Speaker 1: What's up, everyone, and welcome to another episode of the
0:03
Epstein Chronicles. In this episode, we're going to pick up
0:06
where he left off with the Unnamed Captain and his
0:10
interview with the OIG Inspectors. Question, okay, you can just
0:15
speak answer? Did you what if I told you? There
0:19
was a memo written by Officer redacted stating that he
0:22
told officers redacted, redacted and redacted that at one fifty
0:27
pm on August ninth that inmate Reyes was going WAB
0:31
and possibly not returning. Question hmm. Didn't know anything about
0:35
that question? So no one made you aware about that? Answer? Nope,
0:41
So one fifty if they knew that he was, like
0:44
I remember I told you that it comes out automatically
0:48
from R and D. It says the X, Y and
0:50
Z inmate won't be returning, so he needs to bring
0:53
his belongings to court line. So if they knew he
0:57
was WAB, who informed him? Because I bet you I
1:00
can guarantee on the century paperwork that was generated that
1:04
morning that night, so that would have been the seventh
1:07
because it's generated on the seventh for the eighth, No,
1:10
the eighth for the ninth. I know it didn't have
1:13
WAB on it. Question Okay, So my question is that
1:18
WAB stands for with all belongings right answer yes. Question so,
1:23
and here's my question for you. If officer adacted was
1:27
aware of that, he would be made aware by who?
1:32
Answer he would have been made aware by R and
1:34
D staff. Question who is the R and D staff
1:37
that day? Answer? Well, the only one I could because
1:40
he's not on our roster, he's not correctional services. I
1:43
can only go by this question. And who is that? Answer?
1:48
Miss Small? Question? Miss Small? Okay, answer, but I can
1:52
tell you, miss Small, she works from I think her
1:55
end shift is ten o'clock, so that means she would
1:57
have been there around two because I I think she
2:00
worked two to ten. I don't think on the weekends.
2:03
I don't think the R and D staff stayed past ten.
2:06
Past ten? You understand what I'm saying. Question? Okay, answer,
2:11
so they didn't stay past ten. Question So my question
2:15
is if R and D new should that control document
2:18
on the first page? Should that have been updated by then? Answer? Yep,
2:22
this E one should have This is not a correct
2:25
E one question, So the E one is wrong. So
2:29
at that point that four pm count that out? What
2:33
is that the last column? What does that say? Answer?
2:37
Which one? Sir? Question the out count? The out count
2:41
shouldn't have shown one o'clock for the shoe, answer right,
2:45
because it would have been said too. You know what
2:47
I'm saying, because that means that the outcount from the
2:49
shoe was Jeffrey Epstein. Question and if you look at it,
2:54
is the Epstein popping up on another column over there
2:57
under attorney visit. Answer It should have been question is
3:02
there an attorney? Answer attorney visiting? Question? Is he on
3:07
there on attorney visiting? A check the first or second column? Answer? Okay,
3:13
let's see question is there one that says att why?
3:19
Answer okay, No, sir, I don't see att hy on it? Question?
3:24
Can I see that for a second? This one right here? Answer? Oh,
3:28
I'm sorry, I'm sorry. Question I pointed to the first
3:32
column that said it. Answer okay, I'm sorry. Yeah. It
3:35
shows that there was a total a total of three
3:38
inmates that was out at attorney and out at attorney
3:41
visiting during the four PM count question and one of
3:45
them did one of those inmates belong to the shoe? Answer?
3:49
One of those was Zulu Alpha question okay? And then
3:54
at that point. They also for Zulu Alpha, they're showing
3:57
that one inmate was four is still on outcount, which
4:01
means possibly that it's mentioning Ephrinray is then answer okay
4:07
question the last column. Answer the last column it says
4:10
out count. It still says one for Zulu alpha. Question,
4:14
so it should have been updated by then, being the
4:16
fact that this is the four pm count. Answer right question.
4:20
They should have been updated by then because they got
4:22
a notification at one fifty pm that he's not coming back.
4:29
Answer correct question, So the E one document is wrong.
4:32
Answer right question. Now, if redacted told officers redacted, redacted
4:38
and redacted that inmate Reyes wasn't going wab and that
4:42
Epstein would need to be assigned to cellmate upon arrival
4:46
from his attorney visit, he gets cut off by the captain. Yes, sir.
