- 0:01Speaker 1: Now we turn to the Mountain Eagle to read news
- 0:04from Whitesburg. Your reader today is Bill ven Arsdale. We
- 0:09will begin with the addition dated December seventeenth, twenty twenty five,
- 0:14which the publishers have donated to a RADIOI as a reminder.
- 0:18RADIOI is a reading service intended for people who are
- 0:22blind or have other disabilities that make it difficult to
- 0:24read printed material. The first item is a photograph. The
- 0:31caption is first facelift in eighty nine years. A workman
- 0:37braved cold temperatures Monday as he repaired the bell tower
- 0:41of the Graham Memorial Presbyterian Church in Whitesburg. The bell tower,
- 0:47which like the rest of the church, was built by
- 0:49Italian Stonemasons in nineteen thirty nine, hasn't had major repairs
- 0:54until now. Seen from its east side in this photo,
- 0:58the church is one of Lee County's most recognizable landmarks.
- 1:05The next headline is four firms to study headwaters in
- 1:10effort to lessen flood risk here, the Letcher County Fiscal
- 1:15Court has hired four engineering firms to study the streams
- 1:20here and make recommendations for flood prevention. The court voted
- 1:25on Monday to hire the firms after a committee reviewed
- 1:27their qualifications and proposals. The work will be paid for
- 1:31by federal grants. We applied for a study of the
- 1:35three tributaries that come out of the county. Judge Executive
- 1:39Terry Adams said, we will have an engineer in each
- 1:42of those tributaries studying the water flow, the flood damage,
- 1:47and ways of mitigating that going forward. Adams, District for
- 1:52Magistrate Cheddy Smith, District I, Magistrate Jack Banks, Emergency Management
- 1:58Director Paul Miles, and Floodplain Coordinator and Coroner Perry Fowler
- 2:04made up the committee that reviewed the five proposals submitted.
- 2:08Letcher County is unique because no water flows into the county.
- 2:13All of the streams that flow through the county start here,
- 2:16and they belong to three different large river systems. The
- 2:20North Fork of the Kentucky River is the largest in
- 2:23the county, beginning on Pine Mountain at Payne Gap and
- 2:27exiting the county at the Perry County line near Lineford.
- 2:32That watershed includes rock House Creek, the largest creek in
- 2:36the county, which flows from rock House Mountain at Dean
- 2:40and joins the North Fork at Blackie. The second largest
- 2:45is the Poor Fork of the Cumberland River. That watershed
- 2:49runs from Flat Gap to the Harlan County line at Partridge.
- 2:54Notable streams in that watershed include Bad Branch, a Kentucky
- 2:58Wild River and recognized as one of the cleanest streams
- 3:02in the state. The smallest watershed of the three is
- 3:07the Levisa Fork of the Big Sandy River. Elkhorn Creek,
- 3:11which begins on Pine Mountain at Jenkins, is at the
- 3:15headquarters of the Levisa Fork and joins the Russell Fork
- 3:19just south of its confluence with the Levisa. The project
- 3:23was conceived after the July twenty twenty two flood in
- 3:27the North Fork Valley, which devastated Letcher and other counties
- 3:31along the Kentucky River. This project takes into consideration all
- 3:36the streams in the county, rather than just those affected
- 3:39by the twenty twenty two flood. Engineers selected for the
- 3:44watershed studies are Beaver Creek Hydrology of Lexington, Civil and
- 3:50Environmental Consultants, Incorporated, which is headquartered in Pittsburgh, Pennsylvania, and
- 3:55Resources Environmental Solutions, LLC, based in Houston, Tech but with
- 4:01offices in Frankfort and Louisville. The fourth firm selected for
- 4:06sites that need more attention is New River Engineers, Incorporated
- 4:11of Charleston, West Virginia. The next story is man is
- 4:17charged with threatening local physician. Electric County man is charged
- 4:23with threatening to kill a Whitesburg doctor and with strangling
- 4:27his girlfriend who had notified the police about the threats.
