- 0:00Hey everyone, and welcome to Mini Scroll, the daily Internet
- 0:03culture podcast bringing you the biggest stories from social
- 0:05media, the creator economy, and the digital space every Monday
- 0:08through Thursday. My name is Annabelle and I am
- 0:11your Wednesday Mini Scroll host and also the deputy editor of
- 0:14the youth digital media brand Centennial World.
- 0:17To start off, I just wanted to say a massive thank you to
- 0:20everyone who liked last week's episode and everyone who left a
- 0:23comment. You were all so, so kind,
- 0:26welcoming and validating. I really appreciated it and
- 0:29honestly could not have hoped for a better reaction.
- 0:32Although a few of you did mention that my mic may have
- 0:35been too close to my face, so I've adjusted that this week and
- 0:39please let me know if the sound quality is any better or worse.
- 0:42I also did want to say another quick thank you to any of you
- 0:45who subscribed to our Sub Stack newsletter last week.
- 0:48That definitely did not go unnoticed.
- 0:50So thank you again. And if you are interested in
- 0:52subscribing, it is always LinkedIn, the description of
- 0:55each episode. Anyway, before we get into this
- 0:57week's story, I just wanted to say Please remember to rate,
- 1:00review, and subscribe to Infinite Scroll.
- 1:02Absolutely anything will be appreciated.
- 1:05So this week we are doing things a little bit differently.
- 1:08Given that the TikTok ban in the US has literally taken over the
- 1:11news cycle, we thought I should just do a recap on everything
- 1:14that has happened in the past week.
- 1:16I am sure many of you have been following along as the news
- 1:19broke, but I thought I would just recap everything to make
- 1:22sure that everyone is up to date.
- 1:23As we all know at this point, TikTok is facing a nationwide
- 1:27ban in the US after a bill was signed into law last year which
- 1:30required Byte dance, Tik Tok's Chinese owned parent company, to
- 1:34divest from TikTok or face a ban.
- 1:36The deadline for the sale was January 19th, so we have
- 1:39obviously just passed that. The last time I reported on the
- 1:42TikTok ban, the Supreme Court hadn't issued an opinion yet.
- 1:45So the first big piece of news that broke was that the US
- 1:48Supreme Court upheld the ban. The opinion was issued on
- 1:51January 17th, and in it the justices acknowledged that
- 1:54TikTok quote offers a distinct and expansive outlet for
- 1:58expression, means of engagement and source of community.
- 2:00But ultimately they concluded that quote, Congress has
- 2:03determined that divestiture is necessary to address its well
- 2:07supported national security concerns regarding Tik Tok's
- 2:09data collection practices and relationship with a foreign
- 2:12adversary. With that, things weren't
- 2:13looking too great for TikTok and things honestly became even more
- 2:17confusing when reports started circulating that TikTok would
- 2:20simply be quote going dark on January 19th.
- 2:23This was very different to what was previously being reported
- 2:27because before this, it was understood that US users would
- 2:29be able to continue using the app, but access would become
- 2:32increasingly difficult as the platform rolled out updates
- 2:35because it would be taken off the App Store.
- 2:37And according to reports, the decision to go down was made
- 2:40voluntarily by TikTok. And this I thought was very
- 2:44interesting because the fact that TikTok went dark by its own
- 2:46volition actually relates to some interesting reporting that
- 2:49I've seen by Ryan Broderick, who is a favorite here on mini
- 2:52Scroll for sure in the garbage day newsletter.
- 2:55He made the point that, quote, TikTok doesn't need America and
- 2:58how using the American people as a bargaining chip wasn't
- 3:01necessarily the smartest decision.
- 3:02I'll just read a quick quote because I think it really
- 3:04exemplifies his point. American tech businesses know
- 3:07they're out of step with China. They know they're losing ground
- 3:09around the world to apps like TikTok, Team Machine, Cap Cut,
- 3:13and Aliexpress. And American lawmakers naively
- 3:16believe that the American market, the American audience is
- 3:18valuable enough to be used as a bargaining chip.
- 3:20And they will busy themselves with games of regulatory whack a
- 3:23mole while China continues to conquer the rest of the world.
- 3:26With that being said, it did seem like lawmakers kind of
- 3:28caught on in the last moment because last week it did start
- 3:31to be reported that both the Biden administration and Trump's
- 3:34team were working to find ways to stop the ban.
