- 1:44Speaker 1: of using drones to fish has filled with. Comments the
- 1:49Speaker 1: discussion stemming from questions surrounding whether anglers can legally use
- 1:55Speaker 1: drones to drop bait. Offshore according to federal, law the
- 2:00Speaker 1: the answer is. No While Texas parks And Wildlife department
- 2:03Speaker 1: does not have a drone specific fishing regulation of its,
- 2:08Speaker 1: own the practice is prohibited under The Federal Airborne Hunting.
- 2:14Speaker 1: Act because drones are classified as, aircraft they cannot be
- 2:18Speaker 1: used to assist in the taking of, wildlife including deploying.
- 2:23Speaker 1: Bait while fishing states are not allowed to override that

- 2:39Speaker 1: that using a drone to deploy bait quote is much
- 2:42Speaker 1: safer alternative for the surf fishermen versus paddling through the,
- 2:47Speaker 1: serf adding that anglers have invested heavily in the technology
- 2:51Speaker 1: and deserve clarity for the. Law lance stuff says so
- 2:55Speaker 1: much safer to drop a bait than paddle it. Out
- 3:00Speaker 1: others question why drone bait drops are treated differently than
- 3:04Speaker 1: other modern. Tools Clin Jaska jackson asking how it differs

- 3:34Speaker 1: True the legality remains. Unchanged under current federal, law drones
- 3:43Speaker 1: are considered aircraft and cannot be used to assist fishing
- 3:49Speaker 1: by deploying. Bait any change would require federal. Action you,
- 3:55Speaker 1: know this has been going on a while since drone
- 3:57Speaker 1: technology came. Available it is hard to drive down a
- 4:02Speaker 1: beach In texas and not see somebody using a. Drone
- 4:08Speaker 1: there have been all kinds of videos made as well
- 4:12Speaker 1: on the social, media people actually using drones to, fish
- 4:18Speaker 1: to reel in fish beyond the third. Sandbar so what
- 4:24Speaker 1: we're talking. About most of you who fish understand. This
- 4:28Speaker 1: some of you who don't may. Not but the drones
- 4:32Speaker 1: are used and flown from the beach to deeper water
- 4:37Speaker 1: beyond the third sandbar from the beach and then deposit
- 4:43Speaker 1: the line and the bait into the water in deeper
- 4:47Speaker 1: water where you might not be able to get to
- 4:50Speaker 1: it if you were just you, know on your own
- 4:54Speaker 1: two feet trying to swim out to that third, sandbar
- 4:59Speaker 1: which has its own particular challenges as well. Sharks, Anyway

- 5:18Speaker 1: And i'm talking about here In. Texas that's not to
- 5:21Speaker 1: say they haven't, been but.

- 32:46Speaker 1: this may get a little nerdy in, parts but in
- 32:51Speaker 1: my mind it's worth to. Listen water is a huge
- 32:54Speaker 1: issue in the state Of. Texas the legislature is finally
- 33:00Speaker 1: they realize that they've set aside money for.
- 33:03Speaker 4: It it is.
- 33:04Speaker 1: Critical in the, days, weeks, months and years to come

- 33:11Speaker 4: Have moving in. Here it's critical for.
- 33:16Speaker 1: The health of the waters where you fish along The texas.
- 33:20Speaker 1: Coast it's hugely. Critical we have talked for many years
- 33:25Speaker 1: about the issues In florida and The, everglades and when
- 33:30Speaker 1: they look up and look, around it's almost too late
- 33:34Speaker 1: to do anything about. It people here are.
- 33:37Speaker 4: Trying it's not.
- 33:40Speaker 1: Easy there's projects going on In Baffin bay right now
- 33:44Speaker 1: to clean up the water. There so give a listen
- 33:49Speaker 1: To Jay, Clayburg Sarah schlessinger of The Texas Water, foundation
- 33:54Speaker 1: and The Gulf Stream. Podcast through The Heart Research, institute.
