- 13:44:49Welcome to Inside West Palm Beach. I'm
- 13:44:51Gerry Marcelo. A fast-growing city like
- 13:44:54West Palm faces many challenges, not the
- 13:44:56least of which is keeping up with the
- 13:44:57demands of a diverse and expanding
- 13:45:00population. City government must be ready
- 13:45:02to change with short notice, and
- 13:45:04department leaders must be on their toes
- 13:45:06to keep their respective teams up to
- 13:45:08date. Today we'll talk with a leader that
- 13:45:10knows all about dealing with change and
- 13:45:12how his department is positioning itself
- 13:45:15in the future. That's next.
- 13:45:26And joining us today is Tony Arahu, Chief
- 13:45:28of Police for the
- 13:45:29City of West Palm Beach.
- 13:45:30Chief, welcome to the show. Thank you for
- 13:45:32being here. My
- 13:45:32pleasure. There's no way to
- 13:45:34tell the story of West Palm Beach Police
- 13:45:38Department, where we've been, where we're
- 13:45:40going, without having a sense of where
- 13:45:42you've been. Tell us a little bit about
- 13:45:45how you got involved in police
- 13:45:46enforcement. What
- 13:45:47brought you back to West Palm?
- 13:45:50Well, it's a long story. I'm an immigrant
- 13:45:52to this country. We
- 13:45:53fled Cuba, communism, in
- 13:45:541962. We landed in Los Angeles, thanks to
- 13:45:59Catholic Charities. Lived in the inner
- 13:46:02city till age 16. After one too many
- 13:46:06earthquakes, we moved down to Florida in
- 13:46:081974-5. My dad would tell me the story
- 13:46:13that when I was five years old, I would
- 13:46:15tell him I wanted to be a policeman. So
- 13:46:19we migrated to Florida, went to high
- 13:46:21school here in the City of West Palm,
- 13:46:23grew up first on Greenwood, then on 45th
- 13:46:25Street. Mom and dad are resting at the
- 13:46:28cemetery on
- 13:46:29Greenwood. I have a lot of ties
- 13:46:31to the city, both family, friends, and
- 13:46:34acquaintances I made through the years.
- 13:46:36After high school, it might sound as a
- 13:46:40canned statement, but
- 13:46:42I felt an obligation
- 13:46:43to serve this great country that took us
- 13:46:46in. I am an American, so I joined the
- 13:46:49United States Marine Corps. I went off
- 13:46:52into the Marine Corps, and I served four
- 13:46:53years. They tried to keep me in, but I
- 13:46:56said my goal is to be a police officer.
- 13:46:58This is that stepping stone. We came back
- 13:47:01to South Florida. Interesting story.
- 13:47:04I applied to some local agencies. The two
- 13:47:07primary agencies was West Palm Beach
- 13:47:09and the sheriff's office, PBSO. As you
- 13:47:13know, they send their recruits generally
- 13:47:14to the same academy. So what happens? I
- 13:47:17get a call in the morning from PBSO,
- 13:47:19and I'm a 22 year old kid, and they say,
- 13:47:23Hey, we're offering you a job. Will you
- 13:47:24take it? Well, you know, one in a hand is
- 13:47:26better than one in the bush. So I took
- 13:47:29that afternoon. I believe it was any of
- 13:47:32the lieutenant or Captain McClure
- 13:47:34from the West Palm Beach Police
- 13:47:35Department called me and offered me a
- 13:47:37job. I said, What have I already accepted
- 13:47:39one with PBSO? And he says, Well,
- 13:47:41we pay more. I said, I know you do. But I
- 13:47:44gave them my word. So I started at
- 13:47:47the sheriff's office March 2nd of 1982. I
- 13:47:50went to the academy. I worked a
- 13:47:53variety of assignments. I
- 13:47:54spent almost 43 years there,
- 13:47:57uh, rose to the rank of Colonel. I had
- 13:48:00some great mentors and coaches along
- 13:48:02the way, one of them being our Sheriff
- 13:48:04Sheriff Bradshaw, who used to be the
- 13:48:06police chief here in the city of West
- 13:48:07Palm Beach for a long time. Uh, so I
- 13:48:10retired there. Uh, I
- 13:48:12think it was March of
- 13:48:152024. And here I am now in West Palm
- 13:48:18Beach. As far as my, uh, I went to
- 13:48:22I didn't have my college degree. Uh, the
- 13:48:25sheriff's office, like we do here in
- 13:48:27the city of West Palm Beach afforded me
- 13:48:29that opportunity by providing the
- 13:48:32monies for me to go to school. Uh, and
- 13:48:35I've been trained like other officers
- 13:48:37that have my tenure and thousands of
- 13:48:39hours of training schools. I was
- 13:48:43privileged to go to the summer session at
- 13:48:45the School of Government and Harvard.
