A homeless man accused of brutally killing 23-year-old Ukrainian refugee Iryna Zarutska on a Charlotte light rail train has been ruled “incapable to proceed” in his murder case.Court filings show that Decarlos Brown Jr. underwent an evaluation on December 29 at Central Regional Hospital, where officials determined he is not competent to stand trial, according to WBTV.