4:51
He continues with the question the investigator Reyes has to
4:54
communicate where who dropped the ball and at that point
4:58
answer okay, I mean for the sake a time that
5:00
we talked about before. Is that means they would notify
5:03
by me that he needed a cellmate. Question yeah, answer,
5:08
they knew, they knew the expectation, so that means if
5:11
you know that at one fifteen pm or one fifty
5:13
pm he wasn't coming back, that means you should have
5:16
got on the phone and contacted the operations lieutenant. And
5:20
we discussed this, and this is where we talked about
5:23
if they did that, they let redacted know were redacted
5:26
as the one who dropped the ball? Question? Uh huh answer, yeah,
5:32
question all right. And what you're saying though, is I
5:35
think that what you said is during the morning shift
5:37
the zero dark hundred to eight am or I think
5:40
it was eight am, right? Answer, yes, sir, question it's
5:45
eight am. They wouldn't have known question or answer. They
5:48
wouldn't have known question, right because they because if the
5:52
counts weren't done at four and ten, they wouldn't have
5:55
necessarily known answer. They wouldn't have necessarily known question. But
6:01
what about like if they had a conversation at twelve
6:04
am with the absolute tenant about the fact that the
6:06
counts are off redo or was it ten pm? Answer,
6:11
it's midnight? Question? The midnight one was the one where
6:14
the count is he gets cut off if you look
6:17
at it, he had the count indiscernible question redacted and
6:25
she worked ten PM and she worked from four pm
6:28
through question, So this is it right here? So we're
6:32
talking about A ten twenty nineteen that's going to be
6:36
So this E one was generated at thirty five seventeen hours,
6:43
and this shows that there are seventy two inmates in
6:45
the shoe. Can you look at the counts for that
6:50
day the very last page? Answer? Yeah, question or could
6:56
it be the second to last So I'm assuming you're
6:58
looking for ZA. Answer correct question, and then if you
7:03
could just circle ZA so we know what we're looking at.
7:08
Answer ZA, what is the count on that is? It
7:12
appears it says the count on that day with seventy three?
7:17
Question and that cleared count was seventy two? Correct answer,
7:20
That is correct question. Okay, do you want to follow
7:23
up question? If there was a mistake with the count
7:28
and the lieutenant caught onto the mistake, what was the quota?
7:34
Was the protocol? Next part? Redacted? Answer? All right, this
7:39
is what happened. So if I'm the officer's I count,
7:41
I count the unit and they say seventy three, the
7:44
control center would have been like, no, bad count. They're
7:47
not going to tell you what you counted. They're going
7:49
to make you count again. So the procedure is, once
7:52
the bad count has been made notified, the control center
7:56
notifies the lieutenant, and the lieutenant is supposed to go
7:58
up to the unit to a observe the count. Question.
8:04
All right, so if the absolute tenant in this case
8:07
should have gone and observed, So if there's a bad count,
8:12
that's the protocol. Answer. That's policy question. Okay, answer, so
8:18
you go upstairs. Well, I'm sorry, that's the expectation question.
8:22
So expectation not policy. Answer. I can't. I'm not going
8:26
to sit up here and quote policy when I don't
8:29
know it verbatim. Question. Absolutely, answer, But I will tell
8:34
you the expectation is that the supervisor Correctional Services a lieutenant,
8:39
on an announcement of a bad count will go to
8:42
the area of the count and will observe the said count. Question.
8:46
What if the supervisor claims that when they called in
8:49
the count and when they said seventy three, they said, hey,
8:52
we're calling in seventy three, but we know we're off
8:54
by one. Does that make any sense? Answer? That doesn't.
8:58
That means the INSTITUTIONUNT is going to be bad, and
9:03
that is worse and the worst thing that you can
9:05
have happen besides the inmate. It's three things. An inmate died,
9:10
your account being off, or an inmate escaping. Those are
9:13
the big things right there. If your account is bad,
9:16
because that's what we get paid to do. Where the
9:18
masters of count, that's what we do. Accountability of inmates
9:22
in a correctional setting, that's what you do. That's what
9:25
you're paid for. So you call me as a lieutenant
9:28
and you tell me, hey, lt. We keep counting the
9:31
unit and the unit and the count is bad. So
9:34
the next thing I'm going to tell you give me
9:37
some staff up there. I want to stand up bedbook.
9:41
So then I'm going to identify each inmate by their
9:43
face and their cell assignment to get the count. Question.
9:50
So what if they say we're off by one, but
9:52
we know where the one is, that one is over there,
9:55
and then the lieutenant responds, all right, I'm going to
9:59
verify where that one staff is. You redo the count?
10:03
Would that make sense? Answer? No, what I'm telling you
10:07
is when it was supposed to have been done. Question.
10:10
So even if they said, like, hey, we wrote down
10:14
seventy three. So let's say Thomas, who is not a
10:17
typical shoe guy, he's the one that calls us in.
10:20
He says, I wrote down seventy three on the count slip,
10:22
but that's because one of our guys that we're counting
10:25
for is over at let's say R and D. And
10:28
then the lieutenant then says, I'm going to verify that
10:31
this person is there. You reconduct the count and create
10:34
a new slip. Answer, Okay, so it was one. RA,
10:39
I believe that it's R and D. RA I believe
10:41
is R and D. Right, So no R and D.