- 13:48:48Uh, that was provided to me again by the
- 13:48:50sheriff's office investing in your
- 13:48:54middle managers that are rising and
- 13:48:56prepare them for greater responsibility.
- 13:48:58So I did all that as my wife, who was
- 13:49:01really my heroine, raising three
- 13:49:04Children. We got married very young at 18
- 13:49:08and being the sale behind the, uh,
- 13:49:11I'm sorry, the wind behind the sails and
- 13:49:13my career when I call it when you're
- 13:49:15chasing the badge, your young police
- 13:49:17officer and you're trying to create
- 13:49:19opportunity for yourself going here,
- 13:49:20going there. And she was always and
- 13:49:23still is my biggest cheerleader and as
- 13:49:26she should be my biggest critic. Well,
- 13:49:29it's obvious that you're tied to family
- 13:49:32and your value in family is very,
- 13:49:34very strong in you. And that's that
- 13:49:36obviously is part of the reason why you
- 13:49:38wanted to get into law enforcement.
- 13:49:40That's correct. And we, uh, we lived in
- 13:49:43a lot of people say I'm from Los Angeles,
- 13:49:45but they're from Santa Monica,
- 13:49:46Redondo Beach. I grew up in the city. Uh,
- 13:49:49and I know what strong parenting affords
- 13:49:52it affords you the greater possibilities
- 13:49:56that you're not going to join a gang or
- 13:49:58that you're not going to be involved in
- 13:50:00mischief. And I was blessed to have two
- 13:50:02great parents that mommy, as I called it,
- 13:50:06was not afraid to use the chancleta,
- 13:50:08which is the slipper. And then when dad
- 13:50:10got home, if I had to get it twice, I
- 13:50:12so that parenting was very important.
- 13:50:15When you made the decision to as a
- 13:50:18young as a young lad to, you know, chase
- 13:50:20law enforcement, was it every your plan
- 13:50:23to be a law enforcement officer right
- 13:50:25here in South Florida? Or would you
- 13:50:27have just gone anywhere? That's a good
- 13:50:29question. When I cycled out, I was
- 13:50:32stationed in K. Bay and they cycled us
- 13:50:34out in Camp Pendleton. And there were
- 13:50:36recruiters at Camp Pendleton in
- 13:50:38California from LAPD and several
- 13:50:42departments, and I wanted to work at
- 13:50:43LAPD. So we stayed for a short bit with
- 13:50:46my aunt who lives in Glendale, which is
- 13:50:49Los Angeles County. But my wife being a
- 13:50:53grew up on a farm in western New York and
- 13:50:56then moving here to Florida. She
- 13:50:58couldn't assimilate and acclimate to that
- 13:50:59big city environment. So dad sent
- 13:51:02me the old by way of mail paper
- 13:51:05applications. I applied them and then we
- 13:51:06came in transit to South Florida. So you
- 13:51:09spent a lot of time here in South
- 13:51:11Florida and in West Palm Beach
- 13:51:12specifically. Is there a period of time
- 13:51:14and era of the city that's that's your
- 13:51:17favorite? Do you like it when it was a
- 13:51:18smaller community or how do you or is it
- 13:51:21cool place now? You know, every season
- 13:51:24has its it's good and it's not so good.
- 13:51:28I'm very proud of what the city affords.
- 13:51:30It's its residents and visitors. You
- 13:51:33know, I happen to live in the village of
- 13:51:35Roa Palm Beach. I did live in the city.
- 13:51:38But at its time back then I grew
- 13:51:41accustomed to living in an environment
- 13:51:44that was only three television channels.
- 13:51:46You know, I came from LA where you had at
- 13:51:48that time maybe 20. Yeah. So a different
- 13:51:52environment that we became accustomed to
- 13:51:54it. We enjoyed it. We liked it. The city
- 13:51:57was growing. It's still growing.
- 13:51:58Absolutely. You can't
- 13:51:59stop progress. It's how you
- 13:52:01and carry it out that counts. And I think
- 13:52:05the city and the county and the
- 13:52:06area of governance in this region has
- 13:52:08done a very good job handling growth.
- 13:52:10Yeah. So what does that mean to me as a
- 13:52:13resident? I want to live here after I
- 13:52:16retire. That says it all right there. You
- 13:52:20speak about growth. We've talked about
- 13:52:21growth here. Growth seemed to have gone
- 13:52:25full throttle at the time of COVID at
- 13:52:27the time that we passed through COVID and
- 13:52:30the growth really jumped forward
- 13:52:33post that. The city is growing at an
- 13:52:36exponential rate. Do you feel that the
- 13:52:40police department is doing the same? Yes.