- 4:32Richard Devon Wyatt, twenty six of thirty five Olive Road,
- 4:36Little Drive Fork is charged with one felony account of
- 4:40second degree strangulation domestic for allegedly placing his hands around
- 4:45the neck of Jamie Caudle and causing an injury at
- 4:48her residence on Carnation Road. The incident allegedly occurred December eighth.
- 4:55Electra County Deputy Sheriff Mike Dingis responded to the call,
- 4:58but Wyatt was not there when he arrived. Wyatt is
- 5:03also charged with one misdemeanor count of third degree terroristic
- 5:07threatening for allegedly threatening to kill or seriously injure doctor
- 5:12Shane McDougall on multiple different days from November twenty fifth
- 5:16through December ninth. Caugle reported the threats to Whitesburg Police
- 5:21Assistant Chief Justin Hunsucker, who obtained a warrant for his arrest.
- 5:27Multiple officers gathered in a parking lot in West Witsburg
- 5:31Thursday night and went to Wyatt's home, but they learned
- 5:35from his father that he had gone to a store
- 5:37a short distance away, dinghis arrested Wyatt a short time
- 5:41later in a traffic stop near his home. Hunsucker said.
- 5:48And the next headline is magisterial districts are changing for
- 5:52many lecture voters. Here's how magisterial districts will look a
- 5:58little different beginning with this year election. Districts had remained
- 6:02the same for years, but shifts in population caused county
- 6:07officials to change some precincts after the twenty twenty census,
- 6:11the results of which were delayed by COVID nineteen. The
- 6:16new district lines mean District three and District I are
- 6:20smaller in geographic size, while District two and District three
- 6:24are larger. The sand Lick Precinct, long a part of
- 6:29District I, was moved to District two, joining Isisen, Baker
- 6:33and Coulson precincts. The Haymond Precinct was moved from District
- 6:38three to District five, making it the seventh precinct in
- 6:42that district. District four, which covers much of the western
- 6:46end of the county, remained the same. The following are
- 6:50the magisterial district's voters live in under the new map,
- 6:53and candidates who had filed as of Monday. The filing
- 6:57deadline is January ninth, twenty six. District one West Weisberg,
- 7:05East Weisberg, Collen, Eolia, Upper Cumberland, Dry Fork, Partridge, East Callen,
- 7:12East dry Fork candidates Rodney Gilly Republican, Troy Dingis Republican,
- 7:19Jack d Banks incumbent Republican, Tammy Elaine Trent Republican. District
- 7:27two Issam Colson Baker, sand Lake candidates Cherry K Sexton Democrat,
- 7:35Kenny Anderson incumbent Republican. District three Neon Thornton, may King,
- 7:43Sicco Millstone and Ermine candidates Jesse Mullins Democrat, Starla Dierdorf Republican,
- 7:52and Michael Pack Republican. District four Blackie Hallie Dolna, Sugar Grove,
- 8:01Roxanna candidates William Chady Smith incumbent Democrat, Christopher Jerome Hogg Republican.
- 8:11District five Burdane East Jenkins, West Jenkins, Donom McRoberts Fleming
- 8:17Haymond candidates Rodney Wayne Rose, Democrat. The next story is
- 8:27want to oppose Kentucky Powers request for a huge rate increase.
- 8:31You can ride free on bus to Hazard. Kentucky Power Company.