- 34:00Speaker 13: The state created a fund from which individual communities can
- 34:06Speaker 13: take out low interest loans and that goes through the state,
- 34:09Speaker 13: Agency Texas water devel On. Board and that's fairly consistent
- 34:12Speaker 13: and it is also. Smart texas has done a remarkable
- 34:17Speaker 13: job of setting up really sophisticated financing structures for. Water
- 34:21Speaker 13: the problem, is and this is what this session, addressed
- 34:25Speaker 13: is that most of those funding programs were, eight, nine
- 34:28Speaker 13: ten times oversubscribed because the demand was so high that
- 34:32Speaker 13: it was outpacing the money that was available in these individual.
- 34:36Speaker 13: Funds So Texas Watervill, board as a state, agency is non.
- 34:39Speaker 13: Regulatory they do the, funding so they act as a.
- 34:42Speaker 13: Bank they do, Planning they do our state Water, plan
- 34:45Speaker 13: and they used to do it top down and contemplated
- 34:47Speaker 13: maps where there were pipes coming in from various, places
- 34:50Speaker 13: and then in nineteen ninety seven they switched the model
- 34:52Speaker 13: and they made it a ground up planning. Process so
- 34:55Speaker 13: now it happens within sixteen different regional water planning groups
- 34:58Speaker 13: and they look at those supply and demand, curves population
- 35:01Speaker 13: and you, know industry demands and ag, demands and they
- 35:04Speaker 13: come up with. Strategies what strategies are they going to
- 35:07Speaker 13: use to close that supply demand curve or? Gap and
- 35:11Speaker 13: then the board receives all of, that compiles it in
- 35:14Speaker 13: the State Water, plan and then has a fund called
- 35:16Speaker 13: The Swift fund State Water Implementation fund For texas that
- 35:21Speaker 13: allows them to apply for low interest. Loans, well so
- 35:23Speaker 13: it's not just free, money, Right you're still you're still
- 35:26Speaker 13: financing it through, rates but there has to be but
- 35:30Speaker 13: it's incentivizing communities to be able to advance some of those.
- 35:34Speaker 13: Strategies so last legislative session we talked about water. INFRASTRUCTURE
- 35:39Speaker 13: i would say we brought awareness and light to the
- 35:42Speaker 13: importance of water infrastructure because it's largely. Invisible it's very
- 35:46Speaker 13: hard to make pipes and wastewater systems sexy because it's you,
- 35:51Speaker 13: know they're, pipes they're. Underground so last legislative session really
- 35:54Speaker 13: brought attention to this concept of water infrastructure and the
- 35:58Speaker 13: fact that there were leaky, pipes and they created out
- 36:01Speaker 13: of that The Texas Water, fund which was approved by
- 36:05Speaker 13: voters on the ballot Through. Prop, six and that was
- 36:08Speaker 13: the last. Session this, session they contemplated and passed for
- 36:12Speaker 13: the first time a dedicated revenue mechanism for The Texas Water.
- 36:17Speaker 13: Funds The Texas water fund sits as this umbrella concept
- 36:20Speaker 13: which then distributes funding to a variety of, programs including THE,
- 36:24Speaker 13: swift including The Flood Infrastructure fund really important this, summer
- 36:28Speaker 13: including ad conservation. Grants, Right so there are various programs and,
- 36:33Speaker 13: specifically the legislature approved the allocation of a billion dollars
- 36:38Speaker 13: from our sales tax.
- 36:39Speaker 2: Revenue, okay so this is existing in sales tax.
- 36:42Speaker 13: Correct, Exactly so it's not a new, tax not new. Fees,
- 36:46Speaker 13: now this still has to be approved by.
- 36:48Speaker 2: Voters can you talk about that as we transition to?
- 36:52Speaker 2: Break can you give people an idea of what they can?
- 36:55Speaker 2: DO i mean sometimes it feels like it's so. Complicated it, is,
- 37:00Speaker 2: yes but it does come down to individual action this
- 37:04Speaker 2: fall and people will have an opportunity to vote on.
- 37:07Speaker 2: This can you talk about?