- 13:52:43My forte is in strategic planning. When I
- 13:52:46arrived here I took a look at the major
- 13:52:48hubs of the police department where we
- 13:52:49were at and projecting forward as the
- 13:52:51chief of police. A lot of folks know this
- 13:52:55would do what I do for a living. You know
- 13:52:56I have to deal with the present but
- 13:52:59you've got commensurate well-trained
- 13:53:00subordinate staff. I've got to deal more
- 13:53:02with the strategic view for the over the
- 13:53:05horizon and long-term. So we did that
- 13:53:08very early. The mayor was gracious enough
- 13:53:10to allow me to also bring a consultant
- 13:53:12and that I'd used before to bring some
- 13:53:14fresh eyes so it minimized the blind
- 13:53:16spots that might have a different
- 13:53:17perspective. And we arrived at the same
- 13:53:20conclusions and I presented a plan to the
- 13:53:22mayor and the commission and they
- 13:53:25I believe the count was 27 new police
- 13:53:27officers and a professional staff. The
- 13:53:29first prong of getting where we need to
- 13:53:32be but that doesn't say that we're not
- 13:53:35where we should be now. We are. I can
- 13:53:38tell you we're very robust in the city
- 13:53:40with technology. Technology is a forced
- 13:53:43multiplier. You work smartly and you
- 13:53:45put your resources where you really need
- 13:53:47them. And because of the good work
- 13:53:50of the officers and middle managers, the
- 13:53:51line supervisors, the staff we have at
- 13:53:53this police department, we've
- 13:53:55accomplished a lot. But projecting
- 13:53:56forward there is a plan, the incremental
- 13:53:59plan and again you work with your
- 13:54:01governance and project that plan forward
- 13:54:03so you're ready when the bell rings. One
- 13:54:06of the things that have been said about
- 13:54:08you when you arrived on the scene is a
- 13:54:10strong desire to reach out to the
- 13:54:12community to get feedback from the
- 13:54:14community to talk to folks. Tell us a
- 13:54:17little bit about that. Why is it
- 13:54:18important to you and do you feel that
- 13:54:19you've been effective talking to folks
- 13:54:21here in the city? Well that's a have to.
- 13:54:25It's not a want to. Especially the
- 13:54:27lead of agency and it's something you
- 13:54:28have to model so then the folks that are
- 13:54:30doing the work do that also. You know I
- 13:54:33use the term ugly baby. If the baby is
- 13:54:36ugly, whether it's factual or a
- 13:54:40perception, then I have to know about it.
- 13:54:42And I'm gonna get that first hand from
- 13:54:44citizens because if it's ugly I don't
- 13:54:46want to hear from it you know around the
- 13:54:49corner or somebody with me. Give me your
- 13:54:51perspective on police service. And I've
- 13:54:55been to dozens if not hundreds of
- 13:54:58meetings since I've been here I think 21
- 13:54:59months because I like to hear it
- 13:55:01firsthand and I can honestly tell you and
- 13:55:03I'm not window dressing or posing
- 13:55:05anything because that's not the way I
- 13:55:06operate. I have really not gotten any
- 13:55:10major complaints about the service we're
- 13:55:11providing. Do we get folks that
- 13:55:15rightfully so complain about traffic,
- 13:55:18about the homeless issue, about other
- 13:55:21aspects of their perception of public
- 13:55:22safety, usually in the realm of quality
- 13:55:25of life, right? Which there are things
- 13:55:28that we can do about that, okay? But we
- 13:55:30can't arrest our way out of some of those
- 13:55:32quality of life issues. So when you
- 13:55:34give the citizens the understanding of
- 13:55:36what can and can't be done, what should
- 13:55:38and shouldn't be done, they'll work with
- 13:55:40you instead of against you. So that's
- 13:55:43that's been my experience thus far. Has
- 13:55:45there been any conversations you had
- 13:55:46with residents that you found
- 13:55:48particularly frustrating? Anything that
- 13:55:51really stood out as wow I wish I could
- 13:55:52fix this or? You know
- 13:55:55I've chewed a lot of
- 13:55:56police dirt you know for 45 years now so
- 13:55:59I've heard just about everything and
- 13:56:02and I always try to put myself and
- 13:56:04whether it's the citizen no matter in
- 13:56:06their shoes what do they see? You know
- 13:56:10and somebody you know the city is
- 13:56:12changing. Yeah it is. You know houses
- 13:56:14that once upon a time were looked at as
- 13:56:16you know tear it down are not worth
- 13:56:18whatever. The investment citizens are
- 13:56:21making to move here and current citizens
- 13:56:23that remained remodeled rebuilt. Yeah.