10:45
There was nobody in R and D. There's no one.
10:49
So if the policy is lieutenant is on there, I'm
10:52
going to watch you do it. And so that's the
10:54
second count. The third count is the standing bedbook count
10:57
that I use the bad book cards and I go
11:00
by sell and I make the inmates say their names
11:02
and number and I physically identify them all by face.
11:06
If that don't work, all of this stuff is supposed
11:09
to be annotated in the log that bad count one,
11:12
bad count two, shoe reports, bad count three, bad count four,
11:17
bad count was identified. The next thing would have been
11:21
was to go back through the prior accounts to see
11:24
of the movement of who was in or out, because
11:27
if your count cleared here at ten you only had
11:31
one out of the unit, which was Epstein when we
11:34
came back. That means your account should have went from
11:37
if it was seventy two here, that's telling me that
11:39
it must have been seventy one at Boom. So it's
11:42
seventy six. Is that the four pm count? Question? Answer? Yeah,
11:47
it was seventy six. Then at ten pm count and
11:50
nine thirty count it was seventy three. So where did
11:53
those inmates go? Where did those inmates go? So somebody
11:56
was in there messing with the numbers in order for
11:58
the count to clear. Question in order to find out
12:02
where they went? Is it we have to go into truscope?
12:06
Is that where you would find out? Answer? You would
12:10
you could go into true Century is supposed to be
12:13
full proof, all proof question. Okay, so Century answer, But
12:19
it's only as good as the people that's putting the
12:21
information in there? Answer? Sure? Sure? And are the shoe
12:27
the people that are putting the information or is it
12:29
the control center? Answer? So this is what happens in theory.
12:33
You've got when the inmates come back from court and
12:36
they do the transfer orders and it goes to control
12:39
r and d is supposed to update those inmates coming
12:41
back in. Control center gets the transfer order and they're
12:44
verifying any time any internal movement is done inside the
12:49
unit like shoe, the OIC is supposed to do it.
12:52
If a case manager, a unit manager, or a counselor
12:55
moves the inmate on the unit, guess what they're supposed
12:58
to make that century into dicernible Pp. Thirty four transaction
13:02
in century to make the appropriate move. Question, So, looking
13:07
at these, do you believe that there gets cut off?
13:10
These are all bad? Question? They're all bad? Answer? Uh huh?
13:15
All question, all of them? Answer, they're all bad, all bogus.
13:20
All right, we're gonna wrap up right here and in
13:22
the next episode dealing with the topic, we're gonna pick
13:24
up where we left off. All the information that goes
13:27
with this episode can be found in the description box.
13:31
What's up, everyone, and welcome to another episode of the
13:34
Epstein Chronicles. In this episode, we're gonna pick right back
13:37
up where we left off with the unnamed captain from
13:41
the MCC and his interview with the OIG inspectors. Question.
13:46
All right, so four pm through he gets cut off
13:50
by the captain. The Control center R and D. It's
13:53
bad question. Okay, just a clarifying question. Can a person
13:59
do account Let's just say they know someone is in
14:01
a different unit. Can they say, oh, I know the
14:04
person is out of the unit, and I'm going to
14:06
count them as part of my unit and just give
14:09
the count number. Are they allowed to do that? Do
14:12
they have to physically have to get eyes on them? Answer?
14:16
So it's only who the amount of inmates that are
14:19
in their unit at that time. Answer correct question. Okay,
14:23
answer that's it. Question. All right, let's keep going on this.
14:27
Thank you for that. That's hugely helpful. So inmates. Cellmates
14:31
are moved for various reasons, including, but not limited to,
14:35
an incident in the cell, visits to court, legal, library, medical,
14:39
and recreation. On Friday, August ninth, twenty nineteen, Epstein, cell
14:44
mate Reyes, had court. It would not be uncommon for
14:47
Reyes to be out of his cell for an extended period.
14:50
Epstein had an attorney session that day. Epstein's attorney was
14:54
processed into the facility in the morning, and Epstein was
14:57
brought down to the attorney's room. And you said, that
15:01
was pretty much seven days a week with Epstein redacted
15:05
was not notified that Reyes was released from the court,
15:08
and again on that note, would have been the absolute
15:11
tenant that would have been responsible to tell you answer
15:15
yes question if someone heard gets cut off by the captain,
15:20
if you would recall, he should have because he knows
15:23
he knew the expectation. Answer right, question Okay. Typically, if
15:28
an inmate is likely to be discharged or transferred following court,
15:32
their property was retrieved from their cell Boxton secured with
15:35
a property form by receiving and discharged staff. All items
15:40
are normally accounted for and are inventoried. In order to
15:43
enter the Shoe, all staff not a sign there must
15:46
identify themselves and sign a logbook and then be physically
15:49
escorted by a correctional officer. Alternatively, the staff can pick
15:53
up inmates property at the unit door. A correctional officer
15:57
assigned to the Shoe would have been aware that Reys
16:00
or any inmate belongings were removed at this time, the
16:03
correctional officer should notify a lieutenant, who would in turn
16:07
brief redacted redacted was not notified that Reyes belongings were removed.