- 37:08Speaker 13: That so this fall they're going to find a number
- 37:11Speaker 13: of constitutional amendments on the. Ballot this is not a
- 37:14Speaker 13: high voter turnout. Election and one of those is going
- 37:20Speaker 13: to Be proposition for which is specifically to authorize the
- 37:24Speaker 13: one billion dollar allocation to The Texas Water, fund which
- 37:27Speaker 13: was previously.
- 37:29Speaker 2: Created And, sarah is that a billion dollars in a
- 37:34Speaker 2: year or is it a billion dollars over a period of?
- 37:36Speaker 13: Time that's, right it's a billion dollars a year over twenty.
- 37:39Speaker 13: Years so the way that that joint resolution was drafted
- 37:44Speaker 13: is that it's sunseted after twenty, years but really just
- 37:47Speaker 13: to give them an opportunity to revise, it to reassess.
- 37:51Speaker 13: It now zooming, out this is not a new. Concept
- 37:55Speaker 13: the way that we fund our fund our roads and,
- 37:57Speaker 13: bridges critical. Infrastructure again that all of the participate is
- 38:00Speaker 13: exactly in this. Manner there's a portion of our SALES
- 38:03Speaker 13: tac that gets allocated into a, fund as you know
- 38:07Speaker 13: better than anybody right that gets allocated to these Different
- 38:10Speaker 13: so this is just following a similar path as we
- 38:13Speaker 13: do other statewide critical. Infrastructure AND i, think going back
- 38:17Speaker 13: to the beginning of our, conversation that is in part
- 38:19Speaker 13: because water has never felt as valuable as it does,
- 38:23Speaker 13: now and so the fact that there is now pressure
- 38:26Speaker 13: and understanding around water, supply population, growth, aging, infrastructure the
- 38:31Speaker 13: variety of socioeconomic and industry impacts that this has is
- 38:36Speaker 13: turning people's awareness and leaderships, awareness legislator's awareness to how
- 38:41Speaker 13: important it is to prioritize dedicated. Funding SO i think
- 38:45Speaker 13: the question in terms of how there's a very obvious
- 38:50Speaker 13: opportunity for people to contemplate that decision in terms of
- 38:54Speaker 13: the constitutional, Amendment but beyond, THAT i would say the
- 38:58Speaker 13: opportunity is really For texans to reflect on and to
- 39:03Speaker 13: identify ways to say water security is important and that
- 39:08Speaker 13: they are willing to invest in it over a long
- 39:10Speaker 13: period of, Time and that really takes a values shift
- 39:14Speaker 13: in the way that people have previously thought about a.
- 39:18Speaker 13: Resource AND i think that we're at a really interesting
- 39:21Speaker 13: place right now In. Texas regardless of where you, live
- 39:25Speaker 13: where how we value water is going to materialize in
- 39:30Speaker 13: a number of decisions such as bond, elections approving investment
- 39:37Speaker 13: in water, infrastructure who you are voting into, office how
- 39:42Speaker 13: you are choosing to develop your, communities land use, regulations
- 39:46Speaker 13: DARE i? Say and SO i think all of those
- 39:50Speaker 13: are examples of Where texans will be able to lean
- 39:53Speaker 13: in and have a conversation around water security and the
- 39:57Speaker 13: types of decisions that are being, made regardless of whether
- 40:00Speaker 13: they are engaged in direct advocacy or with the grassroots,
- 40:03Speaker 13: organizations but even on a very practical scale at their utility,
- 40:07Speaker 13: level what type of strategies are they, adopting what type
- 40:12Speaker 13: of strategies are they? Financing and what's really neat About
- 40:16Speaker 13: texas is that the way that we, govern the way
- 40:20Speaker 13: that we manage is actually dec is constructed to allow
- 40:25Speaker 13: for public, participation even though Most texans don't realize that
- 40:29Speaker 13: they have an invitation to do, that but there is
- 40:30Speaker 13: an opportunity to participate in regional water, planning to participate
- 40:34Speaker 13: at the, utilities to participate in your groundwater. Districts SO
- 40:38Speaker 13: i think there's a lot of ways That texans can.