- 13:56:26Right? So their expectations of what
- 13:56:28public safety should be is very high it
- 13:56:31should be. But anything surprising
- 13:56:34anything really that no no and again
- 13:56:38working with them I have an advisory
- 13:56:41board you know they seek out information
- 13:56:44the community beyond all the other
- 13:56:46avenues that we have also our community
- 13:56:48engagement team. If you have those comms
- 13:56:51built if they understand that you're
- 13:56:54you're not going to make up a story
- 13:56:56you're gonna tell them the truth
- 13:56:58especially when difficult times come and
- 13:57:01there's a time I can speak to the
- 13:57:03community because if a bad thing happens
- 13:57:06you know everybody has you know rights
- 13:57:07police officers or whatever a lapse in
- 13:57:09service those things happen we're human
- 13:57:13but at the appropriate time you
- 13:57:15communicate that then the community will
- 13:57:17trust you and that's what we tried to do.
- 13:57:21When say someone has would like to talk
- 13:57:23to a representative of the police
- 13:57:25department whether it be you or a member
- 13:57:27of your staff about some issue or
- 13:57:29something that they're concerned about
- 13:57:30what's the best way for them to reach out
- 13:57:32just call the police department or is
- 13:57:34there website? Well if it's an emergency
- 13:57:37oh yeah okay 9-1-1 if it's not an
- 13:57:40emergency they can call our complaint
- 13:57:42tests but if they want to reach out I
- 13:57:43mean they can go on our website there's a
- 13:57:45ton of emails there yeah but if it's a
- 13:57:47community issue or whatnot they could
- 13:57:49even send me an email and I'll make sure
- 13:57:51it gets to the appropriate person and and
- 13:57:55I'm glad to report that because our
- 13:57:57community engagement is so robust they
- 13:58:02give out their emails so really I'll
- 13:58:04tell you in complete honesty that the the
- 13:58:08request that come to me because I
- 13:58:10have an email and the phone calls are
- 13:58:13really minimal so that tells me that our
- 13:58:16folks are doing what they should and
- 13:58:19engaging and they're out there with the
- 13:58:21community. That's fantastic one of the
- 13:58:23things that's it's clear as time goes by
- 13:58:26a department whether it is in public
- 13:58:29safety or another city department will
- 13:58:32often take parts of imbibe the quality of
- 13:58:36its leader they start acting in the
- 13:58:40same mindset as the folks who are calling
- 13:58:43the shots and setting strategy
- 13:58:45and creating policy how has the police
- 13:58:48department changed since you've been the
- 13:58:52leader? I like to use the word evolve and
- 13:58:55I'm not trying to play word games here
- 13:58:56right because you have to you know
- 13:58:58constantly gauge things and change not
- 13:59:01for the sake of change change that it's
- 13:59:03real and explain the why to your
- 13:59:06officers if you don't give them the why
- 13:59:08then sometimes I'll look at it as window
- 13:59:10dressing and posturing I can tell you
- 13:59:12when I got here functioning police
- 13:59:15department there's some things we needed
- 13:59:16to work on of course I've been a change
- 13:59:20agent my role at the former agency was
- 13:59:22being a change agent that's not for the
- 13:59:26faint at heart the lazy or the regimented
- 13:59:31and thought and before you
- 13:59:34you affect or influence or direct change
- 13:59:36you have to make sure you have to see
- 13:59:37what's working I call it the 90-day pause
- 13:59:41see how the operations working and
- 13:59:42I gauge everything on best practice or
- 13:59:45it's not you know and again I'm not
- 13:59:47faulting any agency that you know we're
- 13:59:49gonna be the best at this we're gonna do
- 13:59:51this yeah we're gonna do that and I said
- 13:59:53this in public form and I have much
- 13:59:55for the the police chiefs and our sheriff
- 13:59:58here they do incredible things
- 14:00:00but the way I do things we all have shiny
- 14:00:03stuff on the wall okay you should
- 14:00:06show that off yeah but what are you doing
- 14:00:08right now and what are you doing
- 14:00:10to prepare for the over-horrising in the
- 14:00:12future to maintain a level of
- 14:00:14consistency to professional service and I
- 14:00:16like to keep it simple everybody at
- 14:00:19the West Palm Beach Police Department
- 14:00:20whether they're our professional staff
- 14:00:23or the chief everybody in between shields
- 14:00:26we wake up every morning to do
- 14:00:28four things and that's provide timely
- 14:00:30credible value German professional
- 14:00:33service what does that mean I've been
- 14:00:35asked that question the community's
- 14:00:37probably heard it from me timely doesn't
