hundred valid signatures. Okay, so now we have thirty
24:41
days to take actional on this system's petition. We can pass it, we
24:48
can reject it and send it to the county to put on a ballot,
24:51
which would cost the City of Chreston up to one hundred thousand dollars for a
24:55
ballot initiative. My personal opinion, and it's only my personal opinion, is
25:00
let us work with an ordinance, our bill, with Counselman Anny and come
25:07
up with some solution that we can do in the meantime to save the city
25:14
some money not go to the ballot, and also to update our laws on
25:18
marijuana simple possession charges. I don't think people realize when you talk about putting
25:23
something on a ballot and how expensive that is. You threw out that number
25:27
and people say, I mean, why does it cost one hundred thousand dollars?
25:30
We're told between seventy five and one hundred thousand dollars for this request if
25:36
we had to put it on the ballot. Now. The third option is
25:38
is if we get to a solution with our bill and also to we're working
25:44
on a committee substitute and we'll be back before my committee on Monday at Monday
25:48
evening, the petitioner can withdraw the requests and we can move forward with our
25:56
committee substitute with some lang which I think is really very very reasonable. What
26:02
are you what is your sense from other council people in Charleston. Is there
26:07
a lot I know there's a lot of council people to talk to, and
26:08
obviously I'm sure you haven't had conversations with all of them. But what is
26:11
the general consensus of counsel or is it just all over the board. It's
26:15
all over the board. I think it's you know, in my personal opinion,
26:18
I think you know that we need to update our laws. Marijuana has
26:22
been for years, has been discussed, and we need to just look at
26:29
it and to determine what's best for the City of Charleston. This the committee
26:34
substitute that we're looking at the first offense, simple possession would be no jail
26:40
time and core costs. Now it's up to thirty days and five hundred dollars
26:47
fine, so you know, we're reducing the fees and all that. So
26:52
I think it's it's a it's a common sense approach. It's financially responsible for
26:57
the City of Charleston. So I'm gonna play Devil's advocate here, okay,
27:03
because it's kind of what I do sometimes. Why do I know, we
27:07
said that the laws need to be updated, and I get that, but
27:10
there are those and remember where you're living. You know, even though Charleston
27:14
is the largest city in the state, you're still right in the buckle of
27:15
the Bible belt here. There are those that are going to say they're going
27:19
to look at this and say, you are giving a green light for people
27:23
to use drugs. Sure in marijuana, that's right, marijuana talked about anything
27:29
else but marijuana. I can tell you that simple possession charges in Charleston are
27:33
from twenty nineteen, they varied from over three hundred simple possession charges to last
27:40
year twenty twenty three was two hundred and eighteen simple possession charges that could be
27:45
a small amount. This is not for sale, personal use without it.
27:49
This is somebody that gets busted for something, you know, I mean,
27:53
and they have a small that they have they have, they're not selling it,
27:56
and they're not dealers that they just have they have some on them.
27:59
That's correct, And that's all where we're looking at the charge. The second
28:03
charge and further still stays the same that there were discussions that take all that
28:10
out of the language. But my committee decided a simple possession first charge only
28:15
we would reduce that to court costs and no jail tone And I got I
28:19
got into some of the numbers yesterday, and unfortunately I don't have those numbers
28:23
in front of me. I know it's part of Aaron's story that's on the
28:26
website. You probably have the numbers in front of you. But I think
28:29
I saw that it was like the seventh leading cause of arrest in the city
28:34
of Charleston. Industru about that, Okay, I trust I thought this was
28:38
what I read an Aaron story. I thought that's what I read about that.
28:41
So, I mean, I guess people could also say, if it's
28:45
only the seventh, let's say it's in the top ten for reasons people are
28:48
arrested, then is this Isn't this like much ado? I mean, it
28:52
doesn't seem like it's that big of a deal. Well, it seems like
28:55
it's it's a big topic. And uh, since I was on Hopy yesterday
28:59
and today with your show, and I think it's common sense. I mean,
29:03
it's it's an approach one save the city some money, save the municipal
29:07
court some time and efforts and costs, and the jail bills, I mean,
29:11
the jail bills are enormous, and let's do something that saves the city
29:15
of Charleston residents of money. Uh time for for something small is a simple
29:21
possession of first charge. And there are those that will say that, and
29:25
this is one of the arguments made by the other side, that our police
29:29
have other things they need to be dealing with, other than somebody with a
29:30
bag of weight. And I agree with that. Our police are are stretched
29:34
very very thin. And uh and two councils of meeting, I went maybe
29:40
a little too far. And I think, you know, just because of
29:42
the issues with the regatta and and are are unhoused downtown. I just think
29:48
our police are stretched way too thin. This would hopefully would help them,
29:53
uh in the future, if we can get to a common sense approach.
29:57
Well, last time I had you on the show, I had you talking
30:00
about traffic over in Kanawa City. So the everything is cleared up and it's
30:04
one hundred percent clear over that now, right right right absolutely. I drove
30:08
down to it today and it felt like I was going through a war zone.