16:13
Redacted advised that if he had known that Epstein was
16:16
without a cell mate. He would have likely put Epstein
16:18
on psychological observation. But now you're saying you probably would
16:22
have put him off he gets cut off by the captain.
16:26
I would have not put him on PSYCHOPS because I
16:29
can question right you would have put him in fox answer.
16:35
I would have probably put him if he was already.
16:37
I would have known between those hours of one fifty
16:40
to four. I would say keep them in the attorney
16:43
conference because guess what, I've got a staff member right
16:46
there and where he was. There's a room there, so
16:49
we normally keep them in these first two rooms so
16:52
you could see them. So I would just say, hey,
16:55
just have somebody stay there. And I would have hired somebody.
16:58
I would have hired anybody, I'll pay you over time
17:01
to sit on this guy until I got him. I
17:03
would have kept him in the attorney conference right there
17:06
until I got him a cell mate. I wouldn't have
17:08
had him put on psych that's not I apologize. I
17:12
can't do that question all right, So this line where
17:16
you said you would have likely put him that's not correct. Answer. No,
17:21
I wouldn't have done that question. Okay, answer, that's because
17:25
like I said, my earlier statement it would have been
17:27
after the hours of operation. Let's say everybody at eight
17:30
when he went back to the cell in the shoe,
17:32
and because I was still there, I would have said, no,
17:35
put him in R and D. Because I got R
17:37
and D staff there until ten. I would have called
17:39
the aw I would have called the warden, and unfortunately
17:43
we would have the somebody would have had to come
17:45
in and we would have had to been there later
17:47
than vetting a cell mate for him. Question right, and
17:51
it says redacted is not aware of any lieutenants knowing
17:54
that Rey's property was moved. Answer, we didn't know. Question Okay,
17:59
well that you know of Redacted may have answer, he
18:03
may have, question, but he didn't tell you. Answer of
18:06
course he didn't tell me. Question. On Saturday, August tenth,
18:12
twenty nineteen, Redacted received a phone call from Lieutenant redacted
18:16
around seven am. Answer, No, that's not accurate. I received
18:21
the phone call from Lieutenant redacted. I believed it was
18:24
between the hours approximately six thirty five, between six thirty
18:28
five and six forty five, six fifty somewhere in there.
18:32
Question and was told that Epstein was found unresponsive in
18:36
his cell. But it was Redacted who called you. Answer, yeah,
18:40
it was question okay, Redacted inquired about Epstein's cell mate
18:45
and was surprised to hear redacted or respond that Epstein
18:48
did not have a cell mate. Answer that's correct. Question.
18:52
So you immediately said, where is the cell mate? Answer? Yes,
18:56
question okay. Yeah. Now this is again where I'm getting confused,
19:01
because in the report they again say redacted worked at
19:04
four pm to ten pm shift on August ninth, twenty nineteen,
19:08
and you're saying that's not right. Answer, No, he would
19:13
have worked two to ten. Question and did he work
19:16
on August ninth? Two to ten? August ninth? Gets cut
19:21
off right here. Answer. I thought we said August ninth,
19:25
he didn't work. He wasn't there. August ninth, he wasn't there.
19:30
Question all right, so from four pm to ten pm?
19:33
Who was there? Redacted? Answer? Yeah? But like this thing,
19:37
like when redacted saying he's non custody because you can
19:41
see these rosters, he gets cut off. So was redacted
19:45
the two and the activities? Lieutenant was redacted? Correct answer?
19:50
Let me see Can I school you on something? Question? Absolutely? Please? Question.
19:56
Let me just school you on something. These rosters you
19:59
see when you printed the roster. You printed this roster
20:01
here that says six two twenty one, that's this year.
20:05
I can guarantee you that the roster don't look like
20:07
this back on the day the roster was printed initially inputed. Question,
20:11
so someone would have changed it? Answer? Yeah, somebody went
20:15
in there and changed it. Question but does that mean
20:18
that this is inaccurate or the other was inaccurate? Answer?
20:23
This is inaccurate. I can tell you why because redacted one.
20:27
This is how because I was like redacted non custody.
20:31
Why would he make sure that said non custody now redacted?