- 8:37Customers wanting to attend Thursday night's hearing on the proposed
- 8:41rate increase have been invited to ride a bus there
- 8:44for free. Letcher County attorney Tyler Ward chartered a fifty
- 8:49five passenger bus for the trip to pick up passengers
- 8:52at locations in Letcher and Perry County. Eastern Kentucky already
- 8:57pays the highest power bills in the state. Kentucky Powers
- 9:01rates are up forty percent since twenty twenty, and now
- 9:05they want to raise them again by fifteen percent. Ward said,
- 9:09if Kentucky Power's proposed rate increase goes through, it'll hit
- 9:12everyone homeowners, churches, local businesses, and community centers that are
- 9:18already doing everything they can to stay afloat. Ward said
- 9:23he saw this first hand when his church made energy
- 9:26upgrades through a local program and still got an alert
- 9:30that its bill could go up by two two hundred
- 9:33dollars per year if the rate increase is approved. Ward
- 9:38called it unacceptable and said that is why his law
- 9:42firm Ward and Associates has rented a bus to take
- 9:45people to Hazard for the Public Service Commission hearings scheduled
- 9:49for five p m. Thursday at the Perry County Courthouse.
- 9:54The bus was scheduled to make three stops to pick
- 9:56up passengers, pick up locations and departure times section three
- 10:00pm Lecture County Recreation Center, three thirty pm isum IgA,
- 10:06four pm vco happy IgA. In the next headline, occupational
- 10:13tax to increase in Jenkins January first, the occupational tax
- 10:19for the City of Jenkins will be going up beginning
- 10:22January first. The Council voted three to two to approve
- 10:27the second reading of the ordinance, which will increase the
- 10:30tax people currently pay to two per cent from the
- 10:33one point five per cent charged now. The amendment modifies
- 10:38Section one sixteen point oh three of the city Ordinances
- 10:43and stipulates that every person or business entity engaged in
- 10:46profit making activities within the city or required to file
- 10:50with the IRS or Kentucky Revenue must pay an occupational
- 10:55payroll tax. The key change is that this tax shall
- 10:59be made measured by two percent of all wages and
- 11:02compensation paid or payable in the city for work done
- 11:06or services performed by every resident and non resident employee.
- 11:11The ordinance acknowledges that inflation and increased living costs have
- 11:16reduced the city's ability to provide basic services and respond
- 11:20to state and federal administrative burdens. Council members Ernestine Hill,
- 11:26Sean Collier, and Quinn Bowling voted in favor of the change.
- 11:31Council members Chuck Anderson and Rick Damren voted against it.
- 11:37In other business, the council held an executive session to
- 11:41discuss the sale of the old City Hall. After the session,
- 11:46the council voted to make a private sale. Doctor Heath
- 11:49Cook will purchase the building for one hundred fifty thousand
- 11:53dollars to expand his practice. The building was appraised at
- 11:57one hundred forty nine thousand dollars, Todd DePriest said. Also
- 12:03at the meeting, Abby Jones, a consultant for the city,
- 12:07said a draft report on the city's storm water study
- 12:11was due the following day. The study has analyzed flood
- 12:16events from twenty twenty two and twenty twenty five, creating
- 12:20a more accurate localized floodplain assessment that goes beyond the
- 12:25federal Emergency Management Agency's general computer algorithms by studying smaller
- 12:31watersheds and creeks, Jones said. The report identifies numerous projects
- 12:37based on flood zone mapping and public input, ranking them
- 12:41by criteria similar to the Kentucky Transportation Cabinets highway projects,
- 12:46considering cost benefit ratios, population impact, and property protection. The
- 12:53draft also includes recommendations for community protection, such as regulations
- 12:58against filly in creeks to prevent future problems. The draft
- 13:03will be available in various formats, paper, digital, PDF word
- 13:08document for council review, with adoption anticipated in January. In
- 13:16the next story, hearing is set in Mickey Stein's murder case.
- 13:22The special judge in the murder case against former sheriff
- 13:26shown Mickey Steins has set a status hearing in Whitesburg
- 13:30for tomorrow Thursday. Judge Christopher Koran set the hearing for
- 13:35one thirty p m. On December eighteenth to hear the
- 13:38status of the case from prosecutors and defense attorneys and
- 13:42to hear all pending motions that will likely include consideration
- 13:47of a bond for Stein's. Attorneys for the former sheriff
- 13:51asked for bond months ago, but the judge has not
- 13:54yet ruled on the issue. Koran requested that the Kentucky
- 13:58State Police Special Response Team transports Stein's from the Leslie
- 14:03County Jail to the hearing in Whitesburg. They were asked
- 14:07to have him at the Lescher County Jail by one pm.