- 40:40Speaker 13: Participate but really the root of that is do we
- 40:43Speaker 13: value water and water infrastructure and we should unpack what
- 40:47Speaker 13: infrastructure is, right BECAUSE i think that sometimes that gets
- 40:49Speaker 13: misunderstood sufficiently to invest in it, right whatever that means,
- 40:54Speaker 13: Right AND i think that's the big moment that we
- 40:57Speaker 13: find ourselves.
- 40:57Speaker 2: In it's a huge moment if if you think about
- 41:00Speaker 2: the history Of texas and help me out here as
- 41:03Speaker 2: far as the details, go but you look at things
- 41:08Speaker 2: like the hurricane that Hit, galveston flooding in the early
- 41:13Speaker 2: nineteen hundreds and really investment in trying to control water
- 41:20Speaker 2: and it's devastating. EFFECTS i would argue that was kind
- 41:24Speaker 2: of the, story if you, will the first part of
- 41:26Speaker 2: the nineteen, hundreds and then you go through the, thirties,
- 41:30Speaker 2: forties and fifties with extreme drought in the, fifties, right
- 41:35Speaker 2: and this realization that it's not always going to be,
- 41:39Speaker 2: there and so we need to build infrastructure not just
- 41:43Speaker 2: for water availability and water, supply but also in some
- 41:48Speaker 2: instances in the highland lakes to generate power for the hill,
- 41:52Speaker 2: country for growing. Population and we happen to have a
- 41:56Speaker 2: president From, texas from The Hill, country and so, now
- 42:00Speaker 2: and there's a lot of stuff that's happened between the
- 42:02Speaker 2: fifties and. Now but to your, point a lot of
- 42:06Speaker 2: that investment that we see today that we're benefiting, from
- 42:09Speaker 2: was in the, seventies like in the mid, seventies and
- 42:13Speaker 2: we now have tens of millions of people In texas
- 42:16Speaker 2: that we didn't have at that time with skyrocketing, growth
- 42:21Speaker 2: and it's not just you, know someone asked me why
- 42:24Speaker 2: do we need? Water AND i know it was, theoretical
- 42:28Speaker 2: like it was a question about why can't we just
- 42:32Speaker 2: deal with the water that we have? Today it was
- 42:36Speaker 2: it was a question about new supply, right whether that's
- 42:40Speaker 2: getting it from the ocean or brackish wells or, conservation
- 42:45Speaker 2: whatever it. Is BUT i think the real question was
- 42:48Speaker 2: it was kind of philosophical about where we're going as
- 42:51Speaker 2: a state and this idea that we can continue to
- 42:55Speaker 2: grow both economically and from a population, perspective but we
- 43:00Speaker 2: have to invest in. That to your, point it can't
- 43:03Speaker 2: just be solely at the local, level like we have
- 43:07Speaker 2: to have a larger mechanism to do. That and IF
- 43:10Speaker 2: i understood what you. Said that is partly what we're voting.
- 43:14Speaker 2: On this fall is at least a mechanism where the
- 43:17Speaker 2: state doesn't have to always rely on.
- 43:23Speaker 4: Federal.
- 43:23Speaker 2: Funding that they can rely on existing sales tax. Revenue
- 43:27Speaker 2: this isn't a new, tax that's, right and so people
- 43:30Speaker 2: have a chance to get engaged in. That and then
- 43:33Speaker 2: you mentioned, it but can you say a little bit
- 43:35Speaker 2: more about you know so much about. WATER i think
- 43:39Speaker 2: people are learning. More but wherever you are In, texas
- 43:42Speaker 2: how can you get involved in, this whether you want
- 43:44Speaker 2: to learn, more you want to actually.