20:35
I temp prompted him off till eleven. I temp prompted
20:38
him till eleven. Question can you circle that? Answer? Because
20:43
he couldn't have been in the institution by himself. Question,
20:48
so you think that he went in there and put
20:51
it in that discernible Answer I'm not going to say
20:54
that question, but that's not what it normally would say.
20:58
Answer no, because the non custody unit. I think it
21:02
was when he got out of non custody and became
21:04
a counselor. I believe that wasn't until twenty twenty, not
21:08
twenty twenty. I think it was the last part of
21:10
twenty nineteen going into twenty twenty or something like that.
21:14
He was still on correctional service. But the thing about
21:17
this roster, all these pages right here, anytime you make
21:20
a change, it tells you the date and the time
21:23
of the change. So let's go here time change activities,
21:27
Lieutenant redacted. That was done on eight to nine. Redacted.
21:31
You've got to find who redacted was question but nine
21:35
that was prior to the incident. Answer the Opso, lieutenant
21:39
it was redacted. So redacted to sickly of on that day.
21:43
Question So redacted with sicklyve changed him on the roster
21:48
on August ninth at eight fifty eight am on Friday,
21:52
August ninth. Redacted was relieving an officer on August ninth.
21:57
But as you see where you see redacted at question
22:02
what are we looking for? Answer non custody. It's not there. Answer, Oh,
22:07
it would have. So somebody went in at some point
22:10
And if he put non custody, was that somebody trying
22:12
to cover up like, Hey, I had nothing to do
22:14
with that answer. I wasn't in custody at that time.
22:18
He put me in there, because you know, why would
22:20
I do that? You're a lieutenant. Question, so it's somebody
22:24
trying to say, like, hey, he gets cut off by
22:27
the captain. I don't know. Question, but that's something that
22:33
we should address with redacted answer. That's something you've got
22:37
to do from the time you printed one. Look when
22:39
you printed one of these rosters, right, I can guarantee
22:42
you if you go back to the five eighty three
22:44
packet and print out the roster for eight nine and
22:48
eight ten of twenty nineteen, it's not going to mirror
22:51
the same it's going to be changed. It's not going
22:53
to be the same. Question. And do we have the
22:56
ability to do that? Answer? Sure, it should be in
22:59
the five three, the five eighty three for the incident
23:03
that occurred, you understand, for Jeffrey and the incident, those
23:10
two copies of that roster should be in there. Question. Okay,
23:14
good point. We'll go back and look at that answer.
23:16
But you printed a couple of weeks ago. It's not
23:19
going to say that, but it should so up to so,
23:23
just to clarify up to eight nine that morning, at
23:26
eight fifty eight am before that time, it was redacted
23:29
schedule answer. Yeah, that means he called in at eight
23:36
fifty eight am on August ninth to change it over
23:38
to redacted. Answer, yeah, question, so I wonder why? Okay,
23:42
all right, so that's inaccurate, all right, And it says
23:45
that Lieutenant Redacted as the one who did the ten
23:47
pm and six am shift answer correct question. It says
23:51
Redacted did not personally tell Redacted that Epstein required a
23:55
sellmate at all times. He believed she was aware because
23:59
he had informed his lieutenants repeatedly and instructed them to
24:02
pass this message along and convey the information among themselves.
24:06
Is that correct answer? Yes, question. Redacted did not hold
24:10
a formal all lieutenants meeting regarding Epstein or send an
24:14
all staff femail with the wardens directive. However, you did
24:18
send emails with regard to the way that they were
24:21
supposed to act and their duties and responsibilities. Answer correct question,
24:27
and you'll send me that answer. Yeah, question, Okay. He
24:30
verbally instructed his lieutenants on an informal and individual basis,
24:35
as many as possible, with whom he had the opportunity.
24:39
On Saturday morning, August tenth, twenty nineteen, Redacted was relieved
24:43
early by redacted. Now, as far as Redacted goes, her
24:48
claiming she didn't. If she's claiming she didn't know, and
24:51
if you didn't specifically tell her, who should have told
24:54
her or how should she have known? Answer? How she
24:58
would have known is is that when she did rounds
25:01
she would have saw those cards. She would have known
25:05
that these inmates are high visibility, and the guidance was
25:07
already out so it was disseminating throughout the unit, so
25:11
the staff was aware. So of course probably in you know,
25:15
with her, we didn't have a good relationship. But regardless
25:19
of the fact is that I made the lieutenants aware
25:21
of my expectations. So even though I might not have
25:25
told her, because she worked the morning watch shift and
25:28
by six she would be gone, I wouldn't see her.
25:31
Question now, was that abnormal for her to leave before
25:34
six before a shift is done? Answer? They was working
25:38
ten to six, so by the time I walked in
25:41
the door, she would be gone. Question. But what I'm
25:44
saying is if she's leaving before six, he gets cut off.