- 14:00:40mean you're spinning blue lights and
- 14:00:41everything's a code 3-run what sense of
- 14:00:43priority are we placing on what we're
- 14:00:46doing right now tomorrow is it a priority
- 14:00:50or not because if everything the
- 14:00:51priority is a priority nothing is right
- 14:00:55and we have to operate based on that
- 14:00:57priority a 911 call takes greater
- 14:00:59priority than a mundane you know public
- 14:01:02service call that public service call is
- 14:01:04just as important to that citizen as that
- 14:01:06911 call how do you create that balance
- 14:01:10so timeliness is important but it
- 14:01:12doesn't say you have to go code 3 to
- 14:01:14everything you have to explain what
- 14:01:16timeliness means to the community and
- 14:01:18sometimes when they wait give them the
- 14:01:19explanation why credibility you earn it
- 14:01:23every day you build a career on it you
- 14:01:26build a reputation as a police department
- 14:01:29and either you have it or
- 14:01:29you don't and you can lose it in the New
- 14:01:31York second that's right value-driven
- 14:01:36value does not equate to cheap what's the
- 14:01:40value for every dollar of investment
- 14:01:43that we make in our public safety model
- 14:01:45here in West Palm Beach but let's talk
- 14:01:47the police department what's that
- 14:01:49investment giving us what's it leading
- 14:01:52us to and are we investing today to
- 14:01:55prepare ourselves over the horizon and
- 14:01:57for the long run that's part of what I
- 14:01:59have to do as the chief in my senior
- 14:02:01executive corps because if we don't do
- 14:02:02that will be a shiny object for a while
- 14:02:05then things happen so that value and you
- 14:02:09have to explain that the citizens I pay
- 14:02:11taxes to I have a very sharp pencil and
- 14:02:15anything that we are going to do at the
- 14:02:17police department I'm glad to report that
- 14:02:19the command staff not that they
- 14:02:21didn't have it before but they certainly
- 14:02:23have it there what's the value and what's
- 14:02:26the value in it to provide service to our
- 14:02:29citizens that's what we look at and
- 14:02:31then professionalism professional bar
- 14:02:35yeah do we have it or do we not and then
- 14:02:39we have things in place to our
- 14:02:41professional standards internal
- 14:02:43inspections not not to gig people but to
- 14:02:47ensure that we are at best practice and
- 14:02:49if we're not we readily identify it and
- 14:02:52then we take the measures immediately to
- 14:02:54get us back on back best practice so it
- 14:02:57sounds like a lot but it's really simple
- 14:02:59mm-hmm timely credible value-driven
- 14:03:01professional service and then giving all
- 14:03:04staff including professional staff police
- 14:03:07officers junior employee senior
- 14:03:10employee the confidence to venture out
- 14:03:13give you discretionary effort and they
- 14:03:15will they will if you give them the
- 14:03:18confidence to make reasonable mistakes
- 14:03:21so if you're not on top you know if all
- 14:03:23you have is hammer time yeah okay people
- 14:03:26will do what they have to discretionary
- 14:03:27effort goes out the window right and and
- 14:03:30how do you do that as the chief you do
- 14:03:32that by by training by mentoring your
- 14:03:35your line supervisors the critical piece
- 14:03:38of the equation you know that I can be
- 14:03:39gone a month nobody misses me you miss a
- 14:03:42line supervisor or that watch commander
- 14:03:44that middle manager problems occur so
- 14:03:47again it's it's it sounds complicated but
- 14:03:52it's not you keep it simple let's talk a
- 14:03:55little bit about credibility important
- 14:03:58part of the part of the story to of what
- 14:04:01you described here something to a
- 14:04:04certain degree credibility among law
- 14:04:07enforcement maybe it's have suffered a
- 14:04:08little bit on a national level over over
- 14:04:11the past few years what is your feeling
- 14:04:15what how do we remedy that what is what
- 14:04:17are the steps necessary to make sure
- 14:04:20that the residents feel comfortable and
- 14:04:22confident that you are on their side well
- 14:04:27engage engage your police department
- 14:04:30there's a public meeting or whatnot you
- 14:04:32know be that person that challenges the
- 14:04:34process be that person for lack of a
- 14:04:37better you know challenges is not afraid
- 14:04:40to speak truth to power if they see a
- 14:04:42police department is not their their ally
- 14:04:45but you know they're they're
- 14:04:46powerful they can do this they can do
- 14:04:48that because people perceive things that
- 14:04:51aren't so and we live in an environment
- 14:04:52today we're this is the problem right
- 14:04:58right and again I'm not knocking social