- 14:12Steins is charged with murder in the September nineteen, twenty
- 14:16twenty four shooting of District Judge Kevin R. Mullins in
- 14:20Mullins's chambers in the Lescher County Courthouse. The next story
- 14:26is charges against Whitesburg man shows their innocence. Couple says
- 14:33a Weisburg man has been charged with three felony accounts
- 14:36each of terroristic threatening and wanton endangerment for allegedly brandishing
- 14:41a gun at the door of an apartment at the
- 14:43Wisburg Housing Authority. David Christopher Puckett thirty five of twenty
- 14:49three eighty Highway eleven forty eight. Isom was arrested in
- 14:53Whitesburg four days after he allegedly showed up at the
- 14:57apartment of Ashley Sexton with a firearm in his hands.
- 15:02Wetchburg Police Assistant Chief Justin Hunsucker served the warrant on
- 15:06December ninth. According to the warrant, Puckett came to the
- 15:10apartment twice that night. After leaving the first time, he
- 15:14allegedly returned fifteen minutes later with a gun in his hands.
- 15:19Sexton had three guests at the time. The warrants said
- 15:24that Miss Sexton and her guests pushed his hands down
- 15:27and pushed him out the door and hid in the hallway.
- 15:30He also allegedly threatened to kill and burn the apartment
- 15:33down while the four people were in it. He is
- 15:37charged with three counts of second degree terroristic threatening and
- 15:41three counts of first degree wanton endangerment. He was released
- 15:45on a twenty five thousand dollars surety bond. Puckett has
- 15:51been in the news several times, but he was previously
- 15:54the alleged victim in those cases. Former Electu County nurse
- 15:59Marty Baker was charged with second degree assault beating Pucket
- 16:03severely on August twenty first, twenty twenty two, but the
- 16:07charges were dropped when not District Judge Dennis Prayer dismissed
- 16:11the charge. Prayer ruled that fractures to the eye orbital
- 16:16bone were not serious enough to satisfy Kentucky's narrowly written
- 16:20second degree assault statute. The charge was dismissed without prejudice,
- 16:27meaning then Commonwealth's Attorney Edison Banks could have filed a
- 16:30misdemeanor assault charge later if he had chosen to do so. Baker,
- 16:36a former Lectter County coroner who has since moved to London,
- 16:40Kentucky with his wife, Ashley Bentley. Baker, told The Mountain
- 16:44Eagle last week that when he fought with Pucket, it
- 16:47was because Puckett was threatening his wife. This is who
- 16:51he is and what he does, Baker wrote in a
- 16:54Facebook Messenger post to the newspaper, and to think you
- 16:58the Eagle and that town tried to destroy my life
- 17:01over it. We got treated like trash and all Marty
- 17:05was doing was protecting us from Puckett. Ashley Baker wrote,
- 17:09I just want people to know what really happened at
- 17:12my house. It's not right the way we got treated.
- 17:15I sold my house and moved he Pucket is on
- 17:19video doing the same thing he did at my house
- 17:22when him and Marty got into that fight. Marty Baker
- 17:27now works as a registered nurse at Saint Joseph Hospital
- 17:30in London, where he was recently honored as House Manager
- 17:33of the Year. Best move I ever made was getting
- 17:37out of that pathetic town, Baker wrote, referring to Weisberg.