25:50
Now before six, that would be a problem. Question So
25:53
even like ten minutes before, is that a problem? Answer?
25:56
Not really, not really, because if you're relieving person, yets
26:00
there because knowing the lieutenant. Some lieutenants come an hour early,
26:03
some lieutenants come ten fifteen minutes early. It's just whatever happens.
26:08
Sometimes the lieutenant was late to work because they have
26:12
an incident, or they have an administrative duty that they
26:14
have to finish after their shift, which is fine, but
26:17
they are compensated for that question. Right, okay. In the shoe,
26:23
thirty minute rounds need to be completed consistently at non
26:26
uniform intervals within a forty minute timeframe. The purpose of
26:30
these rounds is to ensure that good order is being maintained,
26:34
there is no suspicious activity, and all the inmates are
26:37
accounted for and responsive. Thirty minute rounds are documenting in Truscope,
26:41
which serves as an electronic logbook. After a round is
26:45
physically done, the correctional officer can log into truscope and
26:49
press a button certifying that the round was completed. Unfortunately,
26:54
sometimes officers do not complete thirty minute round or exceed
26:59
the forty minute threshold. True scope also documents from that
27:02
location terminal the rounds are logged. Answer that's right question
27:08
redacted is aware of at least two terminals located in
27:11
the shoe. The only way to determine if a thirty
27:14
minute round was physically completed, is to check the video
27:17
surveillance footage. Answer that is correct. Question. There are two
27:23
correctional officers assigned to the shoe on morning watch at midnight,
27:27
Shoe one and Chew two. Shoe two is responsible for
27:29
completing rounds. They're both technically responsible. Correct answer right question,
27:37
and so is the shoe too. Usually the officer in
27:39
charge answer right. So basically what would have happened is
27:44
they're supposed to, you know, because one has the key.
27:47
So I do around, I come back, then you do
27:49
a round, same thing when you do account. Question now,
27:53
is it the same thing with counts and rounds? Answer no, No,
27:57
I'm sorry with the count question. So with around, if
28:00
rounds aren't being conducted, does that also mean that everybody
28:04
in the unit is to blame? Answer yes, question okay,
28:09
answer right, because because in essence, after hours, the lieutenant
28:13
should go up there and observe the count. Question No,
28:17
But what I'm saying is like if a round is
28:19
signed off on by one person, but everybody in the unit,
28:23
nobody in the unit did it, and not just the
28:25
person who signed the round, but also everyone else is
28:28
also responsible for that falsified round. Answer right, question, and
28:33
it's the same thing for counts. Answer yeah, it don't matter.
28:37
If you're on the roster and you're assigned to that
28:39
unit and a falsified document goes up and you said,
28:42
like me and you count. I know we didn't count,
28:44
but I sign that and you sign it, then we
28:47
both he gets cut off by the investigator. What I'm
28:53
saying is if you sign it, I don't sign it,
28:56
but we're both responsible. Answer right, No, you're going to
29:00
be responsible because you didn't sign it. But if I
29:02
said I didn't sign it, then I'm going to tell
29:04
you why I said we didn't do the count. I'm
29:07
going to put a memo in. I'm going to let
29:11
the lieutenant know that's going to be a big situation question.
29:16
I guess what I'm saying is like, all right, so
29:18
in these count slips, specifically, there's two signatures, but there's
29:23
four people working. So are the other two people that
29:26
aren't working if they didn't report it, they're also responsible?
29:29
Answer yes, all right, folks, We're gonna wrap up right here,
29:33
and then the next episode dealing with the topic, we're
29:35
gonna pick up where we left off. All the information
29:38
that goes with this episode can be found in the
29:41
description box. What's up, everyone, and welcome to another episode
29:44
of the Epstein Chronicles. In this episode, we're gonna pick
29:48
up where we left off with the unnamed captain and
29:51
his interview with the OIG investigators. Question all right, okay,
29:58
answer and then on the warning watch there's only two
30:01
people in the unit. Question right, answer, so they're both complicit.
30:05
Question and I know you said bad count officers should
30:08
come down? How often should I mean a lieutenant should
30:11
come down? How often should a lieutenant be observing the counts?
30:14
Let's talk specifically about the shoe. Answer, Well, in the shoe.
30:19
In the shoe, a lieutenant would have been monitoring that.
30:23
I believe that ten South count Question ten South? What
30:26
about like where Epstein was in regular shoe? Answer well, no,
30:31
but we didn't implement that until after the Epstein incident.
30:34
Question all right, so up to August tenth, lieutenants were
30:38
not observing counts. They were simply taking the count in
30:42
the control room. Answer that is control that is correct?
30:46
Question okay? Redacted was aware that the camera system in
30:49
the shoe was down. He left early on Thursday when
30:52
the discussion about the camera system would have occurred redacted.