- 14:05:00media I'm not knocking what's reported
- 14:05:01some of it but if you don't vet the
- 14:05:04information you're getting then you're
- 14:05:05not well informed and and the truth is
- 14:05:08that over the last 10 or 15 years but
- 14:05:11let's look at recent history law
- 14:05:13enforcement nationally has done some
- 14:05:14things that may be certainly were not
- 14:05:17appropriate there are police officers
- 14:05:19that have gone to jail there are police
- 14:05:21officers that are going to go to jail in
- 14:05:23the future that's why making sure you
- 14:05:25train you model the way you you you're
- 14:05:29principled let alone ethical you have to
- 14:05:32have principled ethics right and instill
- 14:05:35that in your rank and file and then have
- 14:05:36those things those remedies in place to
- 14:05:39prevent that from happening but when it
- 14:05:41does you do what has to be done you know
- 14:05:44I hear and again I'm not being
- 14:05:46dismissive I've heard the term
- 14:05:47constitutional policing for the last five
- 14:05:49or six years of you I started March
- 14:05:522nd of 1982 I started constitutional
- 14:05:56policing then and I'm still doing it now
- 14:05:59and what I would ask the community that
- 14:06:02on the misdeeds of a few of a few don't
- 14:06:08call us out on out on it we and when we
- 14:06:10go through these periods you know and
- 14:06:12I've seen three or four paradigm shifts
- 14:06:14in my 45 years almost of policing we
- 14:06:17usually come out the better for right and
- 14:06:22and what does that mean I mean now
- 14:06:23we we train even more than we used to on
- 14:06:26tactical pauses you know holding back
- 14:06:30having other possibilities that we and so
- 14:06:34we usually come out of the better but
- 14:06:36yeah yeah a lot to digest there you made
- 14:06:39a point of saying that one of that
- 14:06:41you're trained in strategic planning
- 14:06:43looking ahead making plans not just for
- 14:06:46today but what the department may look
- 14:06:48like five years from now to that end
- 14:06:52where are we going and what steps do we
- 14:06:53need to take to get to that goal well
- 14:06:56some of the things we've already done I
- 14:06:58mean the city I can tell you the police
- 14:07:00department very well postured with
- 14:07:02technology we brought in a gentleman
- 14:07:06that has an expertise in that that
- 14:07:08happened to have retired from a federal
- 14:07:10agency and we were very we were fortunate
- 14:07:13to get him so what we've done
- 14:07:15internally has done a technology suite
- 14:07:18and it's just not germane the West Palm
- 14:07:20Beach but the every department should do
- 14:07:21this periodically and we found
- 14:07:23technologies that we really weren't using
- 14:07:25anymore so we took them off the
- 14:07:27table and then look at the technologies
- 14:07:29that we have how could we enhance them
- 14:07:32did we need to look at other vendors or
- 14:07:34whatnot so his name is Paul Allen and
- 14:07:38I've been working on this job for the
- 14:07:39last almost year and three months of just
- 14:07:42vetting everything and then moving
- 14:07:44towards that that technology so that's
- 14:07:47and I say this because in today's world
- 14:07:50well vetted and when I mean vetted
- 14:07:53technology that's out there that the
- 14:07:54courts have examined yeah right that can
- 14:07:58be used and how it can be used right so
- 14:08:01we don't violate anybody civil rights
- 14:08:03important and sometimes technology if you
- 14:08:05jump right in at the beginning you
- 14:08:08know you might might wait a little bit to
- 14:08:10see how the courts react that that's
- 14:08:11called that value thing I speak to all
- 14:08:13right but that strategic plan is looking
- 14:08:16at all the variables I mean just just for
- 14:08:18instance depending on the schedule
- 14:08:20that you work for the act for the the
- 14:08:24average community depending on their
- 14:08:25schedule but the eleven and a half
- 14:08:26twelve-hour schedule and you round up
- 14:08:28for the citizens to see one more patrol
- 14:08:31officer on the street 24-7 because
- 14:08:34remember they had days off training
- 14:08:36vacation unfortunately they get hurt and
- 14:08:39all that it it takes almost six officers
- 14:08:44so if I wanted to add five officers to
- 14:08:46patrol on a 24-7 basis do the math okay
- 14:08:51there's value in that but it's not cheap
- 14:08:53so strategic planning what do I look at I
- 14:08:56get out in the community I mean I've
- 14:08:57sat down with the Nora district very
- 14:08:59early when I got here I'm sitting down
- 14:09:01with the folks in the north end of the
- 14:09:03city I forget the name of that community
- 14:09:04the Vrijvavich folks yeah and talk to
- 14:09:08them you know see what they're pulling
