When I was born again in 1975, and began reading the Bible, I would see scripture and God would have me stop reading the Bible and go and ask someone I had offended to forgive me for what I did him or her. We are forgiven by God after HE cleanses us, yet it was important for me to do this. And if I had accidentally wronged another person, I had to restore that wrong I had done.