30:57
What is redacted's first name? Answer? I can't remember his
31:01
first name. Question now, is he like a CEO though,
31:04
or like he gets cut off by the captain? No,
31:08
he would be he gets cut off now by the investigator.
31:11
A BOP employee answer, he's ComTech. Question contech but a
31:18
BOP employee answer yes. Question the camera technician notified redacted
31:24
that he was working on the system earlier that week,
31:27
but Redacted did not know specifics and was not informed
31:30
that the cameras were not functioning since the So you
31:35
didn't know that any of the true cameras may have
31:38
been out? Answer no, question, okay, since the and who
31:43
would have been was he the one responsible for that? Answer? Yes, question.
31:48
So if he's notified that the camera's now out, how
31:51
soon they're after should he get that up and running?
31:54
Answer no. If he was aware that the camera system
31:57
was down and he was not working, he should have
31:59
contacted me, and then I would have immediately contacted the
32:03
warden and the aw because that's a security situation question.
32:10
So in this instance, he didn't do that? Answer no question,
32:13
all right? And would anyone else have known? That the
32:16
shoe camera was down? Answer redacted? Question redacted? And who
32:22
was redacted? Answer? He would be the general foreman over facilities.
32:28
Question So those two people would have been the only
32:30
ones to know that his camera is out and they
32:33
should have notified you. Answer yeah, question and they did
32:36
not answer. No. Question Okay, do you know at this point?
32:41
And I'm not talking about at the time, but now
32:44
do you know that was down and for how long? Answer?
32:47
I don't know. Question No, okay, answer, I can't remember.
32:52
I don't even that's I don't remember. Question do you
32:56
know if a camera in the shoe was ever down? Answer? Yes,
32:59
question okay, what camera? Answer? I know that there were
33:03
issues with the cameras because we had done a program
33:05
review before then, and there was a camera down in
33:08
ten South, so we had to get those fixed, you know,
33:11
in the individual cells. And then there was a camera
33:15
system that was down because I believe they was doing
33:18
some type of maintenance on the range or something like
33:20
that that everyone was aware of. That's all I can remember.
33:24
Question okay, answer, And I don't remember specifics and timeframes.
33:29
Question all right, But you don't know specifically if, like,
33:33
for instance, the range that Epstein was on that camera
33:36
was out or no answer that I don't know. Question
33:41
you're not sure? Answer, yeah, no question okay, but again,
33:46
if it was, it would have been redacted. And what
33:49
did you say the last name was? Answer? Redacted? Question?
33:55
And how do you spell that last name? Answer? Redacted? Question?
33:59
Can you say one more time? Redacted? Question? Perfect. So
34:04
at this point another investigator pipes in. I just had
34:09
a quick question. Who was the conversation about the discussion?
34:12
You mentioned there was a discussion. When the discussion would
34:16
have happened? Answer, I think that's the date of indiscernible question. Well, no,
34:22
it says mister redacted. The camera technician notified redacted that
34:26
he was working on the system earlier the week. He's
34:28
saying that he left or elite Thursday when the discussion
34:31
about the camera system would have occurred. Answer would have
34:35
so he should have known. Question if there was a conversation,
34:39
but you don't know that there was answer? No question, okay, sorry,
34:45
answer because like in closeout or if there was something
34:48
with the warden that day, normally on Thursdays at times
34:51
you know it was I have a disease, so I
34:53
would go for blood work on Thursdays when I could
34:56
if an institution emergency, you know, but normally on Thursday,
35:00
I would leave early. On Thursdays, I would take a
35:02
half day question okay, answer to go get my medical appointments.
35:06
So if there was a meeting that was convened about
35:09
the camera system, I wasn't present at that meeting. However,
35:13
I know that a camera project was going on during
35:16
that time, which redacted was responsible for installing the new
35:20
I don't know what. I can't remember what you call it,
35:23
but it's a system because our system was antiquated, so
35:27
they was doing camera repairs. There was certain cameras down
35:30
in certain areas of the institution, but he was actively
35:34
working on it. Question Okay, So if there was a
35:40
meeting that you were not aware of on Thursday, who
35:42
would have been present for it? Answer for a meeting
35:45
with the warden? Question It would have been with the warden. Answer, Yeah,
35:52
it would have been. I mean the warden would have
35:54
known if someone had a meeting about the camera system
35:56
being down, and then probably the facilities manager, which is redacted.
36:01
It would have been the aw a custody at the time,
36:04
which would have been redacted, And of course it would
36:06
have been with the warden. Question didn't you say that
36:10
it was actually somebody else redacted was no longer in custody?
36:15
Answer redacted, redacted was there, but she had just got there.