- 14:09:09what they're what their configuration is
- 14:09:12going to be the things that we ask them
- 14:09:13is tie in with us technology wise link up
- 14:09:17with Paul Allen see what we have in
- 14:09:19common that we can use of the force
- 14:09:20multiplier because you just can't put an
- 14:09:23officer at every problem the old cop on
- 14:09:25every block it doesn't work that way
- 14:09:28using our technology and also our
- 14:09:31intelligence our intelligence led
- 14:09:33policing right cause and effect and all
- 14:09:35that stuff so when I look at strategic
- 14:09:37planning right on what our staffing is
- 14:09:40going to look like what is training
- 14:09:42going to look like what are those four
- 14:09:44four multipliers that we can use so when
- 14:09:47I go to the governance and I say you know
- 14:09:50I am requesting these many officers
- 14:09:52this is what they're going to do and this
- 14:09:54is the why but not only for our
- 14:09:57governance but that our citizens
- 14:09:58understand the value we're just not
- 14:10:01throwing human resource at a problem
- 14:10:05we're taking a full 360 look at it
- 14:10:08because again today's technology if used
- 14:10:10correctly you know why has crime gone
- 14:10:14down there are many factors I humbly
- 14:10:15believe technology has helped us
- 14:10:18tremendously how can residents be part of
- 14:10:22the solution how can they be a
- 14:10:24resource for you in making our community
- 14:10:27safe well let me give you for instance
- 14:10:29since we since we got here and again I'm
- 14:10:31when I say what what we've done it's not
- 14:10:34looking backwards and being dismissive
- 14:10:36about everything that was done I want to
- 14:10:38make that clear I'm not doing a
- 14:10:40comparison things evolve things change
- 14:10:42and sometimes you have the desired
- 14:10:44positive effect so when we got here we
- 14:10:47went ahead and looked up at our patrol
- 14:10:49management it wasn't where I wanted it
- 14:10:51to be all right and again not that I
- 14:10:53invented these things I it's best
- 14:10:55practice engaging the community you know
- 14:10:58if you see something say something
- 14:11:01engage you don't have to figure it out
- 14:11:04you know we're the ones that are trained
- 14:11:06if it's nothing it's nothing but if you
- 14:11:09send something call us we'll decipher
- 14:11:12we'll treat everybody equitably
- 14:11:15constitutional policing sometimes it's
- 14:11:17something sometimes it's something and
- 14:11:19somebody didn't call and then something
- 14:11:21very bad happens right so that's what we
- 14:11:23try to communicate with them our patrol
- 14:11:25management the outstanding work our
- 14:11:28officers have done the line supervisors
- 14:11:30our middle managers everybody really
- 14:11:32communications we have lowered our 911
- 14:11:35response time on tier one calls by 31
- 14:11:38seconds that might not sound as a big
- 14:11:41number but it's huge it's huge and how
- 14:11:44did we do it by using that sharp pencil
- 14:11:47by reassigning our kind of the way we
- 14:11:51deploy all right back a little bit of
- 14:11:53old-school and our calls for service have
- 14:11:57gone up I think the number is well
- 14:11:59over 7,000 so that the messaging not
- 14:12:02window dressing that we're given the
- 14:12:03community if you see something say
- 14:12:06something deploying our officers in the
- 14:12:08same districts every day it's important
- 14:12:11that if in beat 7 we have this group of
- 14:12:15officers working and say you live in beat
- 14:12:177 they might see a car that
- 14:12:19shouldn't be there not a hunch because we
- 14:12:22have to react on probability and
- 14:12:23reasonableness but if you're if you're
- 14:12:26not in that community consistently you're
- 14:12:29not going to recognize those cues right
- 14:12:32and then it builds familiarity yeah so so
- 14:12:36you need folks to become active you need
- 14:12:38to be part of part of what's going
- 14:12:40on be part of the team but I'm but I can
- 14:12:42tell you that they're very active they
- 14:12:44already are I mean I go to all these
- 14:12:46associations I've been to Pleasant City
- 14:12:48I've been the you know Flamingo I've been
- 14:12:51points north-south east-west
- 14:12:52Ibis you know and I was says what are you
- 14:12:55doing here I say I'm here to talk to
- 14:12:56you I'm your chief so again it's not one
- 14:13:00area because sometimes citizens say well
- 14:13:02you know they're they're paying special
- 14:13:04attention to this community and they're
- 14:13:06avoiding ours that's not the case that's
- 14:13:09not the case another myth is that
- 14:13:11some communities don't want to see the
- 14:13:12police that is a huge myth all our
- 14:13:15communities want to see the police and