- 3:37And with this, officials from the Biden administration and
- 3:40ultimately shared that they would leave the decision around
- 3:42the future of the ban to the Trump administration, which
- 3:45totally makes sense considering the timing of it all.
- 3:47I think that now brings us to the ill-fated evening of January
- 3:5218th, US time when TikTok officially started going dark
- 3:55and users lost access. So Lauren touched on this a
- 3:59little bit on Monday's mini scroll episode.
- 4:01But users started getting a pop up on the app and the app was no
- 4:05longer available on the app stores.
- 4:07According to reports the pop up read a law banning TikTok has
- 4:10been enacted in the US. Unfortunately, that means you
- 4:12can't use TikTok for now. We are fortunate that President
- 4:15Trump has indicated that he will work with us on a solution to
- 4:18reinstate TikTok once he takes office.
- 4:20Please stay tuned. I will just say that this note
- 4:23was very interesting, especially in the way that it named
- 4:25President Trump. While that did put onus on Trump
- 4:28to do things, it did also position him as the good guy,
- 4:32which many social media users said felt like some form of
- 4:35modern propaganda. Anyway, the TikTok ban obviously
- 4:38didn't last for very long because just 12 hours later, it
- 4:41was brought back online after Trump said he would issue an
- 4:45executive order following his inauguration.
- 4:47In a post on Truth Social, his social media platform, Trump
- 4:50said, quote, I will issue an executive order on Monday to
- 4:53extend the period of time before the law's prohibition take
- 4:56effect. I would like the United States
- 4:57to have a 50% ownership in a joint venture.
- 5:00And a few hours later, TikTok announced that it was quote, in
- 5:03the process of restoring service.
- 5:05And the platform did express its gratitude to Trump for providing
- 5:08clarity and assurance to service providers that they will not
- 5:11face any penalties if TikTok is active.
- 5:14Obviously, there's been a lot of talk as to why TikTok went dark
- 5:17if it was just going to come back on hours later.
- 5:20And there are a couple of key theories.
- 5:22I thought I would just outline them quickly here.
- 5:24The first one that I've seen a lot of is that it was a Meta
- 5:27data transfer. So Meta had patches, TikTok and
- 5:30all the data was being transferred over to new
- 5:32services. Hank Green made a really
- 5:34interesting video on this where he basically said that there is
- 5:36no way that this is the case You're.
- 5:38Not going to keep using that. Meta will never buy TikTok.
- 5:40Meta has not bought TikTok. They may be now having gotten
- 5:44signals from the Trump administration that it would be
- 5:47potentially something that the Department of Justice and the
- 5:50Federal Trade Commission and Cepheus would all allow.
- 5:53But any major merger in the US requires a bunch of regulatory
- 5:56filings that are not allowed to be.
- 5:58Kept secret. The next theory I have seen was
- 6:00that this was all a ploy by Trump for popularity.
- 6:04And the last theory I saw was TikTok simply playing hardball,
- 6:07which I can see that. But it also should be noted, in
- 6:11the lead up to TikTok going dark, TikTok chief Shochu was
- 6:14becoming increasingly supportive of Trump, publicly praising him
- 6:18and expressing his excitement to work together.
- 6:20Hi everyone. It's show here.
- 6:22On behalf of everyone at TikTok and all our users across the
- 6:25country, I want to thank President Trump for his
- 6:28commitment to work with us to find a solution that keeps
- 6:31TikTok available in the United States.
- 6:34I would just like to add that this really is a classic
- 6:37strategy on how to get on Trump's good side.
- 6:40When Trump first entered office, we saw world leaders from
- 6:43absolutely everywhere using flattery, gifts and ceremonies
- 6:47to build a relationship with Trump.
- 6:48So appealing to Trump's ego is not exactly new.
- 6:52But I don't really know if we've seen it on this scale in the
- 6:54tech world. I mean, we've seen it a little
- 6:56bit with Elon Musk and maybe with Mark Zuckerberg changing
- 6:59Mehta's moderation platforms to appeal to Trump's politics, but
- 7:03I don't think we've seen it quite so openly like this.
- 7:06With that being said, it wasn't really a surprise to anyone when
- 7:09Shochu was in attendance at the inauguration along with many
- 7:12other tech figures, all of which were sitting front row.