36:19
She was over another discipline. So that would have been
36:22
the meeting with the executive staff. Question okay, so it
36:26
was the executive staff meeting. Would that meeting also have
36:29
taken place if the cameras are still down on Friday?
36:33
Would it have taken place on Friday as well? Answer?
36:36
That would have been Friday as well. Question but you
36:38
weren't involved with the meeting like that? Answer no question,
36:42
and you don't know of a meeting taking place? Answer
36:45
no question. Okay. Would it have taken place every day
36:48
that the camera was down or just the first day? Answer?
36:52
There would have been an update because the person that
36:55
falls under that the contract is redacted. So the aw
37:00
facilities would have wanted an update weekly report as well
37:03
as the captain question okay, answer because that's a security issue,
37:09
so we would have wanted. But the camera system was down,
37:12
I think it was some routine maintenance that they was doing.
37:17
Question Now, would any of the lieutenants or shoe staff
37:20
have known that the camera was down? Answer? Some I mean,
37:24
they don't have the ability to monitor, but you know,
37:27
of course the ones inten South, you know, yeah, the
37:30
live monitoring. Question and do you know and don't know though,
37:36
even to this date if a camera was in fact down?
37:40
Answer I can't remember. Question In fact, answer, I don't know.
37:44
Question Okay, that's fine. I was just going to ask,
37:47
even if it wasn't a recording, do you know if
37:49
it was like being a live monitor or anything like
37:52
that or it could have been, but you're unaware? Answer,
37:58
I'm unaware. Question okay, Okay. So, after receiving the phone
38:01
call from redacted on the morning of Saturday, August tenth,
38:04
twenty nineteen, Redacted notified associate Warden redacted, who informed the warden.
38:10
Redacted also attempted to call institution duty officer redacted answer yep,
38:16
question to chaplain and in the building to get more information.
38:20
What does that mean by in the building? Do you know? Answer?
38:24
So basically, you know, it was just it was just
38:27
a bunch of you know, people that we tried to notify.
38:30
I tried to notify, so I think I notified redacted.
38:33
Of course, she notifies the wharden. I notify the IDEO.
38:38
I said, hey, because in May death they needed me
38:40
coming into the institution because that's one of the off times,
38:44
so they needed to be making because they're going to
38:46
be responsible for making certain calls to the region. I
38:50
notified the chaplain because chaplain made sure indiscernible. Also, I
38:55
believe I informed them to call redacted, which was the
38:59
executive assistant. I think redacted or that may have called
39:02
redacted the attorney for MCC and I'm trying to think
39:05
who else question, No, that's fine, And it says that
39:09
he went to MCC arriving before eight am. Approximately. Upon arrival,
39:15
Redacted screened in and retrieved his gear from the third floor.
39:18
He went to the shoe and signed the logbook. He
39:21
gathered any records pertaining to Epstein, including the thirty minute
39:25
round logbook and attorney conference log book, count slips and
39:29
E one's what are you ones answer? So all this
39:32
stuff right here, so you basically I walk through the building.
39:37
I know the protocol because what happens is these things
39:40
will come up missing then you have no evidence. So
39:44
I secured count slips, the E ones. I went to shoe.
39:47
I got all the logbooks that I knew where Epstein
39:50
had been I grabbed those log books, I went to shoe.
39:53
I took his inmate shoe file from the special housing,
39:56
plus all of the round sheets. Indiscernible. Question This actually
40:01
says he could not locate Epstein's inmate file. Do you
40:04
remember that? Answer? It was a file, but it had
40:08
limited stuff in there. Question okay, answer so his actual file. Yeah,
40:13
it had his pictures, had a couple of things on there,
40:16
but it wasn't anything in it. Question so when this
40:19
says not located file, you located the file but it
40:24
was empty. Answer? It was empty. And is that abnormal? Answer? No,
40:30
it's not normal. Question. Oh, it's not normal. Answer it's
40:35
not normal. No question and do you think that somebody
40:39
removed things from it? Answer? No, I'm not going to
40:42
make that accusation. I don't know. I would just say
40:45
that that's not a normal instant. That being working as
40:48
a former OIC, being a correctional officer and all that stuff,
40:52
that's not normal. Question what stuff is usually in there? Answer?
40:58
I can tell you it would be all of his
41:00
and take screening stuff that we do on the inmates,
41:02
the expectations, the cell assignment, things that the inmate is
41:05
supposed to sign, the clothing issue forms. It would be
41:09
two ninety twos in there. It would be the SROs,
41:12
it would be the psychology where psychology comes to see
41:15
the guys that those notes should be placed in there.
41:18
Question and none of that was in there. Answer, none
41:22
of that was in there. All right, folks, we're gonna
41:24
wrap up right here and in the next episode dealing
41:26
with the topic, we're gonna pick up where we left off.
41:29
All the information that goes with this episode can be