- 17:42Puckett was also one of three people stabbed on New
- 17:46Year's Day twenty fourteen, when Michael Hogg was murdered behind
- 17:50the old Witchburg post office. Patrick Smith and James R. Huffman, fourth,
- 17:56both of Pipe County, were accused of stabbing Hog to
- 17:59death on Hayes Street in Wisburg, wounding Pucket and Stacy Phillips,
- 18:05cutting the tires of Hog's jeep, and attempting to break
- 18:08out the windows, preventing Samantha Mullins from driving Hog to
- 18:12the hospital. Both Smith and Huffman had faced complicity to
- 18:17murder and complicity to attempted murder charges, as well as
- 18:21charges of criminal mischief for damage to the jeep. Smith
- 18:25was also accused of cleaning the blood from the knives
- 18:28used in the killing and hiding them in his boot.
- 18:32Huffman went to trial and was convicted of the stabbings
- 18:35in December twenty seventeen. He is serving life in prison.
- 18:41Smith has been released. The next story is when milk
- 18:47and dairy are not an option. Consider the nutritional content
- 18:51of dairy alternatives. Cow's milk is a good source of
- 18:56important nutrients. It is naturally high in some and others
- 19:00are added to it to increase the nutritional value. Cow's
- 19:04milk is fortified, most commonly with vitamins A and D.
- 19:09The Dietary Guidelines for Americans recommends cow's milk, yogurt, and
- 19:14cheese make up the dairy group for a healthy dietary pattern.
- 19:20Some people may need to avoid cow's milk and opt
- 19:23for dairy alternatives for a variety of reasons, ranging from
- 19:28specific dairy related health concerns to personal beliefs. People with
- 19:34lactose intolerance don't produce enough of the enzymes needed to
- 19:38digest lactose, a sugar naturally found in cow's milk, and
- 19:43may experience symptoms like bloating and stomach pain from dairy products.
- 19:48People with milk allergies can experience potentially life threatening immune
- 19:52reactions to the proteins in cow's milk. For those with
- 19:57alpha gal syndrome, products from mammals, including dairy, can spark
- 20:02severe immune reactions. Milk alternatives have their own unique nutritional profiles.
- 20:09They often are fortified with nutrients to mimic the profile
- 20:13of traditional dairy or contribute to the recommended daily intake
- 20:17of several nutrients. Because of the processing required to make
- 20:21dairy alternatives from plant foods, they fit into the category
- 20:25of ultra processed foods. When choosing a dairy alternative, consider
- 20:31its nutrient profile to make the best choice for your
- 20:34personal needs. Look for important vitamins and minerals, including calcium
- 20:39and vitamin D for bone health, vitamin E for immune health,
- 20:44and vitamin B twelve for protein metabolism and to support
- 20:49the nervous system. The amount of carbohydrates, protein, and saturated
- 20:54and unsaturated fats provided in different plant based alternatives can
- 21:00also vary widely. Milk alternatives from plants may naturally have
- 21:05a higher amount of carbohydrates, which can affect those with diabetes,
- 21:09or they may be sweetened to make them appealing. Plant
- 21:13based milk like products are usually lower in saturated fats,
- 21:18which are linked to conditions like heart disease. Protein is
- 21:22vital in the body for many functions, including sell and
- 21:26muscle building, and cow's milk is a good source for
- 21:29it compared to plant based options. The next story is
- 21:36saving lives with the body check. One of the most
- 21:40valuable things you can do in the new year will
- 21:43be to check on your bodies, those you've served with,
- 21:46and those in your area, and make a regular routine
- 21:49of it. It's called buddy check, and you could be
- 21:53saving a life. A few stats, depending on the source
- 21:58you read, there are seventeen to twenty two veteran suicides
- 22:02per day. Yes, the numbers have decreased slightly over the years,
- 22:06but even one is too many. The rate of male
- 22:11veteran suicides is sixty percent higher than for non veterans.