- 7:15Even though appealing to Trump's ego might have been a gamble, it
- 7:19did pay off because he did sign an executive order to pause the
- 7:22US ban yesterday. The order instructed Trump's
- 7:24attorney general not to take any action or enforce the law
- 7:27mandating a sale or closure of TikTok in the US for a period of
- 7:3075 days. With Trump officially issuing
- 7:32the executive order, many social media users are speculating why
- 7:36Donald Trump has decided to save the platform after essentially
- 7:39starting a war on TikTok in 2020.
- 7:42So I thought it would be interesting to breakdown some of
- 7:45these theories. I would just like to preface
- 7:47that I don't think one of these theories is the reason.
- 7:50It could be an amalgamation of all of them, but I definitely
- 7:52think it's an interesting point of discussion.
- 7:54The first theory that I've been seeing making its way around
- 7:56social media is that Trump's decision to become an ally to
- 8:00TikTok and quote UN quote, save the platform is a way for him to
- 8:04get all social media platforms aligned politically with his
- 8:07agenda. We have seen an embrace of alt
- 8:09right slash more conservative ideologies on Meta X and even
- 8:13YouTube in recent years. But to many, TikTok was one of
- 8:16the last major social media platforms for progressive groups
- 8:18to organize and discuss various political issues.
- 8:21And there is data to support this claim.
- 8:24According to a report released by the Pew Research Center
- 8:27towards the end of last year, which examined news influences.
- 8:30The researchers found that TikTok is the only platform
- 8:33where left-leaning news influences outnumber right
- 8:35leaning ones. Congresswoman Alexandria Ocasio
- 8:38Cortez actually made a really interesting TikTok about this
- 8:41which made a similar point. Now, I want you all to put all
- 8:44the pieces together because what this effectively means is that
- 8:48every social media platform, mass social media platform in
- 8:51the United States has been taken over by the right wing, with the
- 8:55exception of blue sky. But blue sky still very small.
- 8:57Elon Musk took over Twitter and there's open reporting.
- 9:03It's pretty obvious as well that they have manipulated the
- 9:08algorithms. They've artificially manipulated
- 9:10the algorithms to boost right wing content.
- 9:13TikTok is now saying, hey, we are agreeing we will use our
- 9:23push notification system for all 170 million American users to
- 9:28promote Donald Trump. Just understand that government
- 9:32announcements like this with companies, they never name
- 9:35politicians. They will usually name law or
- 9:39policy. While TikTok has definitely
- 9:41proven to be a powerful place for progressive ideology to
- 9:44spread and organizing around certain social movements, for
- 9:47example Black Lives Matter, I don't think we can overestimate
- 9:50the pace at which right wing ideals can also spread on the
- 9:53platform. I mean last year when Trump was
- 9:56campaigning, he quickly became a success on the platform and we
- 9:59have seen the rise of more conservative ideology entering
- 10:03the mainstream through trends like trad wives and looks
- 10:05maxing. As for weather, TikTok is
- 10:07heading down this path with the Trump presidency.
- 10:09I will say that many TikTok users in the US have come
- 10:12forward claiming that their algorithm seems a little bit
- 10:15different and that the search function is different in the
- 10:17United States compared to other regions since TikTok came back
- 10:20online. But at this time, there is no
- 10:23official evidence as to why that would be the case.
- 10:26Another interesting theory as to why Trump would save TikTok is
- 10:30economic impact. I have seen this floating
- 10:32around. I kind of buy it less, but I do
- 10:34think it is an interesting point.
- 10:35While Trump is no expert on the creator economy, he did position
- 10:40the economy and economic struggles at the center of his
- 10:42campaign. And TikTok is definitely a huge
- 10:45economic engine. According to economic advisory
- 10:47firm Oxford Economics, TikTok contributed 24 billion USD to
- 10:52the US GDP in 2020 free and supports over 200,000 American
- 10:57jobs. With that being said, I could
- 10:59see how that would be a cause for concern.
- 11:01Those are the two major theories I feel like I've been seeing
- 11:04floating around on social media as to why Trump is kind of
- 11:07flip-flopped. I'd definitely be interested to
- 11:09hear what you guys think, but I have a couple of other points
- 11:12that I haven't really seen anyone else making as to why he
- 11:15flip-flopped. I will preface that I feel like
- 11:18I am taking a little bit more of like a political strategy angle
- 11:21here, so please indulge me because I did do my degree in
- 11:25politics and American Studies, so I feel like it is a really
- 11:28coming out to play today. I think Trump's decision could
- 11:31partly be about coming through on a campaign promise.