30:11
Now. Got to say that tongue in cheek because we still got a
30:15
wye to go. And that's what you talked about last time you were here.
30:17
It is and and we still have a ways to go. Fingers crossed,
30:19
November, we'd have some blacktop and some minor, minor issues left for
30:23
the spring. But I'm still told November, right, and then that's not
30:27
that's not one completion, right, I mean, and there's that's that's just
30:32
this one one phase. They're working on the medians now. So looks like
30:36
we will have some blacktop on mccorcyl for the first eight blocks by the time
30:40
the black top plants closed in November. Fingers crossed, Fingers crossed, Let's
30:45
get back before I let you go. I want to get back to to
30:48
to the to the possession thing. So their city council meeting on Monday night,
30:52
is there an opportunity. I know that group's got the signatures out there,
30:56
and you said they set around eighteen hundred to two thousand some people,
31:00
and you've verified that those that that numbers correct. Are there other ways that
31:03
the public can can weigh in my emails on the website, my cell phones,
31:07
my personal cell phones, on the city website, they can always reach
31:11
out to me and discuss it. My council meeting, I haven't set a
31:15
time. It's going to be before finance, so at probably five o'clock they're
31:18
more than welcome to come listen to the committee meeting and listen to discussion.
31:22
And there's always time to sign up for public comments prior to our city council
31:27
meeting, and that starts at seven. All right, that's next week,
31:30
next month's Monday, all right, City councilman. Out of word twenty Chad

35:38
to the pot brings them out, folks. The text says, marijuana,
35:43
it turns out, is an addictive, risky substance. Legalizing its commercial sale
35:47
causes more people to use it and increases level of addiction. As a result,
35:52
levels of harm increase. There are health harms. Legalization is consistently associated
35:58
with increases and hospitals from marijuana related conditions, which can include respiratory depression,
36:02
cardiovascular problems, cannabis and new psychosis, and the repeat vomity known as cannabis
36:08
hypermesis syndrome. Heavy marijuana, used particularly in adolescents, is associated with several
36:15
mental health issues, most pervasively schizophrenia. Why do I think that somebody may
36:22
have done a little copy and paste job on that It's okay, It's okay
36:23
if you did. I'm just saying. Text says taking away simple possession charges
36:30
is now is how rather once great cities like Seattle and Portland first began and
36:35
then they legalized all drugs. Now, if you've been to Seattle, you've
36:38
seen that people are basically zombies in the street. Do not Seattle Charleston,
36:45
says a Texter. I'm thinking, no matter what side of the argument it
36:50
is that you're on this, somebody needs to make some t shirts out there.
36:53
Where are you? Where are you? Steve Animal in East Coast t's
36:57
that say do not Seattle Charleston. That and that person probably should get some
37:01
of the credit for that. Texas marijuana uses for dummies, says a Texter.
37:07
Text says the simple fact is a plant that won't kill you from consuming
37:12
it should not be criminalized. But I guess that's what you get with generations
37:15
of politicians who like Eric Tarr, think they know what's best for the people,
37:21
says a texture. Texture says there's at least some support in Seattle and
37:29
the Senate. I'm sorry, I got I gotta get these glasses fixed in
37:32
the Senate and this has to do. Somebody sent me a text for Mike
37:36
Stewart state Senator that said, I guess it was a tweet. It says,
37:42
I fully support sending more money and this has to do. Somebody sent
37:45
me a text for Mike Stewart, State Senator that said, I guess it
37:51
was a tweet. It says, I fully support sending more money back to
37:53
taxpayers and resisting the temptation to spend the best taxpayer money is in a taxpayer's
38:00
pocket. That was a tweet that looks like that or an ax. I'm
38:02
sorry that went out from State Senator Mike Stewart, and I appreciate a listener
38:07
for sending me that. So at least there is some support for what the
38:10
governor wants to do there. According to the texture there Textra says, let
38:17
me see. Seattle has been ranked as one of the best cities in the
38:22
United States in twenty twenty three and twenty twenty four. Seattle ranked eighth in
38:28

the table. It's not If the runway at the Artists formerly known as Yeager
41:52
Airport were to be extended, it would it would have been for safety purposes.
41:57
The original plan and what could have removed parts of the Mountain at Coonskin
42:05
to make room for what would have been a one thousand or so foot extension.
42:09
Now there's a group and you may see the signs all over Charleston.
42:14
I've seen in various places all over Charleston around the valley called save Coonskin Park.
42:19
And they were represented at the meetings yesterday. Jeremy Severin is a spokesperson
42:24
for the group, and he and the group, as you may ascertained by
42:29
the name, is against the runway extension. And they've accumulated and they've been
42:32
at this for some time, probably I guess since it was first proposed.
42:37
They have accumulated five thousand or so signatures against this project. And as I
42:45
said at the beginning, I'm gonna go ahead and say you've not heard the
42:47
last of this. It's kind of transitioned into more of a terminal issue.
42:52
But you're gonna hear more about this because one of the negatives to Charleston and
43:00
the surrounding areas has been the airport. And please don't take that as any
43:04
sort of an affront to the folks at the airport. It's not there.