- 43:46Speaker 13: Participate, well, gosh you we need to unpack everything you just,
- 43:50Speaker 13: said because there's so much staff, no, no so much
- 43:55Speaker 13: so important to think about it from the historical, arc,
- 43:59Speaker 13: because first of, all you are absolutely, right so much
- 44:02Speaker 13: of how we have interacted our. RELATIONSHIP i mean that
- 44:05Speaker 13: sounds Very our relationship with water has been very influenced
- 44:10Speaker 13: by the weather, patterns by what we've experienced, generationally what
- 44:15Speaker 13: the context, was and we are in a very new
- 44:19Speaker 13: chapter For. Texas so in the early nineteen hundreds you
- 44:24Speaker 13: had a series of catastrophic floods that then turned into
- 44:28Speaker 13: the passage of The Conservation. Amendment in nineteen, seventeen which
- 44:32Speaker 13: allows specifically a couple of. Things one for public entities
- 44:36Speaker 13: to be created to build the infrastructure to safeguard right
- 44:40Speaker 13: the responsibility to plan for the future Of texans and their.
- 44:43Speaker 13: Safety and two to be for those entities to be
- 44:47Speaker 13: able to take on public debt in order to do.
- 44:50Speaker 13: SO i, mean those are two of the big important
- 44:53Speaker 13: outputs that came from The Conservation. Amendment so when you
- 44:56Speaker 13: think about today's river authorities that generate, electricity manage and
- 45:01Speaker 13: control our, rivers thinking about things like flood they have
- 45:07Speaker 13: the ability to take on debt because of the response
- 45:10Speaker 13: That texans were feeling after tragic and catastrophic.
- 45:14Speaker 2: Floods this is The Low Caulder River, Authority Guadalli Blanco River.
- 45:20Speaker 2: Authority you, say all of those.
- 45:23Speaker 13: That kind of at that, Time, yeah and so there
- 45:25Speaker 13: was kind of a generation where Suddenly texans were thinking, about,
- 45:32Speaker 13: oh we should be managing to protect us from, risk
- 45:36Speaker 13: and we should have the ability to finance or invest
- 45:39Speaker 13: in those. Systems and then flash forward to get you're,
- 45:42Speaker 13: right in nineteen, fifties terrible drought all of a sudden
- 45:45Speaker 13: that kind of coincides with the proliferation of better technology
- 45:50Speaker 13: to drill and pump, groundwater and so all of a,
- 45:53Speaker 13: sudden there's this huge amount of groundwater that's, available and
- 45:57Speaker 13: there's a need to manage it right and to manage
- 45:59Speaker 13: it out of the drought that they're. Experiencing and so
- 46:02Speaker 13: you had the State water plan starting to come out
- 46:04Speaker 13: in the nineteen, fifties you had the first groundwater districts being,
- 46:07Speaker 13: created then so and then flash forward again the late.
- 46:11Speaker 13: NINETIES i, mean all of these are responsive to floods
- 46:13Speaker 13: and to. Droughts and what's DIFFERENT i think about right
- 46:17Speaker 13: now is that while there are on the surface these
- 46:20Speaker 13: pressure points of population growth and, industry the fact That
- 46:23Speaker 13: texas has the eighth or seventh That cadlou's Track strut's
- 46:27Speaker 13: economy in the, world driven by industries that are very
- 46:30Speaker 13: dependent on, water we're suddenly contemplating is there enough and
- 46:35Speaker 13: how are we diversifying and how will we have more.
- 46:38Speaker 13: Supply so to the next part of your conversation around
- 46:42Speaker 13: desalination versus these various, STRATEGIES i encourage people to think
- 46:51Speaker 13: about water supply and water strategies as interconnected but slightly different.