- 22:16For women veterans, the numbers are even higher. The reasons
- 22:21vary between needing to adjust to civilian life, homelessness, isolation,
- 22:28not wanting to ask for help, and PTSD. Many of
- 22:32our buddies are in trouble, especially if brain injury, even
- 22:36mild TBI is part of the equation. This is where
- 22:41you come in with buddy check. Go online to VA
- 22:46dot gov and search for veteran buddy checks. Click on
- 22:51the fact packed twenty minute training video and learn how
- 22:54you can help. Become familiar with the SAVEE acronym, know
- 23:01the signs, ask the right questions, value their life, and
- 23:06enlist help then take the pledge to check on ten
- 23:10veteran buddies. Your best source to locate other veterans is
- 23:16the Together We Served website. To access the database, you'll
- 23:21need to enter your name, email address, and branch of service.
- 23:25If you want, you can add a few details about yourself.
- 23:29Once on the site, you'll find a unit directory and
- 23:33over two million veterans who've signed up. You can start
- 23:37with their Facebook page Together We Served. Look at the
- 23:42American Legion Buddy Check. Go to Legion dot org and

- 24:16ne e T. The next story is Gabby's Fishing Fever
- 24:22by Greg Gabby Caudle best baits for catching fish during
- 24:28this season. Car Creek Lake looks good right now and
- 24:33has a very healthy looking color to it. The lake
- 24:36had been turning over for a few weeks, but that
- 24:38is all done and the lake is now at winter pool,
- 24:42its water clear and stable. What that means is that
- 24:46some of the best fishing of the year for croppie
- 24:49and largemouth bass is now here. As soon as the
- 24:54lake is settled and cleared for the winter season, fish
- 24:57like bass move into their late fall pattern and hold
- 25:01there for most all winter unless there is extremely cold weather.
- 25:05Even when the water temperature hovers around the fifty degree range.
- 25:09Bass will hold on this type of cover and feed
- 25:12in certain areas, including the deep side of Maine lake points.
- 25:18They will also suspend around vertical cover like standing timber
- 25:22along the edges of drop offs and channel edges. The
- 25:27key to this pattern is deeper banks and structure found
- 25:31close to deeper water and creek channels that run through
- 25:34certain areas during this time of year. The schools of
- 25:38bait fish also use the same areas to hold in
- 25:42the winter months. If you find an area that has
- 25:46all this to offer, it should be a top place
- 25:48to fish for bass all winter. I have fished for
- 25:52bass and croppie at car Creek Lake since it was built,
- 25:56and this pattern works As far as my favorite bait.
- 26:00I like to use artificial baits I fish shad colored
- 26:04tube baits and curly tailed jigs, all in shad color
- 26:08patterns like white or silver. I also fish small shad
- 26:13pattern crank baits by casting them around the standing timber
- 26:18and working them back slowly. But my favorite way is
- 26:22to fish live minnows on a slip floater close to
- 26:25the cover. Give these tips a try for some good
- 26:30late fall bass fishing. And the next article is Strutting
- 26:35Time by Steve Brewer. It's the time he gives all
- 26:39his attention to Santa as we close out another chapter
- 26:45we call life. I want you to know that I
- 26:47love every one of you. My Santa visits our top
- 26:51priority this time of year, so I will say to
- 26:54my strutton time readers, this year has been fun, and
- 26:57I will see you in January with fresh stories of
- 27:00hunting adventures. I travel many miles to make children happy
- 27:05during this time of year by allowing the little children
- 27:08to set on this jolly ol flap to talk to
- 27:11Santa and forget about everything else in life. This Santa
- 27:15will be in Letcher County on December nineteenth at Watchburg
- 27:19City Hall from one p m. Until closing. Until then
- 27:24I will say see you in twenty twenty six for
- 27:27strutting time and for the kids who want to see Santa.
- 27:31I will see you in Watchburg later this month. Until then,
- 27:35let's love each other as Jesus has loved us. This
- 27:41concludes the reading of The Mountain Eagle. Your reader has
- 27:45been billed and arsenal. Now please stay tuned for continued
- 27:49programming on behalf of everyone here at Radio I thank
- 27:53you for listening, and have a good day.