- 11:35Trump is obviously extremely unorthodox, but one thing that
- 11:38many experts have concluded about his political style is
- 11:40that you can expect him to do or at least try to do what he
- 11:43promises, for better or for worse.
- 11:45Through his first time, it became clear that coming through
- 11:48on campaign promises and appealing to his political base
- 11:50and donors was very important to him because he would frequently
- 11:53bring it up when he was talking about his achievements.
- 11:56Towards the end of the campaign in 2024, he did start to talk
- 11:59more and more about TikTok. For example, Trump in a
- 12:01September post on truth Social said that he would, quote, save
- 12:04TikTok if he got elected. Many experts did see this as a
- 12:08late game appeal to young voters and Gen.
- 12:10Z, and this definitely makes sense because Trump spent a
- 12:13solid portion of his campaign attempting to court young men,
- 12:16or should I say the bro vote, through appearing on certain
- 12:19podcast streams and different YouTube channels.
- 12:22And of course this did pay off because young men did turn out
- 12:25for him in the end. On top of this, a major
- 12:27Republican donor, Jeffrey Yass also has a 15% stake in Byte
- 12:31Dance and his personal share is reportedly worth 21 billion.
- 12:36So I can see why it would be to Trump's benefit to save TikTok.
- 12:40With that being said though, it should be noted that Trump is in
- 12:43a very different position to his previous time where coming
- 12:46through on election promises cannot be used as political
- 12:49capital in the same way because he can't run for re election.
- 12:52But at the end of the day, if Trump sees himself as one thing,
- 12:55it is not a politician, it is a deal maker and I think he would
- 12:59absolutely love to be the man who saved TikTok when Congress
- 13:03and his predecessor couldn't. With that, I think another
- 13:06reason why Trump has decided to save TikTok is because he has a
- 13:11tendency to undo anything associated with his predecessor.
- 13:15We saw this in 2017. Where as soon as Trump got into
- 13:17office he worked to undo Barack Obama's legacy, Biden came into
- 13:21office doing the same thing to many Trump era developments.
- 13:24And as we saw yesterday, Trump has done the same.
- 13:27So I think the TikTok ban kind of falls into that category as
- 13:31well. Even though Trump has issued the
- 13:33executive order and is working to save TikTok, no one really
- 13:37knows what will happen next. The executive order is a little
- 13:40bit shaky according to experts, especially because this ban has
- 13:45passed through Congress and was upheld by the Supreme Court.
- 13:47With that being said, Tik Tok's longevity is definitely
- 13:50questionable, and we can also see that through the actions of
- 13:53some other social media giants. While the news cycle was flooded
- 13:57with updates about the TikTok ban, Meta and X made some pretty
- 14:01interesting announcements. Meta announced a new app called
- 14:04Edit which is a clone of Cap Cut, which is obviously what
- 14:08many people use to edit their TikTok videos.
- 14:10So if TikTok is on the downfall or allegedly being purchased by
- 14:15Meta, it makes sense that they would have a Cap Cut equivalent.
- 14:18On top of that, X announced that it is adding a video tab in the
- 14:22platform's bottom bar for users in the US.
- 14:24So it seems they might be vying for TikTok spot and it might
- 14:27happen because who knows what's going to happen after these 75
- 14:30days if the executive order holds up.
- 14:32I feel like no one knows and everyone is just extremely
- 14:35confused about what is going to happen next.
- 14:37Because if TikTok does get banned eventually in the US,
- 14:41will the platform try to break into other markets?
- 14:43Will Australia get the creator fund?
- 14:45Will brands continue using TikTok to expand into other
- 14:47markets? I am just so intrigued and I
- 14:50have no idea. So I'm sorry to not be able to
- 14:52give you a conclusion, but I will definitely be watching
- 14:55closely with any updates ready to deliver to mini scroll.
- 14:59Anyway, that is everything from me today.
- 15:01I hope you enjoyed this little deep dive into the TikTok ban.
- 15:05I am hopeful that next week we will have other things to talk
- 15:08about but I will see you next Wednesday.
- 15:10Thanks. Bye.