- 46:57Speaker 13: Things your water supply are things like your groundwater the
- 47:03Speaker 13: ocean that's right next to, us right the rainwater things
- 47:06Speaker 13: that are in our surface water, bodies and the strategies
- 47:09Speaker 13: that you use are things like desalination or reuse or
- 47:13Speaker 13: brackish desalination or aquifer storage and. Recovery these are strategies
- 47:18Speaker 13: that we use to, manage, treat and, distribute and then
- 47:21Speaker 13: there's treatment facilities as, well and then you're getting into
- 47:24Speaker 13: the technical pieces of. It but the reason why that
- 47:26Speaker 13: differentiation is important is because right now you're going to
- 47:29Speaker 13: hear a lot of conversation around us needing additional, supply
- 47:33Speaker 13: and that is true for most. Communities they need either
- 47:35Speaker 13: additional supply or they need to reduce their risk because
- 47:38Speaker 13: they're reliant on a singular. SUPPLY a number of Our
- 47:41Speaker 13: Riar Grand valley communities are singularly dependent on The Rear
- 47:44Speaker 13: grand and that is no longer a reliable water. SOURCE
- 47:48Speaker 13: a number of our rural communities Across texas are singularly
- 47:51Speaker 13: reliant on groundwater and that is, very very high, risk
- 47:55Speaker 13: particularly as you see those aquivera levels declining as we
- 47:58Speaker 13: endure long, drought where people are then predominantly using groundwater
- 48:04Speaker 13: and pumping from. It so then the strategies that we
- 48:07Speaker 13: get to use are ways that you diversify that. Risk
- 48:10Speaker 13: it's ways that you can treat store develop and those
- 48:15Speaker 13: strategies are really, expensive, right particularly when you're talking about
- 48:19Speaker 13: things like, desalination and desalination can be kind of a
- 48:22Speaker 13: third rail for a lot of, people right because there's
- 48:24Speaker 13: a lot of it's very context specific and it's very
- 48:27Speaker 13: governance specific as. Well desalination is just a. Technology it's
- 48:31Speaker 13: a filter with a lot of pressure moving through it
- 48:33Speaker 13: where you're removing a certain amount OF tds out of the. Water.
- 48:35Speaker 13: Right the same thing is used In West texas where
- 48:38Speaker 13: you have brackish groundwater using a desalination, process and the
- 48:42Speaker 13: same thing is probably used for produced water as. Well
- 48:45Speaker 13: it's just a. Filter is a filter is a. Filter
- 48:47Speaker 13: it's just how tight is the membrane and how much
- 48:49Speaker 13: pressure is going through. It but the scale at which
- 48:53Speaker 13: you're producing and the cost of that production and the
- 48:56Speaker 13: energy consumption in it is going to determine how viable
- 48:59Speaker 13: of a strategy it is for any particular, community which
- 49:01Speaker 13: goes back to our economies of, scale. Right so a
- 49:03Speaker 13: lot of these strategies that are, available which are good
- 49:06Speaker 13: strategies if they are governed, correctly if the right regulations
- 49:09Speaker 13: are in, place if you have the appropriate workforce for,
- 49:12Speaker 13: it are then just a matter of cost and how
- 49:14Speaker 13: are you going to finance? Them SO i think that you,
- 49:17Speaker 13: know beyond this constitutional amendment in the, fall where we're
- 49:21Speaker 13: going to be talking about Do texans value water infrastructure
- 49:25Speaker 13: sufficiently to allocate a billion dollars from our annual sales
- 49:28Speaker 13: tax revenue into The Texas Water fund to finance our water.
- 49:34Speaker 13: Infrastructure beyond that is going to be which strategies should be, used,
- 49:39Speaker 13: when how, right and in what and in what, Combination
- 49:43Speaker 13: and that is the good news is that there are
- 49:45Speaker 13: a lot of people involved in that, Conversation so there's
- 49:48Speaker 13: there's a lot going on there AND i THINK i
- 49:49Speaker 13: think there's still going to be a lot of interesting
- 49:51Speaker 13: conversation well past this.
- 49:52Speaker 2: Year well it's it's critically, important as you have, illustrated
- 49:58Speaker 2: and it's comple lo, caated BUT i Think texans are
- 50:05Speaker 2: are going to learn more about not only its, importance
- 50:08Speaker 2: but what they can do to learn. More they have
- 50:12Speaker 2: a say in, this certainly at the local level as,
- 50:14Speaker 2: well as you, mentioned with all of these different, strategies
- 50:17Speaker 2: AND i think we're fortunate In texas to have people
- 50:22Speaker 2: like you that are focused on this issue continue to
- 50:25Speaker 2: be and what seems to be a growing interest in
- 50:33Speaker 2: managing that risk and also figuring out a way to
- 50:38Speaker 2: balance right balance growth with resilience and sustainability and all of.
- 50:44Speaker 2: That so any parting words of wisdom or, thoughts anything
- 50:49Speaker 2: that that maybe we.