43:07
I mean, we're not talking about in the last year. We're talking about
43:09
in the last you know, twenty thirty forty years. They do the best
43:15
they can up there with what they have, and I guess we're we're used
43:20
to flying out of the airport. We don't really think it's that big a
43:22
deal. But I can tell you, having picked up people at the airport
43:28
that flew into Charleston for the first time, it was a little concerning to
43:31
them. We just don't really pay It's kind of like traveling back roads in
43:36
my home county of you know, where I'm from. You know, we
43:38
didn't think anything about it. That was just driving, and it's kind of
43:40
like that when you fly to the airport up here too. I think we
43:44
just don't think that much about it, but other people do. And a
43:47
lot of people have looked at this and said, look, we need to
43:50
do a lot of changes to the airport, and one of these was going
43:54
to impact greatly Coonskin part. And I will say this, as much as
44:00
I love parks and I love the outdoors, if it's going to attract more
44:05
business here and give us a more modern hub of transportation here, I'm all
44:12
for it. Put the runway through my house if you have to. I
44:15
don't care. I'm all about the environment, but I'm more concerned about the
44:19
commerce and what it could be and what it could lead here. But I
44:22
will always afford others the opportunity to weigh in on the opposite side. Anyway,

48:04
why we are considered backward by outsiders. They have good reason to believe it.
48:07
As a texture, texture says double check the number of signatures. I
48:12
think it's eleven thousand, not five thousand on the petition to Save Coonskin Part.
48:15
I will definitely check on that. And I would think, though,
48:19
I would say, because I kind of had a little bit of pause on
48:21
that when I said it, because this project has been the Save Coonskin project
48:25
has been around for a while, and I would think they probably got more
48:29
than five thousand signatures, but Textra says it's eleven thousand. Appreciate that and
48:32
we will check it out. Tex says Dave. The legislature has one billion
48:36
dollars in raindy day funds that belongs to taxpayers, funds to give back,
48:39
to give back to the taxpayers as a text all right, So I read
48:44
this story last week, and if it will give us a break from arguing
48:46
Biden and Trump for a moment, then I'll take it. Target will not
48:51
accept checks anymore. This is going to start next week. And I was
48:54
doing a little research on this. In two thousand and nine, nine out
48:59
of ten people reported using checks. Now it is about half that. And
49:04
if you want to break it down by age, this is current numbers.
49:07
Now one in five people over the age of sixty six. One in five
49:13
over sixty six write several checks a week, while about half the people under
49:19
fifty five. Half the people under fifty five don't write a single check all
49:24
year. So there's some kind of a disparagy of a little bit of a
49:30
wacky number there between those that are fifty five and under and those that are
49:35
like sixty six something. Benepen is in that ten year timeframe I have.
49:40
I got to tell a story. My wife and I a couple of weeks
49:43
ago were at Kroger and the gentleman in front of us was writing check,
49:49
and I even remarked to her, I said, I don't know that I've
49:52
seen someone write a check at Kroger in quite some time. And I'm not
49:55
so sure that the young girl that was working the register I knew exactly what
50:00
to do. To be honest with you, you seem to be a little
50:02
bit confused by the thing because they just they just don't take a whole lot
50:06
of checks these days. Now, Target isn't the only one that's no longer
50:10
going to accept check. Aldie already doesn't accept checks. I read. I
50:15
think it was Whole Foods or several other places that also do not accept checks
50:19
anymore, because more and more places are not only going checkless, but they're
50:23
also going cashless. Now. My wife is the primary bill payer in the
50:31
house, and so I presume, I mean, lights are still on,
50:37
so I'm presuming the bills are getting paid. But I will say this for
50:42
me personally, I'm a cash person unless it comes to something business related and
50:47
I'm using a company card. I personally, I pay with cash about ninety
50:53
nine percent of the time. And I mean that's unless I just don't have
51:00
any cash, which I don't rarely ever not have cash because I like having
51:04
cash. But everybody's different. But going back to the retail establishments, Kroger,
51:10
Walmart, Macy's, and Cole's all still accept checks, but I would
51:16
probably say that at some point soon those will probably go away as well.
51:22
And just just my opinion. I don't I'm not friends with anybody on the
51:25
board there, just kind of my opinion. And I would also say that
51:30
many people that are under the age of thirty probably have never written a check.
51:40
I don't have a lot of young people in my circles because well because
51:44
I'm old. But I'm I'm the dinosaur that still pays cash and we'll do
51:52
it as long as I can. But you may want to if you are
51:57
a check writer, you may want to look into that because more and our
52:00
places are going to get away from accepting checks, and eventually, my opinion
52:02
is they're probably going to get away from accepting cash as well. The ballpark
52:07
here has already done that. They made that, they did that what a
52:10
year ago or so ago quick texts. Pat Morrissey will probably sue Target over
52:15
not accepting checks, so we can get some points with this over sixty voter
52:19
base. That's a texture, all right. We gotta go. Thank you