- 14:13:17have a relationship with us the only
- 14:13:18ones that don't want to see us are those
- 14:13:21that are involved in criminal conduct
- 14:13:23right right but no I'm very pleased to
- 14:13:26say that our community here is very
- 14:13:29engaged that's great very good speaking
- 14:13:32of our community and having an
- 14:13:33opportunity to reach out to them what I
- 14:13:35always like to do is to turn the mic
- 14:13:37over to you if you have if you have a
- 14:13:39message or one thing or something you'd
- 14:13:41like to share with the general population
- 14:13:44folks here about West Palm
- 14:13:45Beach in West Palm Beach about what you
- 14:13:47do what would it be what I do let's
- 14:13:52start with that when I'm trying to do I'm
- 14:13:54you know I'm not I'm actually say
- 14:13:57that my wife doesn't like to speak about
- 14:14:00her age you know I'm 66 gonna turn
- 14:14:0367 we have a certain amount of shelf life
- 14:14:07I'm not projecting I'm leaving
- 14:14:08today or tomorrow but what I'm trying to
- 14:14:10do strategically for the moment over
- 14:14:12the horizon is build a foundation so that
- 14:14:15next chief has something to work
- 14:14:17with if you have a strategic plan and I
- 14:14:20say this with the utmost respect to our
- 14:14:22governance but it lays something out
- 14:14:24where that new chief doesn't have to go
- 14:14:26do it all over again explain the why and
- 14:14:29those things change and evolve that
- 14:14:31it's a living breathing document
- 14:14:32technology growth all types of stuff
- 14:14:35right but as far as what I would tell the
- 14:14:38community this is your police
- 14:14:40department this is your police department
- 14:14:44engage with us listen to us we will
- 14:14:47certainly listen to you and and when
- 14:14:49those difficult moments come right what
- 14:14:52I've discovered is if you have that
- 14:14:53bridge already built you're gonna meet
- 14:14:55at the middle and at the appropriate time
- 14:14:57because again there's legalities I
- 14:14:59have to deal with you know let the
- 14:15:01community know what you're doing
- 14:15:02especially if a bad thing has happened
- 14:15:05because what happens and you might
- 14:15:07agree with me no matter what we do
- 14:15:08whether your disciplines policing what
- 14:15:10you do your credibility the easy parts
- 14:15:15when everything's going well it's when
- 14:15:18everything's going south are your yeses
- 14:15:19yeses your nose knows you minimize the
- 14:15:21maybes and you explain yourself when it's
- 14:15:24appropriate so what I can tell the
- 14:15:27this is your police department it is
- 14:15:28yours have a voice the voices are loud
- 14:15:32out there I really appreciate that and
- 14:15:35again if I've said it before at community
- 14:15:37meetings and they they tease me a little
- 14:15:39bit if there's an ugly baby if you think
- 14:15:42that the service level in your community
- 14:15:43is not where it should be maybe it's not
- 14:15:46you know let us know so we can do better
- 14:15:49chief everyone last question for you
- 14:15:51imagine that you are a young boy again
- 14:15:54living in West Palm Beach would you
- 14:15:57still decide to become a law enforcement
- 14:15:59officer yes yes and and if I
- 14:16:03can add something to do that we are
- 14:16:05recruiting nationwide but we are
- 14:16:08recruiting in our backyard and putting
- 14:16:11kids to the Academy one thing we've done
- 14:16:13I'm so glad you asked that question
- 14:16:15because it just prompted me we started
- 14:16:17the Explorer program okay we just won
- 14:16:20some competitions that's great these are
- 14:16:24like a scouting program from all points
- 14:16:26in our community and and not all of them
- 14:16:29are gonna end up being police officers
- 14:16:31but the discipline they learn the wise
- 14:16:33all those things and and really bringing
- 14:16:36police officers within our it's like a
- 14:16:39farm club and baseball and see these kids
- 14:16:42like at the other place I work where
- 14:16:44you see a kid that you knew when he or
- 14:16:45she was 12 and now to the 30 years old
- 14:16:48with eight years on the job and they're
- 14:16:50doing a great job with their community
- 14:16:52that's what we have now in West Palm
- 14:16:54Beach fantastic chief thank you for your
- 14:16:57time today it was a great look into both
- 14:17:00your your doctrine and philosophy and
- 14:17:04the philosophy of the of the police
- 14:17:05department and we really appreciate
- 14:17:07everything you do and I thank you but but
- 14:17:10I say this in all candor and honesty
- 14:17:11the credit goes to those doing work and
- 14:17:14thank you for joining us inside West
- 14:17:16Palm Beach is a product of the city's
- 14:17:18communications department I'm Jerry
- 14:17:20Marcelo we'll see you soon