- 50:51Speaker 13: Missed parting words of wisdom feels like a lot of.
- 50:54Speaker 13: Pressure i'm not sure how wise it's going.
- 50:56Speaker 4: To, be but maybe party, words party, Words we'll leave it.
- 50:58Speaker 13: There you, know while water security is something that All
- 51:05Speaker 13: texans should be paying attention, to it is a refreshingly bipartisan.
- 51:11Speaker 13: ISSUE i would say it is a challenge between our
- 51:15Speaker 13: urban and rural, communities and that has tended to be
- 51:17Speaker 13: the case for water In. Texas at the local, scale
- 51:23Speaker 13: there's a lot of agency and there is a lot
- 51:25Speaker 13: of opportunity to lean in and to understand the exact
- 51:30Speaker 13: nuances of what your water supply. Is if you don't
- 51:33Speaker 13: know your water, supply AND i mean, supply not, strategies
- 51:37Speaker 13: you should learn about. It if you don't know who
- 51:40Speaker 13: is managing your water and that is now the governance,
- 51:44Speaker 13: Question and so SPECIFICALLY i would. Advise get to know
- 51:47Speaker 13: who your utility. Is if you have a, utility maybe
- 51:50Speaker 13: you're on a groundwater. Well get to know your groundwater.
- 51:53Speaker 13: District get to know your river, authority get to know
- 51:56Speaker 13: the state. Agencies the state Agencies Texas water Vone, BOARD, TCQ.
- 52:01Speaker 13: Puc those are large and it's hard to wrap your head.
- 52:04Speaker 13: Around but at the local, scale it's a lot easier
- 52:07Speaker 13: to start to understand what your local water landscape is
- 52:12Speaker 13: and the humans that are interacting with, it because it,
- 52:15Speaker 13: REALLY i mean my bias is that water is human
- 52:20Speaker 13: in terms of how it's, managed how it's, allocated and
- 52:23Speaker 13: so be thoughtful about the governance that is in, place
- 52:27Speaker 13: be thoughtful about the workforce opportunities around. It that is
- 52:30Speaker 13: a huge opportunity In texas right now is fir us
- 52:32Speaker 13: to think differently about what our water workforce looks like
- 52:35Speaker 13: going into the, future and certainly be thoughtful about how
- 52:40Speaker 13: it is that you're prioritizing it within whatever decisions you can.
- 52:44Speaker 13: Make right in terms of communities that get authorized to
- 52:47Speaker 13: build or not to, build and where which industries move
- 52:51Speaker 13: into your. Community that is where the Everyday texan has
- 52:56Speaker 13: voice and has the opportunity to lean in and not
- 53:00Speaker 13: all is not. Lost texas is remarkably ahead of the,
- 53:03Speaker 13: curve not just in the, nation but really on a global.
- 53:07Speaker 13: Scale and the fact that we have been experiencing and
- 53:10Speaker 13: thinking about these pressure points for much longer than other
- 53:13Speaker 13: communities have simply by the fact of our geography and our.
- 53:17Speaker 3: Weather.
- 53:17Speaker 13: Right and so IF i reflect back to my first
- 53:23Speaker 13: exposure to water, management which was the middle of a
- 53:25Speaker 13: cholera epidemic In, haiti, right how people access, water how
- 53:32Speaker 13: you finance, water how you treat, it how you distribute,
- 53:35Speaker 13: it how you regulate it tells you everything about the
- 53:38Speaker 13: health of a.
- 53:39Speaker 2: Community one thing to sort of just bring it home for,
- 53:43Speaker 2: me BECAUSE i think visually is every watershed in the
- 53:47Speaker 2: state Of texas drains to The?
- 53:49Speaker 4: Gulf sure it.
- 53:49Speaker 2: Does and so we're all connected by, water. Period AND
- 53:55Speaker 2: i THINK i believe we're all connected by water ultimately
- 53:58Speaker 2: to The gulf because of that. Fact and so thanks
- 54:02Speaker 2: for being here and we'll see you down the.
- 54:04Speaker 12: Road thank.
